Tier I

• In 2013, APPRISE team mapped Tier I measures to

existing data

– Challenges with unduplicated counts. E.g. getting “all crisis”

from HHR “winter crisis” and “summer crisis”

– Lack of detail and consistency. E.g. HHR does not distinguish

Federal Open Data Requirements

• Open data executive order (2013): Orders that open

and machine readable data be the new default for

government information

• DATA Act: Digital Accountability and Transparency Act

(2014)

– Common standards for financial data provided by all government

agencies

– Expands the amount of data that agencies must provide to the

government website, USASpending.

– Goal of the law is to improve the ability of Americans to track and

understand how the government is spending their tax dollars.

HHS Open Data Requirements

• HHS Open Government Plan: HHS currently implementing version 3 of Open Government Plan.

• Covers transparency; participation and collaboration; and flagship initiatives:

– 3.1 Administrative Approaches to Enhance Availability of Data: All Department data should be available in an open and machine readable format (JSON)

– 3.8 Digital services strategy:

• Research-based redesign

– 5.2 Standardize grants lifecycle data: The DATA Act requires the full disclosure of federal funds and the use of common terms, formats and definitions for key financial data elements.
