SECTION I: INTRODUCTION

The National Collegiate Athletic Association (“NCAA” and/or “Association”) is pleased to provide member institutions/conferences the opportunity to submit a proposal to host one or more NCAA championships. The information contained in this document and the accompanying attachments provides the minimum bid specifications for hosting any of these championships, as well as essential information that will provide assistance in the development of a creative, comprehensive and competitive bid proposal. The NCAA awards the privilege of hosting an NCAA championship to institutions several years in advance so those communities may work collaboratively with the NCAA to create positive experiences for its student-athletes, participating institutions, fans and the community.

A member institution or member conference of the NCAA must be designated as the host institution/conference for the championship. The administration of the championship is under the authority of the respective sports committee and is subject to final authority of the NCAA Competition Oversight Committee. All activities and events associated with the championship are to be approved by the sports committee.

SECTION II: CHAMPIONSHIP STRUCTURE

DATE FORMULAS

Women’s Finals Championship begins on the third Friday in the month of May except during those years where May 1 falls on Friday, with competition running from Friday – Wednesday.

Men’s Finals Championship begins on the fourth Friday in the month of May except during those years where May 1 falls on Friday, with competition running from Friday – Wednesday.

*Note: formats subject to change. Women’s. The finals site field will consist of 132 players that includes 24 teams and 12 individuals, not on those teams, who will compete in three consecutive days each of 18 holes of stroke play. Upon completion of 54 holes of stroke-play competition, the top 15 teams along with the top nine individuals not on an advancing team will advance for one additional day of stroke play to determine the top eight teams for match play competition and the 72-hole stroke-play individual champion, along with the top 15 individual award winners and ties (Friday – Monday). Once the top eight teams have been determined by the 72-hole stroke-play results, a match-play format consisting of quarterfinals, semifinals and finals on consecutive days (Tuesday and Wednesday) will be conducted to determine the team national champion. The eight teams that qualify for match play will be seeded into a bracket for competition. The pairings will be as follows: number one vs. number eight, number two vs. number seven, number three vs. number six, and number four vs. number five. A team match will consist of five individual matches worth one point each, for a total of five points, and the first team to win three points within a team match will advance. From the first round of match play, winning teams will advance to the semifinals and subsequently the finals. In the final match, the first team to win three points will be declared the national champion.

Men’s. The finals site field will consist of 156 players that include 30 teams, and 6 individuals, not on those teams, who will compete in three consecutive days each of 18 holes of stroke play. Upon completion of 54 holes of stroke play competition, the top 15 teams along with the top nine individuals not on an advancing team will advance for one additional day of stroke play to determine the top eight teams for match play competition and the 72-hole stroke-play individual champion, along with the top 15 individual award winners and ties (Friday – Monday). Once the top eight teams have been determined by the 72-hole stroke play results, a match play format consisting of quarterfinals, semifinals and finals on consecutive days (Tuesday and Wednesday) will be conducted to determine the team national champion. SECTION III: GENERAL FACILITY REQUIREMENTS

1. The Americans with Disabilities Act, which went into effect January 26, 1992, requires that public

establishments offer equal access and services to people who are physically and mentally disabled. The facility must agree that it will be in compliance with all applicable city, state or federal regulations concerning access and seating for people with disabilities.

2. The facility must be available exclusively to the NCAA from 6 a.m. on the Monday prior to the start of

the women’s championships through the conclusion of the final team match of the men’s championships for the purpose of preparing for, practicing for and conducting the Division I Women’s and Men’s Golf Championships on back-to-back weeks.

The format for both the women and men will result in Thursday being designated as a practice round day; with Friday through Wednesday being designated as competition days. For the women’s championships only, participating institutions also have the opportunity on the Wednesday prior to the Thursday practice round to walk the course. During that two-week period of time, the facility will be clean and accessible, and playing conditions must be safe and of championships caliber. The NCAA Division I Men's and Women's Golf Committees have adopted the following policy for the regular season specific to the finals site that will conduct the respective back-to-back national championships: Student-athletes and coaches are prohibited from walking, playing or practicing at the championship finals course (i.e., practice facilities and any additional golf course at the venue) beginning August 1 of the championship academic year other than those student-athletes and coaches who are members of the course or who are competing in sanctioned events of the state's amateur or professional golf associations, the USGA, LPGA and PGA. Violations of this policy may result in sanctions listed under NCAA misconduct provisions or disqualification for a team or an individual(s), with no substitution permitted. The host institution will be prohibited from walking, playing or practicing on the championship finals course beginning 10 days prior to the men's championship. The Division I men’s and women’s golf committees reserve the right to modify the course access policy during the terms of this bid cycle. The committees may take into consideration the number of years a site may host as well as the home golf course of the host institution amongst other items.

