INTRODUCTION TO THE JANUARY 2015 EDITION Welcome to our 9th Edition of the Comprehensive CAMHS Directory. There has been a longer gap than usual between editions, partly because we wanted to wait until some of the latest changes in Comprehensive CAMHS had been clarified. We hope it remains a useful tool for you in supporting the emotional wellbeing of your families. We are very pleased to have Lisa Tafft join the PMHW team as our new administrator. Lisa has co-ordinated the publication of this edition of the CAMHS Directory. She also organises the booking for CAMHS PMHW Twilight Training. Changes to Services With the reconfiguration of services we are finding that with the THRIVE programme there is now more longer term support for families with longer standing difficulties, and reduced support for families experiencing less extreme difficulties. For these last problems some individual schools have bought in extra support. We are not able to indicate in the directory what is available in each school. Sometimes in some parts of the county we have been obliged to recommend an agency that charges for its service. In terms of changes to the directory entries, the Anti-bullying Service no longer exists as a stand-alone agency, but its role is subsumed within ESBAS. FLESS is now known as ISEND. And WiSE in our directory for the first time. Consulting with PMHWs As Primary Mental Health Workers (CAMHS) we are still here to consult with you about any case you want to discuss from a mental health/emotional wellbeing point of view. Feel free to give us a ring. Our numbers are listed under the directory entry for PMHW (CAMHS). CAMHS PMHW Twil ight Training The CAMHS PMHW Twilight Training Programme is continuing and remains popular. It is available free to all practitioners in East Sussex working with children, young people and families. Afterthoughts - Children’s Centres Counselling Service This is a free service for parents of all ages during pregnancy, or who may have experienced a pregnancy loss or with children under 5 years and living in East Sussex. The service is currently available at some children’s centres across East Sussex in Hastings; Eastbourne; Lewes and Ringmer. Counselling is a positive way of helping people cope with changes in their lives by managing feelings and coping. For example becoming a parent, experiencing bereavement and loss, miscarriage, termination of pregnancy, chronic illness, or feeling that life is difficult right now. The service is run by volunteer trained counsellors. Referral process: Referrals can be made from any agency and self-referrals are particularly welcomed. Allsorts Youth Project Allsorts covers Brighton & Hove and wider Sussex. They offer support, information and advocacy to young people under 26 who identify as lesbian, gay, bisexual, trans or unsure of their sexual orientation and/or gender identity. Services offered:

ASD Monitoring and Support Group The ASD Monitoring and Support Group covers East Sussex and offers support for those involved in educating and caring for children with autistic spectrum disorders (ASD). It is available for a child with a diagnosis of ASD being educated in a mainstream primary school, or in Year 7 of a secondary school. Services offered:

Autism Sussex employs highly motivated and well-trained staff to provide a level of care appropriate to each individual. This helps our service users to achieve their full potential in all areas of development. Each service user has an individual programme that is geared to providing him or her with the maximum support to reach a full life in areas that we take for granted. Education, social integration, participation in life, recreation and emotional wellbeing are all targeted. We feel that by the nature of our work and our determination to ensure that people with autism participate in the community and the prospects for all of individuals we support will lead to richer and fuller lives. CAMHS (Child and Adolescent Mental Health Services) The Eastbourne CAMHS Team and Hailsham CAMHS Team offer Mental Health Assessments and Treatment to children and young people up to18, where a mental health problem may be present. Please see “Specialist CAMHS Referral Guidance” in Appendix 1 for clarification. CAMHS also offer assessments for Autistic Spectrum Disorder for young people aged 11-18, if required. The service is staffed by a child psychotherapist, clinical nurse specialists, arts or play therapist, psychiatrists, psychologists, systemic family therapists, and others and is available Monday to Friday, 9am – 5pm. We operate from three bases, Highmore in Hailsham, the Ian Gow Health Centre in Eastbourne and the Scott Unit at the Eastbourne District General Hospital. Referral Process: Referrals can be by letter, phone or in person. The office is open Monday to Friday, 9 – 5pm (4.30pm on Fridays). Any professional who is involved is able to refer to CAMHS, with the appropriate consent. After a referral has been accepted, in a high risk situation an appointment will be offered in 24 hours. Otherwise, CAMHS will offer a CHOICE appointment/assessment within 4 weeks. This will consist of up to 3 meetings. If after that time the problem needs further attention, there may be a referral to another specialist in the team, or further appointments offered. If a referral does not reach the CAMHS criteria for a Mental Health Assessment, we will endeavour to offer advice regarding alternative sources of help. CAMHS - Learning Disability and Family Intensive Support Service We offer support to families who live in East Sussex where a child/young person between 0 and 19 has a moderate-to-severe learning disability together with behavioural, emotional or communication difficulties. Our work with families can be short-term (up to 6 sessions) or longer-term (we can be involved with some families for several years). We use the Family Partnership Model. The team comprises a Team Leader, Senior Family Support Worker, Family Support Workers, Speech and Language Therapists, Clinical Psychologists, Specialist Nurse, and Consultant Psychiatrist. Below are some examples of the types of work we do:

§ Detailed assessments of mental health, behaviour and communication § Developing behaviour support plans and supporting parents and carers to develop strategies to manage

challenging behaviours and maximise the communication potential of their child § Creating and developing communication resources for children/young people e.g. Social Stories, TEACCH

strips, Communication Passports § Supporting families emotionally § Prescribing medication § Supporting parents to access other services § Working with networks and systems around the child § Facilitating multi-agency meetings, bringing together all those involved with the child/young person to focus

on specific behaviours. Parent groups:

§ Positive Behaviour Support Group – a 12-week group which helps parents and carers to explore, understand and manage their child’s challenging behaviour alongside others.

§ All About You – Building on Resilience and Wellbeing – a 6-week group for parents and carers.

Consultation Service: We continue to offer a consultation service to any workers in East Sussex involved with children who have a learning disability. We offer bookable sessions of 1¼ hours with 2 workers from the team.

