I. INTRODUCTION
A. Background
1. Dhaka Water Supply Network Improvement Project (DWSNIP) has been initiated by Dhaka Water Supply and Sewerage Authority (DWASA) in improving the water supply distribution network in various zones of Dhaka City. The estimated cost of the Project is US$ 408 millionThe Government of the People’s Republic of Bangladesh (GOB) has obtained a loan of US$ 275 million from the Asian Development Bank (ADB Loan: 3397-BAN) and the balance US$133 million equivalent would be financed by the GOB. 2. The Project will implement 70 DMAs in which about 1668 km pipe lines will be rehabilitated including about 156,163 service connections.
3. The Project has five (5) contract packages and the implementation of each package will approximately take 17 to 36 months with the expectation to complete by the year 2021. 4. The objectives of the Project are:
• To reduce NRW and achieve 24 x 7 water supplies in DMA’s identified under current project, left over DMA’s from DWSSDP.
• To provide new or regular connections to low income communities.
5. Summary of the Construction packages are depicted in Table 1 and the project area of each packages are shown in Figure 1.
B. Purpose of the Report
6. This report is the semi- annual environment monitoring report (SEMR) covering period July to December 2018 to describe the present compliance status and implementation of the mitigation measures, monitoring and reporting as per EMP of the approved draft IEE.
C. Environmental Categorization
According to ADB Safeguard Policy Statement, 2009
7. Sub projects under Five Packages (ICB 2.8, ICB 2.9, ICB 2.10, ICB 2.11 and ICB 2.12) under DWSNIP has been classified by ADB as environmental assessment category B (some negative impacts but less significant than category A) and the impacts of subprojects were assessed through Initial Environmental Examination (IEE), prepared according to ADB Safeguard Policy (SPS 2009).

According to National Laws and Regulations
8. As per Schedule 1 of ECA, 1995 all packages under DWSNIP is likely to be classified as red category (serial number 64 under ECR) which require both IEE and EIA for getting SCC and ECC from the DoE prior to commencement of the subproject. During meeting with Director, Environmental Clearance, DoE which was held on October 28, 2018 at DoE office, The Department of Environment provided exemption from Site Clearance considering high priority of the project and approved TOR for conducting EIA in favour of DWSNIP (see Appendix 1). DWASA with the assistance of the consultant teams, will develop the necessary EIA and ensure the ECC is obtained prior to award of civil works contract.
D. Project Safeguards Team
9. Environmental, Resettlement and Gender Officer of PMU has been designated for overseeing implementation of safeguards under the project. Environmental Specialist of DMS
has been mobilized for implementation of EMPs compliance. Resettlement and Gender Specialist has not yet mobilized during reporting period.

11. DWSNIP civil works is divided into five contracts (packages): ICB 2.8 covering 13 DMAs, ICB 2.9 covering 15 DMAs, ICB 2.10 covering 19 DMAs, ICB 2.11 covering 16 DMAs, and ICB 2.12 covering 7 DMAs. 12. Till 31st December 2018, construction contract agreement has been signed for three (3) packages under DWSNIP. Among 5 packages, ICB 2.8 signed contract for zone 9 on 9th May, ICB 2.9 signed contract for zone 2 on 22nd November and ICB 2.11 signed contract for zone 3, 4 and 10 on 4th April 2018. Table 2 shows various subproject progress and status. Construction activities have not been commenced yet.
Detail progress of works under batch and DMA wise for ICB 2.8 and ICB 2.11 are attached in Appendix 2A and Appendix 2B respectively.

