1 Executive Summary
1.1 Project Description
Jilin Urban Development Project (the Project) financed by the Asian Development Bank (ADB) is to assist Baicheng and Baishan municipal governments, two prefecture level cities in the less developed area in Jilin Province in the northeast of People’s Republic of China, to improve and upgrade their urban infrastructures and municipal services and to improve the environment and living conditions of the urban areas. It has five subprojects: (i) improve urban roads, bridges, municipal services in Baicheng; (ii) set up integrated solid waste management system (ISWM) in Baicheng; (iii) set up ISWM in Baishan; (iv) improve water management in Baishan; and (v) capacity development and institution arrangement. The subproject implementation units are shown in Table 1-1. Project component locations and main impacts are shown in Table 1-2.

The usage of forest land has been approved by the Provincial Forestry Bureau. The water supply plant occupies 4.5 hectare of land in total.
According to the resettlement plans, this project acquires 2225.88 mu of collective-owned land and 188.9 mu of state-owned land, affecting 10 communities (villages), 8 units, 1000 households, 2,725 persons. 545 households, 1574 persons are affected by land acquisition. 501 households, 1295 persons are affected by house demolition. 46 households, 144 persons are affected both by land acquisition and house demolition. The total resettlement expenditure estimated is CNY 767.03914 million. See Table 1-3. (Notes: The results are summary of Baishan RP and Baicheng RP.)

Water Supply
The Project consists of four (4) components: (1): installing 21.14 km of a new water transmission pipeline in Jiangyuan and Hunjiang districts of Baishan City; (2) constructing 50,000 m3/d of a new water supply plant in Shangdianzi Village of Hunjiang District; (3) installing 55.38 km of a new water distribution system in Hunjiang District; and (4) four new pump stations for increasing water pressure are constructed by using governmental funds.
Shangdianzi Village of Hunjiang District
The Project will acquire permanently a total land of 67.1685 mu (4.5 ha), including (1) 67.1685 mu of rural collective land for constructing a new water supply plant; and (2) The Project will occupy temporarily a total land of 462.4 mu for installing water transmission and distribution pipelines, including state-owned river channel land of 30.4 mu and 413 mu of road land, and 9.8 mu of collective land and 9.2 mu of waste land. The Project will affect total 39 rural people from 11 households, including 14 people from 4 households of Shangdianzi village affected by temporary land occupation. The Project will not involve any house demolition.
Integrated solid waste management Subproject
The overall Project consists of four (4) components: (1) adding garbage collection trash and transport equipment for sorting garbage at source; (2) upgrading 15 existing garbage collection stations; (3) constructing a garbage integrated treatment center; and (4) expanding an existing Tangzigou garbage landfill. (Exit ADB project)
Minhua Village of Qidaojiang Town of Hunjiang District in Baishan City.
The Project will acquire a total of 164.9 mu. The Project will demolish rural houses of 5,506m2, including main houses of 2,200 m2, attached houses1 of 3,070m2, and simply structured houses of 236 m2. In addition, the Project will affect some ground attachments and infrastructure, such as trees, livestock pens and enclosures. It will impact 1 village of 1 town in Hunjiang District. The LAR will affect 129 persons from 36 households, including 9 persons from 3 households affected only by LA, 100 persons from 27 households affected only by HD, including 10 households with stores and small businesses, and 20 persons from 6 households affected by both LA and HD.
Urban Development Project
The Project comprises three subprojects: (i) urban development -- road network and
7 villages and 1 subdistrict in Baicheng
The Project will acquire a total of 2,182.71 mu of land permanently, including 188.9 mu of state-owned land and 1,993.81 mu of collective land. The Project will not occupy

temporary land. A total of 1,331 people from 498 households will be partially affected by the land acquisition (LA) directly. A total of 87,353.7 m2 of houses will be demolished. A total of 1,175 people from 468 households of both urban and rural residents will be affected by the urban and rural house demolition. The Project also involves LA and resettlement of 8 enterprises or units, and 309 employees from urban and rural will be affected.

1.2 External Monitoring and Evaluation on Resettlement Shanghai Yiji Construction Consultant Co., Ltd. is an individual external resettlement monitor for the Project. By February 2020, ten Monitoring Reports have been completed.
A. Work Plan and Arrangement for Monitoring and Evaluation The resettlement monitoring and evaluation is conducted semiannually during resettlement implementation and annually after the completion of resettlement (twice in total). During July 2015, August 2015, January 2016, July 2016, January 2017, August 2017, February 2018, August 2018, December 2018, August 2019, January 2020, the external monitor team conducted monitoring and evaluation on the implementation progress of land acquisition, house demolition, resettlement and relocation. The tasks of external resettlement monitoring and evaluation included:
1) Follow-up investigation of the production and livelihood of villages and
villagers affected by land acquisition and house demolition for a better
understanding of the progress of land acquisition and the restoration of
production and livelihood of APs;
2) Follow-up investigation of enterprises/undertaking units affected by land
acquisition and house demolition for a better understanding of LAR
impacts on those units and the restoration of production and operation;
3) Understanding of the progress of land acquisition, house demolition,
compensation and relocation, and conducting external resettlement
monitoring and evaluation against RPs;
4) Collection of APs’ opinions: interview affected villagers, staff of affected
enterprises and resettlement implementation units, as well as APs
having complaints, for a better understanding of APs’ opinions; informing
project resettlement and land acquisition offices about the opinions and
suggestions of APs and affected enterprises; providing suggestions to
help improve resettlement with a smoother and more effective way of
land acquisition and house demolition.