We are always happy to discuss referrals by phone but we do require a written referral letter which includes the following information: Child’s/Young person’s name, date of birth, address and telephone number, diagnosis and reason for referral, GP, other relevant information/reports with parents’/carers’ consent. Please also ensure you send a copy of your referral to the parents/carers of the child/young person. Once a referral is received, if the child meets the eligibility criteria we offer them an initial “Choice” appointment within 4 weeks. Care for the Carers Care for the Carers is a local, independent charity supporting Adult and Young Carers (from the age of 8) in East Sussex. They hold local, up to date information tailored to carers’ needs. All of Care for the Carers services are free to unpaid carers. Services offered:

Chestnut Tree House Chestnut Tree House provides palliative care services to children and young people with life- limiting conditions in East Sussex, Brighton & Hove, West Sussex and South East Hampshire. Services offered:

§ Assessment, advice and information for children and young adults with life-limiting conditions. § Specialist short breaks, emergency care, step down from hospital and end of life services 24 hours per day,

provided at Chestnut Tree House. § Care in family home settings and hospitals, specialist short breaks, emergency care and end of life services

24 hours per day, provided by our dedicated Community Team. § Support for the entire family following diagnosis and through the whole disease process by the multi-

disciplinary team at Chestnut Tree House. § Bereavement support - includes befriending, counselling and spiritual care. § Specialist services for neonates, under 5’s and young people moving to adult services. § Care for families after the unexpected death of a child or young person, including the use of our ‘Stars’

bereavement suite. Referral Process: Anyone can refer a child or young person providing it has been discussed with the family first. Families can also refer themselves. Permission is sought from the parent or carer to request medical information from their GP and paediatrician. A home visit from a Community Team member may then be arranged to discuss the referral and establish the level of support required. Children’s Centre Keywork Teams Children Centre Keyworkers can offer support to families who have at least one child aged under-5 to overcome difficulties and make a positive change for the future. A Children’s Centre Keyworker will listen, help families to identify difficulties and provide support, advice and some practical help on a wide range of issues, including:

§ support with parenting § depression and mental health § alcohol and drug misuse § healthy lifestyles § housing problems § education and care for children § domestic abuse § support into work or learning for adults § money and managing debt § anti-social and criminal behaviour.

When we meet with families, we listen to what they say about their difficulties, find out about their strengths, and agree what changes are needed to help them get back on track. The Keyworker may also liaise with other services supporting the family to help understand more about what they might need. The Keyworker will then write up a plan with the family. This will include information on the family, actions agreed with them, and what support the family will receive. It could also include more specialised help. The Keyworker and the family will review what’s changed as a result of the plan and what needs to happen in the future. Help may be provided for up to 18 months. Referral Process: the Children’s Centre Keywork Team takes referrals for families at level 3 on the continuum of need. They may take some at level 2 as well if there is an immediate risk of further deterioration in the family’s situation. We also work with Children’s Social Care to support families moving down from statutory intervention at level 4. Families can self-refer, as can anyone working to support them. They would need to request a referral form from a children’s centre. Otherwise, referrals can be made through the integrated screening hub or the weekly Team Around The Family meetings via health visitors or the Keywork Team managers. Contact Details:

Children’s Integrated Equipment Service (C.I.E.S.) We are a team of people providing an integrated equipment service for children in East Sussex. We work in partnership with AJM Healthcare. We provide equipment on loan to disabled children and young people living in East Sussex from birth to school-leaving age (16 or 19-years-old) to help access to education and enable them to do tasks they would otherwise be unable to do. We are committed to providing a family-focused service to support children to achieve their greatest potential, both in childhood and through transition into adulthood. Children’s Integrated Therapy Service (C.I.T.S) The East Sussex Children’s Integrated Therapy Service (ESCITS), provides an integrated therapy service for children and young people from birth to school-leaving age (16 or 19-years-old) who have physical, occupational or speech and language difficulties. What we do: We accept referrals for children who have developmental difficulties which significantly impact on their function. This could include neurological or movement disorders; respiratory disorders (for example, cystic fibrosis); speech, language and communication difficulties, as well as disabled children who require specialist equipment and housing adaptations. We offer specialist assessment, training and advice; for some children we offer therapy intervention individually or in groups. We also provide training and support for parents, carers and staff in early years settings and schools. Community Nutrition and Dietetic Service The Department of Nutrition and Dietetics provides specialist assessment, diagnosis, treatment and management service to children and their carers who require nutritional interventions and management. Registered Dietitians (RDs) are the only qualified health professionals that assess, diagnose and treat diet and nutrition problems at an individual and wider public health level. COPES (Children’s Outreach & Parent’s Extended Support) COPES works with families at level 3 on the continuum of need, i.e. where there are several issues affecting the family which are impacting on children's ability to thrive, and the family functioning as a whole. COPES family support keyworkers can help all family members with a range of issues, including behaviour management, health issues, family dynamics, bereavement, debt, housing, substance misuse, and relationships with other services/schools. COPES provide Early Help support to families with children aged 5-13 years. The keyworker works with the whole family as necessary, developing an Early Help Plan to prioritise and plan the work with the family. The Keyworker will always see the children on their own and will generally visit the family at their home address. An action plan will be developed and regularly reviewed. COPES works in collaboration with other support services. COPES family support keyworkers also offer Parent Support Groups, including:

Counselling Plus Counselling Plus is a charity which offers confidential counselling to people aged 16 years plus, in Hastings, Eastbourne, Bexhill, Rye and Northiam, at such times of stress, change, pain or loss. The main aim is to provide an affordable service for those on low income or living on benefits. Services offered:

§ One to One Counselling; for anyone over the age of 16 who is unable to access private counselling § Specialist counsellors who are trained to counsel people who have been raped or sexually assaulted,

referred by the Saturn Centre and also clients affected by domestic violence & abuse.

Referral Process: § Anyone aged 16 years + in the Hastings and Rother or Eastbourne area can refer themselves if they are on

benefits or low incomes. § People who can afford private counselling can be given a list of local counsellors. § Clients who have been raped or sexually assaulted can be referred by the police or SARC (The Sexual

Assault Referral Centre) and have a limited number of sessions paid for by SARC. § Clients who have been raped or sexually assaulted but who do not wish to report it to the Police may refer

CRI Connexions See Youth Employability Service (YES)- East Sussex (delivered by Medway Youth Trust for ESCC)

CRI Domestic Abuse Children’s Therapeutic Service CRI provide a range of practical and emotional support for adults and a therapeutic service for children who have been affected by domestic abuse and/or violence.

