ISLAMABAD Pakistan will acquire 110 latest JF-17 Thunder fighter jets from China as the two countries forge closer economic and defence cooperation following President Xi Jinping's visit to Islamabad earli- er this week, a media report said on Saturday. Radio Pakistan report- ed that China will deliv- er the first batch of 50 jets over a period of three years. The head of Chinese aircraft indus- try told a Chinese daily that under the contract signed between the two countries, Pakistan will receive a total of 110 JF-17 Thunder fighter aircraft from China. appeal of Kharak Singh,resident of Ghaziabad inUttar Pradesh, andacquitted him in thearms case.

Singh had challengedhis conviction and fiveyears jail term awardedby a magisterial court inOctober 2012 for pos-sessing arms and ammu-nition.

"In view of the dis-crepancies, inconsisten-

cies, lapses and contra-dictions in the investiga-tion, this court is of theopinion that there areserious doubts about theauthenticity of the pros-ecution case.

"It appears that it wasa planted case. Therecovery of arms andammunition had nottaken place in the man-ner and on the date, timeand place as alleged by

the prosecution," thesessions court said.

The court directed thePolice Commissioner toconduct an enquiryagainst a head constableand other members ofthe raiding team andtake appropriate actionafter fixing their respon-sibility.

It also asked theCommissioner to givethe action-taken reportin the court within amonth from the date oforder and send a copy ofthe decision to the officeof Commissioner ofPolice.

It also raised questionsover the manner inwhich sanction for theprosecution of the manwas granted by an addi-tional DCP "withoutapplying his mind".

The husband wasarrested while his par-ents and other familymembers were grantedanticipatory bail.

Lieutenant Governor NajeebJung, who held a meeting withDelhi Disaster ManagementAuthority (DDMA) and othergovernment agencies to takestock of the situation, wasinformed that there was no signif-icant damage to any building andthere was no cause for any con-cern.

The three MunicipalCorporation commissioners, whowere at the meeting, said hairlinecracks were seen in three build-ings in east district, minor crackswere reported in two buildings insouth and one building wasaffected in north district.

Officials said their teams hadvisited these sites and crackswere assessed.

"There has been no significantdamage to any structure or build-ing and there is no cause for con-cern," an official statement said.

Delhi Chief Minister ArvindKejriwal, Police Commissioner BS Bassi, senior officials of PublicWorks Department (PWD),Health, police and revenue dis-

tricts were present at the meetingto check the quake-preparednessof the city.

PWD informed that all the fly-overs were checked and no dam-age was detected post the quake.

According to DDMA, theircontrol room has been beefed upso that people can give informa-tion and it can be shared with theconcerned authority.

DDMA control room is opera-tional 27/7 and can be reached on1077. "After the earthquake, weanalysed the calls received everyhalf an hour to keep a tab on thesituation in Delhi. Quick reactionteams and control rooms in all the11 districts were alerted for anyeventuality," a DDMA statementsaid. Civil defense teams havebeen activated and their members

are making visits and spreadingawareness in their respectiveareas.

During the meeting municipalcommissioners were asked to setup control rooms in their offices.

Health department was directedto ensure that all hospitals andtheir disaster management wardsare operational.

Earlier, Kejriwal appealed tothe people to maintain calm.

"Earthquake tremors in Delhi. Iappeal to people to maintaincalm. Officials out in the field toassess the situation," he said onmicro-blogging site Twitter.

Delhi government said it wasmonitoring the situation and thatthe district magistrates of all thedistricts have been assigned toassess any damage.

reported feeling the earth shake whenthe fresh tremor hit on Sunday evening,and prepared for another sleeplessnight. More than 50 people have died inBihar in Saturday's powerful quake; 62have died all over India.

In Kathmandu, relief agencies andofficials said most hospitals are over-flowing and short on medical supplies."Both private and government hospitalshave run out of space and are treatingpatients outside, in the open," saidNepal's envoy to India, Deep KumarUpadhyay.

Outside the National Trauma Centre inKathmandu, patients in wheelchairs whohad been under treatment before theearthquake hit joined hundreds ofinjured with fractured and bloody limbs,who lay inside tents made from hospitalsheets.

"We only have one operation theatrehere. To be able to provide immediatetreatment we require 15 theatres. I amjust not able to cope," said DipendraPandey, an orthopaedic surgeon, addinghe had done 36 critical operations sinceSaturday.

