Formation Professionnelle. European agency based in Greece since 1996.

Established by Council Regulation 337/1975, to help rethink the direction and requirements of vocational training policy and the “promotion and development of vocational training in the Member States”.

Target group: policy-makers and practitioners of the European Commission and the Member States, social partners, research centres, training organisations across Europe, etc.

Staff from all the Member States.

Work programme prepared by the Commission and agreed with the Council on three major goals to be achieved by 2010.

Cedefop’s commitment supporting the implementation of LLL in an enlarge European Union.

2000 Participated in the preparation of Commission’s memorandum on Lifelong learning SEC (2000) 1832

Main idea: that promoting active citizenship and promoting employability are equally important and interrelated aims for LLL.

Six key messages: new basic skills for all; more investment in human resources; innovation in teaching and learning; valuing learning; rethinking guidance and counselling; and bringing learning closer to home.

“Consultation process on the European Commission’s Memorandum on lifelong learning: analysis of national reports”

The aim was to collect all views on how best to make progress in implementing LLL

Cedefop was asked by DG EAC to undertake a review of the national reports.

Structured under the six key messages.

Conclusion: LLL is vital to Europe’s future development

Criticism on the approach and content of the Memorandum: Insufficient emphasis to social cohesion and equal opportunities; to target

groups; and too much emphasis on individual responsibility.

May 2003 “Lifelong learning: citizens’ views”

Eurobarometer survey prepared by DG EAC / Cedefop / DG Press / European Opinion Research Group

Survey comprised 18,277 face-to-face interviews, of those aged 15 and 65 over in terms of age, gender, region and size of residential community.

Average number of people interviewed by country was 1000

Delivered in all official EU languages and composed of 15 closed questions on citizen’s opinions, experiences and attitudes to learning.

ETF prepared a review of the contributions from the acceding countries

It will be repeated in Autumn 2004 .

Citizen’s views on LLL in GREECE They are most likely to think that LLL is not important (21%.), while

Germans and Icelanders are almost unanimous.

They see themselves as much less proficient in using computers, the Internet and scientific/technological tools and equipment and foreign languages (63%). Compared to almost all Luxembourgers who think they can use foreign languages.

Four out of five Greek survey respondents had not been involved in education/training in the past year, and half of them say they are not particularly interested either.

One in five Greek citizens does not want to take up education and training in the future. Family commitments are the main obstacle (29%, the highest)

Cedefop in association with DG EAC, EESC, Committee of the Regions, ETF.

ASEM-LLL, ILO, World Bank, Council of Europe, European Social Partners and the Greek General Secretariat of Adult Education also took an active role in the meeting.

The approach started from the conviction that “living and working in 21st century Europe is about living and working in the knowledge Age”

Nov. 2003, the Commission adopted a communication presenting an interim evaluation of the implementation of the “Education & Training 2010” programme since Lisbon. COM (2003) 685 final

It calls for accelerated reforms in the years to come and a stronger political commitment to achieve the Lisbon goals.

In March 2004, “Education & Training 2010: the success of the Lisbon strategy hinges on urgent reforms” was adopted in the Spring European Council.

The first joint interim report by the Commission and the Council on progress towards the Lisbon goals for education and training.

The outcomes... Progress on meeting the LLL benchmark is far too slow.

According to Eurostat Labour Force Survey, 12.5 % of 25-64 year old participating in E & T by 2010

European adult learning participation rates are lower than those of its major global competitors.

Adult learning is closely linked with employability or with compensatory education.

It aims for a fully integrated E & T 2010 agenda by 2006 where a new joint interim report will be delivered.

It concludes that radical reforms are indeed needed if LLL is to become a concrete reality.

Achievements: The certificate supplement gives a description of competences acquired

by certificate holders.

The European Curriculum vitae: comprehensive standardised overview of education as well as work experience

Recognition of non-formal learning: attempt to enhance the visibility of skills and competences on the labour market .

The national reference points are the national contact points giving access to info on qualifications system.

Librarian and Information Personnel profileLibrarian and Information Personnel profile Cedefop undertakes studies comparing training systems,

qualifications (more than 200) in the EU.

Cedefop Documentation Information Network considered its own profession and if it was still far from the concept of the "cybrarian", how the competencies and the qualifications of information professionals evolve with technological transfers.

Result is a comparative study on the training in the Members States plus Norway.