Children and young people may be displaying behavioural problems such as § Poor Concentration § Delayed development § Aggressiveness/bullying § Bedwetting § Disturbed Sleep Patterns

Our adult service supports Women and Men from age 16+ who are or have experienced Domestic Abuse. However, CRI does not work with perpetrators of abuse. The CRI’s children service supports children from age 4 to 17 years, where the perpetrator is no longer in the family home.

CRI specialist workers offer age appropriate interventions including assessments with victim and the child concerned, one to one therapeutic sessions, play therapy, talking therapy. Up to 10 weekly sessions are offered with a midway review and ending sessions. Families are also referred onto other appropriate services to build up support systems.

Parents and carers must accompany their children to appointments, unless they take place in school and during term time. In these cases, the school will be made aware of the time/date and name of the child, who is attending the service. If a parent is unable to attend than an appropriate adult would be asked escort the child to the session and return them to the classroom at the end.

CRI operate a child protection policy and will disclose information to the appropriate authorities should there be reason to believe that a child is at risk of harm on neglect.

Referral Process / Criteria: All referrals for the children’s service must go through the adult service first. Once a referral is received via adult services for the therapeutic children’s work then a response will be sent out to the parent/carer of the referee within 14 days. Referrals are accepted from statutory and non-statutory services as well as self-referrals. Referral forms and eligibility criteria are available on request.

CRI Domestic Abuse Service CRI offer a professional support service to women and men aged 16+ who are or have experienced domestic abuse and live in East Sussex. This includes behaviour of power and control where one person dominates another through threats of violence, psychological, emotional, sexual or financial abuse. Clients are given information and advice regarding their options on a range of issues including legal, housing, benefits and health matters. We also provide a court support service and will accompany clients to external appointments if required. We offer one to one support at a wide range of venues to ensure easy access.

Our aim is to provide a specialist support and information service to enable clients to make informed choices on how they want to proceed. Anyone experiencing domestic abuse is welcome to use our free and confidential service. CRI operate a child protection policy. Our core service does not offer support to the abuser/perpetrator of domestic abuse.

Referral process: We will accept self-referrals, or professional referrals with the person’s permission, in writing or by telephone. For a written referral please contact us for a referral form. CRI Families and Parenting Service Sussex CRI Families and Parenting Service deliver a range of innovative support and interventions for families and young people across East Sussex. The service works holistically with families with multiple, complex problems, in a bid to reduce risk and enable families to achieve control and stability in their lives.

The service delivers intensive, long-term family support (as part of East Sussex County Council’s Family Key Work agenda and more generic family support through the Family Intervention Project). Our model of intensive family support is designed to reduce poverty, antisocial behaviour and offending and aims to improve family and parenting relationships, increase school attendance and employment, support families in maintaining their tenancies, improve physical and mental health and safeguard vulnerable adults and children.

The service also seeks to raise aspirations and break intergenerational patterns of unemployment and offending: it is driven by a belief that early intervention and intensive, whole-family, co-ordinated support can achieve lasting, positive outcomes for individuals and local communities.

CRI Families and Parenting Service delivers a Family Through-Care Project offering parallel support to offenders in custody in HMP Lewes and their support networks/family members in the community. CRI have been commissioned to deliver these interventions by East Sussex County Council, Eastbourne, Wealden and Lewes Housing departments.

CRUSE Bereavement Care – East Sussex This voluntary service for bereavement is offered to children and young people of all ages in East Sussex. CRUSE offers individual counselling for children of all ages. Individual counselling is usually in a client’s home but can be in the CRUSE office in Eastbourne, or at other locations by arrangement.

All volunteer counsellors have additional specific training to work with children and young people. They abide by the Cruse Standard for working with bereaved children and young people and have supervision with appropriate experience. As a voluntary organisation the numbers of volunteers available may limit this service at any one time. The service is free, voluntary contributions are welcomed.

Referral Process: Parental/guardian consent is needed for under 16’s.Please contact the CRUSE office for information & assessment. The office is manned weekday mornings and there is an all day answering machine. The timescale for help to be offered is variable depending on the size of the waiting list.

Dietetic Service See Community Nutrition & Dietetic Service

Duty and Assessment Team, ESCC Children’s Services The Duty and Assessment team provide an assessment service for Children in Need and Children in Need of Protection, when level 4 is reached on the Continuum of Need*, for children aged from 0 – 19 in the west of the County. Family Assessments are completed with parental permission and will take account of the child’s developmental needs, parenting capacity and the child’s environmental factors and community support networks. Social Workers completing assessments where appropriate will signpost to other agencies and where matters are more complicated pass on to ESCC Family Support Teams. The completion of an Early Help Plan with families should precede a referral to the Duty and Assessment Team and any referral from agencies should be an action point from the Early Help Plan, when it is clear that there is a role for Children’s Social Care. The Duty and Assessment Team provide a screening role for all referrals into Children’s Social Care, with the exception of the Children’s Disabilities Team, which has a separate Duty Team. This Duty and Assessment Team will deal with referrals for 0-19 year olds. Unless there is deemed to be a risk to the child, professionals should inform the parents that they are making this referral to Children’s Social Care. Child Protection enquires will be made on all referrals which reach the Child Protection threshold and these cases may be co-worked with police colleagues. Referrals by members of the public are accepted and anonymity is respected if necessary. Professionals should refer to the Child Protection Procedures for additional information. The Duty and Assessment Team are responsible for undertaking all pre-birth assessments where there are concerns in relation to parenting capacity. The Team are pleased to offer a consultation service to professionals and members of the public and would ask professionals to call to discuss referrals to the service beforehand. Members of the public are welcome to visit the team in Eastbourne during opening hours to discuss any issues. Where a referral is deemed to be complex but below the threshold for a Children’s Social Care response, the Duty and Assessment Team may decide that the referral should be discussed at the Integrated Screening Hub forum. This is a daily multi-agency meeting where the needs of children and families can be considered and decisions reached regarding the most appropriate agency to assist. Early Intervention in Psychosis Service - EIS (Sussex Partnership NHS Foundation Trust) The East Sussex Early Intervention Service is a small multi-disciplinary team providing direct services for 14-35 year olds who are presenting with first symptoms of psychosis. This service covers all of East Sussex (including Brighton & Hove). An assessment and appropriate treatment is offered (including psychiatric consultation, psychological input, vocational and educational support and advice and support for relatives and carers). We also offer training and consultancy to other agencies working with younger people who are developing psychosis. The team consists of Community Mental Health Nurses, Occupational Therapists, Psychologists, Support Workers, Psychiatrists and Vocational Specialist. Referral procedure: Referrals will be accepted directly from GP’s, Health In Mind, CAMHS, WAMHS, Under 19 SMS and Youth Offending Team. Referrals from other agencies will be considered following a telephone screening. Self-referrals are also accepted. Early Years Teaching and Support Services See Specialist Early Years Service

