GOVERNOR'S MESSAGE From the back of the (unfortunately, now stationary) bike. . . June is “Rotary Fellowships” month on the Rotary calendar. We are finding new ways to make that happen. June is also the end of our ride together, and what a ride it has been! We started in February 2019 with Assistant Governor (AG) training and Pre-PETS in Sparks amidst a snow storm that kept some away and caused an early end to the sessions. Premonitions? Our next stop was PETS in San Jose with major storms impacting all of District 5190, but as the true Rotarians we are, most arrived, participated, met Rotary International President Mark Maloney, were motivated, enjoyed the Hawaii suite, and returned home ready for 2019 -2020. We met again for Club Leadership Assembly in April running drills and getting in shape for the ride. Our year began and the ride was now underway for real. with Assistant Governors, Presidents, and President-elects across the District.

And then, like AG Training/PrePETS, PETS, and AOS, a storm called COVID-19 and pandemic arrived in District 5190 and the nature of the ride and the focus of Rotary and Rotarians changed. We began meeting virtually, supporting our communities without interacting face to face and hand in hand. We did what our communities needed us to do.

Chris and I are so proud to have had the opportunity to share this journey with you. We look forward to visiting all the clubs in the District in the years ahead. We are keeping all of you in our thoughts and prayers.

AREA UPDATES

Area 4

People of Service The Rotary Clubs of Western Nevada County took advantage of the recent COVID-19 grant funding to support two local organizations supplying food to residents in need.

The need arose for a power pallet jack at the Nevada County Food Bank when many of their volunteers were unable to help serve, and the need for meals rose from 2500 a month to 2500 a week. The power pallet jack accessed the food products quicker and more efficiently now that human effort was in short supply. With funding from the Rotary Club of Grass Valley, an additional donation from a member of the Nevada County Food Bank Board of Directors, and matching funds from the District 5190 COVID-19 grant, the Club was able to purchase a new pallet jack with the $3000 total donation.

Another example of People of Service teamwork involved the Rotary Club of Grass Valley South and the Rotary Club of Penn Valley. Gold Country Community Services’ Meal on Wheels program found a sudden increase in the need for meals for seniors and shut-ins, during the COVID-19 pandemic. In order to increase food purchases for these needs, Grass Valley South reached out to the Penn Valley Club for additional funding. With their support, the Grass Valley South club submitted a grant for matching funds and donated $4,000 to the Meals on Wheels program to cover the increase in requests so that no one would go hungry.

Community Hands on activities are few, but still happen for our members intent on giving. Rich Rose delivered much needed N95 masks to Northern Nevada HOPES. Carol at Stuff helped Stuff a Bus for Seniors at the Cornerstone Church. Several members have given blood at Vitalant (formerly United Blood Services) in Reno.

Youth Rotary Youth Exchange: Inbound exchange student Giovanna from Brazil prepares to go home after a wonderful but different exchange year. She said goodbye to the club with a presentation and slide show of her experience, friends, and activities. She is a truly a shining ambassador for Brazil and the RYE program. We will miss her.

Each year Reno Central makes a donation to help Wooster High School seniors with the “Safe and Sane Graduation Night” trip. This year the trip was cancelled due to COVID-19 precautions. Because the Seniors have missed so much, the high school is putting together gift boxes that will include a cap and gown, and a Grad Pack of Wooster Class of 2020 items with “Class of 2020” logo. Our donation has been shifted to help pay for the gift packs.

Wooster Interact recent projects included: $300 raised for Australia fire relief from stickers they designed and sold, and made 200 coloring workbooks for Renown Children’s Hospital.

Vocational (Feb) Reno Central recognized Damonte High School counselor John Schreiner with a “Salute Community Service” award for his dedication to his students as counselor, coach, and for filling in for other teachers during a run of illnesses in the school.

International (Feb) The International Service Committee Chair, Mike Rainey, attended the International Projects Fair in Cali, Colombia.

