RegistrationActivities will run June 8th - August 6th, 2015, unless otherwise indicated. Crookston Parks and Recreation offers three conven-ient ways to register:

1.) Register online at: http://www.crookston.mn.us/parkrec/ Payment by credit card now available. Convenience fee applies.2.) Mail in your registration form and fee to Crookston Parks and Recreation, 124 North Broadway, Crookston, MN 56716. A receipt will be mailed to you to verify your registration.3.) Register in person at the Parks and Recreation office at City Hall. Summer office hours are 7:30 a.m. to 4:30 p.m. 6/1 - 8/28/15.

FeesFees must be paid at registration time or according to deadlines listed with theindividual activities. Past due fees are payable immediately unlessprior arrangements have been made. Anyone who is unable to par-ticipate due to financial reasons should request information on KidsFirst or contact the Recreation Department to make payment arrangements.

Non - Payment Penalty PolicyOur policy states that no child can be registered into an activity or advancedlevel of an activity for which there is a balance due from the previous year.That balance due must be paid prior to the child being allowed to participate.

The Crookston Fire Department has had a very productive spring season. In addition to our daily activities, the firefighters have been conducting rental andbuilding inspections with great cooperation from the property owners in the City.

Now that spring has arrived the Fire Department will conduct a city wide inspection. What we look for are unlicensed or inoperable vehicles, and the accumulation of junk or garbage around the residences. With your cooperation we can make Crookston a better place to live.

The Crookston Fire Department would also like to give everybody a couple of fire safety tips. Please check your smoke detectors monthly to ensure they willsound in case of a fire. Also, please check your carbon monoxide detectors and remove all propane cylinders from attached garages and dwellings. This includes 20 lb. cylinders, which are the common size found on most gas grills. Stored indoors these cylinders become a hazard for the occupants and firefighters.

The City Building Official is located at the Fire Department. Please stop in or call for inspection information or building permit needs.

Crookston Parks and Recreation Matching Funds ProgramCrookston Parks and Recreation Department has available 50/50 matching dollars for development of “city owned” parks and playgrounds. An annual allo-cation up to $5,000 is available for individuals or groups pursuing a project. Projects submitted must meet the goals, philosophy and mission of the Parks

and Recreation Department. The Park Board has the right to deny or approve any or all applications. Those interested are encouraged to contact the Parks and

Recreation Department at 218-281-1242. Applications for the next round of funds are due May 10th, 2015 with funds allocated by May 18th, 2015.

Crookston Community Pool

The Crookston Community Pool is continuallyworking to develop new diverse programmingoptions such as kayaking, scuba diving, watersports leagues, and aqua Zumba that will meetthe needs of Crookston’s families, individuals

and children. The CCP can be a valued asset toindividuals’ health, wellness, entertainment

and play.

Garbage CollectionRegulations

• Garbage pick-up on street boulevards only,within 5 feet of the curb line.

• Garbage must be placed on boulevards by7:00 a.m. on your collection day to insurecollection. Garbage may NOT be placed onthe boulevard more than 12 hours prior toyour collection date.

• Only City of Crookston garbage bags maybe used. These bags may be purchased atmost grocery and hardware stores.

• City Ordinance prohibits illegal dumpingof garbage in private and commercialdumpsters. Failure to comply with this or-dinance will result in a $50 penalty.

• Garbage will be picked up once per week.If your collection day falls on a holiday,generally your garbage will be picked upthe following collection day. Collection daychanges will appear in the local media.

• City of Crookston bags must be closed withtwist ties or other means in order to securethe contents. Bags left open and not tiedmay not be collected. Grass clippings willbe collected on boulevards on your sched-uled garbage collection day. The grass clip-pings must be placed in clear City ofCrookston bags that may be purchased atlocations selling city garbage bags.

• Large items such as furniture, appliances,tree trunks, etc. will not be picked up ondays other than Spring and Fall Clean-upDays. Rules concerning these clean-updays will be publicized in the local mediaprior to the event.

• Branch and twig collection will be sched-uled the second and fourth Mondays dur-ing the months of May-October. Branchesmust be in four foot lengths, bundled andplaced curbside. Twigs may be placed inboxes or bags containing only twigs. Othermaterials such as dirt or garbage will causethe boxes to be left.

