Member for Orange, Andrew Gee on Tuesday announced a new Multi-Purpose Service (MPS) will be built at Molong to care for the local community.
Mr Gee, was joined by Mayor of Cabonne Cr Michael Hayes, General Manager of Cabonne Council Andrew Hopkins, and local GP and Chair of the Western NSW Local Health District Board Dr Robin Williams to make the announcement.
Early works on the new Molong MPS project will begin mid-next year.
The project, estimated to be worth more than $15 million, is funded out of the NSW Government's Multi Purpose Service program.
'This is fantastic news for the local community which represents an enhancement of local health services," Mr Gee said.
"Multi-Purpose Services are much-loved by their communities because of their approach to delivering the specific care local residents need.
"They can provide emergency care, inpatient beds, palliative care, respite care, residential aged care for those with low level dementia, provision for visiting specialists and a range of primary, community and ambulatory care services appropriate for our community.
"The new MPS facilities will provide flexible services to better respond to health needs and enable a more efficient delivery of services through improved coordination of care.
"A lead design team has been appointed by Health Infrastructure to begin the process of planning and building this new facility. The team comprises Mace Australia Pty Ltd (project manager), Thompson Adsett (architect), Altus Group Cost Management Pty Ltd (cost manager).
"It is anticipated planning for the new facility will be finalised by the end of the year and consultation will begin next month."

Fire trucks headed to Euchareena Road last Wednesday when black smoke erupted from the property known as the 'old Cole farm'. The large shed/barn was lost, as well as a collection of belongings as the fire took hold. Fortunately there were no deaths or injuries - and the once beautiful historical home was saved. A family picnic at the Rec?
The fire at the old Cole property on the Euchareena Road brought many fire trucks, spectators, black smoke and conversation.
We placed a video of the fire on the Express facebook page at 4.30 p.m. By midnight we had 1400 hits of interested locals/ex-locals taking a look at the fire. Today, there are over 1600 hits.
It was sad to see the old shed/barn go up in flames. Thanks to the local fire fighters efforts the once beautiful home of architectural significance did not burn.
There are conflicting stories about who/when built both of the houses standing together - and in what year. Some say a local solicitor built the homes - one for his family and one for his daughter's family.
Remembered as the home of the late Bertie Cole and his family - locals can remember when this stately home once stood in pride.
All agree, it would have been very sad to have seen the house go up in flames.
One day an employee came in to work with both of his ears bandaged.
When his boss asked him what happened, he explained:
"Yesterday I was ironing a shirt when the phone rang and I accidentally answered the iron instead of the phone!"
"Well," the boss said, "that explains one ear, but what about the other?" "They called back!"
There's a new place to eat in town with the opening of the Freemason's new restaurant 'Accolades' and the pub bistro (eat in bar area or in the spiffy new courtyard).
Both menus look excitingly delicious @ affordable prices with special menus for children. Food in Molong keeps getting better and better - we now have Annabelle's @ the RSL, Shelley's at the Telegraph Hotel, Wing Hang Chinese Restaurant, Jodie's (until 7 p.m.), Sweetness (Gelato, Coffee, Food), Molong Bakery, Molong Korner Store, Jayes Cafe (special events); AND two 'newies' opening soon. What a choice!

