What began as a gun test facility in the waning days of WorldWar I has since evolved and expanded into a major shore instal-

lation that is responsible for numerous scientific and response-force missions serving all branches of the United States armed

forces. Today, NSF Dahlgren is home to nearly a dozen militarycommands and supporting organizations that are contributingdirectly to a multitude of critical defense programs and opera-

tions on a worldwide scale. In addition to its military value,NSF Dahlgren makes a significant economic contribution to

the local community, contributing over $1 billion annually toarea economies through payroll dollars and defense contracts

alone. And the installation as a whole serves as the largestemployer in King George County.

I look forward to leading Naval Support Activity SouthPotomac in doing our part to support the Navy’s overarch-

ing goal of achieving efficiencies so that our forces andSailors will have the ships, aircraft and weapon systems

Installation History and Profile

Naval Support Facility (NSF) Dahlgren is located in cen-tral Virginia on the Potomac River. NSF Dahlgren

is geographically divided into Mainside and an ExplosiveExperimental Area (EEA), also known as Pumpkin Neck.Mainside has 2,677 acres, while Pumpkin Neck has 1,641acres located on a peninsula south of Mainside on the PotomacRiver.

Dahlgren was established in 1918 as the lower station ofIndian Head Proving Ground for testing naval guns. It wasnamed the Lower Station, Dahlgren Naval Proving Ground inhonor of Rear Admiral John Adolphus Dahlgren. The locationon the Potomac River was specifically chosen for the devel-opment of a long over-water range on the Potomac River,required for the testing of modern, high-powered munitions.

In 1932, it became the Navy’s principal proving ground,and its name was changed to the Naval Proving Ground,Dahlgren. It was responsible for proofing and testing everymajor naval gun and all ammunitions supplied to the Fleet.Following World War II, the impact of new technology onweapons systems shifted the emphasis from traditional proofand testing functions of weaponry to those of research anddevelopment of weapon systems. Electronic firing and target-ing systems and the effects of electromagnetic radiation fromradio and radar transmitters on ordnance became the emphasisof research conducted here.

During the 1950s, the U.S. Navy produced the first FleetBallistic Missile System. Dahlgren pioneered the develop-ment of fire control and targeting software for missile-bornestrategic nuclear weapons on U.S. Navy submarines. In 1959,the name was changed to the Naval Weapons Laboratory,Dahlgren, to reflect its transition to a research and develop-ment facility. Dahlgren continues to support new Fleet soft-ware for firing and targeting ballistic missiles. Since 1960,Dahlgren has been heavily involved with satellite geodesy.

During the 1970s, new ammunition and gun systems weredeveloped at Dahlgren to provide increased safety, accuracyand range for naval guns. Also, during this period, Dahlgrenprovided comprehensive development and support forTomahawk Weapon System. In 1977, the name was changedto the Naval Surface Weapons Center. In 1987, Dahlgren’sname was changed from the Naval Surface Weapons Center tothe Naval Surface Warfare Center. This name change reflectsDahlgren’s new direction towards developing integrated war-fare systems versus weapons components.

In 2003, management of the installation transferredfrom Naval Sea Systems Command to Commander NavyInstallations Command (CNIC), established with the sole char-ter of providing shore installation management services to allNavy activities. All land and buildings at all Navy bases tran-sitioned to this new claimant, creating 16 regional commandswithin CNIC. At that time, all naval installations within

the National Capital Region realigned under Naval DistrictWashington (NDW), and in 2005 Naval Support ActivitySouth Potomac was commissioned as one of six installationmanagement commands within the region. NSASP providesshore installation management for NSF Indian Head, Md., andNSF Dahlgren, Va.

Current supported commands on board NSF Dahlgreninclude the Navy Air and Missile Defense Command, AegisBallistic Missile Defense Field Activity, Naval Surface WarfareCenter Dahlgren Division, the Center for Surface CombatSystems, the Aegis Training and Readiness Center, the JointWarfare Analysis Center, and the U.S. Air Force 614th AirOperations Center Detachment 1.

NSF Dahlgren currently employs over 4,600 federal civilianpersonnel and nearly 400 military personnel. More than 1,800defense contractor employees also work on the installationsupporting various commands and programs. In fiscal year2014 – from October 2013 through September 2014 – the basegenerated over $1 billion funneled directly into local economiesin the form of payroll dollars and defense contracts. In thataccounting period, the combined payroll for federal civilianemployees and military personnel alone totaled over $525 mil-lion. An additional $482 million in defense contract spendingwas allocated to companies in the local region encompassingVirginia’s Planning District 16 – which includes Fredericksburgand Stafford, Spotsylvania, Caroline and King George Counties– and southern Maryland.

