Freta Mae Powell (Geer), 83, passed away peacefullywith family by her bedside on Monday, Feb. 4, 2019. There will be a private family service. Freta was very active in church and community. Shewould visit senior communities to fellowship with those inneed, taught aerobics, was a Real Estate Broker, and servedon the City Council Place 2 in White Settlement. Survivors are: long-time spouse, Johnny W. Powell;children, Deborah Lynn Dennis, Sandra Dennis Horne, Johnand Margaret Dennis; grandchildren, Lindsay Wade andLauren Page; and great-granddaughters, Ashlyn and Ava.

Rosemary was born Aug. 2, 1936 in Bridgeport,Connecticut to August Bartel and Frances Lewis Bartel. Shemoved with her family to Chicago at the age of two whereshe spent her younger years. She has lived in Benbrook forthe past 40 years and excelled as the “Avon Lady.”Rosemary was talented in decorating cakes. She loved lifeand her “work” provided her the opportunity to make manyfriends over the years. The Texas Commission on Environmental Quality invites Texas kindergartenthrough fifth-grade students to enter the Take Care of Texas Kids Art Contest. The Texas Parks andWildlife Department(TPWD) is acceptingpublic comment on pro-posed changes to fishingand hunting regulationsfor 2019-2020. TPWDwill be taking public com-ment on the followingproposed changes to the2019-2020 StatewideRecreational FishingProclamation and 2019-2020 StatewideRecreational HuntingProclamation, with inputto be considered beforeany action by the Texas Parks and Wildlife Commission at its March 20 public hear-ing.Freshwater Fishing The proposed changes include modifications to the length limits and harvestregulations for largemouth bass, Alabama bass and alligator gar in certain areas. Theproposed changes to alligator gar regulations also include a statewide nighttime pro-hibition on bow fishing, mandatory harvest reporting statewide except for FalconLake, and the creation of a drawing for harvest opportunity on the Trinity River. Trinity River-specific changes include: • Enact a 48-inch maximum length limit for alligator gar on the Trinity Riverfrom the I-30 bridge in Dallas downstream to the I-10 bridge in Chambers County,including the East Fork of the Trinity River upstream to the dam at Lake RayHubbard. • A drawing will be implemented to allow selected anglers to harvest one alli-gator gar over 48 inches in length per year from the Trinity River. The limited entrysystem would allow non-transferable harvest authorization for a set number of alli-gator gar. Authorizations would be selected and distributed through a random drawof interested applicants. Statewide changes include: • Between one half-hour after sunset and one half-hour before sunrise, no per-

son may take or possess an alligator gar by means of lawful archery equipment orcrossbow. • All persons who take an alligator gar from the public fresh waters of the stateother than Falcon International Reservoir would be required to report the harvest viathe department’s website or by mobile app within 24 hours of take.Hunting The proposed changes include implementation and expansion of white-taileddeer “doe days,” an experimental mule deer antler restriction in Lynn County, a clar-ification on turkey harvest requirements, and season dates and bag limits for migra-tory game birds. • Refusal of program participation in Managed Lands Deer Programs for non-compliant properties in areas where chronic wasting disease testing is required forall harvested deer. • A four-day antlerless deer season in 21 counties in south central Texas. • Expansion of “doe days” in 20 counties from four to 16 days. • An experimental 20-inch minimum antler spread restriction regulation in LynnCounty. • A new season for javelina in six counties in the South Plains. • Clarification that proof of sex is required for turkeys taken during seasonswhen the bag limit is gobblers only or gobblers and bearded hens (i.e., not eithersex), and that it can remain attached to the harvested bird or accompany the harvest-ed bird. • Establish seasons and bag limits for migratory game birds for 2019-2020.Public Comments The public is encouraged to provide comment on the proposed regulationchanges. Opportunities to provide comments for or against these proposals include: • TPWD staff will present the proposed regulation changes and answer ques-tions in two Facebook Live webinars. The fishing regulation change webinar willbe held at noon Feb. 27, and the hunting regulation change webinar will be held atnoon Feb. 28, on the Texas Parks and Wildlife Department Facebook page. • TPWD staff will host several public hearings to receive input from stakehold-ers and constituents concerning the proposed regulation changes. • Comments on the changes can be provided on the TPWD public commentpage online until March 19. • For freshwater fishing regulation proposals, email [email protected]. The application process for the 2019 Don’tmess with Texas Scholarship contest is open. AnyTexas high school senior currently attending pub-lic, private or home school, and planning to attendan accredited Texas college or university in thecoming year, is eligible to apply. The 2019 Don’t mess with Texas Scholarshipcontest is presented in partnership with KeepTexas Beautiful and the Moody Foundation. The contest will award one $6,000 scholarshipand two $2,000 scholarships in May. The scholarships recognize the achievementsof high school seniors who are taking an activerole in preventing litter in their schools and com-munities while working to build awareness for theDon’t mess with Texas initiative. “We are looking forward to hearing about thecreative ways students are taking the Don’t messwith Texas message into their schools and theircommunities,” said Becky Ozuna, programadministrator for TxDOT’s Don’t mess with Texascampaign. “Over the years, the scholarship contesthas proven to be a catalyst for jumpstarting inno-vative litter prevention programs across the state,thanks to the efforts and leadership of Texas stu-dents.” TxDOT’s Don’t mess with Texas program hasbeen educating Texans about litter preventionsince 1986. The WSFD has 24 members, 10 full-time, paid firefighters and 14 part-

time. The nine full-time employees were given their oaths by Chief MarkBall, after he was sworn in by City Manager Jeff James. After being swornin, each firefighter had someone special pin his badge on his uniform.
