Newsette WHO has redesignated UPCN as WHO Collaborating Center (WHOCC) for Leadership in Nursing Development for four more years from April 2016 until April 2020. As a WHOCC, UPCN has the following terms of reference: 1) assisting WHO/WPRO in strengthening integrated multi- profession education through curriculum development and teaching education standards in nursing; 2) sharing lessons with WPRO member states on the implementation of integrated and people-oriented services with focus on health promotion and NCD prevention within the context of primary health care based health system; and 3) providing support to Cambodia in strengthening its Cambodia Nurse Bridging Program. Various projects along these terms of reference are underway by key faculty members under the leadership of Dean Tejero who also serves as the Center’s director. The WHOCC redesignation highlights UPCN’s role as a global leader in nursing through advancements in practice, teaching, research and capacity- building projects. Among its many projects in the previous designation period were the Cambodia Nurse Bridging Program and various work as Secretariat of the Asia Pacific Emergency and Disaster Nursing Network. CN was first designated in 1989 as WHOCC for Nursing Development in Primary Health Care and in 2004 as WHOCC for Leadership in Nursing Development until present. Prof. Cora Añonuevo (BSN’72,MPH, PhD) took her oath of office as member of the Professional Regulation Commission Board of Nursing (PRC-BON) last February 17, 2016. Administering the oath was PRC Acting Chairperson Angeline Chua Chiaco and Commissioner Yolanda Reyes. The BON is the highest professional regulating authority for nurses in the Philippines. She worked for the UP College of Nursing for 23 years and just retired last February 2016. She was the recipient of the UPAA Distinguished Alumna Award in Health. Dean’s Desk

The year 2015 was a year of achievements for UPCN and many opportunities to push toward the nursing profession. CN was redesignated as WHO Collaborating center, CHED Center of Excellence, and was recognized as one of the best performing units of UP Manila.

In view of UPCN’s redesignation as World Health Organization Collaborating Center (WHOCC) for Leadership in Nursing Development, the most recent project we have as WHOCC is the technical assistance we are extending to Myanmar. This was initiated by the Philippine Ambassador to Myanmar who learned through his Consul General that in the 1990’s, UPCN helped develop the curriculum and professionalize nursing in Myanmar. In response, we did an exploratory visit this January 2016 where we met with the two Universities of Nursing in Yangon and Mandalay, the Nursing leaders in Myanmar, Ministry of Health, and the WHO officials in Yangon, Myanmar. Specific areas for assistance and collaboration were delineated during the visit, with expressions of full support from the WHO. This project with Myanmar is another country specific activity following the 2-year project in Cambodia.

UPCN has been forging linkages with local and foreign institutions. The recent Memoranda of Understanding signed with Nagoya University, Japan and Soka University highlighted faculty and student exchange and prospective collaborative research and projects. Last May 23-26, 2016, Dr. Araceli Balabagno and I were invited by the Health Sciences College to lecture in their “Women Leaders Program to Promote Well Being in Asia”. This interdisciplinary program prepares graduate students for future development work with women and their children. Part of the program’s practicum is conducted with UPCN in the Philippines. UPCN continues to host foreign institutions

through our International Study Program. Asst. Prof. Vanessa Maderal functions as CN Coordinator for the Office of International Linkages.

Another recent MOU that was signed was between UP Manila and Japanese Red Cross College of Nursing. We are collaborating with them specifically on Disaster Nursing. This was in connection with our role in the Asia-Pacific Emergency and Disaster Nursing Network where we were Secretariat for the past 3 years. The main purpose of this collaboration among many others is to produce a critical number of nurses prepared in disaster nursing work. In corollary, we also signed an agreement with the Philippine Red Cross for UPCN to help in the training of their nurses.

The second meeting for the Southeast and East Asia Nursing Education and Research Network organized by Chiangmai University, Thailand was held last June 24-25, 2016. This network is a venue for nursing leaders to discuss ASEAN Integration and mobility of nurse professionals. It was participated in by the ASEAN +3 countries. From the data gathered among the participants, I led a team that is now working on a paper on mobility of nurses among the ASEAN countries.

On the local scene, the Philippine General Hospital is now under new administrators with Dr. Gap Legaspi as the Director and Ms. Cecilia Peña as the Deputy Director for Nursing Services. We are continuing and strengthening our PGH-UPCN integration Committee, with revitalized projects in training Clinical Nurse Specialists, among others. We envision a more integrated working relationship with PGH towards common goals.

Lastly, I would like also to thank our alumni for their continued support to the various initiatives of the college. CN is truly grateful for your generosity and hard work!

UPCN conducts OBE workshopsThe UPCN is transitioning its curriculum from competency-based to outcome based education to prepare for global and national trends. A series of workshops were conducted since 2014, which outputs led to the formulation of instructional designs and courses in the undergraduate program. This also involved the institution of separate course on geriatric nursing, disaster nursing, informatics, bioethics and health assessment. The workshops are organized by the Teaching Program through its head Asst. Prof. Arnold Peralta (BSN’02,MHPEd).