C. Methods 1) Sampling. Sampling scheme and questionnaires were designed. The
monitor conducted house-by-house detailed investigation to AHs and different affected groups with utilization of random sampling method and the questionnaires prepared in advance. The content of investigation included family members’ basic information, the structure of family income and expenditure, compensation progress, satisfaction on LAR, and so on.
2) Meeting. Interviews to LAR implementation agencies, relevant units, street offices, affected village committees and AHs were conducted for a better understanding of the progress of LAR and house demolition.
3) Consulting documents. Consulting and verifying documents and materials (files, agreements and statistical statements) in relation to LAR and demolition.
4) Interviewing key informants, such as director of land acquisition and house demolition office, related official of undertaking unit, village head, and head of affected family, women, and senior citizens.
1.3 Land Acquisition Progress By 31 December 2019 the actual completed land acquisition was 1,292.16
mu, which was 53.51% of those anticipated in the RPs, as listed in Table 1-4.

1.5 Relocation of Affected Enterprises Totally, 8 enterprises are affected in Baicheng City by the project. Components are listed in Table 1-6. By 31 December 2019, land acquisition and house demolition agreements with 4 HHs whose demolished house area is 1,395.1 m2 have been signed and the others are in progress.

1.7 Compensation Payment and Utilization By 31 December 2019, CNY382.9821 million of resettlement compensation had been paid for the Project, which took up 49.93% of the total. Payment amount of each project component is listed in Table 1-8. The LAR costs can meet the needs of land acquisition and house demolition for the Project. New policy is implemented in Baicheng city. The compensation standard for land acquisition is CNY300/m2 (CNY279.2/m2 is for villagers and other CNY20.8/m2 is for village committee). 2 Baishan Urban Development Project——Urban Water Supply Subproject
2.1 Overall Situation of Resettlement The survey on the water supply project and water purification plant of Baishan City was conducted by Tonghua Geological Engineering Surveying Institution on 25 November 2017 and the survey report was issued. On 22 January 2018, Baishan Land and Resources Bureau issued the land ownership certificate of the construction project land, and will acquire the land of Shangdianzi Village, Hekou Street, Hunjiang District, Baishan City. Jilin Forestry and Grassland Bureau issued the approval for the use of forest land on 27 February 2019. The land for water supply plant has been acquired and funds for compensation have been delivered. For network construction, there are 6 households who haven’t agreed due to the gaps between the evaluation price according to policy and the price raised by APs. It is expected to be completed on January 22, 2020. 2.2 Resettlement Progress A. Land Acquisition Progress By 31 December 2019, the project has acquired 70.2225 mu of land in actual against 71.25mu (4.75 Ha) approved, which is the forest land. Land acquisition affects 11 households, 44 persons. The construction of water supply plant occupied the forest land. Land acquisition has been completed. For Baishan Subproject, Tonghua Geological Engineering Surveying Institution conducted land surveying of Urban Water Supply Subproject in November 2017 and issued the technological report. The influence of the project is shown in Table 2-1. It was planned that 4.75 hectare (11 households) of land is to be permanently acquired by the plant which was listed in No. 25 of project land of the Baishan Government. On March 2018, No.15 volume was completed and reported to the farmland protection department of the Municipal Land and Resource Bureau and the farmland protection department of the Provincial Land and Resource Bureau at the same time. The farmland protection department of the Municipal Land made some revisions for several times. Jilin Forestry and Grassland Bureau issued the approval for the use of forest land on 27 February 2019. 11 households that occupied forestland are being negotiated and will sign agreement of use forestland soon. The formalities of land use have been completed. B. Affected Households Progress By 31 December 2019, 11 households’ land has been acquired. See details in Table 2-2. Land acquisition agreement for water plant has been signed, involving No.3 group and No. 6 group in Shangdianzi village. Evaluation has been done according to the policy. Compensation given to villagers is CNY29,700/mu which is evaluated by policy. The villagers participated in the measurement of physical quantity and signed the agreements. The village committee keeps 10% of the compensation and 90% is given to villagers. When acquiring land,