3. The NCAA specifically disclaims any responsibility to investigate the safety or code compliance of the

facility and parking lots or the component products, equipment, materials, designs and constructions.

The course shall be arranged in accordance with guidelines provided to the facility by the NCAA Head Rules Official. These guidelines are intended to mirror those used at the highest level of USGA national amateur championships, and will provide a superior showcase for the championships. The course

should be prepared according to these guidelines as far in advance as possible, but in no event later than four days prior to the start of the women’s championships competition.

4. The facility must have a comprehensive evacuation plan in case of inclement weather conditions or

emergencies. 5. The NCAA shall be provided exclusive use of meeting space in the clubhouse during the

championships at no cost to the NCAA. If sufficient space is not available in the clubhouse, rental office trailers at the hosts’ expense will be required.

6. At the discretion of the NCAA, practice sessions may be open to the public at no admittance charge.

Merchandise and concessions may be sold.

7. The facility must provide the following additional space, at its expense, with all areas subject to the approval of the NCAA:

a. A training area for student-athletes. b. Media work space for 90-110, appropriate phone lines, power strips, high speed internet

connections (wireless), high speed copier, color printer, lighting, heat, air-conditioning and toilet facilities.

c. Two areas of private office space with internet connections (either wireless or hard wire); one for

the use of the NCAA and one for the use of the officials. d. A statistics control area containing one photocopy machine with capabilities for reproducing

statistics and other material on bond paper with a minimum per-copy speed of 75 per minute. The copy machine shall also include a collator and automatic stapler. The facility shall be responsible for the installation, service costs and six different colors of paper for these machines during the championships. This area should also include one high-speed hard-wired Internet line along with wireless capabilities and a high speed printer.

e. A room for drug testing that has a waiting area, toilet facilities and a minimum of 500 square feet

of space.

f. A room for NCAA vendor to house radios and other equipment that also serves as a work area for vendor.

g. An office for scoring vendor to input scores and serve as a work area during the championships.

8. The facility shall provide, at its expense, tables, chairs, skirting, bunting, pipe-and-drape and platforms for all areas described herein as required by the NCAA.

9. The facility shall provide complimentary parking spaces in prime locations for the participating

institutions, officials, committee, NCAA staff and media along with NCAA vendors and any other entities the NCAA determines that are central to the oversight and management of the championships.

10. The facility shall be responsible for, and pay the costs of, the coordination and installation of interior

and exterior decorations as directed by the NCAA.

The facility shall provide at least one main scoreboard, as well as a minimum of two on-course leaderboards (electronic or videoboard), at no cost to the NCAA.

11. The course will supply electric golf carts (approximately 105 for the women’s championships and 85

for the men’s championships) for use by competing institutions (women’s only), the NCAA committee and officials, and NCAA vendors at no cost to the NCAA.

12. At the discretion of the NCAA, a specific hospitality area may be created on site at a location to be

mutually determined by the NCAA and the course.

The prospective host that is bidding on this championship agrees to all terms and conditions as outlined above in this Championship Bid Specifications Agreement. We agree to comply with all the requirements listed in this document and to administer the designated championship in accordance with the policies of the NCAA and the applicable NCAA sports committee. Prospective hosts that agree with all the requirements listed in this document for the designated championship shall signify agreement by selecting “Yes” below.

Prospective hosts who do not agree with all requirements in this document shall select either “No” or “No with Exception” and declare any issues and/or exceptions regarding the aforementioned terms. Please note: Any proposed revisions to the language in this document must be specified in the bidding portal to be considered.

