School Schedules

Free & Reduced-price MealsNew meal applications are required for consideration of free or reduced meal benefits. Exception: Students who attend Provision 2 schools as highlighted in dark blue on the back of the calendar. Students attending Provision 2 schools will receive meal benefits at no cost. Households are advised to complete a meal application for consideration of optional benefits like fee waivers, internet & external discounted services for students. One application is required per household. Failure to include all LRSD students in the completion of the application will result in application denial of benefits. Households qualified for reduced meals will also receive meal benefits at “no charge” at any LRSD school.

Special Dietary NeedsParents requesting a special diet for their child must submit a request with

documentation from a licensed medical doctor. A diet modification is only valid for three school years. Forms are available from the building principal or school nurse.

Meal PrepaymentsStudents may pay for their meals in advance or pay in the cafeteria each day. Deposits into the prepayment system may be made online via the LRSD website. Just go to www.LRSD.org, then click on the student meal prepayment link at the bottom of the home page. For more information call 447-2450.

Early Childhood Education

LRSD offers a free preschool education of exceptional quality dedicated to giving young children the positive start they need to succeed. Most elementary schools offer a four-year-old program. Children must be four years old on or before August 1 of the year of enrollment to be eligible. (Same Aug. 1 cutoff for three year olds)

There is no fee for attending three- or four-year-old program. Testing and EvaluationAttendance RequirementsA child must be five years old on or before August 1, 2016 to attend Kindergarten for the 2016-17 school year. Children registering for a pre-K program must be four years old (or three years old for LRSD’s three-year-old programs) on or before August 1, 2016. Arkansas law requires school attendance for children between the ages of five and 17.

A City of Little Rock curfew requires children to be in school during the school’s normal hours of operation. Students caught breaking this curfew may be subject to police charges.

10-day RuleAny student absent from daily attendance for more than ten (10) consecutive school days shall be dismissed or dropped from the attendance records of the school and school district. This is for cases when a student is absent for ten (10) consecutive days without the proper documentation. Ark. Code Ann. § 6-18-213(f) (1)

Resolved/Unresolved AbsencesAbsences are no longer referenced as Excused or Unexcused but as Resolved and Unresolved. A parent or guardian is to notify the school attendance office by noon on the day of an absence or submit documentation (from a doctor, dentist, court or other appropriate documents) within 48 hours upon the student’s return to school to resolve an absence. Failure to do so will result in an unresolved absence that will be counted towards truancy.

The student’ s building level administrator will request a conference with the student and his/her parent/guardian to discuss his/her daily attendance at the 5th unresolved absence in any one class during one semester with a

block schedule (Central and Parkview) and 6th absence in any one class during one semester with a regular schedule (elementary schools, middle schools, J.A. Fair, Hall and McClellan) respectively. Before the 11th absence, parent or guardian must petition the school in writing for special arrangements to address the student’s absences. A total of 12 or more unresolved absences may result in the denial of credit, promotion and/or graduation for your child.

The District will count four or more class absences in one day as a full-day absence in regular schedule schools (elementary schools, J.A. Fair, Hall and McClellan), five or more class absences in one day as a full-day absence in middle schools (8 period days) and three or more class absences in one day as a full day absence in block schedule schools (Central and Parkview).

Excessive Unresolved AbsencesExcessive unresolved absences will result in a referral to the City Attorney’s Office for truancy prosecution in accordance with Act 1308 of 1997.

When a student over the age of 14 is NOT enrolled in school or has been expelled, the school will notify the Arkansas Department of Finance and Administration (DF&A). DF&A may suspend the student’s driver license if he/she is NOT currently enrolled in school or has been expelled from school, until the student provides satisfactory evidence that he/she is attending school or has reached the age of 18.

The ACT Aspire required summative assessment will be given to all Arkansas public school students between April 11th and May 13th, 2017. ACT Aspire is a standards-based system of assessments designed to monitor progress toward college and career readiness from grade 3 through early high school, connecting each grade level to the next. It provides assessment, data management and reporting functions for all students, aggregated and disaggregated groups of learners, and the individual learner. ACT Aspire assessments are aligned with the ACT College Readiness Benchmarks and Common Core State Standards, and have

the capability of predicting outcomes on the ACT.

Safe, Secure SchoolsThe mission of the Safety and Security Dept. is to assist the District in maximizing academic achievement for all students through the maintenance of a safe and secure environment. In order to achieve this, LRSD security officers are assigned to all middle and high schools; and a dispatched patrol unit, equipped with GPS technology, responds to calls for assistance district-wide. This unit is also responsible for monitoring bus stops and the 300 buses that transport students to and from school. Through a partnership with the LRPD, School Resource Officers are assigned to each high school, the Hamilton Learning Academy, and all middle schools. All LRSD school buses are equipped with a Zonar GPS, capable of tracking the buses in real time. Additionally, all buses, except for the magnet and majority-to-minority buses are equipped with security cameras. Please contact the Safety & Security Dept. with any safety concerns at 447-2075 during normal business hours.

LRSD Tip Line - 447-2091The LRSD operates a non-emergency response tip line, which can be used to anonymously report information. The Tip line can receive messages 24/7. However, the messages will only be checked during normal business hours. Be sure to include the name of the school, names of any individuals involved, and any other pertinent information. You may choose to remain anonymous, however, providing us with your contact information could be helpful during the investigation. If you need immediate assistance or are missing a child, call 911.

