1.0 Campus Fire Right-to-Know Act

The Campus Fire Safety Right-to-Know Act is an amendment to the Higher Education Opportunity Act. This amendment serves to increase campus fire safety awareness across the nation, providing students and their families with the fire safety records of colleges/universities. Signed into law by President George W. Bush on August 14, 2008, this amendment requires post-secondary institutions to publicly display fire safety information and statistics, much as they already do with other safety statistics, such as certain campus crimes. This information provides prospective and current students with the policies, concerns, and fire and life safety provisions that are present at the institution in which they have applied or are enrolled.

2.0 Fire System Design

Following are descriptions of the fire safety system(s) and some of the other fire safety features specific to each of the on-campus residential student housing facilities. Features such as self-closing fire doors are present in many of the buildings, however, are not listed below.

WHITNEY HALL Whitney Hall is a nine story Residence Hall constructed in 1967. This building accommodates up to 560 students, and has 16 Resident Advisors (RAs), 1 Residence Conduct Coordinator (RCC), 1 Residence Life Coordinator (RLC) and a 24-hour Desk Attendant (DA).

This building is equipped with a fully automatic fire alarm system, manual fire alarm pull stations, and a mass notification system that can be utilized by fire personnel to provide specific evacuation instructions if needed. All resident rooms contain a smoke detector that is interconnected to the building fire alarm system. All other areas such as corridors, multipurpose rooms, and elevator landings each have either a smoke detector or a rate of rise heat detector. The building has a fire sprinkler system in the basement areas only.

SUTTER HALL Sutter Hall is a five story Residence Hall constructed in 2010. This building accommodates up to 238 students, and has 6 Resident Advisors, 1 Residence Conduct Coordinator, 1 Faculty in Residence, and a 24-hour Desk Attendant.

This building is equipped with a fully automatic fire sprinkler system, a fully automatic fire alarm system, manual fire alarm pull stations, and a mass notification system that can be utilized by fire personnel to provide specific evacuation instructions if needed. All resident rooms contain a smoke detector that is interconnected to the building Fire Alarm System. All other areas such as corridors, multipurpose rooms, and elevator landings each have either a smoke detector or a rate of rise heat detector.

This building also includes Sutter Dining, which provides daily meals to resident students.

SHASTA HALL Shasta Hall is a three story Residence Hall constructed in 1958. This building accommodates up to 210 students, and has 5 Resident Advisors and a 24-hour Desk Attendant.

This building is equipped with a fully automatic fire alarm system and manual fire alarm pull stations. Each occupant room has a smoke detector which is interconnected to the building fire alarm system. All other areas such as corridors, kitchens, multipurpose rooms, and elevator landings each have either a smoke detector or a rate of rise heat detector. Shasta Hall is not equipped with a fire sprinkler system.

LASSEN HALL Lassen Hall is a three story Residence Hall constructed in 1958. This building accommodates up to 210 students, and has 5 Resident Advisors, 1 Residence Life Coordinator, and a 24-hour Desk Attendant.

This building is equipped with a fully automatic fire alarm system and manual fire alarm pull stations. Each occupant room has a smoke detector which is interconnected to the building fire alarm system. All other areas such as corridors, kitchens, multipurpose rooms, and elevator landings each have either a smoke detector or a rate of rise heat detector. Lassen Hall is not equipped with a fire sprinkler system.

ESKEN HALL Esken Hall is a two story Residence Hall constructed in 1983. This building accommodates up to 116 students, and has 4 Resident Advisors.

Each occupant room has a smoke detector which is interconnected to the building fire alarm system. The corridors and multipurpose room either have a smoke detector or a rate of rise heat detector. Esken Hall does not contain a fire sprinkler system.

MECHOOPDA HALL Mechoopda Hall is a two story Residence Hall constructed in 1983. This building accommodates up to 120 students, and has 4 Resident Advisors and 1 Residence Conduct Coordinator.

Each occupant room has a smoke detector which is interconnected to the building fire alarm system. The corridors and multipurpose room either have a smoke detector or a rate of rise heat detector. Mechoopda Hall does not contain a fire sprinkler system.

