r . Leech took the Chair. he opened the meeting by stating that "Broadcasts to Africans1* was a narrow field beset by many problems and he proposed that the title of the Con ittee and the work of that body should be changed to '’Anti-^aste Publicity to Africans.” f j ■ u Af •

hr. Leon stressed that at present the Interest of the 1 .A .» .0 . in publicity to Africans must be confined solely to Anti-rste natters*It was not at present the business of the Cor ittee to handle other subjects, but he suggested that this Joint Committee of liaropeans and Africans might prove to be the start of ail independent body “fathered* by the K .A .W .O . but having wider scope. It was noted that this suggestion would mean the formation of some new Organisation with new machinery which would take a considerable tine.

The following letter from the S ,A . Institute of Race relationswas read

"This Institute has been asked by the South African Broadcasting Corporation to suggest the personnel of a sub-committee on broadcasts for Africans to advise a local Advisory Council of the Broadcasting Corporation. We understand that the I.etional Anti- Waste Organisation has also been discussing the possibilities of broadcast propaganda for Africans and has formed a sub-corn alttee for the purpose.My Executive Committee has Instructed ne to enquire of you if your Sub-Committee will agree to collaborate with, or even be merged in the sub-committee mentioned above with a view to avoiding duplicated effort. B

it ^as RfiGQLVIiD that this Com dttee should send representatives to enquire of the Institute of Race Relations ho?; co-operation could best be effected for purposes of publicity to Africans. Dr. irhillips and hr. Thema were asked to officiate. Both these members are on the Executive Committee of the Institute of Race relations.

It was also RESOLVED that Dr. Reedaan should be asked to join this Committee.

The fallowing opinions were expressed during the meeting »-

Ir . Phillips considered that Anti-Waste publicity to Africans must be entirely divorced from the war effort. r . Leech and r . Leon explained the position and Dr. Phillips considered thrt the permanent status of the I .A .W .O . and It3 non-war policy should be stressed when dealing with Africans.

Broadcasting should not take precedence over other means of propaganda. The present times of Kative Broadcasts were considered unsuitable, few Africans were able to hear them, and the masses were untouched. It was considered that other avenues should be used, such as African newspapers, speeches etc. at functions where large numbers ofAfricans were present.

The African members of the Committee considered that present broadcasts being given show under-estimation of African intelligence.They stated that the right attitude is adopted by the Bantu .orld and similar newspapers. They also considered that although co-operation with the Kative Affairs Department was highly desirable, a '‘link-up” between the E .A .3 .0 . and the Native Affairs Department for purposes of propaganda might result in opposition to Anti-#aste by Native public*

Dear Sir,

I notice in the press that the report of the Committee appointed to investigate crime on the Witwatersrand and Pretoria and in which I had the honour to serve has heen released for publication.

In the wide publicity that has been given to this report, I notice that there is no reference to the factthat fchtetnority Report was submitted by the African mem­bers of the Committee.

You will remember that when you asked us to sign a sheet of paper as members there was no report before us and we indicated quite definitely that we did so with reservations as we found ourselves unable to agree with the whole of the Majority report. In other words, we did not append our signatures to any report.

With your permission we undertook to submit a minority report which was posted to you in December.

In order to facilitate the writing of our minority report, I asked you to send rae a correct copy of the majority report which you were kind enough to do.

Up to date I have not received a final copy of the Committee's report including the minority report.

I hope that this does not mean that the majority re­port has gone out as a document with which we Identified in toto.

I fchall be glad to receive an early reply.

CRIME WAVE COMMITTEE,

I am in receipt of your letter of the 29th instant and may I

express my surprise at your objection. You w ill recollect that I

submitted my report to the Committee for consideration on the Mon­

day morning. You and your collegtt.es took exception on braod lines

to two of the recommendations, v iz . that the functions under Section

12 of the Urban Areas Act be transferred to local authorities and

’4,that the in flux of Africans to the cities be brought under stricter

control (Section 1 7 ) . You however, did not object to these recommen­

dations on any particular ground, buy by reason only of the fact that

your congress had taken up the native policy as a whole and you could

not agree to any alteration in the present procedure, as i t might be

considered that you actually agreed with the existing policy . You admitted that the recommendation did not create a new situation but merely transferred the administration from one body to another.

You w ill also remember that as you were hesitant on these points

I asked you to aeet and f ile a minority report. I understood you

■mere to meet on the Wednesday and let me -.iave your report the follow­

ing week, I held the report over for three weeks or more and not

having received a report from you I concluded you had agreed to the

report as submitted. In fact the original draft report was adopted

without amendment and you had a copy of i t ,

I regret to inform you that your minority report was not received

by me in December and I have not yet seen i t .

Had I received i t as late as December i t could have been included

in the report.