Natural Resources

NSF Dahlgren is blessed with a rich diversity of naturalresources. The installation environment includes many dif-

ferent types of habitat including pine forests, hardwood forests,mixed forests, old fields, grasslands, and wetlands.

Mainside is bisected by Gambo Creek, a 150-acre tidalmarsh. This is where John Wilkes Booth reportedly landed byboat when fleeing Federal troops after he assassinated PresidentLincoln. A 100-acre black marsh is located on Pumpkin Neck.Over 10 miles of Potomac River and Upper Machodoc Creekshoreline partially define the installation boundary.

The installation’s 4,320 acres support a wealth of animalspecies. Common game animals include deer, turkey, rabbit,quail, and several species of waterfowl. Red and gray fox, rac-coon, opossum, muskrat, beaver, and river otter are commonlyfound furbearers. Numerous non-game birds, small mammals,reptiles, amphibians, and fish complete the installation wildlifechecklist.

The installation offers interested individuals a wealth ofoutdoor recreational opportunities. Those wishing to huntgame may participate in a carefully-regulated hunting pro-gram. Seasons and bag limits comply with those set for theCommonwealth.

Two ponds, two tidal creeks, and the Potomac River offerthe angler a chance to land largemouth bass, channel catfish,redear sunfish, crappie, white perch and rockfish.

WARNING: Due to the potential for unexploded ordnanceand fragmenting metal, access to the installation’s shorelineis prohibited with the exception of hunters and anglers inapproved areas.

Vicinity Profile

NSF Dahlgren is located in rural King George County,Va., approximately 55 miles south of Washington, D.C.

The total county population in 2010 was estimated at over23,500. Fredericksburg, Va., with approximately 27,300 res-idents, is 26 miles west of Dahlgren. Fredericksburg is thecenter for employment in Stafford and Spotsylvania Counties,Virginia, employing approximately 11,100 people within thecity. The greater Fredericksburg region (including the City ofFredericksburg and King George, Stafford, Spotsylvania andCaroline Counties) employs over 244,000 people.

Waldorf, Maryland, located 26 miles northeast of Dahlgren,has approximately 67,750 residents. Waldorf is largely a resi-dential community. As Waldorf has little true industry, manyresidents commute daily to Andrews Air Force Base and otherpoints near Washington, while others work providing localcommunity public services or small businesses.

Naval Support Activity South Potomac(NSASP) is a component of Naval

District Washington and one of sixregional commands within the districtcharged with providing shore installationmanagement services for more than 20separate locations within the NationalCapital area. NSASP has oversight oftwo geographically separate locations toinclude NSF Indian Head, Md. and NSFDahlgren, Va. Between these two bases,NSASP serves as host to more than twodozen DoD, Joint and Navy supportedcommands and tenant activities located onboard NSASP installations. Shore installa-tion management functions under NSASPauthority encompass all land, buildings andsupport services.

Public SafetyNSASP’s Operations Department is

responsible for providing and maintainingappropriate physical security of NSASPinstallations and ensuring adequate forceprotection for base personnel.

The Pass and ID Office establisheslocal policy and procedures for accommo-dating official visitors to NSASP instal-lations in accordance with Department ofthe Navy guidance aimed at protectingmilitary bases, mission operations andpersonnel.

The Law Enforcement Division iscomposed of military and civilian policeofficers who serve to safeguard personnel,protect property and prevent losses atNSASP installations. They stand duty 24hours a day to control access to NSASPinstallations and are trained to preventor mitigate hostile actions against DoDresources, facilities and personnel.

The Emergency Management Officeis responsible for the organized analysis,planning, decision making and assign-ment of available resources to mitigate,prepare for, respond to and recoverfrom the effects of all hazards, eitherman-made or natural. The office isresponsible for coordinating EmergencyOperations Centers at both Indian Headand Dahlgren, and partners with installa-tion experts in a variety of disciplines toprotect and preserve lives and property inemergency incidents.

Fire-EMS Division personnel serveon NSASP installations around the clockto respond to fire emergencies, as wellas hazardous materials emergencies andrescue and emergency response to naturaland man-made disasters. In addition, fireprevention officers conduct fire protectioninspections, manage a public educationprogram, review installation constructionplans and specifications, investigate fires,provide hazardous operations permits,and provide life safety and fire protectiontraining.