SECTION IV: BROADCAST

The host institution/conference/sponsoring agency acknowledges that its responsibilities pursuant to these bid specs are not contingent nor conditioned upon television coverage of the championships, and further, expressly acknowledges that the NCAA makes no representation or warranty of such coverage. Moreover, actions undertaken or obligations entered into by the host institution/conference/sponsoring agency in furtherance of its performance under these bid specs shall not create for or subject the NCAA to any liability or obligations for the same. Finally, the host institution/conference/sponsoring agency is responsible for, and shall pay for designated costs of providing the space and infrastructure required by the NCAA broadcast partner, as outlined below. 1. Compound.

a. Size: 250’x190’ space on level ground.

b. Parking: 100 parking spaces in addition to above space located next to compound.

c. Area needs to be able to access phone lines and high speed internet.

d. Able to support, 5---80,000lb tractor trailers.

e. Asphalt area preferred (many facilities use the maintenance area).

f. Need host course to provide and pay for 24/7 security for the compound area.

g. Broadcaster to provide porta-johns for both compound and booth/stage area.

2. Announce Booth. The booth is a 12’x 50’ trailer and needs to be driven to the site typically near the

18th green/hole. This trailer is pulled by a 1 ton pick-up truck, and needs at least 14’ high clearance to reach the designated parking spot on the course.

3. Studio set.

a. Footprint needed is 30’x30’ on level ground for open air booth/set. Broadcaster will provide and place a/c units under the stage.

b. Additional 30’ long by 10’ wide space is needed for trailer that carries the generators (supplied by Broadcaster). This space should be on level ground.

c. Ideal location-the view behind the set should showcase the venue and atmosphere of the NCAA

Championships; near clubhouse may be preferred.

4. Production Set Up/Tear Down Access. a. Fiber the course three days prior to air or the start of competition.

b. All cameras platforms, lifts and/or scaffolding will be built out two days prior to air.

c. Power/lighting will be supplied by Broadcaster.

d. After completion of the event/final broadcast, tear down would be completed by 3 pm (local time)

the following day.

e. All trucks would depart by Thursday afternoon.

f. Office trailers would be removed by Friday. 5. Clubhouse.

a. Additional 20’x30’ space for the studio crew’s office and “Rain Room.” Area needs to be quiet

with locking door.

b. Parking for select Broadcast staff and guests.

c. The tournament will need a 20’x15’ room to videotape Player’s head shots during the entire tournament week. Set up for this room would start on the Saturday before the Monday tournament coverage window.

6. Hotel Rooms. Broadcast partner will require up to 35 rooms, at the Headquarter hotel, over the three

week Championship period. 7. Radios. Broadcast partner supplies its own radios but would need two radios from NCAA game

management. 8. Scoring/Pairings.

a. Access to 12 computers that have the “real time” GolfStat or NCAA official provider feed for use by Broadcast production and talent.

b. Access to manual or electronic board during coaches picks for press room and ability to move

to stage on Tuesday afternoon.

9. Site Survey. Broadcast production personnel will require a site visit (possibly two) to verify placement for production compound, camera towers, cranes, rain room, booth, etc. a. Studio show will conduct a site survey, possibly different from the tournament survey, to secure

a space for set and other camera locations.

b. Either the Director of Operations Manager will conduct a second “stage spot survey” with stanging vendor before its built.

10. Broadcast partner agrees to restore or cause to be restored the tournament courses to the same

conditions as they were before the installation, construction, operation, maintenance or removal of Broadcast production equipment, structures or facilities, reasonable wear and tear accepted.

*Pending site location, Broadcast partner may have additional needs and will work with the NCAA championships staff along with each location as required.

SECTION V: LODGING

Anthony Travel is responsible for securing hotel accommodations for all participating teams, NCAA staff, committee members and other special guests, officials and the media. Separate hotels must be available for the NCAA, media, officials and participating teams. Please note that it would be permissible for the media to be assigned to the same property as the NCAA headquarters hotel and officials. (Officials and teams may not stay in the same hotel). All efforts should be made to provide some deference to the NCAA’s official corporate partner in the hotel category (should one exist at the time of the bid). All hotels shall be in close proximity to the golf course. The team hotel(s) must be of comparable quality and distance from the golf course. A minimum of six double/double sleeping rooms for each team is required, as well as a minimum of 2-3 double/double sleeping rooms for institutions that have individuals selected who are not a member of a team. It is recommended that the room rate include a complimentary hot breakfast, parking and internet access in guest rooms for each day of the practice and competition rounds. The headquarter hotel and all participant and rules officials hotels will provide Golf Channel on the televisions in all sleeping rooms. Broadcast partner will require up to 35 rooms at the headquarter hotel, and team hotels, over the three-week Championships period for talent and other senior staff. The Broadcast partner will secure these rooms but requests the assistance of the local tournament committee to make sure these rooms are available. Broadcast partner will also secure 105+ rooms at another local hotel for production crew. Women’s Championships.

