1. Project Profile and Construction Quantity
1.1 Project (System or Equipment) Profile

230kV
For this 2150MW unit project, the double-loop line is defined for the new-built power plant.
230kv distribution device will be newly erected in power plant. The units will connect with 230kv
distribution devices by generator-transformer type. Double bus bar wiring and two groups bus bar
working at the same time will be adopted for 230kv distribution devices; parallel operation will be
implemented through bus bar contacting circuit breaker. The power and load will equally distributed
on the two groups bus bars. The start-up and standby power will come from 230kv distribution
devices of this power plant.
230kV ZF11-252 GIS 2 2 1 /
PT 1 7
For 230kv distribution devices, adopting ZF11-252 type GIS, setting 2 loops of inline bays, 2
loops of outline bays, 1 loop bay for start-up/standby transformer, 1 bay shared by PT, 1 loop for
bus bar coupler. After this phase completed, there are totally 7 bays.

The overhead conductor will be adopted for the connection between two sets of main
transformer and start-up/standby transformer to 230kv distribution devices.
230kV DMCI
DMCI is in charge of 230kv switch yard construction. Drawings from HBEDI are the
construction technology basis. Contents from this methodology and relevant national legislation and
specifications will be adopted to instruct the whole progress of this construction items.

3.1 Technical Preparation

All the designing institute drawings and manufacturer drawings have been achieved and the
drawings have been reviewed completely.

Certificate documents of construction personnel are complete.

The necessary tools and consumables are complete. The measuring instruments have passed the
verification and are compliance with standards.

Supporting foundation elevation & centerline dimension, reserved holes, embedded parts,
dimension and position can satisfy 230kv equipment installation requirements.

The construction site should be clear, no sundries and should be kept clean.

The construction road should be in good condition. It is not allowed to stake disorderly to block
transportation road.

4. Construction Program and Method
4.1 Construction Scheme
230kV
PT
In accordance with designing assembling drawing, mark the lines. After equipment OPI,
deliver to 230kv switch yard foundation platform by truck. As per serial number, fasten each bay
circuit breaker onto the assembling lines; then install tubular bus bar, maintenance platform, circuit
breaker conduit, PT & lightning arrestor, connect tubular bus bar and hardware fittings, cable laying
and wiring.
4.2 Construction Method and Requirements
4.2.1 Preparation before construction
4.2.1.1 230kV
All 230kv distribution devices foundation civil construction have been completed; embedded parts

dimension and position conform to design requirements and have passed the acceptance.
4.2.1.2
The embedded grounding bolts have been erected and qualified.
4.2.1.3
230kV
In 230kv distribution device area, the road is clear and clean. The space is large enough and the area
is hard enough for crane and plate trailer for unloading and opening packages.
4.2.1.4
All manufacturer supping materials have been completely delivered on site (including equipments,
spare parts, specified tools).
4.2.1.4
Clean foundation surface before make the lineation. For each unit, measure foundation elevation ar
4 points.
4.2.1.6
Master relevant technical document, understand manufacturer product installation instruction and
product test certificate specifications and be clear about product character, constitution, working
principle, relevant installation method and requirements.
4.2.1.7
Formulate installation plan jointly with manufacturer and technical engineers, including equipment
transferring and OPI plan.
4.2.1.8
Implement proper training for installers, letting them know basic structure, performance character
of equipments to be installed; well master installation workmanship and improve sense of final
product protection.

After distribution equipments having been delivered on site, timely apply for OPI and
installation. For situation which is not applicable for installation, the wind proof and rain proof
measures for sealing storage.