2013/14 Budget to begin planning for the new MPS at Molong. A further $8.3 million has been allocated in this year's budget to progress planning and development of MPS projects across the state.
The MPS model allows for recurrent funding by the Australian Government for aged care places.
"This is all about the NSW Liberals and Nationals Government's commitment to providing quality health care closer to home" Mr Gee said.
"The construction of a new MPS for Molong is occurring in conjunction with the Central West Jobs Action Plan, with an estimated 60 construction jobs to be created through the project.
"The Central West Jobs Action Plan, announced in May, is delivering some great results for Orange," Mr Gee said.
"The announcement of a new MPS brings strong job creation to the region and will assist with workforce transition when Electrolux closes in 2016."
Cabonne Mayor Michael Hayes said the announcement was fantastic news for Molong and surrounding villages.
"It's a huge investment which will further enhance the outstanding medical facilities in Molong," Cr Hayes said.
"Molong has become a medical precinct which also services
Manildra, Cudal, Cumnock and Yeoval. This estimated $15 million facility will further enhance the extensive Health One GP and ancillary services at the Waluwin Community Centre and private GP practice in Molong - providing residents with the latest in specific health care."
Cr Hayes thanked Mr Gee and NSW Health Minister Jillian Skinner for their work in securing such an important facility for Molong.
"This is a tremendous vote of confidence from the NSW Government in the future of the Molong area and Cabonne Shire," Cr Hayes said.
Health Minister Jillian Skinner thanked Andrew Gee for his advocacy for better health services in Molong.
''The NSW Liberals and Nationals Government is committed to providing enhanced health care for rural and regional communities and the MPS stage five program is a fantastic example of this commitment in action," Mrs Skinner said.
"Andrew Gee continues to work tirelessly on behalf of his community to advocate for enhanced health services and he is delivering them."
Mr Gee said the announcement of the new MPS complements a number of health projects in the CentralWest, including the $7 million Gulgong MPS and the enhancement of local aeromedical services.
Molong Hospital Expansion
Federal Member for Calare John Cobb has welcomed delivery of the Australian Government’s $2.1 billion Roads to Recovery Programme, announcing that councils in the Calare electorate will receive more than $30M for local road construction and street repairs.
“Deputy Prime Minister and Minister for Infrastructure and Regional Development Warren Truss is writing to all councils advising them of their full allocations for the 2014-15 to 2018-19 Roads to Recovery Programme,” Mr Cobb said.
“This is great news for our regional community who rely heavily on the local road network on a daily basis.
“These funds, coming directly from the Federal Government to councils, will make a real difference in building roads, repairing streets and creating better access across our region.
“As announced in the 2014 Federal Budget, our government is doubling
Roads to Recovery payments to councils next year (2015-16) to $700 million, which will be a tremendous windfall for much-needed local road works.
“Importantly, the Roads to Recovery Programme is set up for councils to make road spending decisions based on local knowledge and needs – without interference from Canberra or NSW – to ensure that funding is directed to where it is most needed.
“The Australian Government has extended Roads to Recovery for another five years to ensure councils all over Australia receive the funding they need to ensure local roads are safe, our communities are well connected and moving freight in and out of town is efficient.”
Mr Cobb said all eight local councils in Calare will be receiving funding allocations, beginning in November. (Breakdown of figures page 4)

Bringing $15 million to the Molong Hospital is an outstanding achievement for Andrew and Robin, given the tight budgets the NSW Government is operating within. Thanks must also go to NSW Health Minister, Jillian Skinner who made the decision to provide $15 million to upgrade the services of the 'hospital on the hill' to the futuristic MPS model.
Can Molong/Cabonne Country be so lucky to have the energy, committment and passion of these two brilliant men? Both are family men - who manage to provide endless hours to our local communities and community members. Their combined goals are dedicated to building healthier, safer and better communities for us all to live in.
As the community of Cabonne Country - a place of many towns and villages, farming areas and of good people - we need to now work closer together and think positively of ways we can now contribute and support the efforts of both Andrew Gee MP and Dr. Robin Williams in bringing us the best in health care - and for retaining the local hospital.

Local NewsFederal Member for Calare John Cobb has described
Cumnock farmer and environmental advocate, Pip Job, an inspiration and marvelled at some of her achievements and insights during a recent special awards ceremony in Canberra.
Pip was recognised as a passionate advocacy for natural resource management and sustainable food and fibre production and was presented with the coveted Rural Industries Research and Development Corporation (RIRDC) Rural Women’s Award, surrounded by family, friends and peers.
“This award identifies and supports women in Australia who have the capability and resources to drive innovation, productivity and sustainability within primary industries, and build economic and social development within rural
communities,” Mr Cobb said.“It also supports women with demonstrated leadership
capabilities, or leadership potential and community contribution, who have the desire and commitment to make a greater contribution to their industries and communities and Pip has certainly done that.
“To win this award against some exceptional nominees is a credit to Pip, who I believe is an inspiration to rural women right across the country.”
As well as her own farming commitments in the Central West, Pip is also chief executive officer of Little River Landcare Group at Yeoval, and is an ambassador for Meat and Livestock Australia’s Target 100 Program.
Mr Cobb congratulated Pip on becoming the first NSW woman to claim the award in its 20-year history.
“Pip is continuing to introduce fresh and innovative ideas in agriculture which are being recognised not only nationally but internationally as well,” Mr Cobb said.
“The fact that she has become the first women in NSW to win the award speaks volumes for her dedication and commitment to agriculture and there is no more deserving winner of this award.”
Pip will receive an additional $10,000 bursary through the Rural Industries Research and Development Corporation.