SECTION VI: NCAA/HOST RESPONSIBILITY

Bidding for the NCAA Division I Men’s and Women’s Golf Championships is a competitive bid process. As host entities plan for submitting their bid, the following should be taken into consideration:

The NCAA has reimbursed host institutions (through the budget process) for facility fees. However, those facility fees should be inclusive of all maintenance and grounds costs and not to exceed $25,000 for both championships.

NCAA PROVIDES (FINALS): 1. Transportation and per diem reimbursement for the participating teams. 2. Transportation, lodging (room and tax) and per diem and for all officials. 3. Transportation, lodging (room and tax) and per diem for the NCAA sport committee. 4. Awards for the participating teams. 5. Digital program. 6. Credentials. 7. Student-athlete mementos to the official traveling parties of the participating teams. 8. Volunteer apparel (golf shirts). 9. Funding for promotional efforts. 10. Rope and staking of select holes, greens and other areas. 11. 25 standards for match play rounds and final individual day. 12. Hole Signs/Tee Markers/Flags/Scoresheets/Scorecards/Designated Coaches Credentials. 13. Funding for official NCAA reception. 14. Range balls (typically Titleist).

15. Water/cups/coolers/ice chests/hydration products. 16. Media interview room quote transcription services thrrough contractor – ASAP Sports.

HOST INSTITUTION/CONFERENCE AND/OR SPONSORING AGENCY PROVIDES:

1. Facilities, including yardage books and greens books that may be provided or sold to the participating

institutions.

2. Volunteers.

3. Public relations coordination.

4. Up to 100 radios for officials/committee/host/others. 5. First aid/medical services/AED on-site/ambulance on-site. 6. Championships hospitality. 7. Food/beverage concessions. 8. Public address system. 9. Support personnel – ushers, ticket takers, media runners, etc. 10. Security.

11. Media room (fully equipped with tables/chairs, hard wired/wireless telecommunications, duplicating

services and associated support). Media center: if in the clubhouse, the NCAA broadcast partner may request a camera platform be installed for live press conference coverage. Minimum 4’x6’ with 2’ riser for one camera and provided by the course.

a. Large media center – work spaces for 90-110 SIDs, Media.

b. Wireless internent, powerstrips, dais with seating, large camera platform, high speed copier.

c. Two televisions in media center.

(1) 1st showing broadcast coverage. (2) 2nd showing other sports.

12. Media seating/work area with constant refreshments and meals, as requested.

13. Tickets. 13. All computers, printers, video equipment, photocopy machines, telephone lines, DSL lines, etc.

SECTION VIII: TRANSPORTATION

Local transportation for the participating teams shall be the responsibility of both the host and the participating teams. The host should ensure that 15-passenger vans, or large SUVs, are available for teams to rent upon their arrival into the championship site. A minimum of 30-50 vehicles should be available during each of the two weeks. All efforts should be made to provide some deference to the NCAA’s official corporate partner in the car rental category (should one exist at the time of the bid).

The prospective host that is bidding on this championship agrees to all terms and conditions as outlined above in this Championship Bid Specifications Agreement. We agree to comply with all the requirements listed in this document and to administer the designated championship in accordance with the policies of the NCAA and the applicable NCAA sports committee. Prospective hosts that agree with all the requirements listed in this document for the designated championship shall signify agreement by selecting “Yes” below.

Prospective hosts who do not agree with all requirements in this document shall select either “No” or “No with Exception” and declare any issues and/or exceptions regarding the aforementioned terms. Please note: any proposed revisions to the language in this document must be specified in the bidding portal to be considered.

SECTION IX: VOLUNTEER NEEDS

Approximately 200-250 volunteers per day, to cover both men’s and women’s championships, will be needed for assignments including: scoreboard operations, scoring control, walking scorers, spotters, hospitality, media, NCAA broadcast partner, and merchandise sales.