Eastbourne Foyer This service is offered to 16 – 25 year olds who are homeless or potentially homeless and who need support in living independently. The service covers Eastbourne and is also open to any resident with a connection to Eastbourne. 24-hour cover is offered at the Foyer with Support Coordinators, Support Workers, and a Concierge at night. In addition to the 31 units at the Foyer we offer 10 second stage move-on units at Hyland House for those clients still needing some support but also needing more independence. Services offered:

§ Accommodation § A support package, linked to other agencies § An Action Plan within the first two weeks of entry, clients met weekly and goals reviewed every three months § Close links with relevant agencies § Help with move-on accommodation

Referral Process / Criteria: Referral Agencies have forms, which are to be completed and returned through Housing Advice or Social Services. The individual should be on Eastbourne Borough Council Housing Waiting List. Any agency that is working with the young person is then contacted for supplementary information, only when this information is received will young people be interviewed. If necessary, agreement for action between agencies and professionals meetings will be agreed prior to acceptance. No self-referrals accepted. East Sussex Early Support Key Worker Scheme The East Sussex Early Support Key Worker Service is available to the families of preschool age (0-5) children with complex needs or disabilities, who have more than four specialist practitioners involved in their care.

We offer a named person as a Key Worker who is the first point of contact, advice, support and information for parents and professionals.

The role of the Key Worker is also to: § Increase the level of information sharing and reduce duplication in the assessment and planning of the

East Sussex Fire and Rescue Service The service covers the whole of East Sussex and Brighton & Hove. We provide help and advice for people, both adult and young person, who play with or set fires, victims of domestic abuse where arson may be a threat and also have a Safeguarding Team to assist people of all ages. Firesetter Intervention Scheme (FIS) Offered to all ages - children, young people and adults. Intervention is adapted to each individual’s requirements. Specially trained Fire Service professionals work with individuals and help them understand and control their feelings and circumstances that lead to firesetting behaviour. FIS Referral Process: Referrals can be made from agencies, schools, parent/carer and self-referrals are also accepted. Arson Risk Reduction for Victims of Domestic Abuse We offer home safety visits to ensure smoke detectors are present and working whilst also providing advice on safety and security to the occupants. In more serious instances letterbox blanking plates can be fitted to reduce the risk from arson attack. Although this scheme predominantly works with victims of domestic abuse, we also work with anyone who is subject to threats or acts of fire related activity.

Educational Psychology Service Educational psychologists focus primarily on the learning, social and emotional problems encountered by children & young people. They carry out a wide range of tasks and work in a wide variety of settings with the aim of enhancing children’s learning and enabling teachers, parents, carers and practitioners to become more aware of the social and emotional factors affecting teaching and learning. The work of an educational psychologist can either be directly with a child, or group of children or indirectly through their work with parents, teachers and other professionals. Indirect work often involves training, consultation and discussion to clarify the precise nature and requirements of any psychological intervention proposed either at the individual or systems level. Additionally educational psychologists are often called upon to contribute to decision-making process and to lead, advise or join working and consultation groups on issues concerned with organisation and policy planning. Educational psychologists can also be called upon to support schools in times of unexpected bereavements or other traumatic events. Direct work usually involves some form of assessment. This may include consultation with parents, carers and professional colleagues, observation, interview, or use of assessment materials. Recommendations are then made to determine the most appropriate educational psychological or therapeutic interventions. Educational psychologists also undertake a statutory function on behalf of the Children’s Services Department in relation to the assessment of those children and young people who are judged to have the most severe, complex and challenging needs. Referral Process: To ensure children’s needs are promptly addressed, involvement by the educational psychology service in relation to individual assessments continues to be allocated through schools and settings in accordance with the priorities of the Special Educational Needs (SEN) Code of Practice. Level of involvement in a school is determined also by the nature of the Service Level of Agreement they may have with the Educational Psychology Service.

ESBAS (Education Support, Behaviour and Attendance Service) The Education Support, Behaviour and Attendance Service (ESBAS) supports Primary and Secondary schools in managing pupils with challenging behaviour and those with problems in relation to attendance, including providing legal intervention when necessary. This can take the form of 1:1 support to children and families in school and at home and offering advice, guidance and training to schools. ESBAS also provides parenting support, via 1:1 or workshops and anti-bullying support and guidance for families and schools. The service monitors and tracks Children Missing Education, provides support for children in Employment and Entertainment, in terms of advice to schools, parents, employers, and provides training for chaperones. ESBAS also has a Family Keywork Team who support our most vulnerable families needing intensive support. Referral Process: the service takes referrals from schools and offers a range of support and intervention to improve pupil Attendance and Behaviour, including children permanently excluded from mainstream education. Families for Autism Families for Autism provides leisure activities for children and young people in East Sussex on the autism spectrum, with well trained staff in an autism friendly environment. We aim to support parents and other family members involved in caring for a child or young person with autism. We can help with children between the ages of 5 and 13 who have a diagnosis of autism or Asperger’s, and young people between the ages of 13 and 19 who have a diagnosis of high functioning autism or Asperger’s. Many staff are currently TA’s in special schools, with relevant training and checks. Activities A Saturday club for children between the ages of 5 and 13 on the autism spectrum which includes activities such as art, cookery, soft play, multisensory and outdoor play.

A youth group for young people between the ages of 13 and 19 with a diagnosis of Asperger’s or high functioning autism which includes activities such as cookery, art, WII, table tennis, outdoor games and board games.

Family Group Conference Service This is a County wide service for children 0 to 16yrs and their families.

A Family Group Conference is a decision making and planning process whereby the wider family makes plans and decisions for children and young people who have been identified as being in need of a plan that will safeguard and promote their welfare. Family is defined broadly to include the child, parents, extended family and significant others.

Family Group conferences are arranged and facilitated by independent co-ordinators; by this we mean someone who has not and will not be involved in making decisions about the child. The child(ren) being central to the process.

