Herdsmanship awards will be: Large group $100, Medium group $75 Small group $50 Individual $10. Stalls must be cleaned before release. NO EARLY RELEASE (before 12:00 noon Sunday). No separate pony classes. APPROVED ASTM/SEI APPROVED RIDING HELMET & 4-H DEFINED SAFE RIDING BOOTS TO BE WORN AT ALL TIMES WHEN MOUNTED OR DRIVING!! ABSOLUTELY NO EXCEPTIONS!!! Complete rules are attached – please review before arrival. Flats and premiums given in all classes except Primary exhibitors (Participation ribbons only) and additional Dressage tests (flats and premiums only for tests ridden in addition to the one selected for High Point, only first test ridden counts toward High Point).

Horse or horses must have been under the care & management of the 4-H member for 90 days prior to show date, and registered as a project animal! NO EXCEPTIONS! YOU MUST ATTACH A COPY OF YOUR 4-H HORSE CERTIFICATE TO YOUR ENTRY FORM! Horse Certificates may be obtained at your County Extension Office or ordered from the internet at http://4h.wsu.edu/EM2778CD/pdf/c0233.pdf Horse certificates must be signed by your Club Leader and County Extension Agent. Absolutely no stallions of any age allowed!

RECORD BOOKS ENCOURAGED! If entered, record book must be turned in before your Showmanship Class enters the arena on Saturday. The Yakima Co. Equine Record Book Template may be found at http://www.yakimacounty.us/wsuext/4-H/Forms/index.html - this includes preferred forms and instructions. If no Record Book is turned in, exhibitor will not be eligible for High Point awards.

DRIVING CONTESTANTS: One High Point award will be awarded to the Driving contestant who accumulates the greatest number of points, across all 4-H age groups. Record book must be entered to qualify for the High Point award. High Point for Driving will be based on Classes 1, 2, 3, 4, 5, 7, 11, 12, 18, and 19. Rules published in PNW229 (4-H Driving Manual) and PNW574 (4-H Horse Contest Guide) will be followed.

“HORSELESS HORSE” AND PRIMARY EXHIBITORS: 4-H members without horses (including Primary members) may participate in Judging Tour, Record Book, and Public Presentation. Entry fee: $15.00. Primary members will receive Participation ribbons. Record Books are encouraged but not required.

JUDGES RULINGS ARE FINAL! Unruly exhibitors/animals will be excused. IF 2 PERFORMANCE JUDGES ARE USED, THEY WILL SWITCH THE AGE GROUPS THEY ARE JUDGING BETWEEN SATURDAY AND SUNDAY.

CLASSES BEGIN AT 7:30 AM ON SATURDAY & SUNDAY – WESTERN CLASSES SATURDAY, ENGLISH ON SUNDAY. Trail Class will be available Friday 1:00 TO 7:00 PM & Saturday 9:00 AM UNTIL 3:00 PM. Friday afternoon Trail contestants will not be required to wear show clothes, only long-sleeved shirts, long pants, helmet, and boots. (Animal may show in only 1 Trail Class) Public Presentations on Friday only, 4:00 – 9:00 pm. Dressage on Friday only, 2:00 – 8:00 pm.

Entry Fees: $5.00 per class (before August 3), except Dressage & Eq Over Fences at $10 per class. After August 3, please add a $25 late charge per horse/rider combination (entries accepted if space is available).NO ENTRY FEE for Herdsmanship, Record Book, Judging Tour, or Public Presentation.All Classes except supplemental Dressage tests and Jumping count toward High Point, including Herdsmanship & Record Book! Premiums paid for all classes.

General Rules & Regulations

Washington State Junior Horse Show, Inc. show management, volunteers and helpers will not be responsible for any injury, accident, loss or damage to persons, animals, property, vehicles or spectators in attendance at this show. Presentation of signed entry blank deemed as acceptance of these rules.