Environmental ProgramsThe principal function of NSASP’s

Environmental Program Office is toensure that NSASP installations are incompliance with a wide range of federal,state, local and Navy environmental reg-ulations and guidelines, to include theClean Air Act, the Clean Water Act, theEmergency Planning and CommunityRight-to-Know Act, and the ToxicSubstance Control Act.

In addition, NSASP’s EnvironmentalOffice oversees installation recycling,hazardous waste management and solidwaste management programs. The officealso manages the Installation RestorationProgram to identify and remediatesites that have been contaminated frompast disposal practices, as well as theMunitions Response Program, whichidentifies and remediates sites contami-nated from past munitions disposal. TheEnvironmental Office directs the com-mand’s compliance with provisions ofthe National Environmental Policy Act(NEPA), a program that requires properdocumentation for environmental impactsfrom proposed actions and ensures thatdecision makers can make informedchoices prior to executing an action.

Finally, the NSASP Environmentaloffice oversees the natural resources pro-gram at all NSASP installations, whichis focused on managing and protectingthe diverse natural habitats – from rollinghills to mixed and hardwood forests totidal and non-tidal wetlands – and theplethora of wildlife that coexist with mili-tary facilities and operations.

(NAVFAC) Washington provides facil-ity support to NSASP installations,functioning as the command’s PublicWorks Department. The department isresponsible for all installation mainte-nance, utilities, transportation and engi-neering. NSASP’s Public Works team ofengineers, architects, planners, painters,plumbers, electricians and other skilledprofessionals work together to plan, coor-dinate and supervise all phases of basefacilities maintenance, operations andconstruction.

Supply OperationsNSASP’s Supply Operations offices at

NSF Indian Head and NSF Dahlgren aredetachments of Naval Supply SystemsCommand’s Fleet Logistics CenterNorfolk and support all commands and

activities located on board NSASP instal-lations. Support includes providing supplyservices, planning material requirementsand assisting in inventory management,warehousing and expediting materialrequirements. The Supply Operationsoffice also manages the CHRIMP pro-gram to reduce the quantity and controlthe variety of hazardous materials enter-ing NSASP installations and, ultimatelythe waste stream.

Fleet and Family ReadinessPrograms

Providing and maintaining facilitiesand programs that contribute positively tothe quality of life of military and civilianpersonnel and their families on boardNSASP installations is an important focusof the command.

The command’s Morale, Welfare andRecreation (MWR) department managesa wide range of recreational facilities andactivities for active-duty military, retiredmilitary, reservists on active duty, cur-rent and retired DoD civilian employees,family members in all those categories,as well as base contractor personnel andother authorized patrons.

NSASP MWR manages an exten-sive child care program, which fea-tures accredited and certified ChildDevelopment Centers (CDC) that providea full-time child development programfor children six weeks to five years old,and Youth Activities Centers (YAC) thatoffers before and after school programsduring the school year as well as summercamps for youth ages 5 to 12.

The Fleet and Family Support Center(FFSC) offers programs and services foractive-duty military and family membersand retired military personnel. Programareas include deployment support/readi-ness; crisis response, counseling andadvocacy; and career support and reten-tion.Command Religious ProgramNSASP’s Command Religious Program

facilitates worship, prayer and meditationaccording to the dictates of an individ-ual’s faith. In addition to worship and

religious education, the base chap-lain is available for individual andfamily counseling and support.

Public AffairsNSASP’s Public Affairs staffserves as a primary source ofinformation about NSASPinstallations to the surroundingcommunities, as well as a con-duit for news and information toall supported commands, tenantactivities and base residents.NSASP Public Affairs uses avariety of communications toolsand resources to inform baseemployees and the general public,to include publication of annualbase guides and a weekly com-mercial enterprise newspaper.

Navy Air and Missile Defense Command

Navy Air and Missile Defense Command(NAMDC) is Navy’s lead organization for

Integrated Air and Missile Defense (IAMD) mat-ters. It supports the fleet by conducting readinessassessments, writing doctrine, supporting exer-cises, providing training and mission planningfor fleet operations.

Established in 2009, NAMDC is staffed by acombination of active duty, government civilianand contract personnel. They have strong back-grounds in surface warfare, aviation, intelli-gence, engineering, applied sciences and IAMDmission areas. With only 72 members assigned,it is one of the Navy’s smallest commands sup-porting some of its largest programs.

