    SOUTHERN CALIFORNIA EDISON COMPANY’S (U 338-E) 2018 PRELIMINARY ANNUAL 60% RENEWABLES PORTFOLIO STANDARD COMPLIANCE REPORT

    Pursuant to California Public Utilities Code Section 399.13(a)(3), Decision

    (D.) 11-12-052 and D.12-06-038 Southern California Edison Company (SCE) respectfully

    submits its 2018 Preliminary Annual 60% Renewables Portfolio Standard (RPS) Compliance

    Report (RPS Compliance Report). By a June 4, 2018 email, Energy Division notified all retail

    sellers that the due date for RPS Compliance Reports was August 1, 2019. This Report has been

    served on the Rulemaking (R.) R.18-07-003 service list.

    I.

    RPS COMPLIANCE REPORT SPREADSHEET

    SCE’s RPS Compliance Report spreadsheet is included as Appendix A.1 The information

    included in SCE’s RPS Compliance Report spreadsheet is based on information and belief.

    SCE’s RPS Compliance Report spreadsheet includes contracts executed through June 30, 2019.

    SCE notes that there are formula errors in the Accounting tab of the RPS Compliance

    Report. Specifically, the compliance period 1 formulas for the “Calculated PCC 2 Balance

    Limitation” and the “Ineligible Category 2” in the “Portfolio Balance Requirements (MWh)”

    section, the formula for the “Additional RECs required to meet RPS Procurement Quantity

    Requirement” in the “RPS Compliance Status (MWh)” section, and the formula for the “Total

    Penalty (PQR/PBR)” in the “RPS Penalty Calculation” section need to be fixed to resolve the

    formula logic errors.

    SCE notes that, in addition to the formula error identified and fixed in the CPUC’s

    second revision of the compliance template provided on July 18, 2018, errors remain in the CP 3

    Summary tab of the report. Specifically, the formulas in the “CP 3 Total” column in the

    “Portfolio Content Category” section incorrectly references PCC 0, PCC 1, PCC 2, and PCC 3

    data from the “Procurement Details” tab instead of summing up the “RECs Procured from PCC 0

    Eligible Resources,” “RECs Procured from PCC 1 Eligible Resources,” “RECs Procured from

    PCC 2 Eligible Resources,” and the “RECs Procured from PCC 0 Eligible Resources” data for

    2017-2020. Also, the formulas in the “% of Total RPS Procurement” column in this same

    “Portfolio Content Category” section incorrectly references the column for 2020 instead of the

    “CP 3 Column.”

    SCE continues to review the spreadsheet for other errors and corrections and would

    appreciate the opportunity to discuss and implement changes to the spreadsheet as needed to

    correctly model the compliance requirements as set forth by CPUC.

    II.

    SITING AND PERMITTING STATUS OF PROJECTS IN DEVELOPMENT

    The Annual RPS Compliance Reporting Instructions issued by Energy Division

    (“Reporting Instructions”) require retail sellers, pursuant to Public Utilities Code Section

    399.13(a)(3), to provide the status of any necessary siting and permitting approvals from federal,

    state, and local agencies for those eligible renewable energy resources procured by the retail

    seller that have not yet attained their commercial online dates. SCE has 19 RPS-eligible projects

    under contract that have not yet reached commercial operation. The status of siting and

    permitting for each of these eligible renewable energy resources is provided in the Siting and

    Permitting Status Table attached as Appendix B.

    III.

    PROCUREMENT OF ELIGIBLE RENEWABLE RESOURCES LOCATED OUTSIDE

    OF CALIFORNIA

    In accordance with Public Utilities Code Section 399.13(a)(3), the Reporting Instructions

    require identification of all procurement from eligible renewable energy resources located

    outside California and within the Western Electricity Coordinating Council during the period

    covered by this RPS Compliance Report (i.e., 2018). Below, SCE includes its procurement from

    contracts with such resources for 2018.

    IV.

