Certification NewsACCBO is Certifying Peer Recovery Mentors!ACCBO has reinstituted credentialing of Peer Recovery Mentors. The State of Oregon is developing a "Registry" of "THW's" (Traditional Healthcare Workers), which includes Peer Support Specialists, Peer Wellness Specialists, and AC-CBO's CRM's (Certifi ed Recovery Mentors). Both the State of Oregon and ACCBO will be credentialing Peers. Peers who enroll in certifi cation through the State will be subjected to the "DHS Weigh Test" background check (this check examines many crimes including possession of less than an ounce of marijuana and any DHS complaint history such a prior child welfare case, agents of the State then "weigh" the person's history). Peers who enroll through ACCBO will only be subjected to a much shorter list of exclusions, commonly referred to as "The Big 6 Exclusions" (Aggravated Murder, Murder, Rape I, Sodomy I, Unlawful Sexual Penetration, and Sexual Abuse).

To access the application for Peer Recovery Mentor Certifi cation through ACCBO go to www.ACCBO.com

ICRC Establishes National Standards for Peer MentorsThe International Certifi cation Reciprocity Consortium has completed the fi rst scientifi c role delineation study of Peer Recovery Competencies. This role delineation study has been used to establish national standards and a professional psychometric examination. The IC&RC national standards include 46 hours of prerequisite education and 20 hours of continuing education every two years. ACCBO, along with more than 30 other U.S. States, has made application to offer this National Peer Recovery Certifi cation that will be recipro-cal from State to State.

Over the next year, ACCBO will be working towards inclu-sion of CADC's on the State's new Registry. The State's new Registry will be a tool for a variety of employers beyond State approved addiction treatment programs and CCO's.

ACCBO Changes for 2014Background ChecksACCBO has consistently fought against criminal history exclusions in the addiction treatment and recovery fi eld. However, ACCBO is now perform-ing Criminal Background Checks as a part of its requirement for peer recovery mentor creden-tialing. In order for ACCBO peer recovery men-tors to be included in the State's registry system, ACCBO must perform a criminal history check. However, unlike the State's background check, which is broad (including "weighing" of arrests where there is no conviction, virtually all crimes including possession of less than an ounce, and DHS complaints), the ACCBO Background check only uses the "Big 6 Exclusions" currently used by State Approved Addiction Treatment agencies. The only exclusions for ACCBO CRM credentialing are; Aggravated Murder, Murder, Rape I, Sodomy I, Unlawful Sexual Penetration, and Sexual Abuse. ACCBO will continue to fi ght against exclusionary criteria that is inherently discriminatory against those in recovery.

Certifi cation I.D. CardsACCBO will no longer be issuing certifi cation I.D. cards in 2014. While certifi cation I.D. cards have been useful to counselors over the past 20 years, today's modern systems of credentialing require "real time" electronic registry records. ACCBO is re-allo-cating its staff resources away from I.D. cards to put more effort into the online registry, insuring accurate up-to-the-minute status of counselors, preventionists, and peer mentors.

Monthly CADC ExamsACCBO is moving to monthly testing of CADC's. Historically, ACCBO has performed four exam cycles per year. ACCBO is now moving to monthly CADC computerized exams. CADC applicants must make application approximately 8 weeks prior to any desired exam week. All monthly exams and deadlines for application are posted in the ACCBO calendar.

Lottery Defends Aggressive Marketing,Politifacts Rates Lottery's statement as FALSE

The lottery produces $500 million a year, with 86 percent of that com-ing from video lottery games. The Oregonian’s Harry Esteve showed in a recent series on the Oregon Lottery, most of this income is derived from a small portion of gamblers who are very likely problem gamblers.

Jack Roberts, the Oregon Lottery Director, took issue with the Oregonian series and its contention that the lottery uses "aggressive" marketing to get people to play video slots. In a Dec. 11, 2013, interview on OPB’s "Think Out Loud" radio show, he defended lottery advertising.

"We’re very careful in terms of our marketing," said Roberts, Oregon’s former labor commissioner. "We don’t show people playing these games. We don’t show them winning playing the video lottery games."

Jeff Marotta, PhD, CADC III, was approached by the Lottery is September to critique their new respon-sible gambling ad. The ad shows people gambling on VLTs (video lottery terminals) and winning. In his detailed memo to the lottery Dr. Marotta wrote, "In sum, these responsible gambling ads could be viewed as wolves in sheep’s clothing and in my opinion should not be aired."

Months after Marotta's critique, the television ads were widely aired and after six years of Dr. Marotta serving as the Lottery's responsible gambling consultant, his contract was terminated by the lottery.

Jack Roberts said he wasn't talking about the Lottery's responsible gambling ads when he said we don't show people winning and playing. Source: Politifact, Truth-O-Meter, The Oregonian, Dec. 2013