The command’s close proximity to regionaltechnology and training centers – AegisTraining and Readiness Center, Center forSurface Combat Systems, and Naval SurfaceWarfare Center Dahlgren Division – allowsmissile defense professionals from many orga-

nizations to collaborate on critical IAMD proj-ects and programs.

Staff members regularly interface with oper-ational commands, resources sponsors, systemcommands, research organizations, doctrinedevelopers and trainers. In addition to interact-ing with commands and agencies at all eche-lons, NAMDC supports missions and exercisesacross the globe.

The command plays a key role in supportingNavy’s effort to execute the Phased AdaptiveApproach (PAA) for Ballistic Missile Defense.This approach deploys proven capabilities withthe flexibility to upgrade and adapt to best pro-tect our partners, allies, friends and the UnitedStates.

By working across command echelonswithin Navy, Joint, inter-Agency and coalitionstakeholders, NAMDC is continuing to advanceNavy’s IAMD Warfighting capabilities andreadiness across the Fleet.

Aegis Ballistic Missile Defense (BMD)

Aegis Ballistic Missile Defense (BMD)is both the Navy element of the Missile

Defense Agency (MDA), as well as a fieldactivity of the Naval Sea Systems Command.Rear Admiral Johnny Wolfe is the ProgramExecutive, Aegis BMD and Commander, AegisBMD Field Activity. The Aegis BMD ProgramOffice is located in the Rear Admiral David M.Altwegg Aegis BMD Complex consisting ofbuildings 1705 and 1705A. The Program Officeis manned by 21 military, 278 governmentcivilians and 300 contractor support personnel.Aegis BMD consists of four programs, coveringthe entire acquisition process. The programsentail technology development, advanced engi-neering system integration, international cooper-ative missile development, shipboard and ashoreinstallation, test, certification, deployment andmaintenance.

HistoryThe Aegis BMD Program can be traced backto a tracking anomaly aboard USS MOBILEBAY (CG 53) in January 1991. USS MOBILEBAY was on station in the Persian Gulf con-ducting Anti-Air Warfare (AAW) operationsin support of Operation Desert Storm. Whilethe shipboard air search radar, AN/SPY-1, wasradiating far into Kuwait and Iraq searching forenemy aircraft, an unknown object was detectedand tracked, flying a trajectory that no planecould possibly fly. Analysis determined that theSPY-1 radar had detected and tracked a Scudballistic missile. Further studies and successfuldemonstrations led to the establishment of theAegis BMD Program.

Aegis BMD RolesAegis BMD is the naval element of the BallisticMissile Defense System (BMDS). It buildsupon and extends capabilities inherent in theAegis Weapon System (AWS), StandardMissile (SM) and Navy Command and Controlsystems. Aegis BMD provides ballistic missileengagement capability against short to inter-mediate range, unitary and separating, ballisticmissiles both above and within the atmosphere.The engagement capability is integrated into aweapon system configuration that also includesthe Long Range Surveillance and Track func-tionality. Due to this capability, another mission

for Aegis BMD is a forward deployed sensorto search, detect and track ballistic missiles ofall ranges and then transmit the track data to allelements of the BMDS.

In support of requirements outlined in aNaval Force Structure and Missile DefenseReport to Congress, Aegis BMD ships providethe Combatant Commanders (COCOMs) withsignificant flexibility to meet changing opera-tional demands. Aegis BMD ships are mobile,have the ability to operate independently offoreign sovereignty, enjoy relative freedomfrom reliance on overseas bases, are forwarddeployed and sustain themselves for months.From designated at-sea stations, Aegis BMDships can provide a highly survivable, robustBMD force to support National missions. Themulti-mission ships carry-out other traditionalnaval missions such as Anti-Air Warfare,Surface Warfare, Anti-Submarine Warfare andStrike Warfare while simultaneously providingBMD support for COCOM naval requirements.

