Fall is upon us, school is back in session and we are now entering the holiday sea- sons. The next few months prove to be a very busy time in La Plata with activities and events to help us celebrate Autumn. Well, we made it through yet another a very HOT summer here in Southern Maryland.

Fall is upon us, school is back in session and we are now entering the holiday sea-sons. The next few months prove to be a very busy time in La Plata with activities and events to help us celebrate Autumn.

LOCAL FALL ACTIVITIES:

ROCTOBERFEST: Join the La Plata Business Association, rain or shine, for their 5th Annual Rocktoberfest to be held on Saturday, October 6th from 12 pm – 10 pm. This event promises to be BIG-GER and better than ever with more food and drink vendors, live performances on 2 outdoor stages, KidZone activities and lo-cal business participants. You do not want to miss this street festival!

FALL FESTIVAL: Sunday, October 14th from 12 pm to 3 pm we will be hold-ing our annual Fall Festival. There will be live music; a petting zoo; the popular trackless train; a moon bounce; and many craft and food vendors. This is a Family Fun event for all to enjoy!

VETERANS DAY PARADE: Every year we set aside one day, Veterans Day, to thank the brave men and women of the U.S. Armed Forces who have served hon-orably in the military. We honor them by throwing a parade in the middle of Town. Please join us on Sunday, November 4th at 1:00 pm for this joyous event and to thank our local Veterans.

Shop Small Saturday American Express launched Small Business Saturday on November 27, 2010 as a way to encourage people across the country to support small, local businesses. Fast forward to November 24, 2018 where you have the chance to shop your small, local businesses in La Plata the entire holiday season and beyond.

Trick or Treat EveningTrick or Treat evening in La Plata is Wednesday, October 31, from 6:00 p.m. until 8:00 p.m. As an alternative to door to door trick or treating, the Town continues to encourage community parties as a means of providing safe fun for our children. Councilman Paddy Mudd, Ward IVOn July 27 members of the His-toric Preservation Commission, Town Manager, Brent Manual and 2 teen future members took a field trip to the Chesapeake Beach Railway Museum. We received a warm welcome from Chesapeake Beach Mayor Mahoney, Museum Curator Crane, Friends of the CBRM President Mike Sweeney and other knowledgeable and gracious museum staff members. We have a long

way to go and a lot to be done here in La Plata but feel we received lots of inspiration and information as we begin the task of reopening the La Plata train station museum.I hope you plan to come out to enjoy all of our fall activities beginning with Rocktoberfest, La Plata Fall festival featuring the Chamber’s scarecrows, and the Veteran’s Parade. Joy Mandley

The Town of La Plata welcomes back Joy Mandley as the part-time receptionist. Joy rejoins the Town staff after having taken time off to be a wife and mother to three.

Joshua MitchumThe Planning Department is pleased to welcome Joshua Mitchum as the new Planning Technician. Joshua was raised in the city of Silver Spring in Montgomery County, and graduated

from St. John’s College High School in NW, DC. Joshua earned a Bachelor’s Degree in Urban Studies from the University of Pittsburgh, Class of 2018. He interned at the City of Pittsburgh’s Department of City Planning and the United States Department of Health and Human Resources and Services Administration in Rockville, MD. Joshua was also an Undergraduate Teaching Assistant for the Urban Studies and History of Art & Architecture departments for the University of Pittsburgh.

Municipal Government Month Since 1993, cities and towns throughout the state have been celebrating Munici-pal Government Works Month each November in an effort to educate their citizens about the role and function of the government closest to them. To promote municipal government awareness, many cities and towns will recognize November as Municipal Government Works Month with local proclamations, such as the proclama-tion which will be adopted by the Town Council on October 22 and will the display a flag with the logo MGW, “Municipal Government Works,” to promote local government.

loose leaf piCk up sCheduleThe Town of La Plata Public Works Department will be offering loose leaf collection from Octo-ber 15, 2018 to December 21, 2018. The crews will be picking up per this schedule, so there will be no need to contact the Town Hall for pick-up service.