negotiation was done with affected people, who agreed to compensation and expected to be requisitioned. Most of the farmers in No.3 group and No. 6 group go out to work, with monthly income of CNY2,000 to 3,000. Agricultural income is not main income of the family. Per household has 2 to 3 mu of land. In the village, there are 1,896 persons, 2,020 mu of cultivated land, 6 groups, 33 minorities, 70 low subsistence allowance families. Low subsistence allowance family will get CNY700, CNY900, CNY1,000 quarterly in terms of poverty degrees. All poor households are being lifted out of poverty. The per capita income of the village is CNY10,000. C. Implementation of temporary land occupation Pile No. A10+533-A14+ 679, refers to 4146 m. This section is from Limin village to Dahua village, which cannot been constructed because it passes through the cultivated-land. Compensation is still in the consultation because people want high compensation. The details of temporary occupation is shown in Table 2-3. 2.3 Land Acquisition Progress and Relocation Policy D. Land Acquisition Progress The comparison of land acquisition and occupation is listed on Table 2-1 to Table 2-3.

2.4 Income Restoration The 11 affected households signed the land expropriation compensation agreement for the Shangdianzi water purification plant project, water supply project in Baishan city, with Shangdianzi village committee, Hekou sub-district. The total compensation is CNY2,621,308. The details are shown in Table 2-6. As of December 31, 2019, there was no direct impact on the income of the APs due to forest land acquisition. Their income was increased after they received compensation. Survey showed that they used the compensation to purchase means of transport and engage in transportation. Some compensation was used to build houses. Therefore, forestland acquisition did not have negative effect on APs, and they obtained compensation.

2.5 Infrastructure Restoration By 31 December 2019, infrastructure has operated normally. 2.6 Budget and Fund for Resettlement Funds for land acquisition and resettlement are raised by Baishan City Hengda Drainage Engineering Co., Ltd. The LAR funds can meet the needs of land acquisition and house demolition for the Project now. By 31 December 2019, Baishan City Hengda Drainage Engineering Co., Ltd. has paid CNY6.168341 million including tax and fee in total for land acquisition, account for 36.87% of the total budget. By 31 December 2019, executive agency-Baishan City Hengda Cmpany has paid the fees of land acquisition to the affected farmers. The funds paid by Baishan Water Supply Subproject are listed in Table 2-7.

2.8 Complaints and Appeals The basic working procedures of complaints and appeals are as follows:
Step 1: If the APs suffer from any right violation in respect of LAR and project construction, they can report to Village Committee, and the Village Committee and APs can settle problems through consultation with Subdistrict Office. After receiving the appeal, Subdistrict Office will keep record and discuss with the Village Committee and APs for settlement within two weeks. Step 2: If complainants are dissatisfied with decision made in Phase 1, they may appeal to Hunjiang District Project Resettlement Office after receiving the decision. The office will give response to the within two weeks. Step 3: If the APs are still dissatisfied with the decision made by Hunjiang District Project Resettlement Office, they may appeal to the BPMO after receiving decision.
1.The APs may file lawsuit to the civil court at any time under Civil Procedure Law. 2.The APs may report their dissatisfaction to the resettlement external M&E agency at
any time. Baishan City Hengda Drainage Engineering Co., Ltd. is the implementation unit for this Subproject. Hunjiang District Government, and affected Village Committee and Neighborhood Committee are responsible for the implement the resettlement plan. Baishan Municipal ADB Loan Project Leading Group and Baishan City Hengda Drainage Engineering Co., Ltd. have set up the resettlement office. 2.11 Conclusions and Suggestions F. Conclusions 1) The formalities of using construction land have been approved. 11 households have signed the agreements. Compensation has been delivered. Their income hasn’t been affected. 2) Due to the large gaps between the evaluation price of temporary land and the expectation price of the APs, the construction is seriously affected.Pile No. A10+533-A14+ 679, refers to 4146 m. This section is from Limin village to Dahua village, which cannot been constructed because it passes through the cultivated-land. Compensation is still in the consultation because people want high compensation. G. Suggestions 1) Accelerate the progress of solving land acquisition problem. Pay attention to the land acquisition and design synchronization, to avoid the impact on construction due to land acquisition. 2.12 Interview Records Time: 13 January 2020, Director Du of PMO 90% of pipeline construction has been completed. 5 to 6 Kms have not been completed because land acquisition has not been completed. The compensation standard requested by APs is four to five times of appraisal value.

