INTRODUCTION

This handbook is intended to help you understand

what happens at Hawthorn Basketball Association.

You should become familiar with its contents.

As a referee, you are required to be a person of

sound character, willing to accept advice and

constructive criticism and above all, to interpret the

rules of the game in a fair and consistent manner.

You must always act in a manner which displays

honesty, integrity, trust and respect as you are

representing Hawthorn Basketball Association and

VBRA – Hawthorn Branch.

Refereeing is a fantastic challenge and you will make many friends

while developing you confidence and maturity. We hope you

enjoy every moment of your involvement.

ROLE OF A REFEREE

Your role as a referee is important to everyone associated within

Hawthorn Basketball Association competitions. In order to provide

a quality level of service we follow the Basketball Victoria Officials’

Code of Conduct outlined below:

Basketball Victoria’s Code of Conduct

Basketball is intended to be a recreational

activity for enjoyment and health. This code of conduct has been

developed by Basketball Victoria to give participants some guide

to the expectations it has on those participants. It is intended to

assist everyone to obtain the maximum benefit and enjoyment

from their involvement in basketball. As a result, the quality of

participation will be improved so people are more likely to start

and continue their involvement in basketball. Enjoy!!

1. Interpret rules and regulations fairly and to match the skill level

and the needs of the participants.

2. Compliment both teams on their efforts.

3. Be consistent, objective and courteous in calling all

infractions.

4. Promote fair play and appropriate sporting behaviour.

5. Publicly encourage rule changes.

6. Ensure that both on and off the court your behaviour is

consistent with the principles of good sportsmanship.

7. Keep your knowledge current.

8. Help the education process in the game.

9. Always present yourself in a way which encourages others to

respect you and your role.

10. Always respect the use of facilities and equipment provided.

PRESENTATION

It is important that you present yourself in a highly professional

manner at all times. The following outlines what all Hawthorn

referees should look like while attending a shift:

Referee Jacket

Trainees / Apprentices Trainee and apprentice referees are required to wear their Green Shirt. They may wear any shorts or shoes, however, their shirt must be tucked in at all times.

VJBL Referees officiating on Friday VJBL games are required to wear full winter uniform at all times and a plain referee shirt with VBRA logo (not the BMW referee shirt).

Under-garments Referees may wear a long sleeve black or long sleeve white shirt during the winter season.

Jewellery Acceptable jewellery for referees is a wedding band, small studs or sleepers in ears and a wrist watch in the absence of a stadium clock.

Referees on a break During breaks referees may wear a different jacket/jumper or change out of their referee uniform, however, if he/she remains in his/her uniform it is expected the above uniform expectations are followed.

YOUR DEVELOPMENT

As a referee you will require specific skills and knowledge to take

on the responsibility of being a referee. Your skills and knowledge

are increased through a number of development initiatives co-

ordinated by the Referee Advisor with the assistance of Referee

Development Officers (RDO’s).

The following pages show you what skills and knowledge are

expected at each stage/level of refereeing and the planned

dates for different promotion opportunities.

BECOMING A REFEREE

In order to become a referee, all participants are required to

attend a group interview as part of the beginner school. The dates

of the group interviews will be advertised on the HBA website.

For you to be a B Grade (Intermediate) referee you will need to

PROMOTION TO A GRADE (ADVANCED)

For you to be an A Grade (Advanced) referee you will need to

attend one of the following courses:

You will be assessed over three weeks of men’s basketball and will

need to display the Advanced Competencies outlined in the

Competency Matrix on page 7. The A Grade school also offers

flexibility to be evaluated on Friday night VJBL matches.

DEVELOPMENT ROLES

There are a number of development roles such as mentors and

Referee Development Officers that support referee’s

development. If you are interested, then please speak with the

HBA Referee Advisor.

REFEREE APPOINTMENT PROCESS AVAILABILTY

To be appointed to a roster you will need to text the appropriate

Roster Coordinator as outlined below and inform them when and

where you are available to referee. All confirmation of

appointments will be done via text from the appropriate Roster

Coordinator:

PERMANENT POSITIONS

Permanent positions are offered to all referees who wish to have

the same venue and same time each week. Contact the Roster

Coordinator to be appointed to one. Permanent referees receive

first priority on the roster. Once your permanent position is

confirmed you will not be contacted each week, but will be

expected to attend your position. You may cancel on weeks you

cannot attend as long as you give at least 5 days’ notice.

CASUAL APPOINTMENTS

If you cannot commit to a permanent time and venue each week,

then you should text the appropriate Roster Coordinator to request

games on a weekly basis.

UNAVAILABILTY

Once you have confirmed your spot on a roster, you are

expected to honour that appointment. In the event that you

cannot attend your shift then text your Roster Coordinator as

soon as possible. For non-emergency situations you must give at

least 48 hours’ notice to be replaced.

FINALS APPOINTMENTS

We like acknowledging referees who perform at a high standard

and have consistently refereed a competition by appointing

them to finals at the end of each season. Finals appointments will

be made by the Roster Coordinators in consultation with

appropriate supervisors.

MATCH DAY PROCESS ATTENDING YOUR VENUE

Referees are expected to arrive at their venue at least 10 minutes

before their first rostered game.

If you are running late please call or text the Roster Coordinator

who can pass on the information to the relevant supervisor.

PAYMENT

All referees are paid via direct bank payment. Referees are paid

as per the VBRA pay rates which are increased as of March 1st

each year.

To be paid for as a referee you must submit a Referee

Registration Form to the HBA with appropriate signatures from

yourself and, if required, a parent/guardian.

MATCH MANAGEMENT COMPETITION RULES

Stay up to date with current HBA competition rules and

appropriate FIBA rules. Please check the HBA website at

www.hawthornbasketball.com.au and the FIBA website at

www.FIBA.com to stay updated.

During a competition shift you can find these rules in the venue

supervisor manual or ask your supervisor for help.

POOR BEHAVIOUR

Occasionally referees experience poor behaviour from players,

coaches or spectators. Outlined below is a flow chart that should

help you and your supervisor deal with poor behaviour.

REPORTS AND TRIBUNALS

In the situation that people are behaving in a way that requires a

tribunal report, ask your supervisor for help. You can also access a

guide to assist you in the venue supervisor manual or online here.

REFEREE DISCIPLINE In the event a referee does not follow the expectations of the

association, they will receive a Reminder. This notice is just to

remind them of the performance or behaviour that needs to be

improved. The following diagram shows the consequence for

receiving multiple Reminder Notices:

SOCIAL MEDIA There is a Facebook group set up for referees for ease

of communication with referees and parents. You can

access the Facebook group here or search “HBA

Hawthorn Basketball Referees”.

All rosters will be published on the Facebook group.

Any last minute changes to rosters, where possible, will be

communicated via Facebook or direct text message.

You are reminded that you are bound by Basketball Victoria’s

Social Media Policy. Please always think before you post any

status or comment that may be deemed inappropriate or

harmful.
