AN ORDINANCE OF THE CITY OF WESTFIELDCONCERNING SALARIES, WAGES, BENEFITS, STIPENDS AND OTHER
COMPENSATION FOR THE 2021 CALENDAR YEAR
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WESTFIELD:
Section 1
The salaries, hourly wages, stipends, and other compensation for employees of theCity of Westfield except for the Clerk Treasurer's Office are described on Attachment A ordescribed in this ordinance. Attachment A salary grades and ranges are aligned with the ArcherCompensation Study.
The salaries, hourly wages, stipends, and other compensation for employees of theClerk Treasurer s Office are described on Attachment B or described in this ordinance.
Section 2
Additional comments regarding city attorney compensation.
Attorney for the City:Compensation per Attachment A plus additional compensation forextraordinary duties assigned by the City Council during the year.
Attorney for the Plan Commission and Board of Zoning AppealsCompensation per Attachment A plus additional compensation forextraordinary duties recommended by the Plan Commission and Board ofZoning Appeals and authorized by the City Council.
Section 3.
The employee contribution to the Public Employee's Retirement Fund (PERF)will be paid for the employees by the City of Westfield.

The retirement contributions and other benefit programs offered by the City ofWestfield on behalf of the employees are described on Attachment C.

CITY CONTRIBUTION FOR HEALTH SAVINGS ACCOUNT (HSA)- Toencourage participation with the Talk to Your Doc program, the City of Westfieldcontributes to the employee's HSA in the amount of $500 (if on the employeeonly plan) and $1,500 (if on the employee plus spouse, employee plus child(ren)or employee plus family plan) in the year of 2021. All employees willautomatically receive half of their HSA contribution in January 2021. The otherhalf of the HSA contribution will be received in July 2021 onix if the employeeparticipates in the Talk to Your Doc program (and the spouse of the employee, ifthey are on the medical plan). Also, the Talk to Your Doc program must becompleted by the given deadline in 2021 in order to receive the second half of theHSA contribution.

457 Plan (Supplemental Retirement Plan)The City of Westfield offers one supplemental 457 retirement plan to allemployees. Employees may contribute (pretax) a maximum amount authorizedby law into the plan.
City Matching ContributionTo encourage employee participation in the 457 plans, the Citymakes a matching contribution of $.667 for each $1.00 contributed up to6% of base pay for all civilian employees. This matching contribution ismade in July and January of each year into a 401A account the requires vesting.
HOLIDAY PAY SCHEDULEAs approved by the City Council. Pay for actual days approvedby Council coordinated with approval with supervision.

RETIREMENT
Police PERF
Certain Professional Police personnel are covered by a state sponsored retirementj plan that is referred to as the "1977 Police and Fire PERF program" (1977 PERFI plan). This program began January 1, 2008 for Professional Police Officers.
1. 17.5% of the "Patrolman E' Class" base salary plus 20 years longevity payis contributed by the City to the POLICE AND FIRE PERF plan for thosein the 1977 PERF plan.
2. 6% based on 1. above is deducted from each police personnel's bi-weeklypay to make an additional contribution to this plan.
Supplemental Retirement PlanTo supplement retirement (because certain police officers are not in the Police andFire PERF Plan), the City contributes 13% of the officer's base pay into the 457plan. This is done in July and January of each year.

1. 17.5% of the "Senior Fire Fighter" base salary plus 20 years longevity payis contributed by the City to the 1977 POLICE AND FIRE PERFprogram.
2. 6% based on 1. above is deducted from each fire personnel's bi-weeklypay to make an additional contribution to this plan.
Supplemental Retirement PlanTo supplement retirement (because certain fire personnel and paramedics are notin the Police and Fire PERF Plan the City contributes 13% of the fire personnel'sbase pay into the 457 plan. This is done in July and January of each year. Thisplan began on January 1, 2009, and represents a continuing supplementalretirement program for certain fire personnel.

HOLIDAY PAY SCHEDULEFire personnel are permitted to "select" their Holidays as additional FloatingHolidays scheduled with their supervisor. The number of holidays approved bythe council for professional fire personnel is four (4) 24 hour days.
Post Employment Health PlanAll Fire department employees, professional and civilian are included in Post-Employment Health Plan (PEHP) which is a tax free investment plan to providefunding for individual healthcare after separation from ones employer. The citycontributes 2% of the pension base to all employees at the Fire Department. It'scalculated by figuring 2% of the pension base at the beginning of the year anddividing it in half, those halves are distributed.