(Feb) At the same trip, Mike visited the site of the Coffee Processing Project Global Grant, a partnership with the Rotary Club of Pereira Perla del Otun, in Colombia, South America. The Grant to purchased coffee processing equipment to enhance the income and livelihood of local coffee farmers which effects over 500 people and families in a remote rural community.

(Feb) Reno Central is pleased to announce a Twin Club with Rotary Club of Pereira Perla del Otun, in Colombia, South America Colombia.

(March) Assisted in the hurricane and earthquake recovery operations at a Girl's School in India and Rotary Clubs in Puerto Rico

(May) In response to the COVID-19 crisis in Ecuador, Reno Central contributed to a Global Grant by Rotary Clubs in Ecuador to purchase and repair ventilators and purchase personal protective equipment to hospitals and rural medical clinics.

Club Activity 21st Annual Reno Crab Feed – Crab Free: For the first time in 21 years, the live fundraiser was “not-canceled”, but needed to be reborn as a virtual event! There will be no crabs harmed. It starts on June 8th with a 5-day Silent Auction. The Reno Central Facebook page https://www.facebook.com/rotaryrenocentral/ will post videos and interviews, with daily updates. On June 12, the event is highlighted with a Facebook Live event and a Live Auction. Attendance is free. Everyone is invited to attend the “2020 Crab Feed-Crab Free”. Be kind! Be generous! We are excited to be learning something new! Funds raised will be used for programs and projects near and far.

Reno Central is looking forward to the new Rotary year with new and necessary skills, experiences that will continue to be new (for us) and inspiring, and finding opportunities to serve.

Can you say “ADAPT”? That’s what the clubs in Area 10 are doing. Like clubs across the world many activities have been cancelled, projects postponed and fundraisers up in the air. The good news, the clubs have learned to meet online, who says you can’t teach and old... you know what I mean.

The tenacity of the members still amazes me. Tonopah is still “rockin it”, sorry John, I couldn’t resist. They will award $500 scholarships to three local high school seniors. They also donated $1500 to the Tonopah Army Airfield Airmen’s Memorial Wall project, part of the Tonopah Main Street Program. In the near future, metal stakes with the Rotary wheel will be placed on the graves of the club’s founding members. A huge shout out to John McCormick who will hand over the bell and gavel after two years as club president. The Yerington club has been meeting remotely and continues with its Student of the Month Program for the Yerington High School and the Rite of Passage program. Several scholarships

will be awarded to graduating high school seniors this year. Many members are working to help the community behind the scenes in the Yerington community. Thank you, President Ted Rudolf, for a terrific year.

The Fernley club is having a great time during their ZOOM meetings and has even inducted new members. They applied for a District COVID grant and will be celebrating the graduating class of 2020 with a Luminary Walk. While following the CDC guidelines the seniors and their families are invited to walk through the path, enjoy music, ice cream and a photo opportunity. Events are in the planning stages for next year. President Tracy Johnson, you took on a huge job and ROCKED IT, thank you.

The E-Club is getting ready for next year with their sights set on a district simplified grant for continuing their eReader and technology assistance to the Green River Wyoming High School. Their record setting weight lifting duo are looking to continue in helping to eradicate Polio with additional “Giving Rotary a Lift” events.  They will also be working with the District to keep Rotarians in Rotary for those members in transition, or for an alternative way for a member to stay in Rotary. Thank you Kammi Foote and Bob Withers for you work with the E-Club.

The Fallon club continues to help with the Fallon Daily Bread while making the necessary changes during this time. The club is meeting online and is making plans for upcoming events and projects. Thank you, President Lane Mills, for all you have done this year.

With funding from a District Grant, the Smith Valley club completed their Hey Day Restoration project and also received a District COVID grant. The club spent $2,000 to purchase food for the Yerington Food Pantry with matching funds and generous donations from club members. Club members will also help with the annual Hillcrest Cemetery clean up, it’s easy to stay six feet apart with a rake in you hand. Thank you, President Steve Bohler for all you hard work this year.