It is better to open the packages at installation location, to avoid mechanical damage or paint

falling during transferring.
3)
Measure whether the circuit breaker is affected with damp. If the equipments are with drying
agent, the test paper should be necessary to test drying agent humidity. If the test paper color is
blue, there is no need to carry out next test. If the color is pink, or the package is damaged and
the drying agent is affected with damp, it is necessary to carry out further test and treatment. If
package bag is damaged, it is necessary to replace or repair package and replace with new
drying agent.
4.2.1.9

It is not allowed to transfer equipments, by transportation machinery, without package, from storage
field to assembling site. For transferring safety, packages of different size cannot be stacked up
together (avoid damage top cap of the lower package). If the package must be stacked up, the wood
beams must be added between two packages to make the lower package bear the strength equally. It
is not allowed to stack up more than 3 packages. Keep balance of the sides. So, the packages should
be wrapped well to avoid turning over. Ensure, during delivering, the package will not move to any
direction. Pay attention to the information on nameplate (such as identifying, weight,. Etc) during
hoisting. During transportation and unloading, it is not allowed to turn upside down, collide, rolling
or fall down.
4.2.1.10
The OPI of equipment should conform to requirements below:

There should be no corrosion, damage or distortion for all elements, accessories, spare parts
and specified tools. The element wiring terminal, plugging members and current load parts
should be clean and no corrosion. The pressure data and water content amount of each air
isolating chamber should conform to product technical specification. The density relay and
pressure gauge should passed inspection. The fastening bolts should be complete and not
loosened.
2)
There should be no crack or damage on porcelain or insulator.

per foundation drawing requirements, draw the centerlines of CB, DS and bus bar; the deviation
should be within 2mm (see figure 2).

Circuit Breaker Installation

Switch Pedestal and Supporting Installation
Fasten the support structure firmly.

Three phase supporting elevation deviation should be 2mm; center distance deviation should be

Pole Column Installation and Operation Mechanism Connection

Pole column transferring and dismantle
Lift three pole columns which already have been assembled, and lay down onto hard
ground through angle iron plate.

Separate three pole columns by specified hoisting machine and lay down on hard ground.

Pole column air-tight test

Before install pole column onto pedestal, check SF6 pre-charging situation of each pole column:
remove the turning nut and O type sealing ring from transmission part flange; compress stop valve
in the flange by hand; if hissing voice appears caused by spraying gas, it is qualified; otherwise it
may be damaged during transportation.
4.2.3.3
Pole column installation
1)
Before raising pole column, in order to prevent damaging the pole column when it is inclined,
pad wood plate behind the pole column; then vertically, carefully and slowly hoist the pole
column by the hanger.
2)
To prevent pole column slipping during erecting, ensure the hoisting hook and pole column are
vertically arranged. Remove transferring support after the pole column is completely raised.
3)
Carefully insert pole column into pole column plate opening; reliably fasten the pole column
and switch pedestal with bolts and properly arrange relevant the torque.
4) 3mm,5mm
Pole column verticality deviation should be 3mm; three phase centerline distance deviation
should be 5mm.
4.2.3.4
Operation Mechanism and Pole column Connection

Connect in accordance with manufacturer serial number.

From hydraulic mechanism, install connecting rod and driving rod; guarantee the length
will not be changed during connecting.

The fork part has been verified and fastened by manufacturer; it is not allowed to change it
during installation.

Each connecting member should be reliable.
4.2.3.5
Switch Grounding
The bolts for switch pedestal should be connected reliably with main grounding net as per
specification requirements.
4.2.3.6
Conductor Connecting

Use steel wire brush to polish aluminum contact plate and paint one thin layer of conductive
paste.

The bolts should be fastened firmly and conform to torque requirements.

After conductor connecting, the terminal cannot bear extra-stress.
4.2.3.7
Circuit Breaker Checking, Adjusting and Commissioning

Gas Charging of SF6
Switch gas charging should be implemented under manufacturers instruction.

Gas charging pressure should follow manufacturer requirements and SF6 pressure curve.

One safety valve must be included for gas charging device to avoid that the pressure is over
high and damage insulator. During gas charging, closely pay attention to precise pressure
gauge.
Use regulating valve to control gas flow to avoid freezing circumstance on each
component.
After completing gas charging, remove gas charging joint, turn off gas charging valve and
tighten the nut. Pay attention to maintain cleanness.
2Sealing proper inspection
Each part should be sealed properly and there should be no leakage.
SF6 0.03MPa
If leakage appears, first turn the SF6 gas to 0.03MPa. carefully seek leakage position.
Loosen the leakage connection. check whether the sealing ring is damaged or there is some
sundries. Adopt the new pad ring to connect again and recheck the sealing proper.