The bodies of 19 climbers were recov-ered from the mountain, where the bigaftershock sent boulders and ice crash-ing around camps in the high mountains.

With Nepal's government over-whelmed by the scale of the disaster,India flew in medical supplies and mem-bers of its National Disaster ResponseForce, while China sent in a 60-strongemergency team. Pakistan's army saidwas sending four C-130 aircraft with a30-bed hospital, search and rescue teamsand relief supplies.

Nepali army officer Santosh Nepal anda group of rescuers worked all night toopen a passage into a collapsed buildingin Kathmandu. They had to use pickaxes because bulldozers could not getthrough the ancient city's narrow streets.

"We believe there are still peopletrapped inside," he told Reuters, point-ing at concrete debris and twisted rein-forcement rods where a three-storey res-idential building once stood.

Among the capital's landmarksdestroyed in the earthquake was the 60-metre (200-foot) Dharahara Tower, builtin 1832 for the queen of Nepal.

A jagged stump was all that was left ofthe lighthouse-like structure. As bodieswere pulled from the ruins on Saturday,a policeman said up to 200 people hadbeen trapped inside.

At one hospital in Kathmandu, policeofficer Sudan Shreshtha said his teamhad brought 166 corpses overnight.

"I am tired and exhausted, but I have towork and have the strength," Shreshthatold Reuters as an ambulance broughtthree more victims to the TribhuvanUniversity Teaching Hospital.

Bodies, including that of a boy agedabout seven, were heaped in a darkroom. The stench of death was overpow-ering.

Outside, a 30-year-old woman whohad been widowed wailed: "Oh Lord,why did you take him alone? Take mealong with him."

Government Rushes...civilian aircraft. India will press into

No Earthquake...seismologist at the India

Scotching the rumours, the IMD saidthe Indian government had received nosuch intimation from the US."No coun-try can predict earthquakes. According to the release, the sub-Himalayan West Bengal and Sikkimwould also experience fairly widespreadto widespread rain, thundershower dur-ing the next three days with possibilityof isolated heavy thunderstorm.

The pangs of creating a new mechanism tomake appointments to the higher judiciary arealready being felt. The National Judicial

Appointments Commission Act has been notified,but the NJAC is yet to be fully constituted. Itrequires only the appointment of two eminent per-sons to complete the six-member body; the otherfour members are the Chief Justice of India, two sen-ior-most judges of the Supreme Court and the UnionLaw Minister. But there is uncertainty over theappointment of new judges in the High Courts andthe Supreme Court as a Constitution Bench is hear-ing a challenge to the law. The Union governmentnotified the NJAC Act this week and effectivelyended the primacy enjoyed by the judiciary for thelast two decades in the matter of appointments to theSupreme Court and High Courts. However, undersome prodding from the Constitution Bench, it hasagreed that the NJAC, which is expected to be con-stituted before May 11, would not appoint newjudges until the validity of the law is decided. Thereis understandable anxiety on the part of the courtover who would take care of immediate issues. Forinstance, the terms of office of several additionaljudges in the High Courts could end before theConstitution Bench decided on the validity of theAct. Justice J.S. Khehar who heads the Bench hasnoted that it would be embarrassing if fresh appoint-ments were made now and eventually the NJAC wasdeclared invalid. The via media suggested is that thegovernment could move quickly to appoint the twoeminent persons and constitute the body so that itcould extend the terms of additional judges or con-firm them as permanent ones, thereby avoiding a sit-uation in which their tenure comes to an abrupt endmerely for want of a mechanism to decide on theircontinuance. And the NJAC would make no freshappointments during the pendency of the proceed-ings. While this may be an interim arrangement,there is little doubt that the situation should not beallowed to prolong. For the time being it is impera-tive that the judiciary and the executive cooperatewith each other and avoid undue delays in filling upvacancies while the questions of law are being set-tled. As such, a less substantive issue had croppedup. As two senior-most judges besides the ChiefJustice will be members of the NJAC, a question wasraised whether judges who are likely to be part of theCommission, both in the present and in the future.