The Town would like to ask our residents to sup-port our going green program by mulching your leaves and using it for fertilizer for your yards. For our residents who wish to bag their leaves, the pick-up will be on our yard waste schedule of Mondays and Fridays.

The loose leaf pick up schedule will be as follows and is subject to change:

October 15, 2018 – October 19, 2018 and November 5, 2018 – November 9, 2018 Kings Grant, Agricopia, Quailwood, Port Tobacco Road, West Hawthorne Drive and adjacent side streets.

October 22, 2018 – October 26, 2018 and November 13, 2018 – November 16, 2018 St. Mary’s Avenue, Oak Avenue, Washington Avenue, Charles Street, Hickory Ridge and adjacent side streets.

October 29, 2018 – November 2, 2018 and November 26, 2018 – December 7, 2018 Clarks Run.

December 10, 2018 – December 21, 2018 Final pickup of the entire Town.

There will be no pick-up on Monday, November 12, 2018 and the week of November 19, 2018.

SHOP SMALL SATURDAY: The 5th An-nual “Shop La Plata” celebration on Small Business Saturday® will be held on November 24, from 10 a.m. to 5 p.m. in our downtown business district. Small Business Saturday® is a national event held the first Saturday after Thanksgiving and was originally created to help small businesses kick off the busy holi-day shopping season. By supporting indepen-dently‐owned shops and restaurants on this special shopping day and throughout the holi-day season, you are helping to grow the local economy and build a better neighborhood. SHOP, DINE, LIVE LA PLATA.

LA PLATA BUSINESS ANNIVERSARIES:

The following businesses are celebrating milestone anniversaries in La Plata:

ISLAND MUSIC – Founded by Keith and Nicki Grasso in October 2008, Island Music had very humble beginnings. They started in a 12’x12’ room with 12 guitars on Charles Street. As their business grew, they moved to bigger shops but always staying on Charles Street. Through hard work, dedication and the desire to serve their community, today, Island Music occupies over 3,800 square feet with 6 lesson rooms, a full repair shop, thousands of guitars, school instrument rentals, 15 employ-ees and 20 teachers and techs. If you haven’t visited them yet, please stop by 403 Charles Street and check them out. CONGRATULA-TIONS AND HAPPY 10 YEAR ANNIVERSARY ISLAND MUSIC!

UNITED WAY OF CHARLES COUNTY: On June 3, 1983, the United Way of Charles County was officially incorporated in the State of Maryland as a non-profit corporation. Lo-cated at 10250 La Plata Road, United Way operates an organization that is involved in many facets of health and human service to the people of Charles County. For the past 35 years, their mission has been to provide all citi-zens of Charles County the means to invest in

their community in order to bring about posi-tive changes in peoples’ lives. We wish them continued opportunities, growth and success in building and fostering community relation-ships within the Town of La Plata. KEEP UP THE GREAT WORK UNITED WAY AND HAPPY 35TH ANNIVERSARY!!

MAIN STREET MARYLAND: We are very excited to have been accepted into the Main Street Maryland Affiliate program. The purpose of this program is to strengthen the economic potential of Maryland’s traditional main streets and neighborhoods. It is a col-laborative effort within the community and to succeed it must have the support of the residents and businesses. We feel this initia-tive is vital for La Plata. We are committed to fostering economic revitalization and sustain-ability in our downtown district. We are in the infancy stages of planning right now but will be looking for those interested in serving on this committee in the near future.

FAREWELL CASEY JONES; WELCOME “THE CHARLES”: On August 4th, sadly, our Town said goodbye to our beloved Casey Jones. A staple for 38 years, many of us have very fond memories of that establishment. I would personally like to thank Casey’s for put-ting La Plata on the map and for decades of great community service. While they will be missed, we are so pleased to welcome The Charles – Farm Table & Public House. Not only will they serve unique twists on American favorites, they will also highlight the culinary traditions of Southern Maryland to include local oysters, Rockfish and soft-shell crabs. This new neighborhood gathering place will be open 7 days a week. Please make sure you stop by and welcome David Winer and his staff.