The land acquisition and compensation are predicted to be completed by March 31, 2020. It is scheduled to start construction of the pant in March 2020, and no houses need to be demolished. It involves 11 households who have signed the agreements and received compensation to support the project construction. It's going smoothly. Incomes will not fall. The construction of approach road has been started. There is no construction work, which is submitted to the Municipal Natural Resources Bureau for approval. The problem is that land acquisition makes slow progress so that the progress of the project is affected. Time: 26 August 2019, Tang Guangyan Director The agreement of land acquisition has been signed, which involves No. 3 group and No.6 group. Compensation is CNY33,000/mu which is evaluated by policy. The villagers participated in the measurement of physical quantity and signed the agreements. It is estimated that the village committee receive compensation on 10 September and deliver to APs on 15 September. The village committee keeps 10% of the compensation and 90% is given to villagers. Land acquisition is negotiated with the people, who agreed the compensation and expect their land to be expropriated. Most of the farmers in No. 3 group and No.6 group went out to work. Their monthly income is CNY2,000 to 3,000. Agricultural income is not high, each household has 2 to 3 mu of land. On the whole, there are 1,896 people, 2,020 mu of farmland, 6 groups, 33 minority people, 70 low-income households. Each household can get CNY70, CNY900, CNY1,000 every quarter in terms of poverty degrees. Poverty alleviation has been lifted out of poverty. The per capita income of the village is CNY10,000 in 2018. Time: 23 January 2019, Du Shouxun There were no progress of land acquisition and house demolition during the past half a year and land use procedures have not been approved. Time: 16 August 2018, Du Shouxun, Gao Bo, Zhang Hailong The survey on the water supply project and water purification plant of Baishan City was conducted by Tonghua Geological Engineering Surveying Institution on November 25, 2017 and the survey report was issued. On 22 January 2018, Baishan Land and Resources Bureau issued the land ownership certificate of the construction project land, and acquired the land of Shangdianzi Village, Hekou Street, Hunjiang District, Baishan City. The construction of the first section has completed 90%, and the construction of the second section has completed 65%. Time: 15 August 2018, construction manager of the second section, Pan Zhiqiang The construction of the second section has completed 65%. The compensation of occupying forest land has been given by the government. Under the agreement of APs, the compensation of some temporarily occupied land has

been given by the construction unit. However, some APs are unsatisfied with the evaluation price, the construction is affected. Time: 4 February 2018, Baishan City Hengda Drainage Engineering Co., Ltd., Director Wang, Du Shouxun The land usage of the water plant is going through formalities and makes small progress though we have gone there several times. The update of RP expected to be completed in 30 June 2018. The pipeline construction is undergoing. Due to the large gap between the evaluation price of temporary land and the expectation price of the APs, the construction is seriously affected. Accelerate the progress of land acquisition and resettlement. Part of pipe construction plan has been changed and the design has been determined. The changed plan decreased house demolition.

3 Baishan Urban Development project--- ISWM Subproject According to the No.6 item of the ADB's MOU (from 13 to 20 August 2018): PMO informed that according to the People’s Republic of China’s Thirteenth Five-Year Plan, each city should seek to add the plan of power generation by waste incineration. Therefore, Baicheng City signed the public-private partnership agreement for the construction of the power plant by waste incineration and cancelled the following output activities: construct a kitchen waste sorting center with a capacity of 30 tons/day and a composting facility with a capacity of 20 tons/day. This output activity was retained as the project would continue to build 9 new solid waste transfer stations and 20 waste collection points, and would continue to upgrade solid waste facilities, urban cleaning and maintenance of vehicles and equipment. Some of these output activities may be funded by 100% domestic funds. Due to this subproject has dropped out from the Project, the monitoring cannot be conducted in a regular manner. The data in following sections may be incorrect, which will be verified and reported at completion of the Project. 3.1 Overall Situation of Resettlement For Baishan Integrated Solid Waste Management Subproject, Baishan Municipal Solid Waste Treatment Co., Ltd. made the plan of house demolition and resettlement within the 1km downstream of Baishan Solid Waste Treatment Plant. 31 households have been relocated and land acquisition was completed. Affected households are satisfied with the resettlement houses chosen by themselves. For those who choose property right exchange, the policy of “demolish one, give one” is implemented according to the area recorded in the house license. For those who choose to settle at base layer, the difference of each floor will not be calculated, while for those who choose to settle at other floors, the difference of each floor will be calculated. If the area is expanded, the price of the expanded area will be paid according to the sale price. 3.2 Resettlement Progress A. Land Acquisition Progress 164.9 mu of land has been fully acquired with 9 households who have been affected by ISWM Subproject. The compensation payment of CNY20.118 million have been paid to these affected households and villages, affected owners, and real estate developer directly. The summary of project land acquisition is listed in Table 3-1.

