NEW YORK FEDERAL PLANNING ON THE MOVE The Federal Planning Division (FPD) of the American Planning Association (APA) is holding its annual training workshop in Lower Manhattan and Brooklyn in New York City on May 4-5, 2017. This workshop precedes APA’s National Planning Conference which runs from May 6-9 in Midtown Manhattan. The FPD Workshop is a great way to start the APA conference or can be attended as a stand-alone workshop catering to Federal planners in both the public and private sectors. Times are changing for Federal planners at all levels. By May 2017, we will have a new administration with new leadership and new priorities that will affect us all. So the theme of the FPD workshop is Federal Planning On the Move providing opportunities for all of us to present, network, and discuss: Where are we going? What’s next? How do we respond to these new priorities? How can we effectively continue making great Federal communities and sites? How do we continue to plan for a warming planet that threatens government assets and lands? How can we design and plan for security in a cost- effective and aesthetically pleasing way? How can we plan for alternative transportation modes? How can we meet established (and possibly changing) energy targets and goals? These and many more subjects will be on our mind and need both an individual and collective response. This workshop can help us gather and discuss these topics as we prepare for the Federal planning environment of the future. Come and participate in this two-day training workshop and learn how we can make our Federal lands and facilities respond to tomorrow’s challenges. New York City is one of the world’s great laboratories for place making. It is an incredibly dynamic environment with a lot to learn about and from. It is a city full of ideas about development and the environment, social and human interaction, density and community, the resolve to build and re-build, and so much more. 2017 FEDERAL PLANNING TRAINING WORKSHOP

ABOUT THE PROGRAM The 2017 Annual Federal Planning Workshop will include three tracks to share information about Federal planning and allow opportunities to discuss new ideas and directions for Federal agencies and departments, as follows:

TRACK 1: MAKING GREAT SPACES & PLACES

We are all doing great work out there, and this track will allow us to present and discuss the latest in Federal facility planning. Presentations on new techniques and trends in facility planning at all scales – region, installation, area, site – are encouraged from government and consulting planners, preferably as a team. Innovation in planning ideas and new technology solutions to produce and communicate successful plans should be included in these presentations. The geography of presentations is flexible but given our location in NYC, we encourage sessions that address Federal facilities in urban environments.

TRACK 2: ENVIRONMENT, ENERGY & RESILIENCY

Environmental issues including renewable energy, natural resource protection, water quality and conservation, climate change, and sea level rise are predominant topics affecting today’s Federal plans. These issues are not going away despite possible changing priorities in the new administration. This track encourages presenters working on any of these issues to share their current planning ideas and work, as well as ideas on how to best address the environmental issues of the future. New York City has undergone significant recovery work after Super Storm Sandy that we can learn from, as well as other cities and Federal sites across the country affected by environmental change. Examples of effective environmental planning at any of these locations should be shared in this track.

TRACK 3: TRANSPORT AND INFRASTRUCTURE

A major investment in infrastructure is potentially on the horizon. In addition, government at all levels is involved with encouraging alternative forms of transport in our plans and proposed development. This track provides opportunities to discuss these issues, and what we’re doing and expect to do in addressing the latest in infrastructure planning affecting Federal facilities and lands. In addition, how can we come to New York City and not get out and see some of what this great city has to offer? Reflecting our theme – Federal Planning on the Move – this track will offer walking tours in Lower Manhattan and Brooklyn with group discussions on not just mobility topics but others such as historic preservation, security, resiliency, and current techniques in architecture, engineering and design.

WORKSHOP SCHEDULE & DEADLINES

LocationThe 2017 Annual FPD Workshop is being held in two separate venues: at the GSA Conference Center on the 6th floor of the Javits Federal Building at 26 Federal Plaza in Lower Manhattan for day-time conference events on May 4th and 5th; and at the Marriott at the Brooklyn Bridge on 333 Adams Street in Brooklyn for evening events on May 3rd and 4th. Workshop attendees will be responsible for their own transportation between these two venues. They are both easily accessible by subway, and suggested nearby subway stops will be provided prior to the workshop on our website and by email. Reflecting our theme, attendees can also walk across the Brooklyn Bridge between the two venues which is approximately a 35-45 minute, 2 mile walk.

RegistrationTo register for both the workshop and the National Planning Conference, please sign up on-line on the APA National Planning Conference website at https://www.planning.org/conference/ (APA members may register starting December 7; non-members may register starting January 1). The FPD Training Workshop and Annual Awards Dinner are ticketed items to select as part of this registration process.

Sponsorship & ExhibitingSponsorships from private sector firms contracting with Federal agencies and supporting FPD will be available at the 2017 Annual Workshop. A request for sponsors at varying levels will be sent out in the next several months. We welcome all contractors to participate at whatever level they can to help defray costs associated with holding this workshop in New York City.

Because the 2017 FPD Workshop is being held at two venues and we have space constraints, exhibiting opportunities are limited. However, the sponsorship committee is discussing options and will send a notification about exhibiting opportunities soon.

SUBMISSION REQUIREMENTS The workshop is open to presenters and non-presenters. Presenters will have two ways to share their expertise: 1) as individual presentations or 2) as a panel discussion with up to 3 speakers and a moderator. Planners interested in submitting a presentation proposal must do so using a session proposal form found on-line at the APA FPD website.

The session proposal form requires the following:

1. A presentation title2. The presenters name, title, agency/company affiliation,

email, and phone number3. A presentation summary4. An indication of which track the presentation should be

assigned to (i.e., Track 1, 2 or 3)5. An indication of what type of presentation this will be

(individual or panel discussion) 6. Proposed speakers 7. Sponsoring Federal Agency (if any)8. An explanation of how the presentation contributes

to AICP Certification Maintenance (CM) requirements. The FPD Workshop will offer CM credits (exact number to be determined) and each session proposal should provide information explaining how the session meets the required criteria. The certification criteria are listed specifically on the session proposal form. Following a review process of all proposed sessions, presenters will be selected and notified of their acceptance in the workshop program. Please note that all presenters are responsible for registering at the FPD Workshop and for their own travel and accommodations while attending.