The daily news at the moment seems so depressing and worrying. News of conflicts abroad, the persecution of different ethnic and religious groups by militants, and the disregard of human rights and threat of terror can seem overwhelming. In facing such darkness it is important to remember that only the tiniest amount of light can shine in great darkness. If each of us strives to let the light of goodness and love shine in our lives it does make a difference. While we may think we can't make much of a difference to the state of the world at large, our small acts of compassion, love and generosity can and do make a difference in the darkness of this world. Every act of love, generosity and compassion makes a difference. For our children's future and beyond we must strive to make sure that love and light continue to radiate throughout the world. This week the commemoration of St Francis of Assisi takes place in the church calendar. Francis was a man who turned away from worldly pursuits to work for peace and harmony. A prayer, often attributed to him, models the way to live lives that are full of light and love, lives that enrich the lives of others:
Lord, make me an instrument of Your peace; Where there is hatred, let me sow love; Where there is injury, pardon; Where there is discord, harmony; Where there is error, truth; Where there is doubt, faith; Where there is despair, hope; Where there is darkness, light; And where there is sadness, joy.
O Divine Master, Grant that I may not so much seek To be consoled as to console; To be understood as to understand; To be loved as to love. For it is in giving that we receive; It is in pardoning that we are pardoned; And it is in dying that we are born to eternal life.

IT’S AN HONOUR AND PRIVILEGE TO BE ELECTED MAYOR
I am extremely honoured to be Mayor of Cabonne.My predecessor Ian Gosper has left some big shoes to
fill, but I vow to do the best I can to represent everyone equally.
I wish to thank fellow councillors for their faith and support. I will need the help of all councillors, staff and the community.
Being the Mayor was the last thing on my mind when I was elected two years ago, but I agreed to take on the role after Cr Gosper decided to step down.
Implementing our $12 million roads program, the completion of the Yeoval-Cumnock sewerage scheme, the efficient delivery of all council services and guiding Cabonne through the Local Government reform process are my highest priorities.
In these times of austerity, Council also needs to provide ratepayers with the best value for every dollar we spend.
******WHEN A THIRD OF COUNCILS are said to be
operating in the red, Cabonne Council has returned a surplus for the eighth successive year.
Cabonne’s audited financial statements showed a net surplus of almost $7.3million in 2013-14 and an operating surplus of $814,000 before capital grants.
This underlines Cabonne’s position as one of the most financially sound and sustainable councils in NSW.
I congratulate Councillors, General Manager Andrew Hopkins and his staff for balancing community needs and expectations with sound fiscal management, which has been the cornerstone of successive Council budgets.
Cabonne has developed operational plans which have upgraded and maintained our 2100km roads network, provided new community facilities, maintained existing assets and continued a range of services without living beyond our means.
Announcing the latest Local Government reform proposals this month, NSW Premier Mike Baird said a third of the State’s councils were facing major financial problems, collectively losing up to $400 million a year.
The Premier wants communities to have confidence their Council is financially sound, operating efficiently and in a strong position to guide community growth and deliver quality services.
The latest financial statements show Cabonne Council is delivering all the Premier’s objectives.
****** CABONNE HAS SAVED ALMOST $20,000 since
electronically distributing Council business papers two years ago.
Supplying Councillors with iPads avoided the need to print more than 13,700 pages of content, saving $19,300
and 1.29 tonnes of paper. By the end of this four-year term, Council should save about $50,000, 2.6 tonnes of paper and 11 weeks of staff time.
******STREAMLINED COUNCIL MEETING procedures
have been introduced to improve efficiencies and enable Councillors to focus on future strategic directions and business improvement.
Monthly committee meetings have been discontinued and Council will conduct one meeting on the fourth Tuesday of the month. This will enable Council to hold special sessions, workshops and inspections on the day previously set aside each month for committee meetings.
Council meetings will now start an hour earlier at 1pm, with the next meeting to be held on Tuesday 28 October 2014.
******TWO NEW SEATS AND A RUBBISH BIN will be
installed along the Molong cycleway to make the popular riding and walking route more user-friendly.
Council will spend $3000 to place the new facilities near the railway crossing at the eastern entrance to the town.
The path has become increasingly popular with walkers since a $120,000 extension provided access from the Molong Recreation Ground to Hunter Caldwell Park. Council hopes the new seats will be a welcome addition, particularly for the many older walkers who use the path.
******WORK WILL START early in October to improve
several sections of the Henry Parkes Way, particularly near Manildra.
Orange MP Andrew Gee said the NSW Government will spend $500,000 to improve safety for all road users. Work will be carried out by Cabonne Council and Roads and Maritime Services at different areas along Henry Parkes Way including through the township of Ma nildra and on the Red Hill (Jerrabung) railway crossing approaches, Manildra East railway crossing and Manildra West Rail Crossing.
The aim is to improve the road surface to reduce the need for future ongoing maintenance.
Work will be undertaken from 7am to 5pm on weekdays, with a 40 km/h speed limit, traffic controllers and temporary traffic lights will in place. The project is expected to be completed before November, weather permitting.