Hydraulic system commissioning

Under rated operation condition, check hydraulic pressure, oil pressure and air pressure
operation test.
5
Anti-trip test
When circuit breaker locates at switch on or switch off position, the signals of switch on and
switch off will be transmitted to circuit breaker at the same time. The circuit breaker will not jump
and finally the circuit breaker will stop at switch off state.

Miss operation test
When circuit breaker three phase separating switch positions are different, delay the three
phase separating switch and send signal.

Measure arc extinguish chamber loop resistance.

Each arc extinguish chamber should be at switch on position; energize rated DC current; at
both ends of inline and outline wiring poles (excluding wiring plate), measure voltage which should
not exceed 3.5mv.

Inspection before putting into running
Complete each item of commissioning and test, conforming to manufacturer and GB
requirements.
The circuit breaker driving test is correct and signal is correct.
The phase color sign is clear and the grounding is fine.
4.2.4
Disconnecting switch installation

fastening should be reliable.

Before installation, carefully check porcelain insulator cleanness, there should be no crack,
damage and welding dirt. The porcelain insulator and metal flange should be connectedreliably.

Between porcelain insulators or between porcelain insulator and pedestal, the bolts connection
should be reliably.

Conductive disconnecting link installation

Conductive contacting surface should be clean and there should be no oxidation membrane;
neutral Vaseline should be painted.

Check the cleanness of current load part, no unevenness or corrosion circumstance. Connection
must be reliable and free from damage.

With bolts, connect driving pedestal on conductive disconnecting line blade and porcelain
flange. Install operation porcelain.

The operation porcelain insulator and main shaft should be in one line. No obstruction for
operation.
5
Reliably fasten fixed contact onto supporting porcelain insulator; the button contact can work
flexibly and there should no obstruction.
4.2.4.4
Operation box installation
From switch operation shaft center, hang a centerline to make operation mechanism main shaft
center coincide with vertical line.

actual dimension to decide the connecting rod length. At both ends, weld properly.

Fabricate a line measuring channel by wood or C-channel, setting rubber plate to prevent
damage conductor. Mark the size on line measuring channel, which will make it easy to control

When extract conductor from wire panel, relive the twisting force. When measure the
conductor, keep it straight to ensure the measuring precision.

edge and burrs. During washing, cotton is applicable, but cotton yarn cannot be used. Prevent
cotton wire left behind. After cleaning, timely arrange to prevent secondary oil pollution.

Regulate hydraulic tools pressure relieving valve. The crimping pressure should confo rm toclamp required pressure.

Before formal crimping, first implement trial crimping. Take the sample member to measure
the pipe, steel anchor or lining pipe original length. Crimp as per crimping sequence.
Separately calculate extension volume of each pressing member and make record.

Implement tension test for train clamp. As per the sequence (from light to heavy), string onto
the steel wire rope in front of crane; take turns to increase the weight, till the crimping pressure
satisfies manufacturer requirements. During trail lifting, observe carefully. It is acceptable that
the lifting object leaves the ground. Prevent clamp being broker to damage the lifting material.

Clean the conductor termination after stripping. The length to be cleaned should be 2 times of
clamp length. The steel core should be cleaned by gasoline, with broken lot.

Penetrate the strain clamp into aluminum pipe first, then penetrate into steel anchor. When
penetrate, following the stranding direction, push inside by turning. Before penetrating the

Before crimping, check the tool beforehand, set stably. adjust the crimping device angle. The

direction is from steel anchor root to the terminal side. After finishing the second mould

value, replace steel mould to re-crimp. After steel anchor pressure crimping, paint
anti-corrosion if the zinc skin is damaged.