The anti-rape agitation inIndia that followed on theheels of the Nirbhaya

gang-rape incident in New Delhiin 2012 was the biggest suchmovement seen in global history.However, did the movementchange the manner in which rapewas perceived and reported inNew Delhi? In this piece, we lookat evidence from the data on rapecompiled by the National CrimeRecords Bureau to find out.

We begin with some caveats.First, we have no reliable data onwhat the real numbers and rate ofrape are in India since it remainsan underreported crime. Second,there is some weak evidence thatsome cases reported as rapemight not be so. To estimate thisacross the country would meanlooking at every single FIR filedfor rape and then somehow judgeif the case is real or false. Theprocess will undoubtedly be rid-dled with inaccuracies. Third, wecan get around the problem men-tioned above by looking at actualconvictions. However, a rapecase registered in one year maybe decided many years later. So,this makes it harder to estimatethe real incidence of rape in anygiven year. We also run into theissue of how whimsical the con-viction and trial process really is,where much depends on the sit-ting judge, and the evidence orlack of it. Because of these rea-sons, we are treating the NCRB’srecorded rapes as the actual num-ber of rapes in the country for thisanalysis, while we are painfullyaware that only a fraction of rapecases is reported.What the numbers say

The available data reveal someinteresting patterns. Overall, inIndia, total crime against womenincreased by 26.72 per cent

between 2012 and 2013. Betweenany two previous years startingfrom 2001, the highest leap intotal crime reported was 12.47per cent (2006-2007). So, it isquite evident that somethinginteresting has taken placebetween 2012 and 2013, giventhat over the last 12 years, thereporting of crimes againstwomen never exceeded a12.5 per cent increase.

Besides this, thereported rape statis-tics over time telltheir own story.Of the 763 policedistricts that wehave analysed,25.68 per cent ofthem have eitherflatlined or expe-rienced a fall innumber of reportedrapes in 2013 com-pared to 2012. Most ofthese districts are in WestBengal and in conflict zones insmaller States such as Mizoram.The fall in rape here may be afunction of several factors, suchas an absolute lack of reporting ofsuch crimes, or a political climatewhere victim-blaming statementsmade by leaders (as in WestBengal) may dissuade victimsfrom coming forward.

However, 567 districts acrossIndia showed an increase in thenumber of reported rapes overtime. But something unique hap-pened in 2012, especially in NewDelhi. Delhi is home to 1.5 percent of the women in India, butaccounts for 4.1 per cent of thetotal crimes against women in thecountry. The nine districts inDelhi that we looked at andwhere data is consistently avail-able have shown an increase inthe number of rapes per 1,00,000women (rate of rape) between

2012 and 2013. Of the nine dis-tricts, New Delhi district showedthe highest increase between2012 and 2013 (289 per cent).Overall, Delhi had a reportedincrease in the rate of rapebetween 2012a n d

2013 at125.4 per cent.

If we look at the absolute num-ber of reported rape incidents,there is a 131.73 per cent jump inDelhi between 2012 and 2013. Inprevious years, the highestrecorded jump was between 2011and 2012 (23.43 per cent).

The total number of reportedcrimes against women in Delhimore than doubled from 5,959 in2012 to 12,888 in 2013 (a 116.3per cent increase) unlike in any ofthe previous years. On an aver-age, there were between 6 and 10incidents of rape reported per1,00,000 women between 2001and 2012. For 2013, the numberof rape cases per 1,00,000women varies from eight inNorth West Delhi to 31 in NewDelhi district.

Again, it must be noted thatthese findings apply to an urbansetting. We still have very littleunderstanding of how rape isconstructed and executed in rural

areas and in

tier two andtier three cities, where rape couldbe a weapon of social control,upper caste dominance, andwhere the state is less likely torespond to an act of rape withinthe family.

We do not know to what extentthe actual number of rapes inDelhi has increased in these peri-ods, since rape is underreported.All we can focus on is the report-ing of rape and make a limitedclaim about what explains theimpressive jump this numbermakes between 2012 and 2013,compared to previous years

.Lesser stigma

We suggest that the reporting ofrape in New Delhi has increased

markedly because of a cluster ofvariables. First, we think that theanti-rape agitation pulled of aremarkable coup — it turned rapeinto something that carried lesserstigma. Rape victims, traditional-ly seen as “bad girls”, began to be

seen as actual victims ofa heinous crime

Second, the legalreforms ushered in by the JusticeVerma Committee report couldhave created enabling conditionsfor women to come forward andreport rape because it changedtheir cost-benefit analysis. Now,more women in urban areas aresure that “something” will bedone if they report it, unlike theapathy with which rape has beentreated in previous decades,where the reporting of rape itselfmeant subjecting a victim to fur-ther trauma and abuse. Third, theanti-rape agitation has changedinstitutional responses to rapeand the discourse surrounding it.