Family Nurse Partnership (ESHT/East Sussex County Council) The Family Nurse Partnership is a countywide preventative programme offered to young mothers having their first baby. It begins in early pregnancy, and is oriented to the future health and well-being of the child.

The programme is most effective with young parents who have low psychological resources, limited family support and low educational achievement. The Family Nurse Partnership is a service for any first time mothers who are 19 years and under.

Referrals need to be received by 12 weeks gestation if possible and no later than 24 weeks gestation so that we are able to deliver a large proportion of the program before birth. The service works with strengths of the client and encourages them to fulfil their aspirations for their babies and themselves. A pattern of weekly /fortnightly visits begins in early pregnancy and continues until the child is 2 years old. The visits do not replace the midwife but the Family Nurse does take the place of the Health Visitor (incorporating aspects of the Healthy Child programme) until the child is 2 years old.

Family Support Keywork Teams (Eastbourne and Hailsham Teams) The Eastbourne Family Support Keywork Team and the Hailsham Family Support Keywork Team both work with families with children aged 5-13 who are at Level 3 on the Continuum of Need. Typical areas of work include: behaviour management, issues of self-esteem and social skills, family changes and worklessness, parenting strategies, anger management and parental low mood amongst others. The Keyworker will work with the whole family, using the Early Help Plan to help assess need and plan appropriate support. A substantial part of the Keyworker’s work will generally take place in the home environment, providing support to parents and children, and may also include seeing the children at school. An intervention could last between 6-9 months. The teams also each offer a range of parenting groups. In Eastbourne these include:

Fegans - Child & Family Care Services This service supports children of all ages and their families in East Sussex to cope with issues such as relationship difficulties, parenting issues, problematic behaviors in children, family breakdown, anger, anxiety, bereavement, mediation, supported/supervised contact etc. Services are provided through family support, counselling, work in schools, and facilitating parenting courses. We have several qualified counsellors and Family support/Key workers. Fixed fees are in place for schools, and other statutory organisations but fees are negotiated on affordability with families who choose to self refer. Health In Mind Health in Mind is a service for people in East Sussex aimed at helping anyone who is experiencing problems with low mood (depression) or concerns and worries (anxiety), whether it is thought to be emotional or psychological .We all go through low points at times in our lives and it is not unusual to experience symptoms such as stress, anxiety or depression. At the best of times caring for young people can be very difficult and challenging – the Health in Mind service is keen to work with carers to help you identify and use personal strengths to improve your own resilience and help you manage stress levels. In the past you may have had difficulties getting practical help for these common issues but now Health in Mind have teamed up with your local GP. We have effectively bridged the gap between you visiting your GP surgery and accessing Talking Therapies (Psychological Therapies), helping you unravel your difficulties with neutral and effective support. Health in Mind is delivered in partnership with Turning Point and Sussex Partnership NHS Foundation Trust. Health Visiting Service (East Sussex Healthcare NHS Trust) The Health Visiting Service covers the East Sussex area and aims to work closely with families in a transparent and collaborative partnership. The service is available to antenatal mothers and children under the age of 5. We can offer advice, support and guidance around the following:

We work in partnership with local agencies to support and protect children under safeguarding policy. The service is staffed by Health Visitors (qualified nurses with at least 2 yrs practice experience who undertake extra training to become a Health Visitor), health visiting staff nurses, qualified Nursery Nurses & Support Workers/Health Care Worker who has undertaken training in specific areas and is supervised by a qualified nurse. The service is offered from Health Centres, Children’s Centres, Community Venues, and GP Surgeries. The Children’s services are open to feedback from users and partner’s agencies about their experience of the services, quality of the services and access to the services. Referral Process / Criteria: All families have access to the Health Visiting service, it is a universal service and anyone can refer. Referrals are prioritised and help and advice may be offered at the point of contact (i.e. over the phone or at a clinic where no appointment is necessary). Home Works Home Works is a short term floating support service for people with housing-related support needs and can visit people at home. It’s commissioned by East Sussex County Council for single people, couples and families who:

§ Live in East Sussex, in any type of housing § Are aged 16-64 § Are vulnerable because they may be facing homelessness, are homeless, need re-settlement support, have

substance misuse issues, offending history, experiencing anti social behaviour, never lived alone, have undergone a relationship breakdown, have physical or mental health problems, have rent / mortgage problems – these are just some examples / situations that require short term support and coaching to assist people in finding solutions to problems that are impacting on their housing, and to explore their options with them.

ISEND Teaching and Learning Provision (formerly FLESS – Flexible Learning Educational Support Service) ISEND Teaching and Learning Provision supports schools in providing education for children and young people too sick to attend, as a result of either physical or mental health problems. The remit of ISEND Teaching and Learning Provision is to work in partnership with the child’s school in the provision of education and to assist a return to school when children and young people are physically able to do so. ISEND Teaching and Learning Provision and behaviour and attendance officers work closely together to reintegrate children and young people back to school as soon as possible. Referral Process: Schools refer to the service by submitting a referral form which includes medical evidence from a consultant paediatrician or CAMHS professional. CAMHS practitioners are required to complete section B of the referral form which includes details on the therapy support they are receiving as well as advice from the CAMHS practitioner on the type of support schools would need to include to support the young person. Section B of the referral form needs to be returned to school who will submit the referral. The service has an additional function of ensuring that the Local Authority meets its statutory responsibilities in ensuring that children whose parents elect to take on the responsibility of educating their children themselves (rather than sending them to school) are receiving an appropriate education. LACMHS (Looked After Children’s Mental Health Service) The Looked After Children’s Mental Health Service (LACMHS) is a multidisciplinary child & adolescent mental health service managed by Sussex Partnership Foundation Trust (SPFT) and co-located with Children’s Services. It provides a specialist service for children and young people who are in the care of East Sussex local authority and for whom the plan is permanence. The LACMHS has the following remit:

§ To contribute to placement stability by supporting the mental health, emotional and behavioural needs of the looked after child, and promoting positive attachments with their new carers.