According to the Land Acquisition and Resettlement Office (LARO), it is confirmed that two (2) ethnic minority households and four (4) vulnerable households have been identified among the affected households by house demolition. For the four (4) vulnerable households, their houses have been demolished and they have relocated. The two (2) affected ethnic minority households are not poor or low-income households, and they have been affected only by house demolition. Their houses were not demolished until they have moved into the resettlement houses. Therefore, their living has not been affected. Of the four (4) vulnerable households affected only by house demolition, their houses have been demolished and they have moved into the resettlement houses. During the resettlement process, the project management office (PMO), implementation agency (IA) and local government have paid special attention to their resettlement, and will set up vulnerable group assistance fund in the office of Baishan Municipal Solid Waste Treatment Co., Ltd., with CNY2,000 per household in cooperation with the Baishan Labor and Social Security Bureau, Civil Affairs Bureau, and Women’s Federation and other government agencies, which will be used for the following purpose: (a) more vulnerable group will be included in the local minimum living guarantee system if they are entitled, and the Civil Affairs Bureau is responsible for this; (b) urgent cash assistance will be provided if the households have serious illness in addition to the subsidy paid under rural cooperative medical care system; (c) if the vulnerable groups have difficult to support the children’s education, they can apply to Civil Affairs Bureau for fund assistance for their children’s education; and (d) women-headed households can apply for assistance to Women’s Federation if they have some difficulties, and (e) other vulnerable households such as the poor or low income households. During implementation, the vulnerable can apply assistance to the village committee, and the village committee will check and endorse the application, and then transfer to the responsible government agencies. In addition, 8 m2 extra house area (or cash equivalent to 8 m2 extra house area) will be provided to the vulnerable group according to the construction cost at CNY860/m2 as stated in May 2014 RP, totaling CNY6,880 per vulnerable household. Up to October 2017, no payment of the funds for vulnerable groups has been made yet, including 8 m2 extra house area provision in cash payment for the relocated 4 vulnerable families. Fund payment is in the process and waiting for the fund use approval by the municipal government for those households needed. Also certain assistance as specified in the updated RP has been provided or will be provided to them, i.e., moving assistance (such as provision of vehicles) and priority given for floor selection (particularly for disabled households and women-headed households), and house location selection close to hospital (for households with sick family members) 3.3 Relocation Policy D. 3.6 Budget and Fund for Resettlement Funds for land acquisition and resettlement are raised by Baishan Municipal Solid Waste Treatment Co., Ltd. The LAR funds can meet the needs of land acquisition and house demolition for the Project. The Baishan People’s Government Office released the guidance notes on the Monetization of Residential Housing in the Urban Shantytown Renovation Project in Baishan City on 27 May 2017. According to the guidance, Baishan Construction Bureau issued the House Acquisition and Resettlement Plan for the second phase expansion construction of Baishan Integrated Solid Waste Landfill which was approved by the related municipal department. On 13 June 2017, the meeting about house demolition within the project area of Baishan Integrated Solid Waste Landfill was held in Baishan House Acquisition Center. There is no complaint from HHs. This policy is accordance with the policy of ADB On 26 June 2017, Changbai Mountain Daily published the notice on the grave relocation of Baishan Integrated Solid Waste Management Project. The affected households get compensation when the graves are relocated, and the graves are relocated by themselves. 3.8 Organization and Administration Baishan Municipal Government is the executing agency of the subproject. Baishan Municipal ADB Loan Project Leading Group that represents the Baishan Municipal Government is responsible for monitoring the implement of Project and resettlement plan. Bashan Municipal Solid Waste Treatment Co. Ltd is the implementation unit for this Subproject. Hunjiang District Government, affected town government, affected Village Committee and Neighborhood Committee are responsible for the implement the resettlement plan. Baishan Municipal ADB Loan Project Leading Group and Bashan Municipal Solid Waste Treatment Co. Ltd have set up the resettlement office. 3.9 Assistance to Vulnerable Groups The subproject affected 10 vulnerable HHs with 36 people. Monitor and Evaluation Result: Assistance was given to villagers in vulnerable groups.