II. COMPLIANCE STATUS
A. Compliance status with National/Local statutory environmental requirements with Environmental Statutory Clearance
1. During meeting with Director, Environmental Clearance, DoE which was held on October 28, 2018 at DoE office, The Department of Environment provided exemption from Site Clearance considering high priority of the project and approved TOR on November 5, 2018 for conducting EIA in favour of DWSNIP (see Appendix 1). During reporting period, DWASA has started preparation of EIA report with assistance from DMS Consultants. After completion of EIA report. DWASA will submit EIA report to DoE for getting ECC prior to award of civil works contract.
2. During reporting period, respective contractors of ICB 2.8 – Zone 9 and ICB 2.11 –Zone (3,4 and 10) obtained road cutting permission from DNCC for trial pits (See Appendix 3). Removal of trees along the rehabilitation sites are considered subject to planting of native species in the same area after completion of civil work. Therefore, trees might be removed in some places to allow for appropriate workmanship but in that cases the current construction safety standards are to be maintained properly. The required clearances from relevant authorities will be obtained by the Contractors.
3. If utilities are to be shifted, then necessary permission will be required from DESA/DESCO, T&T by civil works contracts. During reporting period, ICB 2.11 confirmed that utilities may not required to shift during updating their IEE report for first batch (DMA 307, 311, 320 and 408).

Safeguards Environment
Schedule 5 Item 5 The Borrower shall ensure or cause the DWASA to ensure that the preparation, design, construction, implementation, operation and decommissioning of the Project, and all projects’ facilities comply with (i) all applicable laws and regulations of the Borrower and the State relating to environment, health, and safety; (ii) the Environmental Safeguards; (iii) all measures and requirements set forth in the IEE, the EMP, and any corrective or preventative actions set forth in a Safeguards Monitoring Report.
Under compliance Document is prepared/or under preparation by complying all relevant National Laws, Safeguard Policy Statement (SPS 2009) of ADB for all five packages. The drafts of initial environmental examinations (IEEs) with related environmental management plans for five different contract packages (ICB 2.08, ICB 2.09, ICB 2.10, ICB 2.11 and ICB 2.12) have already been prepared and disclosed on the DWASA and ADB websites. IEE will be updated and revised in case of any change of scope and location. All measures and requirements as prescribed in IEE/EIA and EMP will be considered during implementation. Corrective or preventive action plans will be reflected in Environment Monitoring Report and project implementation authority (DWASA) will be taken care with assistance from DMS Consultants..
Human and Financial Resources to Implement Safeguards Requirements
Schedule 5 Item 9 The Borrower shall make available, or cause the DWASA to make available, all necessary budgetary and human resources to fully implement the EMP required.
Complied Budgetary provisions have been included in EMP of Packages ICB 2.8, ICB 2.9 and ICB 2.11 under DWSNIP. Environment, Resettlement and Gender Officer of Program Management Unit is in place Human resource (project consultant, i.e Environmental Specialist of DMS) for implementation of EMPs is in place for regular compliance.

C. Safeguards Implementation Arrangements
5. The PMU will have a Safeguard Implementation Unit (SIU) staffed with three officers - 1 Environmental Officer, 1 Social Officer, and 1 Gender Officer - at executive engineer level. The SIU will be assisted by relevant safeguard specialists in the DMS teams to implement safeguards.
6. The responsibilities of the Environmental Officer of SIU will ensure that (i) environmental safeguard issues are addressed; (ii) EMP/approved SEP is implemented; (iii) physical and non-physical activities under the subproject are monitored; and (iv) monitoring reports are prepared on time and submitted to ADB.
7. PMU will be supported by the Design Management and Supervision Consultants (DMS). An Environment Specialist will be engaged to ensure: (i) EMP/ approved SEP is implemented; (ii) surveys and measurements are undertaken; (iii) inspections and observations throughout the construction period are recorded to ensure that safeguards and mitigation measures are provided as intended; and (iv) statutory clearances and permits from government agencies/other entities are obtained prior to start of civil works.
8. During this reporting period, PMU and DMS Environmental Specialist has already