Together we, stay well and serve our community Under the veil of COVID-19, Rotarians move forward, albeit in atypical and creative ways. In a spirit of Service Above Self, the Rotary Club of Alturas Sunrise reached out to the Modoc County Sheriff’s Office and Office of Emergency Services to offer help delivering meals to home-bound residents. What they discovered is that food was already being delivered to seniors and others in need by community members who have a passion for service like Rotarians.

A bit delayed, but not forgotten was the Rotary Club of Alturas Rotarians at Work Day. On May 9, a dozen or so Rotarians and an Interact student came together to plants trees and bushes along a new parking area constructed at the Alturas Rotary Youth Park. Perfect weather combined with an enthusiastic hard-working work crew resulted an array of trees and bushes that will enhance park visitors experience for generations to come.

Our District Grant funded project, sponsored by both clubs, is nearing completion. A flashy bright red freeze-resistant drinking fountain has been purchased for the Alturas Skate Park. The word from Jason Diven, City of Alturas Public Works Director and Alturas Sunrise Club member, is that the fountain should be installed by June 1.

The 2020 school year will end with our Modoc High School seniors engaging a series of creatively designed graduation festivities. For example, instead of an in-person scholarship banquet the students will receive a celebration video from their scholarship sponsors. Alturas and Alturas Sunrise presidents will honor several deserving seniors with scholarships.

Each year eight grade students moving on to high school are recognized at a “Promotion” ceremony. Some students wear decorative sashes denoting outstanding achievement in academics and/or involvement in extracurricular activities. Students who remain actively involved in the Modoc Middle School Interact Club throughout the school year wear Interact sashes at the promotion. In place of a formal ceremony the school created a video of the 8th graders to share with family and friends. Alturas Rotary is proud of the Interact students and extends a special message to for all graduating students in D5190, “Caps off to you, Graduates! Well done!

As the sun prepares to rise on the 2020 - 21 Rotary year, warm thanks go to outgoing club presidents Bill Wilson (Alturas Sunrise) and Sandy Stevenson (Alturas) and incoming presidents Brian Norby (Alturas Sunrise) and Barry Pierce (Alturas).

Council on Resolutions

An opportunity to request a change affecting the Rotary world As a reminder, the deadline to submit Resolutions to the Council on Resolutions is quickly approaching - 30, June 2020! The Council on Resolutions meets online every year to vote on proposed resolutions. Resolutions are requests to the Board or the Trustees to take an action that is outside the purview of the constitutional documents. Ideally, a resolution should affect the Rotary world, rather than address local or administrative issues.

Representatives from each of the 535 Rotary districts vote on resolutions proposed by clubs, districts, the RI Board, and the general council or conference of RIBI. However, a Resolution proposed by a Club must also be voted on, or endorsed by the Clubs in the District at its District Conference, a District Legislative Meeting or a ballot-by-mail before it can be submitted to Rotary. Adopted resolutions are then considered by the RI Board or The Rotary Foundation Trustees.

The Council on Resolutions will take place 15 October through 15 November, 2020. You can view proposed resolutions beginning 1 October. Voting will close 15 November at 23:59 Chicago time (UTC-6). The results will be published by 20 November. Any Rotarian can view the resolutions and the results, but only our District Representative can vote. For those clubs considering the submittal of a proposed Resolution for the 2020 COR, here’s the link to the on-line form: 2020 Resolution Submittal Form. Find answers here to frequently asked questions about the Council on Resolutions.

Please feel free to reach out to either PDG Steve Lewis (D-5190’s COR/COL Representative 2017–20) or PDG Vicki Puliz (2017–20 Alternate) should you have any questions with respect to the ‘Report of Action’, or, before you submit your

proposed ‘Resolution’ to make sure it meets all the necessary COR criteria. We’re here to assist both you and your club!

