SCC NEWS: It’s a busy time of year for the SCC. Not only are we planning activities for the near future, we have also

completed our Engagement and Alignment Plan for the 2019/2020 school year. This is our plan for the

year’s SCC events, and guides us as we support the students in their math and writing initiatives, as well

as some school fundraising. The money raises helps to ensure all students have the opportunity to enjoy

swimming lessons and fun year-end activities. So far this fall we have supplied cookies for the school

open house, as well as muffins, coffee and juice for our Read & Relax morning that so many of you took

part in, and are looking forward to many more exciting activities for our Irwin Ice students and families

to take part in! Watch for details regarding an upcoming Multicultural event!!

The Chinook School Division hold forums for the SCCs in our division throughout the year. Recently our

new SCC members and school admin attended the SCC New Members Forum, and the Fall SCC

Forum, for all SCC members and Admin, is just around the corner. These get-togethers are very

informative and are a great place to share ideas and learn how other SCCs are supporting their

students.

Please remember the speed limit has been reduced to 30 km/hour in our city school zones!

Have a great November!

K-KIDZ FOOD DRIVE:

The Irwin K-Kidz would like to thank everyone for their participation in the FCC Food Drive. This year we

collected 1,082 pounds. We beat our last year’s record by over 300 pounds!

Thanks for the donations Irwin ICE!!

Students are grouped based on their experience level, from beginner to advanced. There are sliders and brooms available for students to use if they do not have their own equipment. All you need to bring are clean, indoor running shoes and comfortable clothes that allow movement. Curling fees are $25.00 for the season. A “Parent Code of Conduct” form needs to be signed and returned before participating. Sessions include skill development and games. If you missed signing up, please see Mrs. Schommer or Miss Bertram as soon as possible.

Did You Know……………

Dr. Irwin was a local doctor who, in 1918, was one of several doctors who opened a Clinic on Central Ave. It was the first of its

kind in Saskatchewan.

“While the upstairs will be devoted to observation wards where the development of cases brought to the clinic can be carefully

observed and a proper diagnosis made.”

Each one of the doctors making a specialty of a particular branch of surgery or medicine.”

“This is the first institution of its kind established in SK and will be not only a great benefit to the city but also to the whole

district as it will provide facilities for a great advancement in medical and surgical science.”

(Irwin was there1918-46?)

OM Irwin was part of a group who established universal health care in our region. With comprehensive health care and a

comprehensive hospital plan, it was the first program of its kind in North America. It was the first region in Canada to combine

public health with medical care.

From Stu Robertson of SC, former secretary of the RM of Webb and 1st secretary of Health Region #1:

An event unique in health care was generated in the RM of Webb which eventually grew into Health Region No 1 and thus into

medical care for the whole province. This system is now studied and copied universally. The following is a resume of the series

of events that led up to these historical happenings.

In the early 20’s a contract was made with the Gull Lake doctors and one Webb doctor to render general practitioner service to

residents of the RM of Webb; these services were paid for out of general funds, but this agreement was soon phased out. During

the thirties many residents incurred medical bills they could not pay and as the RM in 1942-43 was being held responsible for

their accounts, the council decided that it would be logical to provide medical services for everyone rather than paying some

individual bills.

Jim MacLeod, the Reeve, Stu Robertson, the Secretary Treasurer, Dr John Matheson of Gull Lake and Dr OM Irwin of Swift

Current formulated a plan

that was to give complete coverage. In 1944 this plan was adopted by the RM Council in a modified form that gave general

practice medical care to every resident, with the RM paying 50% of referrals for special care. A fee for every family was levied

and all deficits were taken care of by mill rate. This service proved very successful and the outcome was that in 1946 Health

Region No 1, patterned after the Webb plan, was formulated covering all of southwest Saskatchewan and the above 2 events

finally generated the formation of Saskatchewan Medical Care Insurance Commission but left the Health Region intact.

In 1946 Health Region No. 1, a pilot project for a proposed province-wide health care plan, was formed with Swift Current

gaining international recognition. Medical history was made when it became the first government funded medical scheme in

North America, the first to combine public health and medical-care program.

Tommy Douglas used the statistics to promote universal healthcare in Saskatchewan; in 1962 Medicare was born in

Saskatchewan. By that time, Douglas was in Ottawa. “In December 1966, the Parliament of Canada, including all members of the

NDP under leader Tommy Douglas, passed the federal Medicare legislation that implemented full Medicare across Canada. The

Act became effective in 1968 and was fully implemented in all provinces by 1972.” So essentially, the “universal health care”

that Canadians are so proud of, started in this region, and OM Irwin was part of that!

Noble Irwin was OM’s son. Noble was a Medic in the 8th Reconnaissance Regiment in WW2. His unit landed just after D day

and he was only there a short while (months?) before he was wounded and sent home. Noble Irwin practiced medicine in Swift

Current after the war. The Noble Irwin Healthcare Foundation is named for Dr. Noble Irwin (1921-1998). The foundation raises

money to buy “necessary medical equipment for all facilities in the Cypress Health Region”.