This event is held in compliance with RCW 4.24.530 and RCW 4.24.540: Limitations on liability for equine activities. Except as provided RCW 4.24.540, an equine activity sponsor or an equine professional shall not be liable for an injury to or the death of a participant engaged in an equine activity. The Washington State Junior Horse Show, Inc., Yakima County, WSU, Yakima County 4-H Equine Council, Central Washington State Fair/State Fair Park, Washington State Fairs Association, or any judges or volunteers associated with this event will not be held responsible for any accident or injury to horse, rider, vehicle or equipment incurred, as provided by the above-referenced law.

1. To ride in any class #13, Equitation over fences, parent/guardian/ trainer must have signed the certificate of eligibility to participate statement on the entry form. No Exceptions!!!!!

2. Eligibility : Enrolled 4-H Equine project members from any county of Washington State may participate. The equines entered in this show must have been in the care, management and possession of the 4-H member for 90-days prior to this show date. No Exceptions! Please include Horse Certificate with entry.

3. Absolutely no Stallions of any age allowed.4. No separate pony classes – ponies will compete with horses in all classes.

5. Approved helmets must be worn at all times by riders and drivers. This includes, but is not limited to, the practice ring and Trail Class. When your foot leaves ground to mount, your helmet must be on your head! No Exceptions!! “Safe equine riding boots” must be worn when mounted. No open toed shoes in barns or around horses (exhibitors and helpers)!!!!

6. CLASS DIVISIONS & AWARDS: Juniors, Intermediates & Seniors will compete in separate classes with their own age group. Danish ribbons (blue, red or white) will be awarded to all riders. Upon completion of all sections of each class, “Call Back” blue ribbon riders/drivers will return to a Championship class. Medals and Rosettes awarded to blue ribbon earners only! Awards given to a possible 8 places only when Blue Danish ribbons are awarded.

7. Each class offered will be covered by the rules as set forth by the most current 4-H publications. This is a 4-H Show & 4-H rules prevail.

8. Complaints: Any dispute, complaints or disagreements must be made in writing, signed by the person/persons lodging the complaint with a $10.00 deposit, and presented to the Show Management before the end of the show. The show committee will do review and an answer in writing will be given. If disputes, complaints or disagreements are resolved in your favor, your deposit will be refunded.

9. Entries: Stall fee pays for stall and one bale of straw. Per class charges apply. Exhibitors may bring more than one horse to the show, with an additional stall and straw charge for each additional horse. A foal may accompany a mare, but the foal is to be left at the barn when the mare is shown. An adult must be in the barn with the foal whenever the mare is away. Signature of rider and parent or guardian is required on all entry forms. Clubs are requested to have barn parents who will be responsible for members and animals.

10. RECORD BOOKS: If entered, Record Book must be turned in before your showmanship class enters the arena on Saturday. If no record book is turned in, exhibitor will not be eligible for High Point awards.

11. High Point Awards: There will be one overall high point award made in each exhibitor group (Jr, Int, Sr, Walk/Trot Novice and Driving) to be presented at the end of the show.Exhibitors must select ONE riding seat or driving for high point. Other seats may be ridden. Awards and premiums will be given for the other classes; they will not count towards Hi-Point. The possible selections and the classes which qualify for high point for that selection are:

1) Walk/Trot (CLOSED) Classes: 1, 2, 3, 4, 5, 7, 8, 9, 12, 14, 15, 16, 172) Stock Seat Equation, Western Pleasure Classes: 1, 2, 3, 4, 5, 7, 8, 9,10,12,183) Hunt Seat Equitation, Hunt Seat Pleasure Classes: 1, 2, 3, 4, 5, 7,10,12,14,15,184) Saddle Seat Equitation, Saddle Seat Pleasure Classes: 1, 2, 3, 4, 5, 7,10,12,16,17,185) Driving Reinsmanship, Pleasure Driving Classes: 1, 2, 3, 4, 5, 7,11,12, 20

6) Gaming Classes: 1, 2, 3, 4, 7, 21, 22, 23, 24, 25, 26, 27, 28

In the case of a tie Fitting and Showing will be the Tie Breaker.