KONKOW HALL Konkow Hall is a two story house-style building constructed in 1983. This building contains six separate housing units each with their own Resident Advisor. Each unit features a common living room, two restrooms, a kitchen, and a computer lab. Each unit accommodates up to 18 residents, including one Resident Advisor. One Residence Life Coordinator also lives in this facility.

Konkow Hall is designed for a special program. In cooperation with faculty in their academic departments, the residents of each housing unit create a living environment to enhance their academic program.

Each housing unit is equipped with a smoke detector in the bedroom/sleeping area, as well as the common areas. Each individual housing unit is equipped with a portable fire extinguisher. Konkow Hall does not contain a fire sprinkler system.

UNIVERSITY VILLAGE University Village is our suite-style accommodations with all the benefits of a residence hall combined with a more independent living arrangement. Suites include a shared kitchen, dining room, and are configured in 3 bedroom suites. Two-person Double Studios include kitchen, bathroom, and bedroom/living space. Like the residence halls, University Village has two full-time professional staff including a Residence Conduct Coordinator and a Residence Life Coordinator, 1 Graduate Assistant, and 18 Resident Advisors. Housing units are equipped with fire and smoke alarm detection systems and portable fire extinguishers. University Village does not contain a fire sprinkler system.

ADDITIONAL INFORMATION In all of the Residence Halls listed above, each section of occupant rooms has a minimum of one Resident Advisor, one Residence Community Coordinator, and/or one Residence Life Coordinator to assist residents during emergencies including building evacuations unless specified otherwise.

All Farm apartments are equipped with at least one single station smoke detector and a fire extinguisher.

RECREATIONAL VEHICLES All personal trailers in Farm Trailer Park are required to have a smoke alarm and fire extinguisher.

3.0 Fire Drill Information

3.1 Fire drills at University Housing Residence Halls will be held twice per academic year, at the beginning of each semester. When the fire alarm sounds, all occupants are required to exit the building immediately using their closest emergency exit and proceed to the designated emergency assembly point.

Failure to immediately leave the building or to follow directions of Residence Hall staff or other authorities will result in serious University discipline and potential civil prosecution.

3.3 Once each semester during the Farm Safety Meetings students are reminded of fire safety requirements and evacuation procedures.

No fire drills were conducted at the University Farm in 2018.

Beginning fall of 2019, fire drills will be conducted once each semester and will include a complete evacuation of all student apartments and trailers. The drills may or may not coincide with the evacuation drill of the farm office and other buildings.

4.0 Evacuation Procedures

UNIVERSITY HOUSING EVACUATION PLAN & EMERGENCY PROCEDURES

Building evacuations involving Whitney Hall, Sutter Hall, Shasta Hall, and Lassen Hall require students to assemble at the pre-designated Emergency Assembly Point (EAP), which is the lawn area adjacent to Butte Hall.

Building evacuations involving Esken, Konkow and Mechoopda require students to assemble at the pre- designated EAP, which is the stadium parking lot or on the sidewalk which runs parallel to the stadium parking lot.

Building evacuations involving Whitney Hall, Sutter Hall, Shasta Hall and Lassen Hall require students to assemble at the pre-designated EAP, which is the lawn area adjacent to Butte Hall.

All evacuations include the participation of Resident Advisors, Residence Life Coordinators, Residence Conduct Coordinators, and Desk Attendants. During an evacuation process, each will assist residents to the best of their ability. Each have specific roles and responsibilities and are prepared to assume other roles as needed in the event not all staff members are present at the time of the fire emergency.

UNIVERSITY FARM EVACUATION PLAN & EMERGENCY PROCEDURES

Any person who sees smoke or fire, or notices any other situation that would require an evacuation will loudly alert others by shouting loudly. Continue the notification until you or another person obtains the nearest air horn. Example: “FIRE – FIRE – EVACUATION!”

Ensure 911 is called immediately.

Air horns are located at the following locations: Farm Office (front counter), Pavilion (Kitchen), Meats Lab (entry way counter), Diary Unit (Office), Swine Unit (Office), and Sheep Unit (Office). These air horns are designated for emergency use only and are not to be used indoors in small spaces.