Olive's crafts a winner at the show
Congratulations to Olive Sloane of Prunus Lodge who won two firsts and two seconds at the Molong Show for her beautifully handmade crafts. Olive who is a keen knitter makes fabulous toys to bring happy smiles to little children. Olive joins in the craft group at Prunus Lodge to make other knitted and crocheted items for fundraising efforts. A long-time local, Olive once worked in the Western Stores in the haberdashery section (the area where Pam Mann's business is now located). Her friend at Prunus is Brenda Sullivan who Olive worked alongside at the Western Stores department store in Bank Street. Selling ribbons, buttons and bows, lace, wool, cottons, patterns etc - both Olive and Brenda provided excellent service to town and country families.
"Hey! Where's the music" little Bob was asking at the Silent Disco held after the fireworks during the 150th Molong Show celebrations. "Dances are not like they used to be" said Strapper who remembers when girls sat on one side of the hall - and the fellahs sat on the other side - with music able to be heard!. The FREE Silent Disco and FREE climbing wall - compliments of the Molong Advancement Group (MAG) were appreciated by local families.
"Would you like to ride with me on my Penny Farthing?" this gentleman asked Vonnie McKenzie of Molong. "No way!" said Vonnie as she declined his offer.
Jeff Burgess (ex-Molong farmer now living on the Central Coast) entered some of his beautiful timber work in the 150th Molong Show. Jeff took home a number of certificates and the Champion ribbon for his fine efforts.
A group of chess enthusiasts checked into a hotel and were standing in the lobby discussing their recent tournament victories. After about an hour, the manager came out of the office and asked them to disperse. "But why?" they asked, as they moved off. "because," he said "I can't stand chess nuts boasting in an open foyer."
So I went to the Chinese restaurant and this duck came up to me with a red rose and says "Your eyes sparkle like diamonds". I said, "Waiter, I asked for a-ROMATIC duck".

I was having dinner with Garry Kasporov (world chess champion) and there was a check tablecloth. It took him two hours to pass me the salt.

Brenda, from Ireland, had spent the previous 3 months with the Braziers and was heading off to see more of the Australian landscape. "I love it here" she said.