Finally, please welcome PDG Doug McDonald (Rotary Club of Penn Valley, CA) as District 5190’s incoming COR/COL Representative for the years 2020-23 and PDG Gail Ellingwood, (Rotary Club of Smith Valley, NV) as our Alternate COR/COL Representative! Feel free to reach out to either of them if your club will be considering an Enactment that proposes to create or modify RI’s constitutional documents. Proposed Enactments must be submitted no later than 31, December 2020 for the 2022 COL.

D5190’s COR/COL Representative 2017–2020

District 5190 Strategic Plan  Over the past decade, District 5190 has crafted and revised a strategic action plan which is then published in the annual Directory, as well as on the District website. After a new vision and strategic action plan from Rotary International was announced, a core leadership team from District 5190, consisting of DGN Anita Daniels, PDG Gail Ellingwood, DGE Berta Pickett, and PDG Wyn Spiller, conducted a revision process of our District plan, primarily focused on dovetailing the District’s visioning ideas with Rotary International’s new Action Plan (https://my.rotary.org/en/learning-reference/about-rotary/strategic-plan). The new version of our District’s plan maps the District’s operational priorities against the four RI strategic priorities:

Impact, Reach Engagement, and Adapt

DG Tina Spencer began the process in January of 2019 with a District Visioning, in order to obtain input from as many clubs as possible. With the assistance of many club members, Assistant Governors, and district leaders, and the continued

support of DG Randy van Tassel, the District Visioning and Plan update was enhanced in October of 2019 and again in January of 2020. The updated District 5190 Strategic Plan incorporates the concepts from the Visioning process; however, work on the Visioning Plan and its Implementation will continue separately.

It is important to note the organic nature of this process, with too many people to be named who provided valuable input on their sense of direction and measurable goals that drive the District’s support of the clubs. It is hoped that the new Strategic plan will be useful in guiding the day to day decisions for that support and in evaluating progress in providing that support. Please check it out when the new directory is published.

We ended April’s membership figures in the black, still 1% ahead of where we started on July 1 of last year, with 2, 271 Rotarians.

At the end of April, 10 clubs had achieved their membership goal, and 28 clubs have had positive growth. The Cap City Passport club has doubled their membership! The Fernley, Placerville and Tonopah clubs have grown over 20%! And still more clubs have shown double-digit growth! Well Done!

About 20 clubs have fewer members than they did at the beginning of the Rotary year, and they need to focus on not only bringing in new members but retaining their current members’ satisfaction levels.

We have a just one more month to continue our pattern of growth and show an up-tick at year’s end.

Let’s focus on growing Rotary!

A heartfelt THANK You to each of you! We are so pleased to announce that ALL of our District Block Grant funds have been allocated to projects, including 13 related to COVID-19! $100,550.48!

It is our 2016-17 Annual Fund contributions that funded our work this year. Funds raised this Rotary year will support projects in 2022-23. While that may seem far off, we need to be ready to support critical needs then just as we have in 2019-20. Who could have foretold we would be facing a pandemic this year?

The graphic shows how our donations to the Annual Fund are invested for three years and then deployed to our educational and humanitarian projects and programs.

COVID-19 has highlighted how quickly and generously Rotarians step up to make a difference, creating solutions, often innovative ones, to crucial needs, many of which we have not faced before.

We are all so incredibly proud of not only our D5190 Rotarians and those around the world but also Our Rotary Foundation.

Year End Deadlines are Coming Soon! For donations to credited in this Rotary year, they must be received by the Foundation by June 30. Because of COVID-19 and Rotary staff working from home, contributions processed by mail are delayed. Donors are strongly encouraged to give online at www.rotary.org. It is safe, easy and secure. Click any Donate Now button; if you are inside My Rotary, contributions will automatically credit your recognition account.

Additionally, there is a new tool that will allow club presidents and other officers to donate online on behalf of individual club members. Please contact DRFCC Wyn for more details.