• Since the threat of Dutch Elm Disease isstill present in Crookston, the city will pickup infested elm trees placed on the streetboulevard at no charge to private individ-uals. These pick-ups will be scheduled tocoincide with the bi-monthly brush andtwig collection times. Individuals mustcall City Hall to schedule this pick-up.

Branches and compost material may alsobe taken to the Polk County Transfer Sta-tion.

Recycling Rules

• The City will have curbside collection of re-cyclables on your first scheduled collectionday of the month.

• Recyclable must be placed in City of Crook-ston blue recycling containers. These con-tainers must be placed within 5 feet of thecurb. Curbside placement times for recy-cling will coincide with garbage collectionregulations.

• Items to be collected are:a) Newspapers and Magazinesb) Glass Bottles and Jarsc) Aluminum Cansd) Tin Canse) Plastic with the recycling triangle. f) Cardboard

• Procedure to have items collected:a) Newspapers and magazines shall be placed in recycling container with the magazines on top to prevent newspapers from blowing away.b) Glass bottles and jars must be rinsed and have their lids removed.c) Aluminum cans should be rinsed and flattened.d) Tin cans must be rinsed and flattened as much as possible.e) Plastic should be rinsed and crushed as much as possible. Plastic may be placed in boxes or bags for collection.f) Cardboard boxes must be flattened and either tied in a bundle or neatly stacked beneath a blue recycling container.

• Do not mix recyclable in the same con-tainer.

• Recycling containers are the property ofthe resident. Loss or damage to these con-tainers will result in replacement at the res-ident's expense at a cost of $5.00 percontainer.

• City of Crookston recycling containersmust be used to receive curbside collectionservices.

• Residents may also drop off recyclables atthe Polk County Transfer Station locatedon Ingersol Avenue and Foskett Street ifthey choose not to use the city curbsideservice.

• Persons establishing residence in the Cityof Crookston may purchase recycling con-tainers at City Hall at a cost of $5.00 percontainer.

Mosquito ControlProgram

• The City institutes a mosquito control pro-gram to help reduce the threat of West Nileand other mosquito transmitted diseases.

• Besides the Titan 4+4 adulticide, the Citydistributes a product called Altosid bri-quettes, which attacks the mosquitoes intheir larva state in standing water areas.The briquettes are distributed in mid Mayand a second distribution occurs early July.

• Citizens can also help with mosquito con-trol in a number of ways. The reduction ofbreeding sites is key to effective mosquitocontrol. The following measures can helpreduce breeding areas:

1. Dispose of all water holding containers such as barrels, plastic containers, tin cans, etc.

2. Dispose of old tires. Tires may be taken to the Transfer Station on Ingersoll Avenue free of charge.

3. Empty wading pools and bird baths weekly.

4. Keep drains and ditches clean and draining.

5. Fill in low spots that collect and hold water.

6. Keep grass mown and shrubbery trimmed so mosquitoes don’t have shaded areas to hide during the day.

7. Spraying lawns and shrubs with an insecticide will reduce populations. The residual will continue controlling mosquitoes between rains. Some insecticides to use are Malathion or Tempo, which can be purchased at local stores.

• When going outside during active mos-quito hours, mosquito repellent and longsleeved clothing will reduce the potentialfor mosquito bites.

• With a dual effort of insecticide and reduc-ing mosquito-breeding sites we can helpcontrol the mosquito population and re-duce the potential for mosquito transmit-ted diseases.

Sump Pump and RoofDrain RegulationsCity of Crookston Ordinance currently pro-hibits any storm water, roof run-off water,and subsurface drainage discharged into thesanitary sewer. Illegal connections to thesanitary sewer include sump pumps thatdrain into a sanitary sewer rather than to theoutside of a structure, and roof drains thatare discharged into the sanitary sewer ver-sus a rain gutter on the outside of the home.Please check your sump pumps and roofdrains to insure that they are not connectedto the sanitary sewer. This will help keepsewer rates down by not having to treatstorm water with wastewater, and avoid by-passing the system which leads to pollutionand a potential threat to public health.

