EXECUTIVE SUMMARY
The total number of units surveyed in 2016 was 11,250. The response rate in 2016 was 86.1 per cent, compared to 89.3 in 2015.
RENTAL RATES
The average rental rates by unit type were:
$652.00 for bachelor units; $751.00 for 1-bedroom units; $882.00 for 2-bedroom units; $982.00 for 3-bedroom units; and, $1,253.00 for 4+ bedroom units.
The highest end of the rental ranges were for:
Peace River for bachelor units; Fox Creek for 1-bedroom units; Banff for 2-bedroom units; Fox Creek for 3-bedroom units; and, Banff for 4+ bedroom units.
The lowest end of the rental ranges were for:
Crowsnest Pass for bachelor units; Coaldale for 1-bedroom units; Coaldale for 2-bedroom units; Didsbury for 3-bedroom units; and, Claresholm/Provost for 4+ bedroom units.
VACANCY RATES
The average vacancy rates by unit type were:
21.2% for bachelor units, 14.3% for 1-bedroom units, 16.9% for 2-bedroom units, 17.8% for 3-bedroom units, and 0.0% for 4+ bedroom units.
In 2016, the overall vacancy rate doubled, from 8.2 per cent in 2015, up to 16.5 per cent. Compared to 2015, 2016 vacancy rates:
decreased in 18 communities, increased in 44 communities, and did not change in four communities.

In 2016, Bonnyville, Two Hills, Drayton Valley, Peace River, Provost, Fort Macleod, Mayerthorpe, and Swan Hills experienced substantially higher vacancy rates than at any other point since 2007.
Six communities (Banff, Black Diamond, Bow Island, McLennan, Penhold, and Vulcan) reported a zero (0.0) per cent vacancy rate, and one other community (Jasper) had a vacancy rate of under one per cent.
VACANCY RATES BY RENTAL RATE RANGES
Vacancy rates were lowest in four 4+ bedroom units.
Vacancy rates were highest for bachelor units in the $950-$1,099 range (71.4 per cent) and the $1,100-$1,349 range (37.5 per cent).
CONCLUSION
While rental rates tended to stabilize in 2016, overall the vacancy rate doubled since 2015.
In 2016, 44 communites experienced an increase in vacancy rate from the previous year (down from 2015 where 49 experienced an increase in vacancy rate from 2014), four communities had the same vacancy rate as the previous year (the same as in 2015), and 18 communities reported decreased vacancy rates (up from 14 communities in 2015).
On average vacancy rates increased irrespective of type of building (i.e. high-rise, store-top, etc.), type of unit (bachelor suites, 1-bedroom, 2-bedroom, etc.), and age of building category, with the exception of buildings that were less than six months old (which dropped 1.4 per cent, and represents less than 1 per cent of rental stock).
When looking at vacancies by unit types, bachelor suite units saw the greatest overall increase.

SECTION 1 – INTRODUCTION
Since 1973, (with the exception of 2004), the Province of Alberta has conducted an annual Apartment Vacancy and Rental Cost Survey (AVS) of multi-family dwellings in Alberta’s rural communities. The survey identifies building type and age, unit type, number of units, rental rates, and the number of vacancies of private market rental units1 in rural communities. The eligibility criteria used in selecting communities for the survey are those:
with a population between 1,000 and 9,9992;
with thirty or more rental units; and, which are not included in the Canada Mortgage and Housing Corporation’s (CMHC)
bi-annual Rental Market Survey.
Each year the number of communities surveyed by the AVS may differ due to changes in population, or the number of rental units in the community.
As in 2015, in 2016 a total of 66 communities were surveyed:

PURPOSE
The AVS provides the housing industry, private sector, and various government ministries with housing information on vacancy and rental rates for multi-family rental dwellings in Alberta’s rural communities.
METHODOLOGY
The survey was conducted between the months of June and September. Data was gathered through a multi-mode data collection method (telephone/fax/email interviews) with apartment owners, managers, building superintendents, and property management agencies. The data reflects market conditions at the time of the survey. The survey identifies building type and age, unit type, number of units, rental rates, and the number of vacancies. All survey data records are subjected to computer validity checks and are adjusted for non-responses to ensure the data is an accurate representation of what was provided in the survey.
The survey includes non-subsidized rental buildings containing four or more rental units, including:
walk-up and high-rise apartment buildings; four-plexes, row/townhouses; and other multi-plex rental stock.
Store-top rental units are also included, as they represent a significant portion of the total rental stock in some communities.
The survey does not include:
rented single-detached duplexes, and semi-detached houses; individually owned and managed rental condominium units; and secondary-units such as basement suites, attic apartments, and garage suites.
In order for a rental unit to be included in the survey, it must be either occupied at market value, or be available for rent at market value. In buildings that include both non-subsidized and subsidized or affordable housing rental units, only non-subsidized units at market rates are included in the survey.
In 2016, a total of 1,069 respondent completed an interview, 115 cases were unresolved (busy, no answer, answering machine), and 57 were refusals, for a total response rate of 86.1 per cent, compared to 89.3 per cent in 2015.