CALEA: Congratulations to Chief Schinner and our Police Department for becoming one of only 26 police departments their size in the entire US to earn accreditation from the Commission on Accreditation for Law Enforce-ment Agencies (CALEA). Our PD also holds the distinction of being the smallest agency in Maryland to be accredited.

How hard is it to get accredited? The LPPD began the process of getting the CALEA accreditation nearly four years ago. The pro-cess included developing a comprehensive and uniform set of written directives that also requires an emergency preparedness plan be put in place to address natural disasters and other crisis situations. The department has been in self-assessment the past four years and recently held its on-site assessment by a CALEA assessment team.

What does being nationally accredited mean for our community? The accreditation emphasizes the importance of accountability, transparency, and professionalism in policing. CALEA ensures that all accredited agencies are setting and maintaining the highest standards. New standard operating procedures will result in reducing the agency’s insurance liability pre-mium and make it easier to secure grants for training, equipment and community initiatives.

They were awarded this prestigious recog-nition and certification at the CALEA confer-ence in Grand Rapids, MI in July. This is a huge achievement for the LPPD and we couldn’t be prouder! Way to go, LPPD!

NEW TOWN TREASURER: In early No-vember, Kevin Greenville will join us as our new Town Treasurer. Mr. Greenville comes to us from Mount Rainier, Maryland where he served as their Director of Finance/Treasurer. We are excited to have him join our Team!

NEW RESIDENTS: Don’t forget to stop by Town Hall during normal business hours to pick up your free Informational Welcome Packet. It contains helpful information about the Town, businesses and local services.

We continue to work hard to make La Plata the premiere place to dine, shop and live! We would love for you to become part of this jour-ney. If you are interested, please let me know. Special Trash PickupBulk items are picked up the first Monday of each month, or the following Monday if the first one is a holiday. Large amounts of loose material (such as brush) should be bundled or bagged in such a manner that the weight is less than 50 lbs. The Town reserves the right not to pick up items too heavy to safely handle. General construction cleanup and hazardous materials are not eligible. Items must be at curbside by 7:30 a.m. on pickup day. Call Town Hall before pickup day to be placed on the list. Billing for special trash pickup is included on your quarterly utility bill.

Yard Waste Pick UpResidential yard waste pick ups will only take place on Monday and Fri-days. Containers of yard waste ONLY – leaves, grass and shrub clippings, brush or branches may be put out on

Mondays and Fridays. The containers must be marked “Yard Waste.” Brush or branches must be bundled, weigh no more than 50lbs. per bundle, and the branches may not be larger than 4 feet long. Plastic bags are not allowed – if you bag yard waste you must use paper bags.You must contact the Town if you are interested in a wheeled recycling container. Due to a limited budget, wheeled recycling containers are only being ordered to meet demand. Thank you for your interest.

Water or Sewer After Hours EmergencyIf you have a water or sewer emergency, call (301) 932-3870 for Public Works and follow the instructions given to report your emergency. The automated response system will alert staff to respond to you.

Household Hazardous Waste CollectionHousehold hazardous waste collection occurs on the first Saturday of each month from 9 am to 3 pm from April through December in the parking lot of the Charles County Department of Public Works building, located at

10430 Audie Lane, off of Radio Station Road in La Plata. Household hazardous waste collection is a contracted service and items cannot be accepted when the contractor is not on site.

Items accepted free of charge include pesticides, herbicides, fertilizer, gasoline, oil-based paint, cleaning supplies, pool chemicals, fluorescent lights, mercury thermometers, and other poisons found in the home. Please keep the materials in their original containers whenever possible, and bring them to the collection site in cardboard boxes to ease unloading.Unacceptable materials include bio-medical waste (sharps, needles, anything with bodily fluids), latex paint, prescription drugs, and ammunition. Used motor oil, anti-freeze, propane tanks, and batteries are accepted on a regular basis at various collection sites. Latex paint is not considered hazardous waste and can be placed in your household trash as long as it is solidified. This can be accomplished by adding kitty litter, shredded paper, paint hardener, or sawdust to aid in drying it out.For more information, call the Charles County Department of Public Facilities, Environmental Resources Division at (301) 932-3599.Commercial Building permits issued