Moving InThe person moving in must contact theWater Department Office. There is a $100deposit plus a $20 service charge ($50 afternormal working hours) to have the serviceput in. This is required of all renters, “con-tract for deed” purchasers, and trailer parkresidents before service will be put in theirname. The deposit received from “contractfor deed” cusomers can be refunded after 36months if their account is in good standing.If the deposit is not paid in full, water servicemust be put in the property owner's namewith their written or verbal consent. Home-owners will have the $20.00 service charge($50.00 after normal working hours) addedto their first regular bill. Renters and trailerpark residents will fill out a service agree-ment. Landlords and trailer park ownersmust have a blanket service agreement onfile in our office for all their properties. Fail-ure to provide this signed blanket agreementwill result in owner remaining responsiblefor bill. If a meter needs to be installed, thehouse will need to be opened. The valvenear the meter may be left off if nobody ishome in case the faucets have been left on inthe house. If a meter is already in the house,it will need to be read. Present accountsmust be paid in full before setting up serviceto another address.

Moving OutPersons moving out must contact the WaterDepartment Office. The water bill will re-

main in the outgoing person's name untilthe meter is removed or the person going inhas contacted our office. There will be a $20disconnection fee ($50 after normal workinghours) if the water meter needs to be re-moved.

DepositsDeposits will be applied to the final waterbill. Deposits are not transferable from oneaccount to another. A new deposit is re-quired for each rental. Interest will be cred-ited to the account on the annual basis as setby the MN Dept. of Commerce.

BillingCharges included are for water, street lightutility, sewer, garbage, and pestcontrol/forestry charge. All charges arebilled from the installation date of the watermeter and are not dismissed until the watermeter is removed or put in the new usersname. Charges for water and sewer arebased on water used. Garbage is billed as adrive by fee, whether or not garbage is putout by the resident. There is a reduced ratefor senior citizens over age 65. Seniors mustnotify the Water Department Office of theirage. Pest Control/Forestry charge is billedas a flat rate to cover any spraying neededand to cover the boulevard tree program.The Street Light Utility fee is to cover thecost of providing street lights. Other chargesmay be added by resolution of the CityCouncil. Bills are sent out around the 15thof each month and are due by the 5th of thefollowing month. Penalty applies after thedue date. If the 5th falls on a weekend thedue date will be stated on the bill. Paymentscan be mailed, paid in person at City Hall,placed in the drop box at City Hall, or paidat Hugo's grocery store customer servicecounter. Credit for payment is on the daypayment is received in our office. Automaticpayment of water bills can be set up on re-quest. A $21.00 service charge will be addedby the Water Department for any NSFchecks returned to us.

CollectionsAccounts receiving a bill with a previous bal-ance must pay the previous balance amountplus the current bill in full by the due date.Failure to pay these amounts may result indisconnection. If full payment is not re-ceived a serviceman will be sent for notifica-

tion of disconnection and a $20 fee will beadded. If you aren’t able to pay by thedue date you need to contact theWater Department at 281-5711 BEFORE the bill’s due date to avoidthe $20.00 notification fee and disconection. If payment is not receivedservice will be shut off. Water service willnot resume until full payment on the ac-count is received plus a $20 reconnectioncharge. There will be a $50.00 reconnectioncharge after normal working hours.

Water Main Breaks-FlushingIf possible, KROX Radio will be notified ofwater main breaks and hydrant flushing.Smaller areas may be notified door to doorif time permits. If a large area is going to beshut off, or there is an emergency, the PolkCounty Sheriff's Office is notified and an an-nouncement is put on TV. When hydrantsare going to be flushed, KROX and PublicAccess Channel 3 are notified one day in ad-vance of the area to be affected.

Right of EntryAccording to City Ordinance Sec. 3.05, theCity has the right to enter in and upon pri-vate property, including buildings anddwelling houses in or upon which is installeda municipal utility, or connection therewith,at all times reasonable under the circum-stances, for the purpose of reading the util-ity meters and inspection and repair ofmeters or a utility system, or any partthereof, and for the purpose of connectionand disconnection of service.

Liens Against PropertiesIf purchasing a home, you should check withthe Water Department to see if there are anyoutstanding utility bills on the property. Ac-cording to Minnesota Stat. 4444.075 Subd.3, the City may assess any unpaid billsagainst property taxes after having a publichearing.

Senior Citizens GarbageDiscountPersons over age 65 may stop at the WaterDepartment Office and pick up an applica-tion for a discount on garbage rates. Therecan only be two occupants in the residenceat most times. (i.e. husband and wife).