Now, there are gender sensitisa-tion programmes in police train-ing, which run over the stipulatedone or two modules. “Rape” is nolonger a word spoken in whis-

pers. Women, through the widelypublicised agitation, know whatconstitutes rape, harassment andassault, and they are more widelyinformed about what to do aboutit (although many still choose notto report it).

What this tells us is that awoman must have enabling con-ditions that make the reporting ofa crime like rape easier.Essentially, women are morelikely to report rape when thecosts of the reporting are low(society doesn’t ostracise the vic-tim, there are sympathetic policepersonnel in nearby precincts)and the benefits gained from thereporting are high, that is, thecrime is recorded, action taken,and a proper legal process isbegun, which can result in a realconviction.

While we are convinced bylooking at the data that the anti-rape agitation changed the man-ner in which rape victims seethemselves in relation to socialstigma and may have startedevaluating their own power vis-à-vis the perpetrators, and we thinkthat this did influence the report-ing of rape in New Delhi, we stillhave no way of estimating whatthe real incidence of rape is inIndia. Consider, for instance, thatwhile 95.8 per cent of the femalepopulation in Delhi is urban, only1 in 675 women reported anycrime committed against them in2013. We can only hope that withmore targeted interventions in thearea of sexual violence, wherevictims are enabled to step for-ward, we may in time be able toget a handle on one of the biggestrisks to women’s security inIndia.

There is no one definition for India’s proposedsmart cities. The Ministry of UrbanDevelopment provides benchmarks for vari-

ous services — maximum commute time should be30 minutes in medium-sized cities and 45 minutesin metros; water availability must be 135 litres percapita per day; 95 per cent of homes should haveshops, parks, primary schools and recreationalareas within 400 metres, and so on. The proposedcities range from Varanasi to Dholera to Amravati,covering brownfield and greenfield areas.Benchmarks would be different for both; givenlack of significant Internet penetration, brownfieldsmart cities cannot, for instance, focus on skyscrap-ers or lavish promenades first.

City planning has undergone several changessince Independence. In the 1950s, regional plan-ning and the city master plan grew in importance,but stayed divorced from the complex realities of apoor, independent, post-colonial country. Whileurban poverty rose, master plans fetishised aboutleisurely, low-density, spread-out cities, andobsessed over removing slums. This “high mod-ernism” resulted in plans for newer cities. TheNational Commission on Urbanisation identified329 cities called GEMs (Generators of EconomicMomentum), which were further divided intoNational Priority Centres and State PriorityCentres. Urbanisation was expected to grow alongthose corridors.

Bhubaneswar and Chandigarh were especiallyplanned to represent modern India, emblems of “anew town, a symbol of India’s freedom, unfetteredby traditions of the past” (Nehru, 1948). A ‘gardencity’ with no high-rise buildings, Chandigarh’swide boulevards broke the city into self-sufficientsectors, promoting liveability and exclusion.

However, the structure had its failures.Chandigarh’s urban planning was defined by an“absence of local authority, a lack of understandingof the local culture and values on the part of theplanners, and the history of the region.” (Kalia,1985, 135). In a survey of 21 cities in the AnnualSurvey of India’s City Systems (2014, JanaagrahaCentre), Bhubaneswar and Chandigarh came closeto the bottom in quality of life. Bhubaneswarscored low in urban capacities and resources aswell as in transparency, accountability and partici-pation.