3.10 Conclusions and Suggestions G. Conclusions (1)For Baishan Integrated Solid Waste Management Subproject, the land acquisition is completed. Production and living standards of APs have recovered. It meets the requirements of the ADB's social security policy.
(2) All the households affected by house demolition in the project have been relocated. H. Suggestions (1)For the subproject dropped from the ADB project, project monitoring should be done according to ADB’s policy. 3.11 House Demolition and Resettlement Plan for Villagers Who Live Within the 1km Downstream of Baishan Solid Waste Treatment Plant In 2009, in order to improve the living environment around dump, the municipal government decided that Baishan Solid Waste Treatment Plant took the responsibility of resettlement of citizens living within the 1 km downstream. From 11 August 2009, citizens started to move according to the agreements. Some citizens who disagreed to move before want to move now. If the superior agrees, compensation standard will be formulated according to the standard in 2009. 1. Period for signing contract: 9 October 2015–7 November 2015 (30 Days) 2. Property exchange is adopted for the resettlement way (1) Property exchange According to the No.5 item in “Several Demolition and Resettlement Problems about the Downstream of Baishan Solid Waste Treatment Plant” (issued the Changbaishan Government, No.66, 2009): For solving the problem of property right card, in order to ensure assignment demolition work smoothly, villagers living downstream of Solid Waste Treatment Plant and having property right cards issued by the original suburbs and Badaojiang district can deal with the formalities such as new property right cards according the area in the original property right card. For those who choose property right exchange, the policy of “demolish one, give one” will be implemented according to the area recorded in the house license. For those who choose to settle at base layer, the difference of each floor will not be calculated, while for those who choose to settle at other floors, the difference of each floor will be calculated. If the area is expanded, the price of the expanded area will be paid according to the sale price. 4 Baicheng Urban Development Project 4.1 Overall Situation of Resettlement By 31 December 2019, 1057.04 mu of land has been acquired, including 560 households. 282 households of 60,996 m2 of houses has been demolished. Affected households are relocated in the two residential areas (Sanhe Garden and Shantytown in the west of the reconstruction). Houses for relocation has been built and would be allocated in January 2020. The compensation standard for land acquisition set before August 2018 is CNY300/m2 (CNY279.2/m2 is for villagers and CNY20.8/m2 is for village committee). After August 2018, the compensation for completed land acquisition of Baicheng Subproject is CNY300/m2 (CNY279.2 is for villagers and other CNY20.8 is for village committee). The compensation for construction land, unused land and rural road is CNY8.64/m2. The compensation for ground attachments on rural land is CNY200/m2. The implementation standard is in accordance with the standard of the updated RP. For those who lose land, their incomes mainly come from outside work. These affected households got their income mainly from land before, now they are mainly employed in secondary and tertiary industries, their income levels are higher than before. Before April 2017, the policy of house property exchange is as follows: for main rooms, the exchange rate is 1:1.1, for the attachment rooms, the exchange rate is 1:0.6. This policy is the same in every village. The survey shows that villagers are satisfied with this policy. After 12 November 2017, the policy of house property exchange is as follows: The principle is "acquire one and give one, select houses openly, select according to the order of signing the agreement". For the acquisition of legal residential houses, “acquiring one and repaying one” will be used. For the temporary houses that do not exceed the approved period, 60% compensation will be given. For those who signed the agreement within the signing period specified in the compensation and resettlement program, 20% of the main room area will be awarded for the temporary houses. The reasonable increase area is CNY1,900/m2 and the upper limit is 12 m2. Complete property right can be enjoyed. For those who downward choose resettlement housing types, the appraisal price or CNY1,900/m2 will be given as monetary compensation. According to the policy, if the area of house is below 45 m2, APs can also resettle in the house with 45 m2, and they needn’t to make up the price difference. APs accepted the new policies of land acquisition and house demolition compensation. Within the area of Baicheng Subproject, 6 Real Estate Development Companies have acquired part of land. Xiangyang Street), Hongdanongji Real Estate Development Company(Third Ring Road), Yongmao Real Estate Development Company(Xiangyang Street, from Zhongxing Road to Haiming Road), Chengyuan Electric Power Company (Third Ring: from Zhongxing Road to Haiming Road), Baicheng Sijishengbao Real Estate Development Company and Baicheng Hongdu Real Estate Development Company (Xingfu Street). The House Demolition Center belonging to Planning and Construction Bureau of Baicheng Economic Development Zone and the Land Acquisition Office of the Ecological New Zone are responsible for land acquisition and house demolition. 4.2 Resettlement Progress A. Progress of Land Acquisition By 31 December 2019, the total land acquisition of this subproject was 1,057.04 mu. Table 4-1 illustrates the overall progress of land acquisition, indicating that 560 households and 1,590 persons were affected by the land acquisition progress, which accounts for 112.4% of the overall. The land acquisition is summarized in Table 4-2. The progress of land acquisition of each road is shown in Table 4-3. B. Progress of House Demolition 282 households and 787 persons’ houses have been demolished, with the area of 60,996.69 m2, accounting for 71.96%. The progress of house demolition is presented in Table 4-4. The relocation of APs is presented in Table 4-5. The progress of residential relocation is shown in Table 4-6. C. Progress of Demolition of Enterprise Enterprise demolition removed 775.1m2 of Baicheng Housing Construction Company and 510 m2 of Baicheng Meteorological Bureau. The normal working hours of these two units are not affected. Land acquisition and demolition of 5 units have been completed. 132.748 mu of land has been acquired and 1395.1m2 of house has been demolished totally. The resettlement of enterprises (shops) is shown in Table 4-7.