12. Premium Calculations: If 20 or more exhibitors are entered in a division, premiums will be equal to 100% of point value. If fewer than 20 are entered in a division, premiums will be prorated as follows: # in division/20=% point value. Example: Division with a total of 10 exhibitors would receive premiums based on 50% of point value.

13. Exhibitor numbers: Each rider will receive an exhibitor number which is to be clearly visible on the rider’s back or may be on both sides of the saddle pad (exhibitor is responsible for supplying the second number) in all classes, and noted on stall cards. Points will be deducted from Herdsmanship score if exhibitor number is not on the stall card.

14. Closing of entries: All entries and fees must be in or postmarked by August 3. After August 3, please include a $25.00 late fee. Late entries will be accepted if space is available. Entries requiring special consideration must contact Kimberly Lansing at (509)539-0247. No refunds of entry fees will be given after August 3 without Veterinarian or Doctor’s note. “ADD” fee for individual classes after check-in is $5.00 per class in addition to entry fee. All ADDS must be done at the Show Office a minimum of 2 sections prior to the desired class. No ADDS for Dressage Class.

15. Discipline: Exhibitors are warned that any act of discourtesy toward any of the officials or show committee will result in the disqualification of that member for any awards. Any companion, family member, or leader who displays any act of discourtesy towards shows management, workers or judges will be asked to leave the grounds for the remainder of the show.

16. UNRULY HORSES WILL BE DISMISSED FROM THE RING.

17. Any equine that might kick is required to have a red ribbon in its tail (We have some in the office).

18. It is a violation of State and Show Rules to Coach any 4-H participants while they are in a Class. Only Exhibitors may ride exhibitor horses once they arrive on the Show Grounds. IF THIS RULE IS VIOLATED, MANAGEMENT WILL DISMISS THE VIOLATOR FROM THE SHOW AND PREMIUM MONIES AND ENTRY FEES WILL BE FORFEITED.

19. APPOINTMENTS: WESTERN CLASSES: Riders should be attired in western clothing that includes “Safe Equine Boots” (equestrian tennis shoes only allowed in the practice ring). Western hats may be worn in Showmanship. APPROVED HELMETS ARE REQUIRED TO BE WORN BY ALL RIDERS/DRIVERS WHEN MOUNTED, INCLUDING SADDLE SEAT AND TRAIL. Spurs, chaps and ropes are optional with exception of NO CHAPS IN BAREBACK or STOCK SEAT EQUITATION. Tiedowns, wire curb straps, and caveson type nosebands are prohibited. Western Flat curb chain ½” or more are permitted. Snaffle bits permitted only for green equine (one that has not been shown in a shank bit). First year riders and Juniors are allowed to use a snaffle, but not with a green equine. Two hands will be used on equines being ridden with ring snaffles. There will be a 2-year maximum on the green horse as it should be in a shank bit within that time.

20. English Classes: riders should be attired in appropriate riding habits for the style being ridden, including boots and breeches. Half Chaps are allowed. Flat English style saddles, full bridles, snaffles or pelhams allowed. Martingales or tie-downs prohibited. Approved helmets required in all mounted/driving classes. Riders may ride in both Hunt and Saddle seat but must have proper equipment and attire.

21. Trail class will be available Friday 1:00 to 7:00 pm and Saturday 9:00 am until 3:00 pm. Friday Trail contestants will not be required to wear show clothes, only long-sleeved shirts, long pants, helmets and “safe equine riding boots”. Saturday Trail contestants must wear show attire. An animal may be shown in only one Trail Class.

22. Reining pattern. Individual rides with no call backs. Riding pattern is in packet, and will be posted no later than 1 hour before class.

23. EQUITATION OVER FENCES: RULES AS PRESENTED IN THE LATEST 4-H HORSE CONTEST GUIDE. You may ride in only one equitation over fences class. THIS IS AN EQUITATION CLASS, NOT A TIMED EVENT.

