CEO’S LETTER

Yankton Area Progressive Growth Members & Investors,

It is with great pleasure that I present to you to the 2019 YAPG Annual Report as a concise version of projects and initiatives that support and further the mission of YAPG. 2019 could be summarized in three words: tragedy, triumph and resiliency.

The flooding impacted everyone, but some certainly more than others. Recovery is a long, tedious and sometimes painful process but that is the only way to move beyond the tragedy. Groups immediately started working together to assist fellow community members and those in our neighboring state of Nebraska. That can-do spirit most Midwesterners exhibit was out in full force.

While the roads are still not as good as we would like and the Marne Creek trail system is not totally repaired, community members know that our government representatives are working hard to make repairs when funding is available. It is understandable that people get frustrated because solutions are not quick and not easy. I expect everyone will continue to strive to work together as solutions are sought.

While it is easy to focus on the wrath that Mother Nature brought down on us, I encourage you to look for and appreciate those moments of brightness when the sun peeks out from behind the storm clouds and produces a vibrant rainbow. One of those successes this year has been the group Connecting Cultures. Rita Nelson collaborated with others in 2018 to get the group off the ground. The successful events at Music at the Meridian and Market at the Meridian truly brought into focus the diversity that already exists within Yankton. They are hoping to host additional events and bring more community members to the table as Yankton continues to grow. Yankton is now a member of the Welcoming America initiative to increase the economic impact that diversity brings to communities. Once again, working together exemplifies the strong community culture we have in Yankton.

Another bright spot in Yankton is the economy. Now, on the surface you may be questioning that statement, but sales tax was strong in 2019, tourism was booming, and businesses were opening. I am the eternal optimist choosing to remain positive for 2020. Agriculture clearly has taken the hardest hit in the region and we all need to continue to support our local farmers and producers. The South Dakota Governor’s Office of Economic Development opened the sales and use tax rebate program in 2019 to livestock development projects. This is one of the ways the State is showing their support for ag development. Farmers have been resilient for hundreds of years showing their commitment to the positive impact they are making our region and around the world. Take the time to thank a farmer and producer today. They are continuing to feed the world.

In closing, YAPG relies on collaborative relationships; we can’t do it alone. We are your partner for development, progress, improvements, expansion, growth, housing, workforce, innovation and culture. Our mission is to contribute to Yankton’s prosperity and find new ways to connect to the community.

2019 - HIGHLIGHTS

2019 marked Connecting Culture’s first full calendar year as an organization and the group was an integral part of community collaborations such as a Mount Marty College youth soccer clinic, Music at the Meridian and Market at the Meridian.

There were some major announcements with regards to community partner projects:

• The City’s new water treatment plant was fully operational in Decemberwhich creates increased capacity to support growth and development.

• Mount Marty College began construction on the Ruth Donahoe FirstDakota Fieldhouse and a 96-bed residence hall. Both projects are slatedto be finished before the Fall 2020 semester.

• Work commenced on the first phase of the Huether Family AquaticsCenter. This quality of life project for Yankton is planning to open in 2021.

Applied Engineering and Freeman Company merged their production facilities under one roof on East Highway 50 to enhance their ability to produce aerospace components.

2019 – AN EMPHASIS ON WORKFORCE DEVELOPMENT

PEOPLE

Our YES3! Campaign objective is to lead regional efforts in developing, expanding, and recruiting workforce for Yankton employers.

A PROMISING YEAR FOR CONNECTING CULTURES

The Connecting Cultures organization made significant progress during its first calendar year in existence. Formed with the goal of creating a more culturally aware and inclusive Yankton area, the organization has had strong representation from local nonprofits, service organizations and community leaders. During 2019, Connecting Cultures was involved in a few notable collaborative community events including:

Youth Soccer Clinic with Mount Marty College:

This free spring soccer clinic was held for youth 8-11 years-old from Yankton, Norfolk, Sioux Cityand LeMars. Bilingual flyers and Spanish languagestations were used to market the event andopportunities in Yankton. Event sponsors alsoincluded American Foods Group, Greater YanktonLiving, and Avera Sports with Coach Rozy. Theclinic had a great turnout with approximately 85-90 youths in attendance.

Hispanic Cultures Celebration with City of Yankton’s Music at the Meridian:

Live Mariachi music, Hispanic foods, salsa dancing, and piñata batting were all part of the festivities during the inaugural Connecting Cultures and Music at the Meridian collaboration. The celebration had an excellent turnout and Connecting Cultures is looking to replicate the celebration’s success with another Music at the Meridian cultural collaboration during 2020.

Feria Multicultural with Market at the Meridian:

The Feria (local festival) took place during the Saturday morning Market at the Meridian and was an extension of the previous month’s Hispanic Cultures Celebration. The event was well attended and included live music from “Dakota Musical”, Hispanic food tasting/demonstrations, along with other Hispanic themed cultural activities.

