Toll Group: PUD UniverseProject Manager

The SMS Team delivered the Discovery phase of the PUD Universe, Dashboard and ETL Enhancement Project. Linda worked with the Toll management team to contractually vary the deliverables, resource requirements, cost schedule and timeframe to provide a minimal working model which gave their Steering Committee the required assurance to approve progression of the project through the next phases – i.e. design and development for the PUD Universe, Dashboard and ETL enhancements.

The SMS team under Linda’s guidance provided the business analysis, change management, testing and training services required to deliver the Alcohol and Other Drug (AOD) program into the Corrections Victoria Intervention Management System (CVIMS) project. Project deliverables have included functional specifications, engagement and communication with the Justice Health AOD program supplier and other stakeholders, functional and user acceptance testing and the development and delivery of training. SMS has successfully delivered the first technical phase of AOD into CVIMS (November 2015) prior to the planned pilot in April 2016 and subsequent roll out.

Linda was engaged to conduct a strategic review of EWOV’s critical case management systems and on-going technical delivery. The review of the EWOV installation of Resolve as-sessed its effectiveness in meeting business needs, and re-commended a roadmap identifying associated change and cost management requirements to improve the system. The review considered aspects of EWOV’s case management from the perspective of people, process, structure, and tech-nology; primarily focussed on the process and technology components.

As Program Manager Linda was responsible for developing and establishing the Program Governance Framework; resourcing and cost structures and establishing program approval, assurance and benefit management and realisation. The Governance Framework brought together technical and business stakeholder management through control and reference groups across the Department and through the supporting business sector. Linda was engaged to conduct a strategic review of Telecom-munications Industry Ombudsman’s workforce management systems. The Workforce Systems Strategic Review (WSSR) extended the previous work SMS and TIO completed on an HR/Payroll review of workflows and interfaces. The WSSR aligned TIO’s strategic business needs and priorities for its Workforce System to better support TIO as an effective or-ganisation through a short (quick wins), medium and long term delivery roadmap.

Linda managed the agile delivery of the foundation applica-tion for the WorkSafe EDRMS technical compliance program. The delivery required close collaboration and engagement across business, architectural and multiple vendor / software technical releases, implementation streams using enabling techniques across a variety of development and implementa-tion methodologies.

TELSTRA / Defence InfrastructureProgram Planning/Conception

Linda lead a team of experienced consultants in providing recommendations for the planning / conception / phasing in of the Defence Terrestrial Communications Infrastructure into the TELSTRA business and technology framework. The planning focussed on business / cost opportunities in relation to the risk associated with the complex delivery and support frameworks involved. The team provided a successful outcome under changing requirements and challenging conditions.

As the lead consultant Linda was engaged to conduct a Post Implementation Review (PIR) of the transition of the Department of Veteran’s Affairs (DVA) ICT infrastructure and services to a shared services arrangement with the Department of Human Services (DHS). The PIR provided an assessment of the degree of success of intended outcomes and desired benefits of the transition; an assessment of the approach taken through the ICT Integration transition and included recommendations for improvement; and the identification of practices and principles for adoption in future ICT shared services transition projects.

TIO RADaR Deployment / Test Manager – Program OfficeManagement

Linda provided the mentoring and in-depth knowledge required to assist the TIO with the preparation and establishment of a Program Management Office including mentoring of Program Stream Project Managers for the TIO critical RaDAR Program. RaDAR was the largest program of change undertaken by the TIO and the nature of the program required Linda to maintain a strategic perspective, while ensuring delivery focus. Linda’s engagement was extended to provide overall management and coordination of the system testing, rehearsal and deployment components.

Financial Synergy / Com SuperSystems IntegrationProgram Manager

Linda provided detailed planning, management and communication to ensure the on-going delivery of ComSuper business through Acurity (Vendor) production support issues and system change requests, and the delivery of a five phased integrated Program of Work (POW). The challenge was to ensure each delivery through an effective quality process and concurrently improve the relationship and trust between the two parties for on-going service delivery. The vendor team was spread across three locations (Melbourne, Brisbane, Sydney) and the client in Canberra..