European Phased AdaptiveApproach (EPAA)Aegis BMD is the cornerstone of the PhasedAdaptive Approach for missile defense ofEurope. With the United States’ commitment todeploy technology that is proven, cost-effectiveand adaptable to an evolving security environ-ment, Aegis BMD Weapon Systems and SM-3upgrades are being phased into deployed AegisBMD ships and land-based facilities during thisdecade. Each AWS and SM-3 upgrade providesmore capability for countering evolving ballisticmissile threats, engaging increasingly longerrange and more sophisticated threat ballisticmissiles launched in large raid sizes.

and procedures, the Technical Directorateinterfaces with MDA’s Engineering and TestDirectorates. The Directorate evaluates andcoordinates the exploration of advanced andevolutionary system concepts to fulfill futuremission needs. Through the results of tradestudies, critical experiments are conductedto demonstrate advanced technology andintegrated system engineering. Future effortsinclude advanced radar discrimination insupport of Homeland Defense, raid defensein an Integrated Air and Missile Defense(IAMD) multi-ship, multi-BMDS elementenvironment and technology improvements tothe shipboard radar and missiles to increasedefended area of high value assets and popu-lation centers.

Aegis BMD Weapon Systemwith IAMDThe Aegis BMD Weapon System Directorateis responsible for the design, development,testing, BMDS integration and fielding of allAegis BMD Weapon Systems.

In March 2011, Aegis BMD fulfilledall their responsibilities of the PresidentialDirective regarding EPAA Phase 1 when theUSS MONTEREY (CG 61), configured withthe Aegis BMD 3.6.1 Weapon System andarmed with SM-3 Block IA missiles, wasdeployed to Europe. This AWS configurationhas been upgraded and is being maintaineduntil ships are scheduled to receive the EPAAPhase 2 upgrade.

For EPAA Phase 2, the Navy is upgrad-ing Aegis destroyers by modernizing eachship’s AWS’s ability to track and defeatballistic missiles and combat more traditionalAAW threats via the IAMD capability. Toincorporate BMD functionality, Aegis BMD5.0 Capability Upgrade (CU) functionalityhas been integrated into the Navy’s AegisBaseline 9 Weapon System.

Modernized Aegis destroyers will shedtheir 1980s era military specified comput-ers, completely strip-out the ship’s combatinformation center and install a new series ofcommercial off-the-self servers to process thetargeting information from the ship’s SPY-1radar. Baseline 9 ships receive a new Multi-Mission Signal Processor, capable of operat-ing in IAMD modes to schedule SPY-1 radar

resources. USS JOHN PAUL JONES (DDG53) was the first Aegis destroyer to receivethe Baseline 9 upgrade and has the distinctionof assuming the responsibility as the AegisBMD test ship, relieving USS LAKE ERIE(CG 70). In November 2014, USS JOHNPAUL JONES successfully conducted thefirst IAMD simultaneous raid engagementsof a ballistic missile and two AAW targets inFlight Test Standard Missile-25.

Delivery of Aegis BMD system capabilityto fully meet the EPAA Phase 3 objectives isaligned with Baseline 9.C2 (BMD 5.1) systemdevelopment. This BMD Baseline develop-ment integrates the SM-3 Block IIA missile,provides a robust Engage On Remote (EOR)sensor data capability, and implements signifi-cant improvements in the Sea-Based Terminal(SBT) atmospheric engagement capability.

SM-3 Missile BlockDevelopment DirectorateThe Missile Directorate is responsible for thedesign, development, testing, BMDS integra-tion, deployment and recertification of AegisBMD missiles (SM-3 Blocks IA, IB and IIA)to meet COCOM tactical requirements andEPAA objectives on Aegis ships and AegisAshore sites.

For EPAA Phase 1, Aegis BMD ships areon-station armed with SM-3 Block IA guidedmissiles. The SM-3 Block IA missile has con-cluded production and recertification effortsare underway.

A series of intercept firings were suc-cessfully conducted for the SM-3 Block IBscheduled for EPAA Phase 2, resulting inCommander, Operational Test and EvaluationForce’s assessment of “operationally effectiveand suitable” for deployment. SM-3 BlockIB is in production and being delivered to theFleet today.

Regarding future efforts, the U.S. andJapan have a mutual interest in the evolu-tionary development of improvements tothe SM-3 guided missile by increasing themissile’s range and the probability of killagainst a larger threat set for EPAA Phase3. The countries have partnered in the SM-3Cooperative Development Project to supportthe development and initial at-sea flight test-ing of the SM-3 IIA missile. The joint project

has conducted ground testing of several mis-sile assemblies. A successful restrained firinghas been completed and the first fly-out flighttest of the propulsion stack was successfullyexecuted in October 2013. The successfulexecution of these two major test eventsdemonstrates that the project is progressingas planned towards its initial flight test laterthis year.