Connecting Cultures was also active in other community events including a Society of Human Resource Management (SHRM) group presentation on diversity and inclusion, the Yankton Holiday Festival of Lights parade, and a city commission presentation.

2020 is shaping up to be an even bigger year for Connecting Cultures. The organization was selected to take part in Welcoming America’s 2020 Rural Welcoming Initiative which will offer learning opportunities such as a national conference, online resources and connections to peer communities. CHART YOUR CAREER

Sixty Certified Nursing Assistants (CNAs) have been certified through the Chart Your Career training program since its launch in January 2019. A product of Governor Daugaard’s $205,000 Community Development Block Grant, Chart Your Career was marketed to individuals over the age of 15 and within a 35-mile radius of Yankton. Upon joining the program, students received scholarships which paid for all training

towards a South Dakota CNA license including online course access, skills and clinical training, textbooks, lab work, and certification exam fees. Additionally, the program offered accelerated CNA training via two summer camps for high school students. Chart Your Career wouldn’t have been possible without the hard work and collaboration between numerous individuals and institutions in the Yankton area.

The program has been coordinated by Rita Nelson and supported by industry representatives from Avera, the South Dakota Human Services Center (HSC) and other regional healthcare providers. The Avera Education & Staffing Solutions online CNA training has been utilized along with skills and clinical training developed with health care partners at Avera Majestic Bluffs, HSC, Good Samaritan – Tyndall, Wakonda Heritage Manor and the Avera Bormann Care Center. The goal of the grant is to alleviate workforce shortages in the Yankton area, and the results have been encouraging thus far. This successful pilot program could potentially be replicated in other communities to grow and train the local CNA’s.

Approximately 25 percent of the Chart Your Career CNAs are currently working in a health care role, a number which should continue to increase in 2020.

Most of the applicants and graduates were from either Yankton High School, Mount Marty College or University of South Dakota. Chart your Career will be wrapping up in 2020 and over 100 CNAs are on track to be certified through the program by the end of July.

GREATER YANKTON LIVING & YAPG MARKETING

All of Greater Yankton Living’s marketing was created in-house during 2019. This is the second full year in a row that YAPG did not utilize an outside source for Greater Yankton Living’s marketing. The 47,778 website sessions in 2019 was a marked increase from the 34,807 sessions in 2018. The 19,061 Facebook followers was also a big increase from the 10,805 at the start of the year. Digital marketing spending substantially decreased in 2019 with $4,777 spent compared to $7,556 spent in 2018.

Greater Yankton Living was marketed through digital channels, such as its website and social media accounts on Facebook, Instagram, Twitter, YouTube, and LinkedIn. Additionally, paid advertising campaigns targeting specific audiences were utilized through Facebook and Google. Radio, regional television, billboard and Yankton Transit ads were also created to promote Greater Yankton Living in 2019.

In 2019, yapg.org had 6,368 sessions. YAPG’s website continues to serve as a free platform for members and investors to list larger commercial sites and buildings. There was no money spent on YAPG digital marketing in 2019 and the plan is to continue building a Facebook and Twitter following organically.

RTEC RTEC hired Chauntel Wright as its new General Manager in October. Chauntel brings a wealth of experience to the position previously held by Josh Svatos, who changed careers in July. Ron Kraft and Rita Nelson assisted the organization in the interim.

The focus at RTEC has been on raising awareness about the benefits of skilled trade professions while building and training a homegrown workforce in Yankton. RTEC has actively been promoting its course offerings to regional high school students through events such as a Manufacturing Career Exploration Day and a Career Connection Day, which incorporated a career expo and job fair. Local companies continue to connect and utilize RTEC through course offerings and the Skilled Trades Association.

PLACE

Our YES3! Campaign objective is to convene stakeholders to implement an agenda for Yankton place-based assets and amenities to attract and retain residents and spur community investment.

YANKTON HOUSING COMMITTEE

The Yankton Housing Committee had its first meeting in June. The committee, which consists of ten individuals with representation from YAPG, District III and the City of Yankton, has convened multiple times with the intention of exploring how to meet the community’s needs for additional housing options at certain price points. Several project options have been vetted with a few moving into the exploratory phase. Site visits were made to a few other communities to see how they structure their programs and utilize manufactured homes and less traditional development models.

WESTBROOK ESTATES UPDATE

The Westbrook Estates has been a big success story for YAPG ever since its initiation in 2015, and Kelly Nielson of K N Construction is continuing to move forward with Westbrook Estates Phase II. The second phase includes townhomes as well as single-family and duplex lots.

YAPG initiated the Westbrook Housing Survey during the summer in order to gauge the project’s success thus far. A two-page survey was sent out to residents asking if they had relocated within Yankton or moved from out of town, the type of housing they moved from, the type of housing they were currently living in, occupations, ages and incomes.