Landcare grantsFirstly, it’s been a big week in Parliament and it’s nice to spend a
few days back in the electorate, although like many, it would have been nice to see some more rain.
I’m encouraging the region’s landcare and community groups to get in quick for the new Australian Government’s National Landcare Program funding grants. Grants of up to $20,000 are now available on a competitive basis and it’s hoped these funds will support local groups protect our environment. Applications close on October 20 and I think communities, farmers and other local landcare groups should consider applying.
Huge award for incredible PipWhile I was in Parliament last week I was lucky enough to attend
the Rural Industries Research and Development Corporation (RIRDC) Rural Women’s Award ceremony. And in even better news, New South Wales’ Rural Woman of the Year Pip Job, from Cumnock in Calare, was crowned the winner. It was fantastic to be there to speak first-hand with Pip about her exciting new ideas for natural resource management and sustainable, profitable food and fibre production. Pip’s certainly leading the way for women on the land and the award is thoroughly deserved.
Mount Panorama upgradesIt’s an exciting time of year for car fans in the electorate as the
Bathurst 1000 draws closer. Some of V8 Supercars’ leading drivers toured Mount Panorama last week after significant upgrades have been undertaken this year. I’m told the drivers were very impressed with the upgrades, which included the resurfacing of the entire 6.2 kilometre surface. Other upgrades included a new fauna fencing to look after the wildlife, debris fencing to keep drivers safe and new spectator fencing to give crowd a safe way to watch the great race. The Australian Government provided more than $3 million for the project, and I tip my hat to Bathurst Council who put in lots of hard work to make sure the job is completed on time.

students with their graduation certificates. It was a great honour to be involved in the ceremony and great to see the impact these students have had on the school over the years. I wish all the students the very best in their future endeavors.

The Senate has set up an extraordinarily broad inquiry into the Queensland government, in another demonstration of Clive Palmer’s power and his determination to pursue state premier Campbell Newman.
It is a bad road for the federal parliament to travel but how far it will get down it is yet to be seen. If a more limited precedent is any guide, probably not a great distance.
Palmer has a long-running feud with the Newman government, rooted in his business interests as much as in politics. This was one of the motivations for his foundation of the Palmer United Party.
He also has ambitions for PUP in next year’s Queensland election.
So the inquiry into “Certain Aspects of Queensland Government Administration related to Commonwealth Government Affairs”, to be chaired by PUP Senate leader Glenn Lazarus and reporting by March 27 is all about trying to embarrass Campbell Newman in the run up to the state poll.
PUP was able to establish the inquiry because of a change of position by the Greens.
When the Senate considered the PUP push last week the government, in an effort to head it off, moved that it also cover the previous state Labor administration. The Greens supported the amendment. After that was carried, Labor was no longer interested and the proposal hit the fence.
According to some sources, over the last few days Greens leader Christine Milne came under pressure from the environmental movement to shift on the amendment and so secure the inquiry, because the environmentalists wanted to expose the state government’s practices.
The Greens this week had PUP include a provision for the inquiry to look into the “adequacy of Commonwealth oversight of the approval of coal seam gas projects in Queensland”. The Greens argue this means the inquiry can examine the former Labor government’s coal seam gas approvals, so they could justify the about face on the Coalition’s amendment.
By Tuesday afternoon PUP had Labor and Greens support and the Senate voted 30-27 for the inquiry.
Labor was happy enough to give PUP a win so long as its own Queensland past was not under the microscope (leaving aside the Greens' attempt to delve into history on coal seam gas). The ALP wants PUP support on other issues. Also, it stands to gain from anything that puts the Newman government under scrutiny.
The terms of reference for the inquiry (which, apart from the PUP chair, will include one government senator, two from Labor and a Green) are sweeping.
The committee is to report on Commonwealth funds paid to Queensland with reference to a number of criteria.
These include the purposes for which money was given; performance measures; identified breaches of funding agreements or conditions; the proportion of the Queensland budget derived from the Commonwealth funds; and whether any federal funds have been used by the state government for its advertising or party political purposes.
The inquiry also covers (insofar as they relate to the Commonwealth) the administration of the Queensland judicial system; approval
processes for projects for resource or services exports; the extent to which Queensland practices are consistent with Australia’s international environmental obligations; whether it is appropriate for the federal environment minister to delegate his approval powers to the Queensland government under the Environment Protection and Biodiversity Conservation Act; and the extent to which Queensland practices on administering prisons and detaining without trial are consistent with Australian’s international human rights obligations.
A much more limited Senate inquiry in 1996, chaired by Labor, into the tendering process for Victoria’s Crown Casino showed the potential difficulty of such a political exercise.
The Kennett government refused to co-operate, as the Newman government will.
Much of that Senate committee’s report, appropriately titled “Compelling Evidence”, is about the barriers to getting the information from a resistant state.
The Senate clerk of the day, the late Harry Evans (not a man who usually held back in urging Senate assertiveness) advised caution.
He’d told another inquiry in 1994 that it was a parliamentary rule of the Senate that the inquiry powers were not exercised in respect of members of the House of Representatives “and as a matter of first principle the same rule extends to members of state and territory parliaments”.
“My advice to all Senate committees is that they should observe the parliamentary rule and the past practice and not seek to summon members of state or territory parliaments or state or territory officers, or to require them to give evidence or to produce documents.
“Such persons should be invited to appear or submit documents if a committee desires to take evidence from them, and any invitation to state or territory officers should be directed to the relevant state or territory minister. In the event of an invitation being declined, a committee should not take the matter any further,” Evans wrote.
The current inquiry is likely to receive similar advice, if it asks.
The 1996 committee, looking at the possible restrictions on the use of its coercive powers, concluded that current Victorian MPs could not be summoned to appear before it, and that it probably could not compel the answering of questions about the advice that had been given to the Victorian government.
In light of the problems, the committee backed off.
For the PUP inquiry to try to force the issue against an uncooperative state to the point of compulsion would require the sanction of the full Senate and possibly end up in court.