UPCN and UPHSN hold Research Forum As part of the 68th Foundation Anniversary of UPCN, a Research Forum was conducted by the CN Research and Creative Writing Program (RCWP) in collaboration with the UP Honor Society of Nursing last April 5, 2016.

UPCN’s Asst. Prof. Jenniffer Paguio (BSN’03, MA’13) and Ms. Evangeline Rafael (BSN’75), Chief of the PGH Division of Nursing Research and Development, presented their work on patient safety in a tertiary level hospital. Asst. Prof. Floreliz Ngaya-an (PhD’15), also a UPCN faculty, discussed her research on facilitators and barriers in the implementation of WHO recommendations on Postpartum home visiting of health among health workers in one municipality in Bulacan. These presentations highlighted the importance of research in developing creative solutions to various issues of interest among nurses.

The UPCN Research Forum is regularly conducted to strengthen evidence-based nursing through dissemination and utilization of significant research findings.

Research Agenda 2016On April 28, 2016, a Research Agenda Setting Workshop was held in collaboration with the UPCN and NIH Study Group at the UPCN Conference Room with Dr. Marie Carmela Lapitan, Director, Research Management & Translation in UP Manila as the main facilitator.

This initiative is part of UPCN’s strategic thrust, which is to strengthen the capability of the faculty through relevant research. The activity specifically aimed to provide the faculty, students, and the college with guidance and direction in prioritizing researches as well as in maximizing resources. In order that the participants be guided with the current developments/ information on health issues and research and research funding, UPM Vice Chancellor for research Eva Maria Cutiongco– Dela Paz and DOH Chief Health Program Officer Ms. Frances Prescilla Cuevas were also present in the said workshop.

As a result of a the workshop, the participants came up with the a set of priority research areas. A second part of the workshop will be conducted to finalize programs for the prioritized topics which include technology use in nursing care, health service delivery strategy and networks, nursing documentation, HRH related matters, nursing education and BSN competency in relation to practice.

UPHSN inducts its new members

The UP Honor Society of Nursing welcomed their new members during the induction ceremony conducted right after the research forum. The UPHSN is a pre-chapter of the Sigma Theta Tau International Honor Society of Nursing. Being a pre-chapter, it provides opportunities for professional advancement both for students and faculty. The induction was led by Dr. Josefina A. Tuazon, UPHSN President and Dr. Lourdes Marie Tejero, President-elect. The newly inducted members are undergraduate and graduate students who met the stringent criteria set in accordance to the STTI membership criteria.

NEWSBITSClass 2015 maintains 100%passing rate with 16 topnotchers. UPCN Class 2015 has upheld the tradition of excellence having 100% passing rate in the Philippine Nursing Licensure Examination (NLE) taken last November 2015, with 16 students landing on the top ten list. To this date, none has failed in the NLE among UPCN graduates since its inception in 1948. The topnotchers and the newly-registered nurses were recognized during their oath-taking last February 12, 2016 with PRC Board of Nursing Chair Dr. Marian Grace Gascon administering the oath of professionals.

UPCN celebrates its 68th Foundation Week. The UP College of Nursing celebrated its 68th Foundation Week last April 4 to 9, 2016. The weeklong celebration started with the flagraising and opening ceremonies, followed by the UPCN research forum. Other activities included are personality development seminar, UPCNFI General Assembly, and Fun Run. The retirees of 2016 Dr. Cora Anonuevo, Dr. Bethel Villarta (BSN’72, DrPH), Dr. Lydia Manahan, and Asst. Prof. Jocelyn Acop (BSN’81, MPA) were also recognized during the Foundation Week.

Student exchange program. UPCN is now pushing forward its initiatives for student exchange with prestigious international universities. In February 2016, 3 UPCN BSN students and their faculty Asst. Prof. Jo Leah Flores attended the Academic Cross-cultural program on Nursing in Yokohama City University, Japan. The visit was well evaluated by the students and contributed to their appreciation of a different cultural perception and unique experiences in nursing education and practice. In the second quarter of 2016, three students from John Hopkins University School of Nursing had their intensive nursing practicum at the trauma wards and emergency room of Philippine General Hospital. This student exchange is part of the MOU between UP Manila and JHU. This exchange started in 2014 with four students taking their transition course. In 2015, four students from UPCN attended courses on critical care nursing at JHU in Baltimore, Maryland.

University Visits. In line with the university’s thrusts towards internationalization, the UP College of Nursing continues to host educational visitors from foreign universities and institutions to share best practices in nursing practice and education. Dr. Miki Marutani, faculty and students of Kagoshima University attended the International Study Program on Community Health Nursing in February 2016. On the same week, Nagoya Graduate School of Medicine conducted a portion of their practicum for the Women Leaders Program for Well being in Asia in selected health facilities in Manila. UPCN likewise continues its relationship with Dokkyo Medical University (Japan) and Seton Hall University (New Jersey) through their annual visits for the International Study Program.