Based on the responses, it was determined that the goal of creating additional affordable housing to address some of the needs outlined in the 2017 Housing Study was reached. There are still housing needs to be met in the Yankton community and this project is a successful example of partnerships creating positive impact and momentum for future development.

HUETHER FAMILY AQUATICS CENTER

The first phase of construction on the Huether Family Aquatics Center is underway after the project was awarded in October and demolition of the old Fantle Memorial Park swimming pool began in December. YAPG contributed to the project’s success by donating $250,000 to the Dive In Yankton grassroots campaign. YAPG has the naming rights to the lap pool and will continue with the name “Fantle Memorial Pool – brought to you by YAPG” as homage to the original pool, which brought Yankton residents joy for over 70 years.

The aquatics center is scheduled to open in Spring 2021. The Summit Activities Center swimming pool will act as the city’s main pool during the Summer of 2020.

MOUNT MARTY COLLEGE BEGINS CONSTRUCTION ON NEW FACILITIES

Construction on Mount Marty College’s Ruth Donohoe First Dakota Fieldhouse began early in 2019. The $15 million, 100,000 square foot fieldhouse will include a 74,000 square foot event space with a 200-meter eight lane track. Additionally, it will contain a 7,500 square foot weight training and fitness facility which will be open to both MMC and Yankton community members. YAPG contributed $1 million to the project because of the tremendous value it will offer Yankton residents through the increased student enrollment and economic impact. Mount Marty College is confident that the state-of-the-art fieldhouse will have a positive impact on recruitment, particularly appealing to student athletes who will be able to count on access to first-rate fitness spaces and indoor recreation during all seasons. The fieldhouse is scheduled for completion in July 2020.

Mount Marty College also announced plans to build a 96-bed residence hall for third- and fourth-years students which is scheduled to be completed by the 2020 fall semester. The new hall is intended to function as a holistic transitional community in which students will be able to gain valuable community management experience by serving in leadership positions, discussing ideas and creating policies.

CITY OF YANKTON PROJECTS

The rejuvenation of the Meridian District took a big step forward with the completion of the Walnut Street reconstruction project in Summer, 2019. The project originated from community feedback requesting additional spaces in the Meridian District to host public events and gatherings.

The redesign makes the area more pedestrian and biker friendly and connects Riverside Park and the Meridian Walking Bridge to the many events, shopping and living spaces the Meridian District has to offer. This redesign includes specific design elements which showcases the uniqueness of the Meridian District such as a large fire pit, café tables, hanging light pole flower baskets, landscape beds, limestone benches, up-lighting on trees, and the Yankton lanterns. The project was celebrated and recognized in August during the Welcome to Walnut event with a ribbon-cutting and other activities which were open to the public.

The City’s new water treatment plant was online and fully operational as of December 2019. The new treatment plant will increase water capacity from eight million gallons/day to over ten million gallons/day, and will be able to accommodate large companies with even the most demanding daily water requirements. Additionally, the plant will use state-of-the-art membrane technology to filter impurities from the water. The plant will allow the City to eventually stop using treated surface water from the Missouri River and fully switch to healthier, well-derived water.

UPS DISTRIBUTION FACILITY

It was announced during the August YAPG quarterly meeting that a permit was approved, and construction had begun on a UPS package sort center. The relocation of this facility from Vermillion to Yankton will include approximately 25 full-time jobs and 50 seasonal jobs. The facility is scheduled to open in Spring 2020.

PORT YANKTON UPDATE

The Port Yankton project was discussed heavily in Pierre during the 2019 Legislative session with the intent of gaining approval to be placed on the 2020 ballot. With the project not receiving enough votes to move directly to the ballot through the legislature, organizers decided to hold off on moving this innovative project forward until the political climate is more favorable toward the entertainment complex.

JOBS

Our YES3! Campaign objective is to retain and grow our existing primary sector employers, attract new employers, and develop capacity for growth.

RETENTION AND EXPANSION

Applied Engineering completed construction of their $4 million, 60,000 sq. ft. expansion in 2018 and invited the public to view the expansion during a January celebration. The Freeman Company moved operations to the expanded facility during 2019. These two companies sharing the same building will be quite beneficial are they are both part of the Loar Group, a global alliance of companies that specializes in the design and manufacture of aerospace components.

Great Plains Processing (GPP) expanded its Yankton facility with the addition of new space for administrative offices. This creates additional production space within, enabling GPP to expand upon its daily operations. They are actively securing additional product lines to add to their existing production. GPP is excited to be a part of the Yankton community and looks forward to continued growth in the years to come.

Truxedo, Inc., manufacturer of rolling truck bed covers, expanded its Yankton plant in 2019 with the addition of 38 new team members. Parking expansion began in the fall of 2019 to accommodate the new growth across all three manufacturing shifts. The expansion is resulting from organic growth as well as the launch of seven new product offerings. Truxedo, Inc. is a Truck Hero company.