been mobilized.
9. The Contractor will be required to:
(i) Submit Site environmental plan (SEP) covering proposed sites / locations for
construction work camps, storage areas, hauling roads, lay down areas, disposal areas
for solid and hazardous wastes
(ii) Comply with all applicable legislation, is conversant with the requirements of the EMP/
approved SEP;
(iii) Brief his staff, employees, and laborer about the requirements of the EMP/ approved
SEP;
(iv) Ensure any sub-contractors/ suppliers who are utilized within the context of the
contract comply with the environmental requirements of the EMP/ approved SEP.
The Contractor will be held responsible for non-compliance on their behalf;
(v) Supply method statements for all activities requiring special attention as specified
and/or requested by the DMS Environment Specialist during the duration of the
Contract;
(vi) Provide environmental awareness training to staff, employees, and laborers;
(vii) Bear the costs of any damages/compensation resulting from non-adherence to the
EMP/ approved SEP or written site instructions;
(viii) Conduct all activities in a manner that minimizes disturbance to directly affected
residents and the public in general, and foreseeable impacts on the environment.
(ix) Ensure that the PMU Environment Officer are timely informed of any foreseeable activities that will require input from the DMS Environment Specialist.

III. COMPLIANCE STATUS WITH THE OF ENVIRONMENTAL MANAGEMENT AND MONITORING PLAN
A. Preparation of Safeguards Documents
13. During this reporting period, DMS Consultants mobilized the Environmental Specialist to undertake environmental monitoring activities as outlined in the TOR. The activities carried out by the Environmental Specialist are summarized below:
Method of Statement for Updating EMP-
14. ICB 2.8 and ICB 2.11 contractors submitted method of statement for implementing site specific EMP. The Environmental Specialist reviewed the documents and suggested to incorporate the following aspects in the revised method of statement of EMP:
➢ Describe contractor’s own Environmental policy for implementation of EMP ➢ Provide methodology for necessary road cutting and excavation plan ➢ Mention necessary steps for security of the sites ➢ Submit traffic management plan ➢ Contractor’s supervision and management arrangements for the work; ➢ Utility Management and Contingency Plan, ➢ Describe PPE to be used on site ➢ Safety measures taken for the workers and the public.
15. During reporting period, both the contractors are requested to incorporate all comments made by DMS Consultants in their revised method of statement and resubmit for approval.
Updating IEE Report for ICB 2.8 and ICB 2.11
16. According to contractual obligations, Section 6, Article 2.14.1, the Contractor will update IEE Report for each DMA during detail design stage. During recent visit of ADB mission, it was decided by Safeguards Specialists of ADB that each contractor will update IEE report including site specific EMP for each batch wise.
17. As per contract, DMS Consultants will assist both PMU and contractor for updating IEE. During this reporting period, DMS consultants assisted contractor ICB 2.11 for updating IEE report for first batch (DMA No. 307, 311, 320 and 408). For updating IEE report, DMS consultants asked to ICB 2.11 to submit following information:
➢ Profile of DMA (Where DMA area is located, Thana and Ward no.; boundary, Roads,
name where pipe line will be laid down, Population, Household, cultural and
archeological site (mosque, mazar, school, college, temple and so on) major water
bodies (Canal, Lake etc.)

18. After getting above information from ICB 2.11, DMS consultants prepared and submitted updating IEE report of First batch to ADB through PMU on December 19 for their review and approval.
Revising IEE Report for ICB 2.12
19. The Initial Environmental Examination (IEE) for ICB 2.12 was prepared earlier (January 2016) considering 19 DMAs. During preparation of the report those 19 DMAs had not been demarcated by hydraulic area. Now ICB 2.12 implies for 7 DMAs and location of those DMAs has been selected. So, DMS consultants feel to revise some portions of those reports (mainly project description chapter) highlighting updated information and location of 7 DMAs. Other chapters in those reports would remain same. Before tendering process, revise IEE will be completed and included in the tender documents. After detail design of ICB 2.12, revised IEE will update subsequently.
20. During this reporting period, DMS consultants prepared revised IEE report and submitted to ADB through PMU for review and approval. ADB made the following major comments on revise IEE report of ICB 2.12.