24. HERDSMANSHIP: THIS IS A 4-H EVENT. ABSOLUTELY NO ADULT HELP ALLOWED FOR STALLS AND BARN AISLE CLEANING (except when cleaning out stalls for departure or in the case of a safety issue). It is each

Exhibitor’s responsibility to see that they follow the rules. Shavings are allowed but must be disposed separately from the straw. Horses should arrive in show shape. All grooming and tacking of horses must be done in the stall, not in the aisles or in front of the barns! Herdsmanship rules will be posted in each barn. Herdsmanship may be judged any time both days. Stall cards must be filled out with exhibitor name, number, club and county, and posted on stall. Emergency contact number or RV space on back of cards is recommended. Parents may help keep manure piles removed from wash racks and all areas outside of the barn. Parents may also pick up piles of manure in the barn aisles, as long as they don’t clean stalls or sweep aisles.

25. DEPARTURES: Absolutely no early dismissals before noon on Sunday except for an Emergency situation approved by management only. Stalls must be cleaned and inspected, and stall cards left up and initialed by the Herdsmanship Judge prior to departure. Straw may be swept to the center of the barn. Shavings must be carried outside to the shavings pile. Unclean stalls and/or tack rooms will result in loss of premium money.

26. BARN PARENTS AND SECURITY: Each club is asked to provide adult barn supervision for their group at all times, both day and night. WSJHS management will do it’s best to provide security at night in addition to what the State Fair Park provides, but it is the responsibility of exhibitors, parent and leaders to see that horses, equipment and personal items are secure and kept safe.

27. DECORATIONS: Each club is required to display a banner or sign with their club name on it, and they may display a county banner or sign. Each Club is required to decorate their stalls and have an educational exhibit either on their stalls or in their barn area. Awards are given for best decorated and best educational displays.

28. HEALTH REQUIREMENTS: Washington livestock require no vaccination tests for entry. It is strongly recommend but not required, that horses be vaccinated. Individual health certificates not required for entry. THE USE OF ANY NON- APPROVED DRUGS ON ANY HORSES EXHIBITED AT THIS SHOW IS PROHIBITED (see PNW 574). Show management reserves the right to ask for a veterinary certificate approving any drugs which might be administered to any horse in attendance. Show management at the exhibitor’s expense, to check any unhealthy or suspected drugged animal may call a veterinarian. Upon the decision of the veterinarian the animal may be excused from the show with premiums withheld.

29. A Silent Auction is held to help support this show. Each club is asked to bring an item to the show office by 7:00 pm Friday to donate to the silent auction. Auction ends at the conclusion of the lunch break on Sunday.

30. SHOW MANAGEMENT MUST APPROVE EXCEPTIONS TO ANY OF THESE RULES!!!!!!

31. CAMPERS, RV’s AND TENTS – A NIGHTLY FEE WILL BE COLLECTED BY STATE FAIR PARK. LEADERS AND PARENTS ARE RESPONSIBLE FOR THEIR CLUB OR COUNTY GROUPS. 32. WE APPRECIATE YOUR ASSISTANCE IN KEEPING GROUNDS AND FACILITIES CLEAN. ADULTS ARE ENCOURAGED TO HELP KEEP CENTRAL/PUBLIC AREAS CLEAN.

33. Drivers MUST have an appropriately dressed header. Header may be a senior member or adult.

* Walk-Trot Closed entries must be 1st year riders (4-H eligible age), who have not loped in a Show. No cross-entry into lope classes. This division will offer one class for all ages of 1st year riders. A separate High Point Award will be offered. Record books are required, and will be judged in the appropriate 4-H age group. Horse Judging and Public Presentation contests will also be in the exhibitor’s appropriate 4-H age group. This is not a green horse class.