The LACMHS has the following functions: § To provide assessment, consultation and therapeutic input in relation to a specific child’s mental health

needs and /or placement stability. § To provide 2 twelve-week Therapeutic Parenting Group for carers employed by the Fostering Service each

year. § To provide weekly consultation to Homefield and Broderick residential homes § To provide weekly consultation to Lansdowne Secure Unit § To provide monthly ‘Drop In’ consultation sessions in/to the Fostering and Looked After Children teams

Referral Process: Referrals should be made in collaboration with the child’s social worker or foster carer’s supervising social worker. The request must:

1) relate to an East Sussex Looked After Child 2) for whom the plan is permanence. This means: for children/young persons involved in court proceedings

there has been a Final Hearing and a Full care Order granted (with a Care Plan for Permanence either through Fostering or Adoption). For children/young persons not involved in court proceedings the LAC Review Decisions from the IRO (Independent Reviewing Officer) confirm that the child/young person will remain looked after and that there is no plan to rehabilitate the child/young person with their birth family. This does NOT mean: The child/young person must be in their permanent placement.

3) who is presenting with emotional and/or behavioural difficulties and 4) who is not already open to East Sussex Specialist CAMHS.

Language and Learning Support Service The Language and Learning Support Service provides a range of advice, support and training to schools who have bought a Service Level Agreement. This support would be in the areas of dyslexia/literacy, numeracy, ICT, speech, language and communication difficulties. The service supports pupils across all key stages and also supports staff, parents and carers with children who are in these age ranges. LLSS staff consists of specialist Teachers and Inclusion Support Workers, most of who have a specialist qualification in dyslexia and/or speech, language and communication difficulties.

Mankind Mankind is a counselling service for men (18+) who have suffered sexual abuse/assault at any time in their lives. 1-1 counselling available to men affected by this and also their significant others (partners/ family etc.). Counselling service for partners/family of male victims is also available. The service is based in Brighton & Hove, but open to anyone throughout Sussex. Low cost counselling available. Cost of counselling depends on how much the client is able to pay towards the counselling.

Postnatal Depression/Anxiety Support Groups (East Sussex Healthcare NHS Trust) These groups run in various Children's Centre throughout the county. They are open to any postnatal mother (up to the first year after delivery) who is finding it hard to cope emotionally. Each group runs for 10 weeks, aiming to help with issues of attachment and/or postnatal depression. For the first 3 weeks, mothers attend with their babies. For the next 7 weeks, mothers attend while their babies can be looked after in a crèche next door. Mothers are supported to attune and connect with their baby. Referral Process: Referrals are accepted from GP’s, health visitors, Keyworkers, midwives and other healthcare professionals. Self-referrals are also welcome. Primary Mental Health Worker (CAMHS) Team (Sussex Partnership NHS Foundation Trust) The PMHW Team are attached to the local CAMHS Teams. The role of the Primary Mental Health Worker is to strengthen and support comprehensive CAMHS provision in relation to the early identification, prevention and intervention with children’s mental health needs at home and school. The role incorporates consultation, liaison, supervision, training, information about service provision in the area, and some limited clinical input through joint and individual work.

Primary Mental Health Workers deliver the CAMHS Twilight Training and can offer further training on request. They also produce this Comprehensive CAMHS Directory. They facilitate Multi-Family Groups.

Consultation: For professionals in their locality working with children, young people and their families, PMHW’s offer a consultation service. Consultation is open to all professionals working with children and young people in relation to emotional well-being and emerging mental health issues and can take place by phone or face-to-face meeting. The Primary Mental Health Worker can advise on current difficulties and strategies, suggest alternative approaches, and give advice about signposting on to other services according to the level and nature of need. (Consultations cannot be entered into by e-mail because of confidentially guidelines in the NHS).

Referral For Direct Intervention: PMHW’s all offer some direct work, which varies in modality and referral route, depending on their locality and professional specialism. Rainbow Families Rainbow Families is an informal social group for lesbian, gay, bisexual and transgender (LGBT) parents and their children in Brighton and Hove, Sussex and surrounding areas. Membership is open to all LGBT parents and prospective parents and their children. We are a non-profit organisation and membership is free. We aim to create a friendly, inclusive space for us and our children. Some of our families are led by single parents or carers, some have two mums, or two dads, or both, but whoever is included in the family everyone is welcome and we look forward to meeting your family. Meetings: We usually meet on the first Sunday of every month at a local soft play centre and also hold other ad hoc events like a summer camping trip, a day out at Brighton Pride, summer picnics and a Christmas party. Refuge – Eastbourne, Hastings, Lewes, Rother, & Wealden Refuge offers safe, short-term, supported refuge accommodation for women & children experiencing domestic violence. The service is available to women (minimum age 16, no upper limit) and their children (both genders, up to 18yrs). We may accept ex-offenders and women previously evicted from refuge accommodation. We may also offer services for women with mental health or drug/alcohol dependency support needs, including women on a methadone programme. Women with no recourse to public funds may be accepted depending on funding. We are based in five confidential locations in Eastbourne, Hastings, Lewes, Rother, and Wealden districts. We offer safe short-term accommodation, with key worker support during office hours. Advocacy, information and support regarding domestic violence issues, including risk assessment, safety planning, housing advice, benefits advice, help with budgeting, life and parenting skills support, practical help and legal support. We have 2-3 workers at each refuge and staff are on site on weekdays. Overnight and weekend staff are on-call for emergencies and referrals. SENCO’s (Special Educational Needs Coordinators) This service is available in every mainstream Primary and Secondary School in East Sussex and is for 4 – 16 year olds. SENCO’s (also known as Inclusion Manager in some schools) have a qualified teacher status and on-going training in the area of Special Educational Needs. Something Special Something Special offers support to the whole family where there is a child under 5 years of age with Additional Needs, ranging from those with mild learning/ development delay, to the Autistic Spectrum to those with profound complex needs. The service is available for families in the whole of Eastbourne. Those outside the area are also welcome, but priority will be given to those in the Eastbourne area. We have a weekly group (called Something Special) running throughout the year (except 2 weeks over Christmas and 2 weeks during the Summer Holidays (best to ring office to check dates). This session is an informal play session open to those who feel it appropriate. There is also access to the Sensory Room (an induction is required before using). A separate library of specialist books and a few specialist toys are available for free loans. Families can also be signposted to other services offered by either the Children’s Centre or other agencies. Spectrum Supporting young people with autism in the community

Spectrum works across East Sussex to support young people with autism to independently access their community. Our aim is to give young people with autism the same opportunities and experiences are their peers.