B. EMP Compliance Status
22. Field activities under ICB 2.8, ICB 2.9 and ICB 2.11 has not been started yet. During reporting period, site specific EMP including updating of IEE under first batch of ICB 2.11 has been prepared and submitted to ADB for approval. On the other hand, updating IEE including SEMP is ongoing of first batch under ICB 2.8. Site specific EMPs are generally revised semi annually as per progress of construction works. Appendix 4 shows Site Specific EMP for ICB 2.11 under first batch. 23. The compliance monitoring status for implementation of mitigation measures against impacts on air, water, soil environment, social and safety aspects is enclosed in Appendix 5. Summary compliance status of EMP application and actions/ corrective measures is presented in Table 3 below.

IV. ENVIRONMENTAL MONITORING AND EVALUATION
24. Site specific EMPs will be the basis for monitoring works. Prior to commencement of any civil work, the contractor will submit a compliance report to DMSC ensuring that all identified pre-construction environmental impact mitigation measures as detailed in the EMP will be undertaken. DMSC will review the report and thereafter PMU will allow commencement of civil works. The format of the monthly environmental monitoring report along with Sample Environmental Site Inspection Report and Sample Checklist for Construction safety are attached as Appendix 6. 25. For effective monitoring, selected environmental parameters have been identified as indicators which will be qualitatively and quantitatively measured and compared over a period of time in order to assess/ensure the compliance of EMP. The environmental performance indicators are physical, biological and social characteristics identified as most important in affecting the environment at critical locations all along the subproject locations. The parameters identified as performance indicators are:
o Air, noise and water quality
o Compliance to EMP
o Compliance to local/state/national environmental regulations

26. During implementation process, performance monitoring fact sheet will be maintained against each possible environmental impact and will be attached with the monitoring report. Appendix 7 shows the Performance Fact Sheet for implementation of EMP at pre-construction and construction stage. 27. Before commencement of construction works, ambient air quality, noise level and water quality will be carried out by each contracts Packages which is considered as baseline data.
28. Base line air, noise and water quality monitoring will be carried out at respective DMA areas as per monitoring plan of updating IEE report. Result format of ambient air quality, noise level and water quality data are presented in Table 4. Table 5 and Table 6 respectively.

V. MAJOR PROJECT ISSUES AND PROBLEMS: ENVIRONMENTAL CONTEXT
29. Construction activities for Contract Packages ICB 2.8, ICB 2.9 and ICB 2.11 have not been commenced yet. Till date, no major issues and problems have been encountered with, at each DMA locations.
VI. CONSULTATIONS AND DISCLOSURES CONDUCTED 30. Consultation and disclosure will be a continuous process throughout DWSNIP implementation (ICB 2.8, ICB 2.9, ICB2.11) involving public consultations and focus group discussions. Within the reporting period, no “during work” consultation and disclosures conducted at DMA locations since no physical work is started. Now the Civil works contractor has updated IEE report for ICB 2.11 under first batch (DMA 307, 311, 320 & 408) and submitted to ADB for approval. During reporting period, no local level consultation meetings were conducted for updating IEE due to general election in Bangladesh. Those consultation meetings will be conducted during January 2019. 31. Pubic consultation during construction/ implementation phase will be planned as per the requirement. Appendix 8 shows the blank consultation format for recording.
32. Orientation training program has been arranged for contractors, supervisors by DMSC’s Environmental Specialist on safety and environment. Minutes of the meeting is attached in Appendix 9.
33. There are series of informal discussions with DMSC engineering design team and PMU, PMU mainly on understanding current situation and optimum design to be adopted in order to attain the objectives of taking up the work items.
VII. GRIEVANCE REDRESS
34. A common grievance redress mechanism (GRM) has been established for social, environmental or any other subproject related grievances.
35. PMU will maintain a Complaint Cell headed by a designated Grievance Officer at its office. The Grievance Registration/Suggestion Form (Appendix 10 and Appendix 11) will be available at the Complaints Cell and in Zonal Offices and will also be downloadable from the DWASA website (link to DWASA website : https://dwasa.org.bd/dwsnip/).