Over time, national plans grew more reactive,and stuck to managing things as they were. A desirefor better, cleaner, inclusive cities remained unful-filled. We renamed more cities than building new

ones.The idea of a smart city, for most of the 20th cen-

tury, was science fiction. But cities can now inte-grate critical infrastructure such as roads, rails, sub-ways and airports; optimise resources better; andplan preventive maintenance. Given India’s financecrunch, any smart city we plan should focus first onthree things: urban transportation, e-governanceand land titling.Urban transportation

For a sustainable city, public transport has to bethe main artery. With metro systems viable only inlarge cities, integrated bus services will be primary.While the National Urban Transport Policy, 2006,pushed for public transport to rise from 22 per centto 60 per cent, only 30 major Indian cities out of 90have an in-place bus system. Even Delhi, with itsextensive metro, faces significant gaps in its effortsto provide cross-sectional connectivity, with just6,500 buses instead of 20,000. India’s bus servicescontinue to be hamstrung by limited or decliningfleet sizes, loss-making services, inadequateresources, poor service quality and ignorance aboutmodern vehicle technology.

Cities should design bus routes to ensure multi-modal integration. A city-level UnifiedMetropolitan Transport Authority, backed by legis-lation, should facilitate coordinated planning andimplementation of transport projects. We need anintelligent software to improve systems for vehiclelocation, collecting online fares, priority signallingfor buses, and real-time bus information. Citiesshould also set up Traffic Information ManagementControl Centres for effective enforcement andmonitoring of traffic rules.

Financing this will require significant restructur-ing. A dedicated Urban Transport Fund, as seen inAhmedabad, Bengaluru and Jaipur, should seek togenerate inflows through advertisement revenue,additional vehicle registration fees and congestiontaxes to fund new projects. A special purpose vehi-cle (set up in collaboration with the municipal cor-poration, city and private players), as seen inIndore and Jabalpur, could manage bus operations.Better e-governance

The Indian government has experimented withvarious e-governance initiatives, most of whichhave failed to materialise, given poor cyber securi-ty and significant privacy and data protection risk.But the implementation of a secure ICTInfrastructure, comprising wireless hotspots, wi-finetworks, and fibre optic Internet delivery at home,remains fundamental. E-governance could learnfrom these examples. The U.K.’s “Tell us Once”

service allows citizens to inform public authoritiesabout birth, death or significant life events justonce. San Francisco’s DataSF.org displays publictransportation arrival and departure times, recyclezones, crime patterns and more. Service requestsfor pothole repairs can be tweeted. Sweden hasverksamt.se, both for entrepreneurs and for citizensto use theme-based portals on healthcare, taxation,etc. All procurement and invoicing is conductedelectronically, restricting corruption.Land titling

Providing affordable housing remains a criticalchallenge. The has been exacerbated artificially bypoorly conceived Central, State and municipal reg-ulations, leading to land prices that are much high-er than intrinsic levels. Urban development proj-ects still have to undergo a lengthy approvalprocess — developers have to spend two-threeyears getting permissions from nearly 40 depart-ments.

Titling issues and the lack of property rightsinformation make this worse. While the lawrequires compulsory registration of the sale of land,it does not ask the registration authority to verifyland history or ownership from the seller, weaken-ing buyer protection and acting more as a fiscalinstrument for the state, instead of a statutory sup-port of certainty to title. Cities recognise presumedownership to land, a questionable claim, which canbe challenged on many fronts. A smart city wouldprovide formal digitised recognition of propertytitles, along with increasing transparency and regis-tered brokers, cutting down long search times andhigh costs of acquiring real estate. A less cumber-some process of accessing land records through theDepartment of Registration would increase its use,while helping to show actual transaction prices.Further, land inventory needs to be mapped com-prehensively, and be accessible to buyers.

Globally, many countries offer streamlined onlineprocesses and incentives to facilitate affordablehousing — these can include tax deductions, densi-ty bonuses, direct subsidies, land grants, land usechanges etc. Many countries such as Malaysia andCanada have revamped their administrativerequirements through fee waivers and fast-trackingprocedures.

Smart cities can make daily life easier for resi-dents simply by automating routine functions, andproviding a basic transportation and housing net-work. Grandiose visions can be kept for later.

The first IAF plane toarrive in New Delhifrom the Nepalese capi-tal was a C-130J SuperHercules with 55 pas-sengers, including fourinfants, on board around10.45 pm on Saturday,

followed by a C-17Globemaster III, a littleafter midnight with 101passengers and aninfant. In the early hourstoday, an IL-76 aircraftbrought back 152 pas-sengers, and around4.45 am, another C-17Globemaster IIIreturned with 247Indians. The movementhad to be suspended

between 1:30 pm and3:00 pm due to freshtremors in Nepal.