Aegis Ashore (AA) DirectorateAs a critical component of the EPAA, AADirectorate provides the design, development,testing, BMDS integration and fielding of theAA capabilities. To complement the numberof ships conducting BMD patrol for defenseof Europe, the naval Aegis BMD capabilitywill be deployed ashore at two locations inEurope, Romania (EPAA Phase 2, in 2015)and Poland (EPAA Phase 3, in 2018). AAre-hosts the BMD components of an AegisBMD Destroyer in an ashore configuration,providing BMD capability against short,medium and intermediate range ballistic mis-siles. To verify proper fire control operationsand range safety upgrades, the Aegis AshoreMissile Defense Training Complex at PacificMissile Range Facility conducted a ControlledTest Vehicle firing in May 2014. The firstAegis Ashore flight test intercept will be con-ducted later this year.

The AA Deckhouse has been constructedin Romania. Aegis Baseline 9 weapon systemequipment is being installed, concluding withlight-off and equipment checkout followedby site activation before the end of this year.Site preparations for Poland will commencein FY 2016.

Sea Based Terminal (SBT)DirectorateThe SBT Directorate provides the design,development, testing, BMDS integration andfielding of all increments of SBT capability ofthe SM-6 guided missile to protect maritimeforces against advanced anti-ship ballisticmissiles and to protect forces and other assetsashore. Using an incremental developmentapproach, a BMD capability has been incor-porated into the AAW variant of the SM-6.Testing of the first increment of the SM-6SBT capability is scheduled later this year.

learning sites and provides almost 70,000 hoursof curriculum for close to 700 courses a year tomore than 40,000 Sailors. Aegis Training and Readiness Center(ATRC) falls under the Center for

The Aegis Combat System is a well-de-signed grouping of the Aegis WeaponsSystems with Anti-Air, Ballistic MissileDefense, Anti-Submarine, Anti-Surface andStrike Warfare, and associated weapons andcommunications equipment. All elementsof these systems are taught at ATRC.

In 1983, the Aegis Training CenterGround Breaking ceremony took placeand it was formally established as a train-ing command in Nov. 1984. The facilityopened for training in Oct. 1985 withthe first class of 14 students graduatingDec. 18, 1985, from the Aegis ComputerFundamentals course.

In the late 1980s and throughout the1990s, ATRC evolved as the AEGISCombat System evolved. In 1988, Baseline3⁄4 Building was added and in 1990, anew addition was built, the Arleigh BurkeHall. In 1991, the Aegis Training CenterComplex was renamed the ‘‘Rear Adm.Wayne E. Meyer Aegis Education Center,”but in 1997, it was renamed to what it isknown as today, the Aegis Training andReadiness Center. The next addition to thetraining facility was in 1999, Huchting Hall.Aegis ships continue to be built and withthe establishment of the Cruiser / DestroyerModernization Program, the average num-ber of classes held at ATRC will continueto increase. Thus, ATRC’s new wing willopen in 2015 to provide the additional spacerequired for the upgraded baseline equip-ment sets and classrooms needed to trainSailors for the life of the Aegis program.

In our ever-advancing world, ATRCutilizes a blended learning solution thatincludes standard classrooms, hands-onlabs, simulations, as well as computer-basedand interactive courseware training whilestill maintaining the training mission for thelegacy Aegis fleet.

JWAC traces its inception to a programoffice of the Naval Surface Warfare Center,

Dahlgren Division (NSWCDD) during the 1981Iran hostage rescue mission, Operation EagleClaw. At that time, a small group of employ-ees in F Department answered a request fromthe Pentagon to help with one aspect of thatmission. The concepts that they developed inresponse formed the basis for what came later.

In time, that program office evolved into theWarfare Analysis Department (J) in 1990, then

the Naval Warfare Analysis Center (NAVWAC)in 1993, and finally, JWAC the next year. Overthe years since, JWAC has grown in numbersand in focus to meet the changing threats facingour country, but its core mission of providingjoint, analytical support to the military hasremained constant and continues to guide us inall we do.

Since 2011, JWAC has been a proud compo-nent command of U.S. Strategic Command inOmaha, Neb., “working to deter military attackon the United States and its allies.”

MissionThe Joint Warfare Analysis Center (JWAC) provides combatant commands, Joint Staff, and other customers witheffects-based analysis and precision targeting options for selected networks and nodes to carry out the national securityand military strategies of the United States during peace, crisis, and war.

oVerViewSince 1994, the Joint Warfare Analysis Center (JWAC) has provided engineering and scientific analysis to both civilianand military leaders to help defend the United States and its allies.