From the Desk of the ChiefThe La Plata Police Department (LPPD) is excited to announce it has earned national accreditation from the Commission on Accreditation of Law Enforcement Agencies (CALEA), which is considered the gold standard in public safety. The department was awarded accreditation after a formal hearing on July 29, 2018 in Grand Rapids, Michigan. The award came after a three-year period of self-assessment. In April, an assessment team from CALEA spent multiple days at LPPD and in the La Plata community conducting interviews with elected officials, Town executives, department staff, and community members. They also spent time reviewing written materials and examining policies, procedures, and operations protocols across the full spectrum of department activities, includ-ing riding along with officers in the field to verify that policies and procedures were being practiced.The CALEA assessors’ official report identified zero standards issues, meaning the agency was in compliance with all applicable standards. The assessment also highlight some of the agency’s key community polic-ing initiatives. “Crime prevention and com-munity involvement is clearly a strength for the La Plata Police Department. The agency is visible, proactive, and community oriented and has successfully engaged its community in a partnership to maintain a safe com-munity.”

CALEA accreditation represents a signifi-cant professional achievement and helps confirm that the La Plata Police Depart-ment practices are consistent with progres-sive professional policing. Accreditation helps validate the high standards we hold our personnel to and is aligned with nation-ally accepted best practices.The CALEA accreditation process is a proven modern management model; once implemented, it presents the chief of police, on a continuing basis, with a blueprint that promotes the efficient use of resources and improves service delivery—regardless of the size, geographic location, or functional responsibilities of the agency.This accreditation program provides public safety agencies an opportunity to voluntarily demonstrate that they meet an established set of professional standards which:• Require an agency to develop a compre-

hensive, well thought out, uniform set of written directives. This is one of the most successful methods for reaching admin-istrative and operational goals, while also providing direction to personnel.

• Provide the necessary reports and analyses a chief of police needs to make fact-based, informed management decisions.

• Require a preparedness program be put in place—so an agency is ready to address natural or man-made critical incidents.

• Are a means for developing or improving upon an agency’s relationship with the community.

• Strengthen an agency’s accountability, both within the agency and the community, through a continuum of standards that clearly define authority, performance, and responsibilities.

As chief, ensuring that LPPD operates in a professional, efficient, and effect manner is a top priority. As the town’s mantra, has been for many years, “Service is Our Business.”

Community Policing Initiative Offered by the La Plata Police Department: Operation Prevent Porch Piracy. Did you know there were 11 million parcel packages stolen from porches in 2016? Did you know 41% of consumers avoid some online purchases because they fear package theft? To interrupt package delivery thefts, which hits La Plata residents every holiday season, LPPD is encouraging citizens to have on-line purchases delivered to the La Plata Police Department, 101 La Grange Avenue, La Plata, MD 20646. LPPD will accept packages from November 19, 2018 through December 21, 2018. LPPD will not accept delivery of any oversized, flammable, explosives, fireworks, or firearms. The Town of La Plata will test early warning devices/sirens on Saturday, December 1, 2018 at 10:00 a.m. Testing is done twice per year in early May and early December. The testing lasts about a half hour. The tests consist of both siren alerts and audible notifications. The tests are conducted in conjunction with the Charles County 911 Communications Center, which controls and operates the system for the Town.The devices are installed at the following locations: • On Charles Street in front of the Charles

County Courthouse • On Curley Hall Road at the Town’s

Wastewater Treatment Plant (near Quailwood Subdivision)

• In Clarks Run Subdivision • In King’s Grant Subdivision • On Shining Willow Way next to the La

Plata Volunteer Fire DepartmentEmergency Management Officials remind you that in the event of a real emergency to stay tuned to local radio stations for more information, to have emergency supplies on hand - including a radio which can be operated during a power outage, and to know where the safe haven is in your home. It is everyone’s responsibility to plan for an emergency.

The Town of La Plata hosted Wills for Heroes on Saturday, September 15. The program provides essential legal documents free of charge to our nation’s first responders, including wills, living wills, and powers of attorneys. Seventeen attorneys from around Maryland came to La Plata to assist.