36. Grievances/ suggestions of affected persons can be dropped in suggestion boxes or conveyed through phone or mail. Affected Persons will also be able to register grievances – social, environmental or other, personally at Complaint Cell of head quarter (PMU Level) and Zonal offices (PCU Level) of DWASA. The Grievance Officer and designated official at the Zonal will be able to correctly interpret/record verbal grievances of non-literate persons and those received over telephone. The Complaint Cell will also serve as Public Information Centers, where, apart from grievance registration, information on the Project, subprojects, social and environmental safeguards can be provided.
37. The Grievance Officer will resolve simple issues and in case of complicated issues, consult/seek the assistance of the Environment/Social Officer of the PMU. Grievances not redressed through this process within one month of registration will be brought to the notice of the Project Director, DWSNIP.
38. Periodic community meetings with affected communities to understand their concerns and help them through the process of grievance redress (including translation from local dialect/language, recording and registering grievances of non-literate affected persons and explaining the process of grievance redress) will be conducted if required.

to the affected persons. The number of grievances recorded and resolved and the outcomes will be displayed/disclosed in the offices of the different Zonal office of DWASA and web. Project-affected people can also send their grievances directly to ADB through the Bangladesh Resident Mission and/or to ADB’s Accountability Mechanism.
42. To resolve all project related grievances and complaints a common social and environmental grievance redress mechanism will be in place. Common and simple grievances will be sorted out at project site level by the Contractor’s Resettlement Supervisor, supervision staff of PMU and project NGO within 7 days. More serious complaints will be sent to the safeguard officer at the PMU to be resolved in 14 days. Any unresolved grievances will be forwarded to GRC to be resolved within 21 days. Despite the project GRM, an aggrieved person shall have access to the country's legal system at any stage.

43. Consultation Arrangements. This will include group meetings and discussions with affected persons, to be announced in advance and conducted at the time of day agreed on with affected persons and conducted to address general/common grievances; and if required with the Environment/Resettlement Specialist of PMU/DMSC for one-to-one consultations. Non-literate affected persons/ vulnerable affected persons will be assisted to understand the grievance redress process, to register complaints and with follow-up actions at different stages in the process.
44. Record-Keeping. Records will be kept by PMU/PCU Office/Contractors’ site office of all grievances received including contact details of complainant, date the complaint was received, nature of grievance, agreed corrective actions and the date these were in effect, and final outcome.
45. The number of grievances recorded and resolved and the outcomes will be displayed/disclosed in the offices of the different MODS zone of DWASA and web. The phone number where grievances are to be recorded will be prominently displayed at the construction sites. 46. Periodic Review and Documentation of Lessons Learned. PMU will periodically review the functioning of the GRM and effectiveness of the mechanism, especially on the Project’s ability to prevent and address grievances.
47. All costs involved in resolving the complaints (meetings, consultations, communication and reporting / information dissemination) will be borne by PMU.
VIII. ISSUES AND ACTION PLAN
48. Experience from ADB-funded urban projects show complex social, economic, legal, institutional, and management issues in urban development – largely derived from realities of urban life in developing countries like Bangladesh. Urban projects typically consist of a variety of infrastructure such as roads, water, wastewater, solid waste, and slum improvement/upgrading activities. It is important to mention in this context that the final detailed engineering design in each sub project of DWSNIP will be prepared keeping in mind to avoid or minimize social and environmental impact as far as possible. However, since all the developments foreseen are city centric, it is difficult to avoid any impact whatsoever in densely populated towns or cities.
49. With the development of project under DWSNIP the action plan will be considered for timely and satisfactory environmental compliance. Sample suggestion & action plan format is shown in Table 7. Since major physical works under Package ICB 2.8, ICB 2.9 and ICB 2.11 not yet n started, action plan will be developed with the progress of the project.