To accomplish its mission, JWAC relies on information provided by intelligence agencies with which it works to analyzesome of the toughest problems faced by battlefield commanders and their political counterparts today and, by usingthe best analytical programs and methods available, recommends solutions to these problems. It responds to crises,participates in annual war games, and even supports humanitarian relief efforts like the Haiti earthquake in 2010.Customers range from the Joint Staff to task forces, from combatant commands and to civilian executive departmentslike Homeland Security and the Treasury. They task the space surveillance networkto observe and track satellites and matchthose sensor observations to more than22,000 man-made orbiting objects and updatethe position of each one. These updates formthe Space Catalog, a comprehensive listing oforbital parameters for objects in space. Thisdata is used to provide the space surveillancenetwork with up-to-date information for moreefficient satellite tracking.

Visitors must be sponsored by either mili-tary, NSASP or supported command person-nel, be vetted, have an Expected Visitor formsubmitted and be processed through the Pass& ID Office. At the time the visitors badge isrequested by the individual, a valid photo ID(state operator’s license) must be presented.If operating a vehicle person must also showregistration and proof of insurance.

Visitors arriving during non-duty hours,weekends and holidays must check in withthe security force member on duty at the maingate. There must be an after-hours form, eventform or notification from a base resident withthe Police Department before entry will beapproved at the main gate.

FirearmsPersonnel residing on station must regis-ter their privately-owned firearms with theBase Police (Building 237). Those living infamily housing may retain their firearms intheir quarters in accordance with the NSASPpersonal weapons instruction. Temporaryor permanent residents of the BOQ and BEQmay not store weapons in the barracks, butcan make arrangements for Base Police totemporarily store a weapon for them until along-term storage solution can be arranged.

Privately-owned weapons may be broughtaboard NSF Dahlgren during hunting seasononly when you are ready to hunt. Weaponsmay not be stored in a vehicle while at workor conducting business on base and mustimmediately be taken off station upon conclu-sion of the hunt.

Possession of fireworks for storage or useon NSF Dahlgren is prohibited except forcommand-controlled displays.

Bicycle RegulationsAll persons riding a bicycle, rollerblading,skate boarding, etc. aboard NSF Dahlgrenmust wear an ANSO or Snell MemorialFoundation-approved helmet.

Fire DepartmentNSF Dahlgren Fire and EMS is located onDahlgren Road, Building 411, across fromGray’s Landing on the Potomac. Firefightersand Emergency Medical Technicians are onduty 24 hours a day, seven days a week toserve all customers/tenants at Naval SupportFacility Dahlgren, as well as our surround-

ing communities. The civilianpersonnel working in the Fire

Division consist of a District Fire Chief (IPD),a Battalion Chief of Operations, four FireCaptains, two Fire Inspectors, and 18 fire-fighters.

Core functions of the fire departmentinclude but are not limited to fire suppression,fire prevention, public fire safety education,fire service training, emergency medicalresponse, hazardous materials emergencyresponse, technical rescue response and rescueand emergency response to natural and man-made disasters. NSASP firefighters maintaina high level of training and qualifications tobe able to respond in a moment’s notice. Thefirefighters operate numerous response vehi-cles such as a structural fire pumper, a laddertruck with pumping capacity, a commandvehicle, a brush truck, a HAZMAT truck,a technical rescue trailer, and a Basic LifeSupport (BLS) ambulance.

The role of the fire prevention office is toconduct life safety and fire protection inspec-tions, manage the public education program,review installation construction plans andspecifications, investigate fires, provide haz-ardous operations permits, and provide lifesafety and fire protection training.

The Fire Division maintains a Basic LifeSupport (BLS) ambulance service 24 hours aday, seven days a week. The fire departmentresponds to all medical emergencies to stabi-lize and transport all victims to area hospitalsif needed.