Emergency notification using the air horn shall consist of two blasts, 3 second pause and then two more blasts. (Hold the air horn at arm’s length – the air horn is very loud)

All employees and students are to immediately leave the building or area upon hearing the air horn emergency signal or if verbally instructed to do so.

Students and all farm staff are to proceed to the primary or alternate Emergency Assembly Point (EAP) depending on the situation, or as directed. Faculty, Supervisors, and staff shall account for all persons present to the best of their ability and report any missing persons to the Farm Office Staff / Farm Administrator and/or first responders. If equipped with an air horn, use it to notify others as you move towards the emergency assembly point. Use the air horn to alert others by aiming it towards or near exterior doors or building openings. Do not enter buildings and be aware of others evacuating from buildings. Evacuation Coordinators can be identified by orange safety vests – following their instructions at all times. Farm Staff / Farm Administrator will (if safe to do so) monitor the farm entrance / main roadway to the area

to prevent others from entering into a hazardous area. If needed, use cones, barricades or other means to warn others and prevent unauthorized access. Farm Staff / Farm Administrator will be prepared to provide information to first responders. This may include areas where there may be occupants needing assistance or rescue and information (if known) regarding the size and location of the fire or other emergency. No person is to return to a building or area until an all clear has been provided by Fire or Police. No Exceptions.

5.0 Policies and Rules

5.1 Appliances

Residence Halls

Appliances are limited to fully enclosed coffee makers, electric kettles, blenders, and fully encapsulated air popcorn poppers. No exposed element appliances are allowed in your bedroom (e.g., George Foreman grills, toaster ovens, space heaters or hot plates). Extension cords are prohibited. Power strips with circuit protection are required for all appliances and computers. Space heaters, halogen lamps, plastic-shaded floor lamps (see Halogen and Other Lamps) and stand-alone microwaves are also strictly prohibited.

Farm Housing

Portable appliances must be used in accordance with manufacturer safety instructions.

5.2 Candles and Incense

All Buildings

Burning candles and incense is never allowed in or at any University Housing Residence Hall or University Farm housing. These items are prohibited even if they are not lit or have never been lit. Due to extreme fire hazard, these items are considered an egregious violation of the University Housing Policy. 5.3 Barbecues

Residence Halls

Personal barbecues are not permitted in the University Housing Residence Halls. Barbecuing on patios, balconies, entry areas, or any location other than the designated areas is strictly prohibited. Barbecues are provided at University Village, Whitney, Shasta, and Lassen Halls for resident use. Charcoal chimneys may be provided by the Residence Hall Council. The possession or storage of lighter fluid is prohibited.

5.4 Extension Cords

Residence Halls

Power strips with built-in circuit protection are the only extension cords allowed in University Housing. Extension cords cannot be plugged into each other. Students are encouraged to purchase a unit with a cord that is long enough for their needs.

Farm Housing

Extension cords are prohibited. Power strips with circuit protection may be used with appliances and computers provided the use is in accordance with the manufacturer's safety instructions. Example: power strips are not permitted to be used with portable heaters.

Power strips cannot be plugged into another power strip - this constitutes daisy chaining and is considered a fire hazard.

5.5 General Fire Safety

Residence Halls

The State Fire Marshal has stated that motorcycles, mopeds, motorbikes, and electric scooters are not allowed anywhere within University Housing Residence Halls. Bicycles are not to be left in hallways, public areas, or any other areas designated as exit routes. Any hanging fabric, drapery, etc. must be treated with a California State Fire Marshal approved fire retardant, and a certificate of fire proofing must be provided.

No flammable materials are allowed to be posted on University Housing Residence Hall room doors. According to the State Fire Marshal, excessive paper on doors and in corridors will raise the temperature of a fire and add to the rapid spread of a fire, adding danger to the path of evacuation. A small, approved message board may be used. Items may not be hung inside the door or on the door (mirrors, beads, drapes, etc.) that impede or disguise the entrance to or exit from any room.

5.6 Halogen and Other Lamps

Residence Halls

Halogen and decorative lava lamps are prohibited in all University Housing facilities due to extreme fire hazard. Also prohibited are pole lamps or floor lamps whose style is generally to have five separate arms with colored, plastic, oblong shades at the ends. The plastic has been known to overheat and create a significant fire hazard. If these lamps are found in rooms, they should be reported to an RA or RLC/RCC for removal. If they are discovered during a routine housing inspection, they will be written up by University Housing inspectors and must then be removed from the room and the Residence Hall entirely.