    PROCUREMENT OF UNBUNDLED RENEWABLE ENERGY CREDITS

    Energy Division’s Reporting Instructions also require SCE identify all procurement of

    unbundled renewable energy credits (RECs) during the period covered by this RPS Compliance

    Report (i.e., 2018). SCE has procured unbundled RECs as exceptions from one Power Purchase

    Agreement4 (PPA) classified as Portfolio Content Category 1 (PCC 1). SCE may procure

    additional unbundled RECs in the future; however, SCE cannot identify the potential future

    source(s) of any such unbundled RECs at this time.

    A. 6369 El Cabo Wind LLC

    Due to a planned transmission outage for the period of 10/26/2017 - 1/22/2018, energy

    deliveries from El Cabo Wind LLC could not be made to the designated delivery point. Per the

    terms of the PPA, the counterparty was not allowed to make energy deliveries elsewhere or sell

    to a third party. The parties executed a letter agreement on 11/2/2017, allowing the counterparty

    to sell energy from this project to a third party during the period (10/26/2017 - 1/22/2018), and

    allocating all associated RECs to SCE. There were 66,530 unbundled RECs generated during the

    period 10/26/2017 - 12/31/2017, and 37,775 unbundled RECs during the period 1/1/2018 –

    1/22/2018, for a total of 104,305 unbundled RECs. All other RECs procured under this PPA

    should be classified as bundled PCC 1.

    V.

    RECOMMENDATIONS FOR REMOVING IMPEDIMENTS TO MAKING PROGRESS

    TOWARD ACHIEVING THE 60% RPS GOAL

    As provided in Public Utilities Code Section 399.13(a)(3), the Reporting Instructions

    request recommendations for removing impediments to making progress toward achieving the

    renewable energy goals established by statute and implemented by the California Public Utilities

    Commission (Commission). California and SCE have made significant progress toward those

    goals. Today, the State enjoys a mature renewables market where contracting opportunities

    abound. Existing procurement programs sufficiently support the development of renewable

    energy in the State. With a robust market for renewable energy already established, additional

    subsidies and incentives are neither appropriate, nor necessary.

    Nevertheless, some regulatory and procedural barriers remain that can impede

    achievement of the State’s RPS goals. See Section VI of SCE’s 2019 RPS Procurement Plan5

    filed on June 21, 2019 for a discussion of several factors that will challenge achievement of the

    State’s RPS goals. In this compliance report, SCE identifies five primary factors that will

    challenge achievement of the State’s 33% RPS goal: (1) curtailment; (2) permitting, siting,

    approval, and construction of both renewable generation projects and transmission; (3) a heavily

    subscribed interconnection queue; (4) developer performance issues; and (5) load uncertainty

    including faster implementation of transportation electrification and departing load. In SCE’s

    2019 RPS Procurement Plan, SCE discusses each of these potential issues that could cause

    compliance delays and describes the steps it has taken to mitigate the effects of these challenges.

    SCE recommends using the mitigation steps discussed in SCE’s 2019 RPS Procurement Plan as

    a starting point to identify policies and rules that can help alleviate obstacles for meeting the

    State’s 33% RPS target.

    The risks of meeting the State’s new 60% RPS target by 2030 may be substantially

    different than those associated with meeting the 33% target by 2020. These risks include the

    possibility that formation of Community Choice Aggregators (CCA) based primarily on

    procurement of short-term contracts for RECs to meet the 33% RPS target may not be able to

    support the long-term contracting requirements embedded in the 60% RPS target requirements.

    As a result, procurement to meet the 60% RPS target may default to SCE without sufficient time

    for SCE to enter into necessary long-term contracts.

    VI.

    STATUS AND PROGRESS TOWARD DEVELOPMENT OF TRANSMISSION AND

    DISTRIBUTION FACILITIES

    Consistent with Public Utilities Code Section 399.13(a)(3), the Reporting Instructions

    request information about the current status and progress made during the prior year toward

    construction of, and upgrades to, transmission and distribution facilities and other electrical

    system components owned by electrical corporations to interconnect eligible renewable energy

    resources and to supply the electricity generated by those resources to load.

    California’s renewable energy goals have created a need for additional transmission and

    distribution infrastructure in order to deliver renewable power from remote locations. Below,

    SCE lists the status and progress of SCE’s major transmission projects that will interconnect

    renewables and deliver their energy to load.