Aluminum pipe pressure crimping: remove the pressing part for the aluminum pipe; eliminate
the oxidation membrane, then paint electric forced compound grease. For steel core stranded wire,
as there is no aluminum lining tile, the gap between aluminum pipe and steel lining pipe is very big;
so directly crimping will make defect for aluminum pipe. It is applicable to wind aluminum wire
onto lining pipe. Pull the aluminum pipe back to pressure crimping position, turn clamp; after
verification, the angle of pliers should coincide with axial line; then carry out crimping.

Equipment clamp pressure crimping: the construction sequence is: conductor terminal
remedying, cleaning crimping area, painting electric forced compound grease, penetrating pipe,
crimping adopting reverse pressing method by aligning drain plate; the mould overlap
quantity is the same with strain clamp.

Inspection and treatment after pressure crimping: after pressure crimping strain clamp
aluminum pipe and steel anchor, use steel blade ruler to check bending degree which should
not exceed 2% of length; if exceeds, verify it. However, uplift and loosen strand are not
allowed to happen. Paint anti-corrosion or zinc paint on cutting position of strain clamp
exposed steel core.
4.3.6 Soft bus bar assembling

Divided conductor assembling: locally choose frame to set two hanging points; at one point,
set one fixed pulley to connect with winding engine steel wire rope. Both sides of conductor
separately connect hanging plate; then add one U type ring to connect with steel wire rope; lift

the conductor surface is not smooth or there is burr, use abrasive paper to polish; at last, install
T type clamp.

test; clean the surface; the insulator appearance should be in good condition. Check spring pin
thickness, height and elasticity which should conform to requirements. Check the gap between
bowl, ball head and spring pine. Under the situation when the spring pine has been installed,
the ball head cannot run out of bowl.

The hardware connection and wire hanging bolts penetration direction should be uniform; the
specifications below should be followed:
a
All the suspension spring pins should penetrate to power receiving side. Bolts and cotter pins
which can penetrate along line should penetrate to force receiving side. For special situations,both side lines are from inner side to outside; the middle line is from left to right.
b
Penetrate all spring pins, bolts and cotter pins on strain insulator strings from up to bottom. For
special situations, it is from inner side to outside and from left to right.
c
Penetrate cotter pins and bolts on divided conductor from outside to inner side.

Site assembling: under hanging structure, assemble insulator string and hardware as per
conductor running direction and requirements. The adjustable hardware layout should conform
to designation, then connect with strain clamp or board.

After assembling and connecting, check hardware completeness. The hardware connecting
bolts, anti-loosening cap and split pins should be correctly used. The insulator bowl opening
should face upside; the spring clamp should all in readiness and without damage.

As the frame is designed without considering traction during conductor hanging, it is
necessary to adopt pulley for conductor hanging, and confirm temporary opposite direction pulling
line whose included angle to ground is less than 45.

When hang the conductor, adopt motor winding engine to tract and hang; or use crane to hang
one side, and use winding engine to tract the conductor.

The steel rope, winding engine, manual hoister and others used for conductor erection should
carefully inspected before putting into use. And after calculation, the strength can satisfy the
biggest load for conductor traction. After conductor terminal is lifted from ground, check the
hoisting situation. The grading ring should be installed as per drawing.

The bus bar with jumper wire and leading down wire connection can be lifted together with
bus bar; but the traction force should satisfy the requirements. After leading down wire

Prepare two sets of angle grinders and motor hoister. fix the pulley from both sides of frame. If
the construction is smooth, it is acceptable to hoist the drain board together (prevent damaging
bus bar).

available) the scaffold boards should be set stable and fastened well; in construction area, erect
safety protection handrails which have passed inspection and hanged sign board.

position above; set walk passageway on scaffold; for cross-work, unified coordination should be

It is very dangerous for flammable and explosive materials once fire disaster or explosion
happens. If accident happens, at once take measures.1)
Once fire disaster happens, all people in site should try to take all kinds of measures to put out
fire. Remove flammable materials on ground; isolate fire area; protect human and fire fighting
equipments on windy days.

After leaders receive fire alarming, immediately organize people to accident site:

Secure site order;
b.
Investigate cause of fire;
c.
Introduce details to fire fighting command;
d.
Rescue materials having not been burn.