SECTION 2 - APARTMENT RENTAL RATES
AVERAGE RENTAL RATES AND RANGES BY TYPE OF UNIT 2016
Chart 1 illustrates the 2016 average rental rates for each type of unit as well as which community reported the highest and lowest rental rates among the 66 communities surveyed, for the respective unit type. Locations of highest and lowest rental rates are presented on the chart.
The average rental rates by unit type were:
$652.00 for bachelor units; $751.00 for 1-bedroom units; $882.00 for 2-bedroom units; $982.00 for 3-bedroom units; and, $1,253.00 for 4+ bedroom units.

The highest end of the rental range for the bachelor unit type was in Peace River. The highest end for 1-bedroom and 3-bedroom unit types were in Fox Creek. The highest end for 2-bedroom and 4+bedroom unit types were in Banff. Crowsnest Pass had the lowest end of the rental range for bachelor unit types. The lowest end for both 1-bedroom and 2-bedroom unit types were in Coaldale. The lowest end for 3-bedroom unit types were in Didsbury. Claresholm and Provost were tied at the lowest end of the rental rage for 4+bedroom unit types.

COMPARATIVE AVERAGE RENTAL RATE BY UNIT TYPE 2009-2016
Chart 3 depicts how rental rates by unit type have changed over the past eight years.
In 2016, rental rates remained relatively stable across unit types, with the exception of an increase for bachelor suites.

Chart 4 summarizes vacancy rates by type of building (i.e. high-rise, store-top, etc.) comparing 2015 and 2016.
All unit types experienced increases in average vacancy rates since 2015, with the exception of 4+ bedrooms. Caution should be exercised in interpretation of this finding, given the small number of these units surveyed (25 units). The highest vacancy rate was reported in bachelor units (21.2 per cent) and the lowest was for 4+ bedroom units (0.0 per cent).

Chart 5 shows the distribution of unit types (i.e. bachelor suites, 1-bedroom, 2-bedroom, 3-bedroom and 4+ bedroom) surveyed in 2016.
In 2016, proportions remained similar to findings from 2015. The most common unit type was 2-bedroom units, totaling 6,148 units out of a total 11,250 of all the rental stock surveyed (54.6 per cent). The least common unit type available for rent were 4+ bedroom units, with only 25 units identified, representing less than 0.5 per cent of the rental stock.

Vacancy rates increased for each age category, except for buildings in the six month or less category, which experienced a slight decrease since 2015. Caution should be exercised in interpretation of this finding, given the small number of these units surveyed (38 units).

Chart 8 illustrates overall vacancy rates over the past 10 years.
In 2016, the overall vacancy rate doubled, from 8.2 per cent in 2015, up to 16.5 per cent.

Chart 9 illustrates vacancy rates by bedroom type since 2009.
Excluding vacancy rates for 4+ bedroom units which are erratic, likely due to the small number of these units surveyed (25 units), rates for bachelor units are consistently higher than those of other unit types.

The following charts depict variances between the 2015 and 2016 vacancy rates by community. In 2016, 44 communites experienced an increase in vacancy rate from the previous year (down from 2015 where 49 experienced an increase in vacancy rate from 2014).
While several communities experienced very high vacancy increases in 2016, the majority of communities that experienced increased vacancies had increases of less than 15 per cent. Increases were highest in Two Hills (up 39.1 percentage points from 3.8 per cent in 2015, to 42.9 per cent in 2016), followed by Elk Point (up 34.6 per cent from 4.5 per cent in 2015, up to 39.1 in 2016).

Chart 6 shows the communities where vacancy rates stayed the same or decreased. In 2016, four communities had the same vacancy rate as the previous year (the same as in 2015), and 18 communities reported decreased vacancy rates (up from 14 communities in 2015).
The majority of communities experienced decreases of less than 10 per cent. Bruderheim experienced the greatest decrease since 2015 (down 57.3 per cent, from 86.7 per cent in 2015 to 29.4 per cent in 2016).

Table 4 provides a breakdown of vacancy rates by rental range. Vacancy rates were lowest in for 4+ bedroom units.
Vacancy rates were highest for bachelor units in the $950-$1,099 range (71.4 per cent) and the $1,100 - $1,349 range (37.5 per cent).

SECTION 6 - DEFINITIONS
Non-responses
Respondent was unable to be contacted, unit was rented at a discount, or unit was undergoing renovations.
Private Market Rental Units
Units rented at market rates and not subsidized.
Private Market Rental Building Types [Four-plex, Walk-up, Row/townhouse, High-rise, Store-top, Other]
Four-plex A building with four rental units, having two to four entrances. Rental units are either vertically or horizontally split.
Walk-up An apartment building that has more than four rental units, is usually not more than six floors, but does not have an elevator. It has a shared main entrance and an exit door.
Row/townhouse A series of ground-oriented (vertically split) private market rental units, connected by common walls, forming a continuous group. Each rental unit has a door and possibly a back door with a small yard.
High-rise An apartment building with many levels equipped with elevators.
Store-top Any type of private market rental unit(s) above a commercial building.
Other Multi-plex private market rental units other than those listed above. Any plex greater than four rental units (five-plex, six-plex, etc.).
Rent
The actual amount a tenant pays for their private market rental units. No adjustments are made for inclusion or exclusion of amenities and services such as heat, water, electricity, and parking.
Subsidized Rental Units
A government-owned housing unit where rental rate is based on 30 per cent of a household’s adjusted income.
Vacant
A private market rental unit is considered vacant if, at the time of the survey, it is physically unoccupied and available for immediate rent. Rental units undergoing renovations are not considered vacant, but are temporarily removed from the survey.