Planning for an EmergencyRapidly changing weather or acute health problems could result in a sudden need for your child’s dismissal. In the event a school is closed early, a “Blackboard” call will go out to parents. Check with your child’s school to be sure that your emergency contact information is up to date, and make sure your child knows where to go in the event of an emergency. The final decision concerning travel and student safety rests with the parents. If school is closed for inclement weather or other reasons during the school year, the missed days will be made up at the end of the school year.

Student HealthImmunization Arkansas law states that a child who does not have the vaccines required for his or her age cannot attend school. You must show proof of immunization at the school when your child enrolls in a new school.

Special Health Care NeedsAny student with special health care needs must have an Individual Health Care Plan (IHP) with input from parents, nurses and physicians to make plans for care during the school day. Students with a chronic condition such as asthma, food allergies, diabetes or seizures must have an Emergency Action Plan written by the child’s physician or nurse practitioner. Please tell the school nurse about your child’s health needs. If a student is hospitalized or treated in an emergency room, a discharge note from the doctor is required for returning to school. Student InsuranceLRSD has no liability for children’s accidental injuries on campus, so it is important that parents consider the low-cost Student Accident Insurance provided through an independent agency. Both school-time and 24-hour coverages are available. Brochures with applications are available at all schools or on www.LRSD.org under “Parent Resources.”

LRSD provides FREE athletic insurance for all students participating in interscholastic sports sanctioned by the Arkansas Activities Association.

Parent InvolvementThe Title I Parent Involvement Program promotes parent engagement in District schools. All LRSD schools are divided into three (3) school cluster teams (Central-East LR, Southwest LR, and West LR). Parents become partners in the learning process by attending workshops, receiving training, and encouragement to work with their children. Volunteer ActivitiesParent-Teacher Associations (PTAs) are your first opportunity for involvement. The PTA Council, the District’s organization of PTA presidents and committee chairs, supports the efforts of the schools and the District. The Volunteers in Public Schools (ViPS) program involves parents and other citizens in the education of children. Volunteers serve as tutors, mentors, classroom speakers, classroom helpers and in many more capacities.

Partners in Education (PIE) brings businesses and schools together to support education. Businesses, large and small, are invited to participate. Business partners recruit employees as volunteers, make in-kind donations and/or contribute funds to help meet a school’s needs. BullyingBullying of any type has no place in a school setting. The Little Rock School District will endeavor to maintain a learning and working environment free of bullying. Any student who is a victim of bullying, who witnesses bullying, or has reliable information that a student has been a victim of bullying should report the incident to the building administrator. The student’s identity will be kept anonymous if he/she feels in danger of retaliation. Open EnrollmentTake advantage of unique and innovative educational opportunities by enrolling in one of LRSD’s schools during the new, convenient enrollment period. Whether you are new to the District, or looking to enroll

in one of the District’s magnet/specialty schools or early childhood programs, the District’s new open enrollment dates were designed with You in mind.

If you are applying for magnet schools or Forest Heights STEM Academy, you should do so during the Open Enrollment period in order to be included in the first computerized scramble for seats.

If your child will be attending the attendance zone school that corresponds with your current address, you don’t need to do anything — unless you are new to the district—your child will automatically roll up to the next grade level. Sixth and ninth graders will also automatically roll up to the next grade level at your attendance zone school.

If you move in the middle of the school year, students may remain at their assigned school for the remainder of the current school year with NO TRANSPORTATION PROVIDED BY THE DISTRICT. Remember if you move, please update your information with Student Registration.

Any patrons who are NEW to our District may register at Student Registration any time after the enrollment period for all categories EXCEPT Forest Heights STEM Academy and Early Childhood unless there are available seats.

A Message from the Superintendent

Greetings,

I want to thank you for warmly welcoming Marianne and me to Little Rock. I am honored to join the team of parents, students, teachers and administrators who strive to build positive relationships that support academic achievement.

Now that we are beginning a new school year, we can also look forward to and consider new opportunities and successes on the horizon. Together, we are architects of the future of our school district, and I am excited to be leading the charge. I know that we have all the tools and talents, and that if we work together, we will have an impact on the lives of students in this district.

It is my hope that summer break allowed everyone to relax and

refuel, and arrive prepared to begin the 2016-17 school year with great enthusiasm. I’m a big proponent of author Stephen Covey and his Seven Habits of Highly Effective People. One of the habits is to “sharpen the saw,” meaning making time for doing the things that re-energize, re-focus, and prepare us for the next opportunity.

My Entry Plan is posted on the Little Rock School District website and outlines my intentions to engage in a meaningful way with all of you. I hope you had a chance to read it. I remain committed to reaching out and connecting with as many stakeholders as possible and look forward to learning about the successes of the district and to hearing your aspirations.

Community Advisory BoardThe Little Rock School District Community Advisory Board (CAB) was selected in July 2016 by Education Commissioner Johnny Key, with the approval of the State Board, and will consist of representatives from each of the seven (7) LRSD school zones. Members will serve under the supervision and direction of the commissioner until LRSD is returned to local control, or until the State Board annexes, consolidates, or reconstitutes the school district. The CAB will meet monthly with the superintendent, conduct hearings and make recommendations for student and personnel hearings, build community capacity, and submit reports to the State Board and Commissioner of Education. Meetings will be held in the LRSD Student Center, 810 W. Markham, on the second Thursday of each month at 5:30pm. Any changes will be posted on the lrsd.org website.