Summerhayes Counselling Service Counselling takes place once a week, usually at the same time each week. Many of the counsellors working at Summerhayes Counselling Service are students who are in training to become professional counsellors. We offer supervised placements to students from local colleges and we also have qualified counsellors working within the service. We are able to offer short-term counselling, generally 6-12 sessions, during normal working hours. In addition, current low cost counselling projects include The Haven Project, specifically for people who have experienced sexual abuse (aged 16+); The ‘You Talk, We Listen’ youth counselling project, and Summerhayes have recently launched a free service ‘Survivors of Suicide’ which offers support for anyone affected by suicide. Sussex Downs College Young Parents Programme Sussex Downs College Young Parents Programme aims to support young mothers- and fathers-to-be, as well as people who are already parents. It promotes an inclusive and supportive learning environment for young people aged 16-25 who are adjusting to becoming a parent. The programme is available to those who live in or are able to travel to Newhaven. Support in Parenting There are lots of opportunities to share personal experiences and to learn from one another. The staff team will lead discussions and address issues relating to parenting, respect, self-esteem and tackling discrimination, as well as exploring challenges which affect young parents on a daily basis, such as housing, healthy living and budgeting. The staff team will support with applications for financial support and child care. There is also a breakfast club and drinks available all day. Support in Gaining Qualifications Sussex Downs College Young Parents Programme is not only offering an invaluable network for young people but also a place where they can learn and gain qualifications, taught by qualified teaching and support staff. All of the young parents will be able to work towards a Level 1 Certificate in Parenting and will be given as much support as they need in order to achieve this. A Transition Co-ordinator meets with the young parents on a 1:1 basis to help them to think about what they would like to do after the programme. This could be another college course, training or work. The Transition Co-ordinator will give them impartial information, advice and guidance as well as help them to complete application forms and support at interviews.

The group is very small with no more than 10 young parents in a session. Young babies and small children are welcome. There are always 2 members of staff to support the group and to address any issues that might be affecting a young person’s ability to engage on the programme. The staff team are very pro-active and work in a multi-agency way with lots of internal and external agencies who are able to offer the wraparound support to benefit the young parents. Sussex Oakleaf – Young Adults Service Sussex Oakleaf supports people experiencing mental health difficulties aged between 16-30 in Wealden and Eastbourne, East Sussex. We offer a social group, activities and workshops geared towards that age group. We offer information and advice on a wide range of subjects ranging from health and wellbeing, through to housing, benefits, employment, education and volunteering. One to one support can also be provided where appropriate. We are staffed by a sessional worker, a volunteer and a community recovery worker (floating support). The service is free. SWIFT Specialist Family Service SWIFT Specialist Family Service in East Sussex comprises a number of different services which undertake assessment and intervention with families in which children are at significant risk of emotional, physical or sexual harm and neglect as a result of complex family difficulties. SWIFT encompasses specialist services in child, adolescent and parental mental health, substance misuse, domestic abuse, learning disability and sexual risk. The multi-disciplinary staff team includes practitioners from Health and Social Care whose expertise in undertaking assessment and providing intervention within each of the specialist areas ensures a robust and integrated approach to supporting families. SWIFT Specialist Family Service aims to promote positive change in families while seeking to ensure the safety and wellbeing of children as a priority. The Service is committed to continuous professional development and training to remain up to date with current research, theory, policy and practice. In addition to direct work, the service further supports the needs of East Sussex Children’s Services through the provision of consultation and training. Targeted Youth Support Service (TYS) The Targeted Youth Support Service works with vulnerable young people aged 11-19 in East Sussex to help them access learning and development opportunities. We offer specialist support in areas including:

We provide free support to schools for the most complex cases, for example where:

Time 2 Talk/Mediation Plus One of the services offered by the independent charity Mediation Plus which covers the Eastbourne, Wealden, Lewes District and the Havens areas. Time 2 Talk is a service that offers impartial confidential and independent mediation for family members of different generations who are experiencing relationship difficulties. Time 2 Talk provides intergenerational mediation, between children/young people from age 9 upwards, and their parents or carers. (Please note that the service is not able to offer mediation to couples experiencing relationship problems). Mediation can help family members to:

§ Talk and listen to each other § Improve understanding § Improve communication § Resolve conflicts

The process can help to reduce stress and improve family relationships, providing the opportunity for both parents and young people to focus on their work/school/college commitments and their wider social relationships with greater confidence. The mediator team, who work in pairs, will visit family members separately, but aim to bring all parties together as soon as that is appropriate in each case. The work is not time-limited, but mediators will review progress regularly with the family. Visits take place in the family home, but sometimes young people prefer to be seen in school, or a family may choose to attend our office in Hailsham for some or all of the sessions.