Baicheng Experimental Kindergarten was demolished on 7 June 2017, with a total compensation of CNY525,966. The students were admitted to the new kindergarten. Baicheng Meteorological Bureau was demolished on 11 May 2018, with a total compensation of CNY1,003,944. Now Baicheng Meteorological Bureau operates normally. The compensation for the wall was CNY54,440. So far, the extension section of the wall was 65.38 meters, which has been repaired by the owner. D. Affected Vulnerable Groups and Ethnic Minorities Among the all affected people, 126 households with 227 people are vulnerable groups, 87 households with 159 people of which are these families that enjoy the subsistence allowance, 19 households with 31 people are those families with disabled, 19 households with 32 people are those families that are headed by females, 1 household with 5 people is the family that enjoys the five guarantees. Vulnerable Groups enjoy the subsistence allowance, who are taken care of during the relocation. The state, Jilin Province and Baicheng City have introduced a series of poverty alleviation policies. 4.7 Infrastructure Restoration By 31 December 2019, the infrastructure has been functioning well. 4.8 Budget and Fund for Resettlement The fund for land acquisition and resettlement is raised by Baicheng Municipal Government. By 31 December 2019, Baicheng subproject has already paid CNY370.6135 million for land acquisition and house demolition, making up 52.31% of the total budget. And implementing agency, the Demolition Office of Baicheng Economic Development District will pay the affected people the cost of land acquisition. Table 4-18 shows the resettlement budget of Baicheng Urban Development subproject.

Before every household signs the agreement, a lot of work has been done, including doing the negotiation with females in their family. The information admitted by the affected people is disclosed. 4.10 Complains and Appeals There are no complaints in the progress of land acquisition and resettlement. 4.11 Organization and Administration Baicheng ADB-Financed Infrastructural Construction Project Leading Group Office (BPMO) is the executive agency of the subproject. Baicheng Economic Development Zone Urban Construction Bureau is the implementing unit of the Project. BPMO, subdistrict offices and village committees are responsible for the implementation of the RP and shall establish the corresponding dedicated resettlement offices. 4.12 Assistance to Vulnerable Groups Vulnerable groups include households that enjoy the five guarantees and minimum living guarantee, have disabled people and are headed by females. There are 126 vulnerable households in the affected district. Certain assistance as specified has been provided or will be provided to vulnerable groups i.e., moving assistance (such as provision of vehicles) and priority given for floor selection (particularly for disabled households and women-headed households), and house location selection close to hospital (for households with sick family members). Eligible poor people can get free treatment go to in Baicheng hospitals. As pre-school education, every student will be funded of CNY1,500 per year. The tuition and miscellaneous fees and learning material fees are for free. Subsidies for accommodation will be given. It is CNY1,000 per year for primary school students, CNY1,200 per year for junior high school students. Financial learning aid is CNY2,000 per student per year. For full-time secondary education students, tuition and miscellaneous fees are for free. Financial learning aid is CNY2,000 per student per year. For the students who are admitted to the provincial school, the subsidy of CNY500 will be given for every student. For the students who are admitted to the schools outside the province, the subsidy of CNY1,000 will be given for every student. The compensation for the interest on student loans is borne by the same level of finance. 4.13 Sample Survey A. The Design for Sample Survey 42 households were selected as the samples and were surveyed in 2015. Table 4-19 shows the sample households from Xiangyang village and Shangdianzi village.

B. Survey on Sample Household Per capita income of sample households in Xiangyang village and Shangdianzi village is shown in Table 4-20. Per capita income of sample households is from CNY933 to CNY,9666. Sample households cover 2 towns, 2 villages. Every household has 3.11 persons on average. In 2014, the per capita income was CNY6,206, and each household’s income was CNY19,357. By 15 July 2016, 0 mu of land has been acquired per capita, and the proportion of land acquired was 0% (note: land acquired includes cultivated land and non-cultivated land). The income and resources of the sample households are shown in Table 4-21. The detailed income and resources of the sample households are shown in Appendix 1. For the 42 households surveyed in 2014, there were 43 color televisions, 34 fridges, 41 washing machines, 8 tractors, 16 motorcycles, 38 pumps, 3 large livestocks, 15 networks, 77 telephones and 71 cars. The properties of the sample households are shown in Table 4-23. Detailed sample household property information is shown in Appendix 2. By 31 December 2019, land acquisition of sample households hadn’t started. The life of sample households is stable.

In August 2018, during the No.7 External Resettlement Monitoring, sample survey was conducted in Baoping village. Every household has 2.5 persons on average in Baoping village. In 2017, the per capita income was CNY11,640, and each household’s income was CNY29,100. Per capita cultivated land is 0.96 mu. By 10 August 2018, 0.7 mu of land had been acquired per capita, and the proportion of land acquired was 72.9% (note: land acquired includes cultivated land and non-cultivated land). Every household has 2.5 persons on average in Baoping village. In 2019, the per capita income is CNY13,040, and each household’s income is 32,600. Per capita cultivated land is 0.96 mu. By 30 June 2019, 0.7 mu of land had been acquired per capita, and the proportion of land acquired is 72.9% (note: land acquired includes cultivated land and non-cultivated land). The income and resources of the sample households are shown in Table 4-24. For the 10 sample households in Baoping village, there were 10 color televisions, 10 fridges, 10 washing machines, 0 tractors, 3 motorcycles, 0 pumps, 0 large livestock, 0 networks, 18 telephones, and 2 cars.