NAPA JUNCTION

Dakota Protein finished construction on its pelleting plant at Napa Junction in the Fall of 2019. The $12 million project is projected to add 10-12 full time jobs. One of the other entities at Napa Juntion, Dakota Plains, is drawing significant business into the region since it’s inception in 2016. The newly opened pelleting plant at Napa Junction

YANKTON COUNTY LABOR FORCE REPORT

A comprehensive Labor Report was completed in 2019 which highlighted the regional workforce needs and the changing demographics of Yankton County. Our County population is aging which precipitates the need for recruitment efforts to focus on retaining the youth from our own community and exposing them to career opportunities earlier. The Yankton County unemployment rate in December 2019 was 3.2% compared to 2.5% in 2018. The labor force during that same time frame grew by almost 300 people to 12,039.

LEADS & PROSPECTS

In 2019, GOED sent YAPG six requests for information. We responded to four of these requests, which were for prospects in the following industries:

Prefabricated homes Magnet Manufacturing Energy Storage Agriculture and Biotechnology

Additionally, our staff continued assisting several prospects from previous years.

NETWORKING, BOARDS & EVENTS Thanks to Nancy’s focus on nurturing and developing new connections, YAPG has continued to expand upon its strong network. Nancy participates and has taken a leadership role in several organizations, committees, and events in 2019 including:

VISION & HISTORY

VISION To advance and develop the City of Yankton and immediate vicinity by offering assistance to industries and businesses either located or proposed to be located in the Yankton area. The corporation is empowered to buy and construct plants for lease or sale, provide funds for loans to industry and render other assistance, financial or otherwise.

HISTORY

YAPG was formed in 1978 during the Alumax Aluminum Extrusion Plant site search. Yankton did not control a suitable site with access to rail and heavy utility connections. A group of local businesspeople formed the corporation and personally guaranteed the debt to acquire the site. YAPG was operated as a "shell corporation" without regular funding until the early 1990s. Its efforts were funded on a project-by-project basis. Since its creation in 1978, YAPG has fostered investment and the development of jobs in Yankton by providing land, grants, loans, or other assistance to many companies.

TIMELINE

2018

Nancy Wenande joined YAPG’s staff as CEO in March. The last lot in Westbrook Estates Phase 1 was sold in October. Dakota Protein announced plans to locate a pelleting plant at Napa Junction.

2017

Great Plains Processing purchases spec building (built in 2013) and 8.87 acres of land in Yankton’s East Industrial Park. K N Construction begins developing the land for Westbrook Estates Phase 2. Sapa is acquired by Hydro. Baldwin Filters is acquired by Parker Hannifin.

2016

Dakota Plains Ag Center begins operations at Napa Junction. Construction began on Westbrook Estates Phase 1 housing development. YAPG received a $30,000 grant from the EDA, $10,000 grant from the GOED, $10,000 from Dakota Southern Railway, and $10,000 loan from SDDA to fund a feasibility study on Napa Junction. Applied Engineering was acquired by the Loar Group (remaining under its former names).

2015

TruXedo expands 40,000 sq. ft., adding 18 jobs. Sapa expands 54,000 sq. ft., adding 84 jobs. Kolberg-Pioneer secures a rail crossing allowing for future expansion. Fair Manufacturing relocates to Yankton, expands building 20,000 sg. ft., adding 19 jobs. Dakota Plains Ag Center purchases land at Napa Junction. Dakota Trailer is acquired by Trail King.

2014

Baldwin Filters expands, adding 15 jobs. Wilson Trailer expands 35,000 sq. ft., adding 83 jobs. Schwan’s purchases land for a distribution center. Dataware Green purchases 2 acres for expansion. Eisenbraun & Associates is acquired by Stockwell Engineers. TruXedo is acquired by Truck Hero.

L & M Radiator expands 42,000 sq. ft., adding 130 jobs.

Dakota Trailer (now part of Trail King) purchases 25 acres, building a 32,000 sq. ft. plant and adding 49 jobs.

2009

YAPG builds Yankton Data Center and leases it to Dataware Green. NFAA expands Yankton Easton Archery Center. Eisenbraun & Associates builds 5,700 sq. ft. office and warehouse.

2008

Kolberg-Pioneer expands with 20,000 sq. ft. of offices. Local acquisition of Yankton Media, Inc., retains the local paper and jobs. Gehl is acquired by Manitou.

2007

Kolberg-Pioneer expands 60,000 sq. ft. L & M Radiator expands to Yankton with 50 new jobs, leasing the Industrial Shell Building #3. NFAA headquarters move to Yankton. Alcoa is acquired by Sapa.

YAPG develops Industrial Shell Building #3. Wilson Trailer expands parking and street for more capacity.