5.7 Smoking

All Buildings

Smoking of any kind (including “vaping”) is prohibited in all CSU, Chico buildings (according to California law), including all Residence Halls, University Village, student rooms, lounges, recreation rooms, public areas, hallways, computer labs, stairways, balconies, patios, and walkways. Residents accept the responsibility of informing visitors or guests of the University non-smoking policies.

5.8 Tampering with Smoke Detectors

All Buildings

Willfully causing false alarms, damage, theft, or misuse of fire detection, alarm, or extinguishing equipment is punishable under California criminal law and may result in the loss of housing privileges and/or actions by Student Conduct, Rights, and Responsibilities.

In addition, residents may be charged a fine for tampering with smoke detectors, plus the cost of any materials. They will also be held responsible for fire damage resulting from neglect or intentional actions.

6.0 What Stays Home

6.1 The following items are not permitted in University Housing Residence Halls or University Farm housing facilities. This is not a complete list, but contains the most common items that are prohibited.

Possession of these items is a violation of University policy. Residents who are found to be in violation of policy will be required to comply with disciplinary procedures and/or be subject to eviction from University Housing Residence Halls or University Farm housing facilities.

7.0 Education, Training, and Reporting

7.1 University Housing Fire Safety Training – Students

Fire safety training for students begins before they reach campus and is ongoing throughout the year. When future students sign-up for on-campus housing they receive an email with a link to the UH Policy Guide Handbook. The Handbook includes fire safety and fire prevention information. Additionally, within the first week on campus students are required to attend both a building wide and floor wide meeting during which UH policies including fire safety policies and evacuation procedures are reviewed. Throughout the year, RA’s provide relevant fire safety information to students during floor/section meetings and through the posting and distribution of fire safety materials.

7.2 University Housing Fire Safety Training – Professional Staff

Every year all new and returning RA’s, RLC’s and RCC’s attend fire and life safety training sessions. This training is presented by the Department of Environment Health and Safety at CSU, Chico, oversees the fire/life safety compliance for the Residence Halls. The Department of Environmental Health and Safety provides fire extinguisher training each year to both new and returning RA’s and other staff members. Other fire safety training includes a review of commonly found fire hazards, building specific fire and life safety features and evacuation procedures. This information is then provided to the building occupants through floor/section meetings that are held on regular intervals. If an incident occurs in a Residence Hall involving a fire alarm activation, whether a false alarm, smoke only, or an actual fire, the RCC or a RLC will discuss and review the incident with the student or group of students as a learning opportunity to prevent a repeat of that event.

Additionally, employees of Sutter Hall Dining facility receive evacuation training and participate in evacuation drills.

7.3 University Farm Fire Safety Training - Students

Fire safety training is provided at the beginning of each semester during the Farm Safety Meeting. This training includes a review of fire safety policies, evacuation procedures and the location of the emergency assembly points.

7.4 University Farm Fire Safety Training – Farm Employees

Fire safety training is reviewed at the beginning of each semester during the Farm Safety Meeting. This training includes a review of fire safety policies, employee responsibilities, evacuation procedures and the location of the emergency assembly points. 7.5 Reporting Fires and Incidents

Students, faculty, or staff members should report a fire incident in a University Housing Residence Hall or University Farm housing facility to one or more of the following:

It is University Policy that all fires, even if extinguished, are reported immediately to the University Police Department.

Additionally, if a fire extinguisher is discharged, regardless of fire, it must be reported to University Housing maintenance via a service request so the fire extinguisher can be replaced without delay.

8.0 Future Improvements

8.1 UNIVERSITY HOUSING University Housing is committed to the safety of each of our residents and is inquiring about the cost of adding sprinklers to all of our facilities. When a cost estimate has been completed, we will move forward with an implementation plan.

8.2 UNIVERSITY FARM Future improvements at the University Farm housing facilities include the addition of a sprinkler and fire alarm system in all apartments.
