2018 Resident Leadership Academy CBO Contract Questions & Answers Below are general questions and answers about the application, the curriculum, and the cohorts. GENERAL APPLICATION Q&A Q: How do I find responses to questions posed by other applicants? A: FAQ are posted on the Arboreta Group website (www.arboretagroup.com) Q: Is the cover page limited to only one page, including the budget? A: The limit is three pages total for the application, which includes the budget. You are able to take additional space for the budget/cover sheet but the total application should not exceed three pages. Q: What is a Community Based Organization (CBO). A: A CBO is “a public or private nonprofit (including a church or religious entity) that is representative of a community or a significant segment of a community, and is engaged in meeting human, educational, environmental, or public safety community needs.” The organization does not have to be a 501(c)(3). Q: Are organizations that are in the same geographic areas as those who have hosted RLAs in the past precluded from applying? A: RLAs have been funded for several years out of different program areas within the County of San Diego and from different funding sources. This current funding opportunity is separate from other funding sources for RLAs and therefore does not preclude you or any past recipients from applying for funding. Q: We live in one city, can we recruit participants in other cities where we work or are we just limited to those who live in our area? A: We do not limit the areas where you can recruit from. However, the goal of the program is to support resident empowerment and community improvement projects in high needs areas. You would need to demonstrate those goals will be met through your program and the composition of your participants in your proposal. Q: Will only cohort in the North Central region of the County be funded? A: No. Our goal is to have two of the four cohorts focus on this area of the County but that will be weighed along with the other factors listed in the rubric portion of the application. However, there will only be two cohorts within the City of San Diego, the other cohorts must focus on other cities and/or unincorporated areas of San Diego County. Q: What work is covered by the funding? Is there a requirement for implementing the CIP or will it be a separate project? Q: Are organizations allowed to reallocate unused funds from "childcare" and "refreshments" line items to other program needs? A: Yes, the funds are flexible within the $9,000 limit and can be moved around to other line items, as long as they meet the guidelines laid out in the “Funds Available” section of the application. Q: Can refreshments include a meal not just snacks and drinks? A: Yes, as long as they are within the $10/per person, per gathering limit. If your gathering will be long enough to include more than one meal period, the amount would be $10 per person per meal. Q: For a youth-focused RLA, childcare and gas cards (as most do not have access to a vehicle even if they do have a license) are not necessary however, transportation assistance would be beneficial. Would we be able to include a compass card + day pass for youth participants as long as the total does not exceed amount allowable for childcare + gas cards? A: Yes Q: Are organizations able to offer a binder-type portfolio or daytime/planner for youth participants? A: Yes, this is an appropriate and allowable use of the funds. These are tools of leadership, helping young people plan, prepare and present themselves to opinion leaders and decision makers. Q: Are there any reports required besides the submission of invoices? A: No formal reports are required. Some information regarding the progress of your RLA and CIP will be requested but can be given via emails, calls, and/or in-person meetings. Q: Can a lead submit more than one application for various regions and target populations? A: Yes Q: When does the contract end? A: RLA cohorts must graduate and begin CIP planning/implementation by September 29, 2018. CIPs can vary so much in length of time needed for implementation, we understand implementation will likely continue past September 2018 and expect that your organization commit some level of support to the graduates for as long as their CIP implementation takes. However, our contract with the County for this project is through September of 2018 and we hope that some component of your CIP is completed by then.

CURRICULUM Q&A

Q: Is the revised RLA curriculum available to review before submitting the application? A: The workbook is available at (www.sdralcommunity.org). Q: What topics are included in the curriculum? A: The topic areas include Social Determinants of Health, Food Systems, Land Use, Civic Engagement, and others. Q: How long does it take to facilitate the full RLA curriculum? A: There is flexibility in the facilitation of the RLAs to allow for CBOs to fit the materials to their community. The revised materials are designed as 10 modules, roughly 3 hours per module, but in practice we encourage organizations to adjust the length of sessions and configure the distribution of them (weekly meetings, semi-monthly, etc.) to meet the needs of their community. Q: Is the curriculum to be used also available in other languages? A: Yes, all materials are available in both English and Spanish. The PowerPoint slides for facilitators are also available in Arabic and Vietnamese.

COHORT Q&A

Q: Can CBOs apply for funding for more than one cohort? A: The goal is to graduate 4 total cohorts countywide (2 in the City of San Diego, 2 outside of San Diego but within the County of San Diego) through the participation of no more than 4 CBOs involved in the process of facilitation. Though there is no cap on how many cohorts a CBO can apply for funding for, we do not anticipate many CBOs operating more than one cohort over the next year. Q: Under project goals, the application lists graduating 4 cohorts by June 29, 2018. Is this 4 cohorts total (across CBOs) or 4 cohorts per CBO? A: We are funding 4 cohorts total across the selected CBOs. There may be a CBO that is funded to host/facilitate more than one of the four RLA cohorts but given our requirements for covering various populations and portions of the County, there will be few CBOs with more than 1 RLA cohort. Each cohort must run through the curriculum starting in January 2018 and ending no later than June 2018. Q: How many persons should be in each cohort? A: CBOs will receive materials for 20 participants. We suggest not making your groups too small, as people may fall off before graduation. Keeping your groups to not much larger than 20 also ensures an interactive experience for everyone. Q: Is the $9,000 funding per cohort or per CBO? A: The $9,000 funding is per cohort. If a CBO were to be awarded more than one cohort, they would receive $9,000 times the number of cohorts they were awarded.