At 4:45 pm., the latestplane landed with 237Indian civilians.Defence MinisterManohar Parrikar saidthe IAF will bring backa total of 1,500 Indiansstranded in earthquake-hit Nepal. "We broughtback around 500 people

yesterday (Saturday)and today (Sunday). Wewill evacuate 1,500Indians from Nepal," MrParrikar told reporterson the margins of adefence investiture cere-mony in New Delhi.

Over 2200 peoplehave died and thousandshave been injured whena devastating earth-quake and several

"This analysis of data from the newNational Seismic Hazard Mapsreveals that significantly moreAmericans are exposed to earthquakeshaking, reflecting both the move-ment of the population to higher riskareas on the west coast and a changein hazard assessments," said co-author Bill Leith, senior science advi-sor at the US Geological Survey(USGS). By comparison, The FederalEmergency Management Agency(FEMA) estimated in 1994 that 75million Americans in 39 states were atrisk from earthquakes.

A compensation of Rs.50,000 has also beenannounced for the seri-ously injured.Meanwhile, the PrimeMinister chaired a fol-low-up meeting toreview the progress ofrelief and rescue opera-tions. The meeting wasattended by UnionMinisters Arun Jaitley,

been able to get through them.I am very worried," says MsSahi, who has not kept herphone away even for a minute,in the hope that she will hearfrom her family in Nepal soon.While the couple are still wait-ing to speak to their relatives inNepal, daily wage earnersBinay bahadur and Ajai Sahiare among the lucky few whohave managed to touch basewith their families in Nepal.

Both belong to a village closeto the tourist town of Pokhra inNepal and had come to India amonth ago in search of work.

Bihar Counts Its Losses in Earthquake

aftershocks were fellt inBihar in the past 24hours since a high inten-sity earthquake measur-ing 7.9 on the RichterScale rocked Nepal, aMET official said today.Out of 38 aftershocksemanating from the epi-centre of earthquake inNepal since yesterday,

eight have been felt inBihar measuringbetween 5.5 to 6.9 onRichter Scale, the PatnaMET Director A.K. Sentold PTI.

By age of one, one inevery seven toddlers isusing devices for at leastan hour a day, the find-ings showed. "We did

not expect children wereusing the devices from

The researchers devel-oped a 20-item survey tofind out, when youngchildren are firstexposed to mobilemedia and how they usedevices.

Computer Vision Syndrome(CVS) and an expert says thatit is important to take breaksand blink regularly.

According to a recent study,prolonged sitting while atyour desk can increase yourrisk of heart disease, diabetesand stroke, reports female-first.co.uk.

But that's not the only thingat work that poses a risk toour health. Around 70 percentof computer users regularlyleave work suffering from thesymptoms of ComputerVision Syndrome (CVS) so itis important to follow a feweasy steps to ensure sitting ata desk doesn't take its toll onyour health:

"When we use a computerfor long periods, we onlyblink around 4 - 7 times perminute. Our usual rate ofblinking is more like 18 - 20

times per minute, so this is asignificant reduction - it cancause symptoms such as dryeyes and blurred vision," saidprofessor Dan Reinstein ofthe London VisionClinic."

Other common symptomsof CVS include red eyes, eye

strain, double vision,headaches and difficulty refo-cusing the eyes.

Reinstein provides his toptips on how to prevent CVS,and keep our eyes healthy andcomfortable.

- Take a short break fromyour computer screen at least

once every hour; ensure thatyou move and look awayfrom your computer.

- Keep your computerscreen clean.

- Be conscious of blinkingregularly.

- Optimise the angle, heightand distance of your screen.

Being the wrong distanceaway from your screen canincrease muscle strain andvisual discomfort.

- Be aware of environmentalfactors. Air-conditioning andfans can worsen the dry-eyesymptoms of CVS.

- If contact lenses makeyour eyes feel dry, avoidwearing them when using acomputer. CVS is particularlycommon in contact lens wear-ers; at the London VisionClinic, we often see patientswho are choosing to havelaser eye surgery because theyfind they can no longer weartheir contact lenses for longperiods, especially whileusing computers.

- Drink plenty of water tokeep yourself hydrated.

- Avoid 'glare' from win-dows and overhead lights.

- Ensure that your computerscreen is not flickering.

- And, most importantly,have an eye examination.