The annual Classic Pairs held last Sunday was a great success, attracting 24 teams from all over - including a Newcastle pair.
Well done to Wal and organisers, and the Ladies for yet again a splendid lunch.

On Tuesday 23 Sept Cindy Earl, Dawn Fitzgerald and Elizabeth Bennett attended Parkes Combined Charity Day. They were the winners for the day and Elizabeth is quite proud of herself as she skipped the game for the first time.
Dawn also won 2nd prize in the raffle and both Dawn and Elizabeth won spiders.
On Thursday 25 Sept. we held our annual Gala Day. The weather was not with us - one minute we were playing and the next down came the rain, so bingo was the order of the day.
The winners & runner's were drawn for, with Millthorpe ladies Mary Draper, Janette
Oborn & Gloria Formby being the winners. Manildra ladies Ann Murray, Coral Eagleston & Robyn Crago were runner's up. Lucky door was won by V Thurtell of Bathurst City. Raffle winner was Yvonne Johnson of Newstead, 2nd Janette Oborn of Millthorpe.

Semi-finals of the fours on Saturday saw Ben, Sam, Bill and Tod Allcorn finish too strong for Ned Kurta, A. Reagan and Wayne Mullins and Reg Hughes. Down early, the Allcorns came home like South Sydney with Bill getting 'Man of the Match' with his rabbit socks on.
In the other match, Frog and Duke Gosper, Des Cross and youngster Jake Amberg snuck home to defeat Steve, Paul and Greg Trevena and Troy Williams in a tight one. With the semis now complete. these two teams play the final on Friday.
Pool Comp: The inaugural Pool Comp kicked off with Wayne and Nigel Mullins taking the cash. Comp will be on again next Friday at 5.30 p.m. (pairs) men or women.
Grand Final Day: Casual and mixed bowls and BBQ starting at lunchtime.

Wayne Mullins' writing grabs judge's eye
Keep an eye out in next week's Molong Express for Mully's winning entry in the 150th Molong Show's Creative Writing competiton. Competing against a rather big field of writers exceptional writers - Wayne's 'Rooster Round Up' grab the judge's eye for its flow, humour, and originality. Wayne received a 2nd prize (and considerable prizemoney) for his fine piece of writing. Well done to the
Manildra man who is showing fine ability in creative writing - looking forward to his first book being published soon.

The members of the Molong Fishing Club had a weekend away at Bourke fishing the mighty Darling River. A good time was had by all with Tim Harvey landing the biggest Yellow Belly weighing in at 3kg. It is thought that Welby brought in a good size Yellow Belly (see below). Then again, it could have been young Tim's catch of the day sitting in the