    A. West of Devers Upgrade Project (WOD)

    Project Description The proposed WOD facilities will be located in San Bernardino and Riverside Counties in southern California. WOD entails the removal and rebuilding of five existing 220 kilovolt (kV) lines (Devers-Vista #1, Devers-Vista #2, Devers-San Bernardino, Devers-El Casco, and El Casco-San Bernardino). The upgraded 220 kV lines are needed to allow full delivery of multiple generation projects interconnecting at SCE’s new Colorado River and Red Bluff Substations.

    Purpose Related to RPS

    Construction of WOD will increase the transfer capability of the existing WOD corridor and provide for the full delivery of new renewable solar generation being developed in California.

    Current Status/Major Activities Completed

    Major construction of WOD began January 2018. The current forecasted completion date is December 2021.

    B. Eldorado-Lugo-Mohave 500kV Series Capacitor Project (ELM)

    Project Description The proposed project would increase the existing series compensation on the Eldorado-Lugo and Lugo-Mohave 500 kV Transmission Lines each from 35% to 65% and 70% respectively.

    The increase in compensation would allow for an increase in the power transfer capability of these existing transmission lines for the purpose of integrating renewable energy in support of the California RPS.

    Purpose Related to RPS

    Construction of the proposed project would increase the transfer capability of the existing Eldorado-Lugo and Lugo-Mohave 500 kV Transmission Lines for the purpose of integrating an increased amount of renewable generation for the purpose of supporting the requirements of the RPS and to allow for multiple generation projects within the CAISO controlled in and outside of California to achieve Full Capacity Deliverability Status (FCDS).

    Current Status/Major Activities Completed

    SCE filed an amended application for Certificate of Public Convenience and Necessity (CPCN) to the CPUC in April 2019. A separate application was submitted to the Bureau of Land Management (BLM) to renew existing Right-of-Way (ROW) grant in 2017 and an SF-299 application was submitted to the National Park Service (NPS) for a new ROW grant in 2018. The expected project operating date is June 2021.

    C. Distribution System Upgrades

    SCE has made upgrades to its distribution system to interconnect eligible renewable

    energy resources and to supply the electricity generated by those resources to load. Based on the

    Interconnection Request with In-Service dates from January 1, 2018 to December 31, 2018, SCE

    has installed or is in the process of installing the following distribution system upgrades in

    support of distributed renewable generation projects.

    These upgrades represent distribution system-level upgrades. Most distribution upgrades

    require permitting according to local city requirements, are planned according to a standardized

    internal SCE process, and are paid for by generators and not directly by SCE’s customers.

    VII.

    RENEWABLE NET SHORT UPDATE

    Appendices C.1 and C.2 include SCE’s forecast of its renewable procurement position

    and need – i.e., SCE’s renewable net short (RNS) – based on the RPS targets adopted by the

    Commission in D.11-12-020 for all years through 2020 as well as the new RPS goals prescribed

    in SB 100 for the years 2021 through 2030 and adopted in D.17-06-026.

    These Appendices use the updated standardized reporting template provided on the

    Commission’s RPS website as directed in the Assigned Commissioner and Assigned

    Administrative Law Judge’s Ruling Identifying Issues and Schedule of Review for 2019 RPS

    Procurement Plans, dated April 19, 2019 (ACR).7 The Commission initially adopted the

    methodology utilized in the updated standardized template in its Administrative Law Judge’s

    Ruling on Renewable Net Short, dated May 21, 2014, in R.11-05-005.

    Appendix C.1 includes RNS calculations using CPUC assumptions while Appendix C.2

    includes RNS calculations using SCE’s assumptions.

    Both forecasts include all projects under contract and assume contracted projects that are

    currently online will deliver 100% of their expected amount of renewable energy. Both forecasts

    also include generation from pre-approved procurement programs (i.e., Bioenergy Market

    Adjusting Tariff) at a 100% success rate before contracts are signed.8 Additionally, both

    forecasts incorporate current expected online dates for all projects that are not yet online.