IX. SAFEGUARDS TRAININGS
50. The Mission conducted a one-day training on environmental and social safeguards on 4 November 2018 and attended by PMU, consultants and contractors. The topics discussed ADB safeguards requirements including overview of ADB SPS, safeguards documents, and monitoring. The training helped the Mission, PMU, consultants and contractors to have a common understanding of next steps to be taken under the project. The PMU Environmental Officer and DMSC Environment Experts are expected to conduct safeguards induction to contractors upon mobilization, strictly monitor SEMP implementation particularly on workers health and safety, identify training needs and deliver safeguards training for project stakeholders. Capacity building on these topics will continue to be supported by ADB. The workshop minutes is attached in Appendix 13.

Appendix 3A Contd.
Dhaka Water Supply Network Improvement Project (DWSNIP)
Design, Management & Supervision Consultant (DMS)
DWASA Bhaban, Dhaka
Following conditions are to be strictly fulfilled by the Road Cutting Agency
1. Sign Board is to be erected mentioning name of the Executing Agency, brief objective of the
excavation works, expression of sorrow for temporary inconvenience of the people, total
length of the excavation works and completion date of the works prior to commencement of
excavation at work site.
2. Deputy Commissioner (Traffic) of the relevant area and Officer-in-charge of the local Police
Station should be informed prior to commencement of excavation work.
3. Surrounding of the excavated work site should be protected by the designated tape and signal
light is to be installed.
4. Adequate light and Signal lights are to be arranged during excavation at night. Red light at
night time and yellow light at day time must be arranged. Necessary step is to be taken for
safe movement of the pedestrian and vehicles.
5. Adequate water should be sprinkled regularly on the restored surface of the road to avoid
dust causing inconvenience to movement of the people during excavation work and until
handing over site to Dhaka North City Corporation (DNCC)
6. Smooth arrangement for movement of the people and vehicles should be ensured by using
MS Sheet of required thickness during Cross Cutting of the road.
7. Modern equipment and technology should be used for early completion of the excavation
work.
8. Construction materials or goods should not be stored at excavation site which may create
problem for movement of the people and vehicles. Presence of field level Engineers and other
active Officers/workers of the Agency should be ensured at excavation site.
9. Excavated earth, rubbish etc. should be removed within 24 hours failure to which
transportation cost will be deducted from the security money as per condition of contract.
10. Excavated trench should be backfilled by sand with mechanical compaction just after the
completion of excavation work.
11. After completion of excavation work, the road surface is to be restored for suitably movement
of the vehicles by constructing brick soling and herring bone bond on top of the backfilled
trench.

12. The road should be well maintained for movement of the transport and vehicles until handing
over to DNCC.
13. Road cutting Agency will take the responsibilities of the damaged service lines (if any) of other
Agencies and will be liable for activation of the damaged lines through emergency repair.
14. The Agency will also be liable for payment of compensation bill at a fixed rate provided by the
other Agencies during excavation work.
15. If additional bill for excavation work is determined based on joint measurement after the
work, then extra money/bill has to be deposited accordingly.
16. The agency must be liable to agree with the instant work withheld or dismissal of any approval
by the DNCC without showing any reason for the public interest.
17. The vehicles moving portion of the road pavement should be ensured not to covered or
damaged by the excavated soil or rubbish.
18. Dhaka WASA will have to bear the compensation cost for excavation of road during
construction of service lines at different households

2 Water logging problem exists during downpours and monsoon. Portions of roads may be flooded for prolonged periods after heavy downpours. The existing drainage
facilities of Dhaka are insufficient. Only about 30% of the it ’s populatio is o e ted to the se e age s ste . Dispose of aste ater through surface drains, or in low-
lying areas, natural drains, or water bodies that find their way to storm sewers. During monsoon period with medium to heavy downpour the roads are inundated for 1-6
hours.