Shavings are allowed, but must be provided by exhibitor and disposed of as directed by Show Management. Class #5- Dressage – Class to be held on Friday afternoon, August 14 from 2:00 – 8:00 p.m. Exhibitors will receive scheduled times for performing the Dressage Test. The complete schedule will be available at the Show Office on Friday, and included in exhibitor packets. Contestants must be ready to ride their test at their assigned time. Hunt Seat attire and equipment is allowable for Training Level Dressage, but only snaffle bits are allowed (no twisted wire, etc.). You may utilize a reader during your test, but they can only read each test element one time (they may not repeat the element). The American Driving Society Training Level Test 1 (1994) will be used for High Point calculations, as detailed on the entry form. Class #18 – Working Ranch Horse As per information in 4H13131. In this event, 4-H members demonstrate horsemanship skills that may be used on a working ranch. The class is a pattern that may include, but is not limited to, walk, trot, lope, lead changes, rollbacks, and turns on the haunches. Members demonstrate their skills individually—there is no rail work. They should demonstrate horsemanship skills at natural gaits and controlled speed when specified.ClothingNeither chinks nor chaps are allowed.EquipmentUse equipment correctly and humanely. Use one hand on a curb and two hands on a snaffle bit. Tiedowns, martingales, nosebands, and other training devices are discouraged. Members riding without training devices will score higher than equal rides that use them. While a single or roping rein is allowed, split or romal reins are best for this class.Basis of judgingThis class is judged on the rider’s control of the horse and the horse’s suitability as a ranch horse. The horse should respond to a light rein and show little resistance. Speeds should be distinct, and the horse should be under total control at all speeds. The pattern should be ridden as diagrammed and deviations marked down.

YAKIMA COUNTY 4-H EQUINE ACTIVITY GROUND RULES (REVISED 2007)Leaders and Parents: As a reminder, Please make your members aware of these Ground Rules when participating in 4-H Activities. Both Leaders and Parents are Responsible for and have the authority to enforce these Ground Rules. Breaking any of the following rules may result in dismissal by Show Management from the show and forfeiture of all awards. Any gross abuse of these rules may cause the removal of a 4-H Member/Leader/Parent from the 4-H Program. 4-H Events are provided for under the auspices of the WSU Extension and for Everyone’s safety, we ask that you help us enforce these rules. Refer to Yakima County 4-H Equine rules or most current State Equine Contest Guidelines for any further clarification.

1. Youth in the 3rd grade who have reached their 8th birthday by January 1 of the current 4-H year are eligible to participate in 4-H Programs.2. No Adults or Youth in attendance at any 4-H event may use profanity or be under the influence of or consume alcohol or illegal drugs.3. No dogs allowed on grounds unless on a leash or confined.4. No Smoking or Chewing Tobacco in Exhibit areas.5. No Abuse of Animal(s).6. No Coaching of Participants while they are in the ring or showing their animal(s). Violators will be asked to leave by the show management.7. Parents or non 4-H members may only ride members’ equines at shows where parent classes or open classes are offered, and/or only when the member has completed his/her classes.8. The ring is off limits to everyone except working show personal, unless in case of an emergency.9. APPROACH THE JUDGE ONLY AFTER JUDGING IS COMPLETED FOR INFORMATION AND EDUCATIONAL BENEFIT ONLY; NOT TO DISPUTE HIS/HER PLACINGS!10. A visibly ill animal can be dismissed from participation by show management.11. All Exhibitors must participate in Herdsmanship. Showmanship is required for all 4-H participants including open shows offering 4-H classes.12. Show Management and/or Club Leaders may dismiss any member due to unacceptable behavior. Show Management must be advised of such dismissal.13. No riding equines double at any time & no riding equines with a halter and/or lead rope only.14. No racing or running equines. When riding outside Practice or Show Arena, you must be at a Walk only. Use care & courtesy for people & animals.15. Approved Helmets, “Safe Equine Riding Boots” and Long Pants are required to be worn whenever mounted. No Halter-tops or Spaghetti tops when riding. Exposed Toed shoes are NOT ALLOWED at any 4-H Equine Event by ANYONE handling Equines. NO EXCEPTIONS!!!!!!16. 4-H members must do their own Herdsmanship & Grooming. Adults may only help saddle or bridle if member is physically unable to do so.