Under 19 Substance Misuse Service The U19sms covers East Sussex (excluding Brighton and Hove) and aims to offer one to one support to young people under 19 years who have alcohol/drug issues. The service offers level 2-4 (prevention –treatment) service provision including an assessment, case work and access to a range of holistic specialist interventions, focused around the young person’s health, wellbeing and social functioning. The team is made up of substance misuse practitioners, a psychiatrist, nurses, social workers, SASSY service and YES (youth employment service). Referral process: Referrals can only be made by phone or email. All enquiries are addressed on the day by a duty manager. It may be appropriate in some instances for a non-specialist worker to deliver, with guidance from U19’s SMS, an intervention to those young people who refuse to engage with another service. Urgent Help Service (UHS) (Sussex Partnership NHS Foundation Trust) This service offers crisis intervention and home treatment to young people between the ages of 12-18 years and families who need intensive, time limited support to help manage significant risk in the community. It is available until 8pm each evening and from 10am to 6pm over weekends and Bank Holidays. Any young person, who is assessed as having an acute mental health difficulty, potentially requiring a hospital admission, should be referred to the Urgent Help Service. The UHS works within a stepped model of care where the aim is to work in the home/local community environment in order to limit disruption to the young person and families lives. The team will work intensively for a short period of time with a young person and their family. The Day Service at Chalkhill can be considered if more intensive support is required, and as a last resort an inpatient admission can be considered if all options within the community have been unable to impact on risk reduction and management. The team works closely with local CAMHS and will contribute to an existing care plan where there are intensive or acute needs. It also works closely with the inpatient unit to facilitate early discharge. Routine referrals will be responded to within 24 hours, Urgent referrals will be responded to within 4 hours. Wise Project The WiSE Project is a young people’s sexual exploitation project working with and supporting young people up to the age of 25 who are at risk of or experiencing sexual exploitation. We have 3 full time project workers who are now based across the county to support young people and professionals; one covering Hastings & Rother, another in Eastbourne and one in Lewes & Wealden. Referrals for support can come from any agency, as well as parents, carers and young people themselves. How does WiSE support young people? Sexual exploitation sits within the much broader context of relationships, family, self-esteem, body image, assertiveness, rights & responsibilities, and can affect housing, substance use, offending behaviour, mental health, amongst other needs. The workers aim to work with a young person around all these issues and build on their protective factors and behaviours in order to minimise their vulnerability and risk of being sexually exploited. What else do WiSE do? Each of the WiSE Project Workers can deliver training and awareness raising workshops to individual teams upon request, as well as through the LSCB Multi Agency Training Programme. The workers are developing links with local schools and community groups to support staff through training and consultation and young people by delivering groupwork and targeted outreach work. We will soon be launching an awareness raising campaign for the night time economy across Hastings, Eastbourne and Brighton. Youth Employability Service (YES)- East Sussex (delivered by Medway Youth Trust for ESCC) The Youth Employability Service provides impartial targeted information, advice and guidance to 16-18 year-old young people across East Sussex who, because they face specific and sometimes complex barriers to participation, are vulnerable and disengaged from learning. Youth Support Team, ESCC Children’s Services The Youth Support Team provides a service for Children in Need and Children in Need of Protection for young people over 11 in East Sussex. The Youth Support Team accepts complex cases only from the Duty and Assessment Team of ESCC Children’s Services. Children's Services work closely with the Police Child Protection Team in investigating child protection cases. Professionals should refer to the Child Protection Procedures for additional information. The YST also assesses young people aged 16 and 17 who present as homeless, as well as unaccompanied asylum seeking young people who present / or are picked up in the East Sussex. APPENDIX 1 Sussex Partnership NHS Trust CAMHS (East Sussex Locality)

Referral Guidance

This guidance attempts to help potential referrers to decide which of three groups a case falls into:

A. Where referral for consultation or treatment is likely to be appropriate B. Where referral for consultation only is likely to be appropriate C. Where referral is likely to be inappropriate

Please note – CAMHS is commissioned to provide mental health treatment and intervention for children, young people and their families in East Sussex. Child/young person and young people who reside here but are under the care of a local authority other than East Sussex County Council remain the responsibility of the placing authority. As such CAMHS is not commissioned to provide ongoing intervention to this cohort. We do, however, respond to mental health emergencies for these young people.

A. Referrals can be for consultation and /or treatment and are l ikely to be

appropriate when:

1. There is concern that a child/young person is developing a significant psychiatric disorder, for example displaying psychotic symptoms, mania, schizophrenia or an affective disorder such as significant depressive signs, an eating disorder, obsessive-compulsive disorder, anxiety disorder etc.

2. A child/young person is presenting with significant and/or escalating self-harming behaviour.

3. A child/young person presents with symptoms of distress that are unusually prolonged or disabling secondary to an event (e.g. physical, emotional, sexual abuse, bereavement, and divorce) or other potentially traumatising family, environmental or physical influences.

In cases of trauma or abuse, it may be preferable that any court proceedings have been completed. Therapeutic work is best done when a child/young person has had a period of time (up to six months) to recover from the experiences and is living in a safe and containing environment which will be able to bear the emotional distress that therapy may initially invoke within the child/young person. Other scenarios will be considered on a case-by-case basis.

4. There are significant family relationship difficulties, which are leading to impairing mental health symptoms within the child/young person.

5. Where a child/young person has a developmental delay, moderate learning difficulties, or autistic spectrum disorder (primary school age children), it is expected that the local Community Paediatric service will have seen the child/young person, assessed and where indicated diagnosed. This is likely to have been within a multi-agency team involving education and/or social services, as appropriate. We would only expect to see the child/young person where mental health symptoms or complex presentation require CAMHS involvement.

However for young people of secondary school age, autistic spectrum disorder assessments and diagnoses are carried out by CAMHS. Referrals for ASD assessment and diagnosis should be made in the same way as al other referrals to CAMHS.

6. A child/young person is exhibiting over-activity, impulsivity and a degree of distraction/inattention, which is appreciably inappropriate for the child/young person’s developmental age. Moreover these behaviours are observed as impeding the child/young person’s capacity to engage and access the school curriculum and general social interactions with peers and adults.

B. Whilst CAMHS may be able to provide a useful consultative role, referrals for treatment are not l ikely to be appropriate when:

1. The primary concerns are of a social welfare nature e.g. care and control issues. For examplewhere there is violence within the family, where a child/young person protection investigationis indicated or where there are long-term parenting difficulties that are not responsive totherapeutic input, but require support to minimise or prevent the negative emotionaland/physical impact on the child/young person.

2. Where a detailed historical knowledge and understanding of the family indicates that there isa low probability of commitment to engage in therapeutic work.

3. Where it is clear that the child/young person’s symptoms are primarily a reaction to theirfamily environment, and engagement is unlikely until the environmental issues areaddressed.

4. We will offer consultation and, in some circumstances, intervention where a child/youngperson has a chronic illness which is having a significant impact on their mental health orwhere their emotional difficulties are significantly impacting upon their physical health.

C. Referrals are not l ikely to be appropriate when:

1. The primary concerns are school-based e.g. behavioural symptoms that are only present inschool or clear learning needs for the child/young person. In such cases we would expect thechild/young person to have accessed resources within education to address these needsbefore referral to specialist CAMHS was considered although consultation could be offered.

2. Alternative community-based agencies are able to adequately address the needs. Please refer to the CAMHS directory guide for details of agencies in your area, they are available from Czone at: https://czone.eastsussex.gov.uk/specialneeds/mentalhealth/Pages/main.aspx

Prior to making a referral and particularly if there is any doubt about the appropriateness of a referral, referrers may wish to discuss the case with a Primary Mental Health Worker (contact details in CAMHS directory) or a CAMHS clinician.

Referrals are assessed on a continuing basis by the Access team to ensure that those requiring a quick response are given highest priority.