    Furthermore, both forecasts account for potential issues that could delay RPS

    compliance, project development status, minimum margin of procurement, and other potential

    risks through the use of SCE’s probabilistic risk-adjusted success rates for energy deliveries from

    contracted projects that are not yet online. These probabilistic risk-adjusted success rates are

    intended to reflect a number of dynamic factors and are periodically adjusted based on new

    information. The forecasts include individual project-specific, risk-adjusted success rates for

    large, near-term projects and a flat 70% success rate for the remaining projects, which is based

    on these projects’ overall weighted average success rate. The overall probabilistic risk-adjusted

    success rate for energy deliveries from SCE’s portfolio of contracts with projects that are not yet

    online is approximately 75% in the third compliance period and forward.

    The difference between the RNS forecast using SCE’s assumptions, as reflected in

    Appendix C.2 and the Commission’s assumptions, as reflected in Appendices C.1 , is that SCE’s

    assumptions use SCE’s most recent bundled retail sales forecast for all years while the

    Commission’s assumptions use SCE’s most recent bundled retail sales forecast for 2019 through

    2023 and the annual load forecasts through 2030 reflected in the 2017 Integrated Energy Policy

    Report with adjustments for updates to certain CCA load forecasts. This is consistent with the

    adopted standardized planning assumptions laid-out in the June 18, 2018 Assigned

    Administrative Law Judge’s Ruling in the Integrated Resource Planning (IRP) docket,

    R.16-02-007.9 SCE uses its own bundled retail sales forecast for renewable procurement

    planning because it is SCE’s best forecast of bundled retail sales.

    VIII.

    DOCUMENTS SUPPORTING PORTFOLIO CONTENT CATEGORY

    CLASSIFICATIONS

    SCE’s Static Contract Information spreadsheet is included as Appendix D. The

    information included in SCE’s Static Contract Information spreadsheet is based on information

    and belief. The Hourly Meter and e-Tag Reconciliation Report spreadsheet is included as

    Appendix E, and the Hourly e-Tag Summary Report spreadsheet is included as Appendix F. The

    information included in Appendix E and Appendix F is based on information and belief. SCE is

    also providing other required documentation to Energy Division.10

    IX.

    RENEWABLE ENERGY CREDIT RETIREMENT ISSUES

    SCE has retired 56,836,283 RECs and reported 56,822,884 RECs in Appendix A for

    Compliance Period 2 (13,399 RECs withdrawn due to RPS eligibility issue), and all reported

    RECs were verified as RPS eligible by the CEC.11 Of this amount, 9,944 RECs initially were

    incorrectly identified in Appendix A as in violation of the 36-month REC retirement rule, and

    were excluded from counting towards SCE’s procurement requirements. SCE made specific data

    updates to correct this issue and has detailed the issue and solution below.

    The 9,944 RECs referenced above consist of 2412 batches of RECs from 9 generating

    facilities, listed among the 12,487 batches within the “(2016) 36 Month Retirement” tab. For

    visual aid, these batches are extracted and listed in Table 1 below. These 24 batches of RECs

    were incorrectly identified as in violation of the 36-month REC retirement rule because they

    were incorrectly labeled with earlier vintage months by the WREGIS. The mislabeling of RECs

    was a result of the way WREGIS processes negative adjustments. Specifically, RECs that are

    already created for a vintage month cannot be deleted or relabeled, even if a lower generation

    amount is later reported for that vintage month as an adjustment.

    Taking the first record in Table 1 below as an example, the batch of 72 RECs for Ontario

    #2 (PPOA2) was labeled as vintage August 2013, because 72 MWh was originally reported to

    WREGIS for August 2013 generation. It was later discovered that there was actually no

    generation for August 2013, and an adjusted amount of 0 MWh was reported to WREGIS for

    August 2013. The adjustment was processed by WREGIS during the October 2015 REC cycle.