4.14 Conclusions and Suggestions G. Conclusions (1) Land acquisition and house demolition of Baicheng Subproject has made certain progress. But it is still difficult. The progress of land acquisition and house demolition is an important factor affecting the progress of the project. Although the government of Baicheng city has done a lot of work, which is quite difficult due to lack of fund. (2) The construction of resettlement community goes smooth. Resettlement community has been built, and house choosing and relocation will be completed before Spring Festival of 2020. H. Suggestions (1) The progress of land acquisition and house demolition should be fastened so that good preparations for construction can be done. (2) Construction funds should be raised actively, and construction should be quickened. (3) Due to the large number of resettlement households, the demolition office needs to do detailed work placement in the allocation of resettlement houses, so as to achieve smooth house classification and safe occupancy. 4.15 Interview Records Interviewee: Director Wang, the director of Demolition Office of Economic Development Zone, Baicheng city Time: 13 January, 2020 There is big pressure on funds. Interviewee: Song Xiaobing, the head of Baoping village Time: 22 August 2019 Agreement has been signed. Vulnerable groups are helped by national and provincial poverty alleviation policies, which are implemented in place and their lives are stable. Now urban infrastructure is being constructed vigorously in Baicheng city. We mobilize the villagers to support the project construction. Time: 10 August 2018 Land requisition agreement was signed, and the compensation was paid. Since Baicheng city is downtown, there are many working opportunities. They are occupied in many enterprises, such as Four Seasons Shenbao, Daojun Pharmaceutical Co.,Ltd., Jinshida, Changheng Pharmaceutical Co.,Ltd., Hongda agricultural machinery, Parker, Duobang Pharmaceutical Co.,Ltd., Changsheng Pharmaceutical Co.,Ltd. and so on. On average, the monthly salary is CNY2,000. Their living standard is improved. There is no household in poverty. Our village has 2,885 persons, 110 hectares of land, several minorities (including 2 Manchu households). The pure income of the village is CNY9,220 per capita. Interviewee: Zhao Yuhe, the Office for Demolition of Baicheng Economic Development Zone Time: 10 August 2018 New compensation policy is formulated, and the details are as follows: CNY300/m2 for cultivated land, CNY8.64/m2 for homestead and rural road, CNY200/m2 for the ground attachments. This policy has produced a good effect on solving the illegal construction, which reflects that the honest people should not suffer losses. The principle of house property exchange is "acquire one and give one, select houses openly, select according to the order of signing the agreement". For the acquisition of legal residential houses, “acquiring one and repaying one” will be used. For the temporary houses that do not exceed the approved period, 60% compensation will be given. For temporary houses signed the agreement within the signing period specified in the compensation and resettlement program, 20% of the main room area will be awarded. The reasonable increase area is CNY1,900/m2 and the upper limited area is 12 m2. Complete property right can be enjoyed. For those who downward choose resettlement housing types, the appraisal price or CNY1,900/m2 will be given as monetary compensation. According to the policy, if the area of house is below 45m2, APs can also resettle in the house with 45m2, and they needn’t to make up the price difference. There are 5 types of houses for resettlement, which can satisfy the demands of different personnel. The new compensation policy of land acquisition and house demolition has been recognized by APs APs get re-employment mainly by working, so their incomes do not reduce. Interviewee: Xu Yanan, Section chief of the Office for Demolition of Baicheng Economic Development Zone Time: 7 February 2018 District Government attached great importance to the land acquisition and house demolishment of ADB’s project and it had delivered the announcement of land acquisition to every affected village. A certain person was responsible for a road. There were 33 persons working on house demolition and land acquisition. Regular meeting was held on every Monday’s morning to analyze problems and give solutions. However, the work of land acquisition and house demolishment was so complex that the process went slowly. great impact on promoting the work. We will do the work well according to the policy of state and ADB. The interview records before are as follows: Interviewee: Wang Fengcai, Director of Baoping village Time: 7 August 2017 Land of our village is acquired in West Xinhua Road, Xiangyang Street, Shengli Road and 3rd-Ring Road. The compensation standard for land acquisition is CNY300/m2. The compensation has been paid for the villagers who have signed the agreements. CNY20/m2 is left in the village committee, CNY280/m2 is paid to the villagers, which is directly paid to their accounts. After getting the compensation, most of villagers buy houses or open deposit. The deposit rate is about 3.5%. Now the young people go out to work and some people don’t come back after going to college. So the house price is low. There are about 2,300 people in our village, 5% of them are ethnic minorities. There are 4 village groups. Now 60 hectares of land are left. For the houses under 6th floor, the resettlement rate is 1:1, while for the houses above 6th floor, the resettlement rate is 1:1.2. Village is planning to build an older nursing house with the area of 100,000 m2, which can not only solve the pension problem but also make some incomes. The demolished households are mainly relocated in Sijihuacheng. There are several house types to choose from. Villagers are satisfied with resettlement.