Linda worked with a team of consultants to conduct a Review of current IT services which lead into the provision of an IT Strategic Business Plan. The review incorporated a workforce skills assessment and technical assessment against organisational outputs and organisational benchmarking against similar sized / business organisations. The IT Strategic Business Plan provided the steps to move forward through a business oriented five year information services strategic plan that will facilitate cost effective alignment of business and technology within AMSA.

Linda worked with a team of consultants to provide a Project Definition Study (PDS) for an enterprise wide OH&S Management Information System including; an assessment of the COTS OH&S System market, technical evaluation, delivery options and cost estimates.

AXACIV ImplementationTransition Manager

Ms Chambers provided the role of Transition Manager for the complex technical and business change required to implement the CIV Government initiative. Her brief required the development and management of the overall CIV transition and planning for the Go-Live event. She built and managed the transition schedule and coordinated all areas of transition, technical development and delivery, business readiness and organisational change.

Linda planned and managed Project EDEN through the complex Procurement phases, moving into the strategic planning and management of the solutions implementation. Project EDEN has been established within the Chief Information Officer Group to provide a whole-of-agency Document & Record Management solution through the integration of a COTS solution. The Project approach was to engage a prime contractor solution provider through an open Tendering (RFT) process to deliver a COTS application and associated services to support the DRM enterprise process within Defence. Linda’s role as Project Manager was to plan and manage the complex RFT process through Concept Demonstration, Organisational Readiness, Contract Negotiation and Implementation.

Linda provided the role of Project Manager for the updating of the Defence Secret Network architecture for Electronic Document Management. The project management scope of the engagement covered all aspects of PRINCE 2 project management. The technical scope of the engagement covered: Quality – build standards for the EDMS architecture,

configuration management, change control & issues management, hardware and software certification.

Establish – acceptance criteria, technical infrastructure, technical environments – DEV, TEST & PROD, service level agreements, test lab to simulate the proposed production environment, backup regime.

Develop – disaster recovery plan and regime, test strategy, test plan and test scripts for systems integration and user acceptance, migration strategy, back out strategy; including testing and conversion.

Business Continuity - develop plan, engage stakeholders, test plan, undertake business continuity activities, including stakeholder training.

Linda developed a strategy for the BBR Implementation providing a structured approach, in line with the Defence OH&S Project Office project management programme based on PRINCE 2; providing recognition of BBR Implementation achievements. The strategy moved the on-going implementation from a task oriented approach to a product based approach that identified and capitalised on synergies within the project.

The DiRECt project implemented information and records management across DEST. The DiRECt supporting tool, TRIM was on all National Office desktops and was not be rolled out to State and Regional Offices. The uptake of DiRECt had been less than optimal and Phase 1 of the revitalised DiRECt project adopted a staged piloting approach to create incremented institutionalisation of information management, progressing towards a staff supported information management framework.

Ms Chambers provided the role of Business Consultant – Knowledge Specialist for the development of a business and technical Knowledge Management Framework (SHARK) through the pilot phase of the project.

SunWaterIDCMS ScopingIM Specialist

SunWater is Queensland Government Owned Corporation that is responsible for the management of the water supply services to Queensland in the form of water and asset management for dams, weirs channels etc. Ms Chambers provided the role of Business Consultant – Subject Specialist for the investigation/feasibility phase of the project. The project proposed an Integrated Document and Content Management Solution (IDCMS) to the organisation.

The Australian Maritime Safety Authority (AMSA) charter is to enhance efficiency in the delivery of safety and other services to the Australian maritime industry. Ms Chambers provided the role of AMSA Project Manager for the implementation of an enterprise wide Electronic Document Management (EDM) system using the Tower software TRIM

Linda provided Project Management for the recovery and the redevelopment of the Australian Register of Ships (AROS). The role also required the development of a board paper providing strategic advice and planning for the e-commercialisation of AMSA.