    Because WREGIS rules do not allow deletion of RECs after creation, instead of deleting the

    extra 72 RECs for August 2013, WREGIS created 72 fewer RECs for generation in October

    2015. Therefore, even though these 72 RECs are labeled as August 2013, they actually belong to

    October 2015, and do not violate the 36-month REC retirement rule with the retirement date of

    Division regarding Compliance Period 2 discrepancies, SCE discovered four instances in which additional correct vintage months should have been identified. SCE describes the correction in this narrative and made the corrections in Appendix A and Table 1 below, which results in 24 total batches. In addition, SCE has made requests on the CEC’s RPS Online System to resolve the discrepancies between the Compliance Period 2 Compliance Report and the CEC’s Procurement Verification Report. The requests are currently under review.

    April 10, 2017. To ensure the 72 RECs are not incorrectly identified as in violation of the 36-

    month REC retirement rule, SCE updated the Vintage Month/Year of the batch record in the

    “(2016) 36 Month Retirement” tab, from 08/2013 to 10/2015.

    This same issue applies to the other 23 batches of RECs in Table 1 below, but with

    different vintage months as shown below. SCE updated the Vintage Month/Year for all 24 batch

    records, so they now show as passing the 36-month rule correctly. The Vintage Month/Year for

    these corrected batch records are specifically highlighted in yellow in the “(2016) 36 Month

    Retirement” tab, for ease of identification. Each highlighted cell also has comment inserted,

    showing the original WREGIS mislabeled vintage month value.

    As with Compliance Period 2, similar issues were encountered with REC retirement for

    year 2017. For visual aid, these batches are extracted and listed in Table 2 below. SCE has

    retired 22,463,952 RECs for year 2017. Of this amount, 4,384 RECs were labeled in WREGIS

    with incorrect vintage months. These RECs consist of 46 batches of RECs from 24 generating

    facilities, listed among the 4,970 batches within the “(2017) 36 Month Retirement” tab.

    Although these 46 batches of RECs were labeled with the incorrect vintage months, they

    were not incorrectly identified as violating the 36-month REC retirement rule. Nevertheless, SCE

    made corrections to Vintage Month/Year for the 46 batches in the “(2017) 36 Month Retirement”

    in the same way corrections were made to the “(2016) 36 Month Retirement” tab.

    CALIFORNIA'S RENEWABLES PORTFOLIO STANDARD PROGRAMAnnual RPS Compliance Report Instructions

    Annual RPS compliance reports submitted by retail sellers include qualitative and quantitative elements, as required by the Public Utilities Code Section 399.13and Commission decisions, notably, Decision (D.) 11‐12‐020, D.11‐12‐052, D.12‐06‐038, D.14‐12‐023, and D.16‐12‐040. Specific procedural guidelines,reporting requirements and general explanations about the RPS compliance spreadsheet are detailed below. Yellow tabs indicate that information needs to beinput, and the 2011‐2018 retirements tabs must be populated with data. Any questions concerning RPS compliance matters should be directed [email protected].

    D.11‐12‐052 requires Investor Owned Utilities (IOUs), Multi‐Jurisdictional Utilities (MJUs), Electric Service Providers (ESPs), and Community Choice Aggregators (CCAs) to submit information to Energy Division sufficient to demonstrate that renewable energy credits (RECs) retired to meet an obligation of the California renewable portfolio standard requirements  of the portfolio content category (PCC) classification in which they are claimed.  Consequently, retail sellers must submit an hourly e‐Tag summary report to determine the proper PCC classification of RECs generated from facilities located outside of a California balancing authority area.  Refer to D.11‐12‐052 for 

    additional details related to RPS portfolio content category classification or see the PCC Review Process Handbook here: http://cpuc.ca.gov/General.aspx?id=3856.

    Note on the E‐Tag Report: Any retail seller seeking confidentiality protection for information required by the RPS Hourly e‐Tag Summary Report should file a declaration. Confidentiality requests shall comply with the substantive and procedural rules set forth in D.06‐06‐066, as modified by D.08‐04‐023, the Commission's decision in its Confidentiality proceeding, Rulemaking (R.) 05‐06‐040, and any subsequent decisions issued in the same or successor proceeding.  A declaration for confidentiality should identify all redacted information by tab name and cell reference.

