PERSONNEL INFORMATION SYSTEMS DIRECTORATE

MISSION‐ Provide the Human Resources mission IT systems infrastructure, program and project management, information assurance, resourcing, and architectural support enabling a more efficient Army personnel community.

‐ Provide support for the Army’s accessioning mission that must operate primarily in the public and educational environment to prospect, inform, contract, and access individuals into the Army.

‐Maintain and sustain approximately 375 HR and accessions related mission systems or applications supporting all aspects of the personnel and Accessions community.  If a piece of information is personnel related, PERSINSD maintains and sustains the systems and data bases from which it is created, edited or stored. PERSINSD is the IT enabler for provisioning of leads, managing the accessioning process, capturing data from the processes, and providing accessions data to stakeholders.

‐ Provide integral project and IT support to HRC, US Army Recruiting Command, US Army Cadet Command, Army Marketing and Research Group, United States Army Reserve, Army National Guard, Retirees, Veterans, and family members.

‐ Provide data center hosting and COOP capabilities to other Army customers.

Awarded: July 2015

Scope: This contract supports PEO Soldier Headquarters and its subordinate project management offices: Project Manager Soldier Sensors and Lasers (PM SSL), Project Manager Soldier Protection and Individual Equipment (PM SPIE), Project Manager Soldier Warrior (PM SWAR) and Project Manager Soldier Weapons (PM SW). The HQs and PM SSL, SPIE and SWAR are located at Ft. Belvoir, VA. PM SW is located at Picatinny Arsenal, NJ. The effort includes engineering, quality assurance and test support; and acquisition, business management, logistics and fielding, operations and administrative support. The specific task areas include but are not limited to: program management analysis, planning, studies and capabilities development, liaison and operations support; strategic communications, engineering and logistics support, new equipment training, system test and product fielding support, acquisition and contracting support, software development and system safety, studies and analysis and quick response support. NCI providessupport for all phases of system lifecycle management, including Technology Development,Engineering and Manufacturing Development, Production and Deployment, andOperations and Support for PEO Soldier products. This includes program/projectmanagement support in response to the deployment and support of PEO Soldier assetsin response to military requirements worldwide.

Scope: NCI provides cyber network operations and security support (CNOSS) services for the U.S. Army’s Network Enterprise Technology Command (NETCOM) G3/5/7. NCI has served NETCOM since 2007, with two predecessor contracts to CNOSS. NETCOM has primary oversight of network operations and security for the U.S. Army and serves as the single point of contact for network development and protection. NETCOM ensures information technology services, systems and networks are secure, responsive and available to its global U.S. Army users in all operational environments.

Army PEO STRI - Technical Support for the CIO Contract

Awarded: January 2010 (Follow‐On Contract)

Scope:  Under this follow‐on contract, NCI is continuing to provide IT Technical Support for the Program Executive Office CIO/Simulation, Training, and Instrumentation (PEO STRI)—Orlando, FL, Fort Belvoir NEC, and Fort Carson NEC. Since the initial award of the contract in 2004, NCI has successfully supplied both centralized management of services as well as distributed, localized services to each of the three organizations. This unique contract allows NCI to provide responsive interoperable simulation, training, instrumentation solutions, and acquisition services with information management/information technology (IM/IT) for more than 39,000 end users and the systems supporting them.

National Guard Bureau (NGB) - Metropolitan Area Network (MAN) Support

Awarded: December 2008

Scope: NCI operates and manages the Army National Guard (ARNG) and Air National Guard (ANG) Metropolitan Area Network (MAN) in the National Capitol Region (NCR), including the ANG Readiness Center (ANGRC) at Andrews Air Force Base (AFB); with netcentric C2 services that include program/project management, planning, secure voice, data and imaging communications, engineering, architecture security, IA policy and administration, web technologies, video teleconferencing, hardware and software, and Exchange 2007 messaging services. NCI supports a distributed computing environment serving approximately 250,000 users in the NCR enterprise, a network connection to SIPRNet/NIPRNet, operations at the following ANG Readiness Centers (ANGRC): Arlington, VA; Andrews AFB, MD; Pearl Harbor, HI; San Diego, CA; Atlanta, GA; Dranesville, VA; Stuttgardt, Germany; and a secure offsite COOP/disaster recovery site.  NCI personnel with at least Top Secret/Sensitive Compartmented Information (TS/SCI) clearances support all of these sites.