    Procedural Guidelines

    Recommendations to remove impediments to making progress toward achieving the renewable energy resources procurement requirements established by statute and implemented by Commission decision.

    b) Submit a confidential Excel version utilizing the locked spreadsheet to the Energy Division by e‐mailing an electronic version to [email protected][email protected], and [email protected] through the secure File Transfer Protocol (FTP). Please only submit Excel spreadsheets.

    Beige cells throughout the spreadsheet indicate data provided by the retail seller (see "Unique Inputs" tab).

    All data must be entered in megawatt‐hours (MWh) out to three decimal points to accurately account for reported retail sales, quantity or renewable energy credits (RECs)

     RPS Compliance Reports must be submitted to the Commission as specified below:a) Serve a public PDF version on the service list in proceeding R.18‐07‐003. All pages must be legible: If reports need to be printed and scanned to be issued to the service list, please ensure that scanned documents are not blurry or distorted. Retail sellers are responsible for maintaining confidentiality when serving a redacted report.  The most current version of the service list can be found on the Commission's webpage : 

    Pursuant to Public Utilities Code Section 399.13(a)(3), each retail seller must include the following narrative information in each Annual Compliance Report and in the final report for each compliance period:

    c) Retail sellers must submit their compliance report to Staff through the CPUC’s secure File Transfer Protocol (FTP) due to the file size. Instructions for creating a CPUC FTP account are in the RPS Compliance Reporting template folder, and the CPUC’s FTP site is located here: https://kwftp.cpuc.ca.gov/. 

    Narrative Reporting Requirements

    The status of any necessary siting and permitting approvals from federal, state, and local agencies for those eligible renewable energy resources procured by the retail seller that have not yet attained their commercial on‐line dates. 

    Identification of all procurement from eligible renewable energy resources located outside California and within the WECC during the period covered by the report.  Retail sellers should submit a list of facilities in a matrix format including: facility name, location (City and State), and the amount of renewable energy credits (RECs) procured during the year covered by the report (i.e. 2016 for this report).  If a retail seller did not procure any RECs from out of state facilities, please include a brief summary on whether the retail seller intends to procure RECs from facilities located out of state in the future, and if so where these facilities may be located.

    Identification of all procurement of unbundled RECs during the period covered by the report. Retail sellers should submit a list of facilities in a matrix format including: facility name, location (City and State), and the amount of unbundled RECs procured during the year covered by the report (i.e. 2016 for this report).  If a retail seller did not procure any unbundled RECs, please include a brief summary on whether the retail seller intends to procure unbundled RECs in the near future, and if so where these RECs originate.

    Each retail seller that is also an electrical corporation must, in addition to the four items set forth above, include the following narrative information in each annual compliance report and in the final report for each compliance period:

    Protecting confidential data: Individual cells may be formatted black, which will serve to redact info when excel file is converted to pdf.  Select cell ‐ click on "fill color" icon ‐ choose black.  Note: Once converted to pdf, additional steps are necessary to ensure redacted data is not accessible. 

    Annual RPS Procurement and Percentages : This section calculates retail seller’s annual percentage target and procurement made towards those targets, prior to the application of specific compliance rules.

    c) Contract Execution Date:  The date the original contract was signed. If the parties signed on different dates, or there are any contract amendments or modifications occurring after June 1, 2010, that increase the nameplate capacity or expected quantities of annual generation, or substitute a different renewable energy resource, use the most recent execution/signing date.

    Deficit from the 20% Closing Report :  This section how the retail seller has satisfied its net deficit from the 20% RPS Program, as reported in the Closing Report, if any. 

    Early Compliance Election:  If a retail seller has submitted a notice to the Commission to comply early with PU Code Section 399.13(b), please select "Yes" from the drop‐down menu. If not, select "No."

    Portfolio Balance Requirements : This section calculates (i) whether the retail seller met the minimum procurement requirement for Category 1 RECs, and (ii) whether the retail sellers procured Category 3 RECs within the limit for each compliance period. 

    b) "Contract Volume" column: Input the total MWh over the term of the contract identified in the contract.

    Excess Procurement Bank :  This section shows the amount of excess procurement available for future RPS compliance, and a retail seller’s application of excess procurement RECs towards a procurement quantity requirement, as applicable.