PetsKeeping cats and dogs in family housing is

a conditional privilege extended to residents.Residents must comply with state and locallaws governing pet ownership, including lawsregarding licensing and vaccinations. Thelimit is a two pet maximum (dogs and/or cats)per household. Residents may not keep thefollowing dog breeds in or on the premises:Chows, Doberman Pinschers, Presa Canarios,Pit Bulls (American Pit Bull Terrier,American Staffordshire Terrier, Stafford BullTerrier), Rottweilers, any wolf hybrid, orany mix of the aforementioned breeds (eacha “prohibited dog”). This provision doesnot apply to guide animals used by disabledpersons. Occupants reside in private roomsequipped with a twin size bed, desk/deskchair, dresser, nightstand, and large closet.Residents in Building 962 share a bathroomand kitchen area, equipped with stove,microwave, refrigerator, washer/dryer, iron/ironing board, vacuum cleaner, and cleaning

Observed HolidaysAll federal holidays are observed at DahlgrenSchool. In addition to these days, schoolis closed during Thanksgiving holidays,Christmas holidays, and Spring Break. Aschool calendar, which shows all other clos-ings, as well as information about closures forinclement weather, is included in the student/parent handbook and available on the schoolweb page. School status for closings will becommunicated through the One Call notifi-cation system, online through the base PAOnews.

Housing Policy Regarding EnrollmentEligibilityStudents from Pre-K through eighth graderesiding in base housing on Naval SupportFacility Dahlgren whose sponsor is anemployee of the Department of Defense areencouraged to enroll at Dahlgren School.Dependent children of military, both foreignand domestic, who are assigned to eitherDahlgren or Indian Head and residing inon-base family housing at Dahlgren, are eligi-ble to attend Dahlgren School. If an employeeand his family should move off base after thebeginning of the school year, the member’schildren will be permitted to continue attend-ing Dahlgren School for the remainder of thatschool year only. Civilian Personnel (GS/WG/AD) who are able to avail themselvesof on-base housing are authorized to attendDahlgren School. They must continue tobe employed as a GS/WG/AD employee toremain eligible to attend the school. Childrenof contractors working for the companiessupplying personnel to the base or its facil-ities, even those who are retired militarymembers, are not eligible to attend DahlgrenSchool, even if the contracted parent is able toobtain housing on the base. If housing is notimmediately available but is expected within90 school days from the reporting date of theemployee, the employee’s children may bepermitted to attend the school while residing inone of the areas adjacent to Dahlgren.

Dahlgren School has no cafeteria andstudents are to either go home for lunch ormay participate in the “brown bag” lunchprogram. Providing lunch or transportationto appropriate alternative lunch locations isalso the responsibility of the parent/guardian.Dahlgren School adheres to and follows the

base policies regarding age-appropriate super-vision and cannot permit children under thebase-set age limits contained therein to trans-port themselves to and from different areas ofthe base.

Transportation in all instances is theresponsibility of the sponsor.

USN Sea Cadet CorpsThe United States Naval Sea Cadet Corps(USNSCC) was formed by the Navy Leagueof the United States in 1958. The USNSCCencourages and aids American youth todevelop, train them in seagoing skills, and toteach them patriotism, courage, self-relianceand kindred virtues.

The Pentagon Division of the USNSCCdrills once a month on NSF Dahlgren. Thecadets generally arrive Friday evening anddepart Sunday afternoon. There are twoage groups. The league cadet program isfor the younger kids, ages 10-13. The seacadet program is designed for ages 14-18.

Under the guidance of Sea Cadet Corpsofficers and additional volunteer militaryand civilian instructors, cadets have anopportunity to enjoy a number of excitingand educational activities. Recent activitieshave included scuba diving, marksmanship(both simulator and live fire), lifeguardtraining, damage control drill on the USSButtercup at the Farrier Fighting School,ship tours, marching in parades, and CPRtraining.

Pentagon Division also has a color guardand rifle drill team that perform regularly.In addition to local activities, cadets are ableto take part in advanced training over thesummer and during the winter school break.

Welcome to Dahlgren! The Morale,Welfare and Recreation Department

(MWR) at NSF Dahlgren offers a wide rangeof recreational facilities and activities for activeduty military, retired military, reservists onactive duty, Department of Defense civilianemployees (civil service and non-appropriated),family members in all of these categories andNSA South Potomac contractors and theirfamily members. While at NSF Dahlgren youcan enjoy a wide range of activities fromoutdoor recreation, sports leagues and tourna-ments to a year-round indoor aquatics center,fitness center and the state-of-the-art bowlingcenter, Cannonball Lanes, or enjoy a movieat the Dahlgren Theater. Our staff of trainedpersonnel invites you to experience hospitality– Dahlgren style!

Fitness Center(540) 653-8580The Fitness Center is located on Dahlgren Roadin Building 1610 and houses physical fitnessand athletics. The facility offers a variety ofphysical fitness opportunities with circuit andfree weight areas, a group exercise room, tworacquetball courts and a full-sized basketballcourt. The cardio room provides patrons withthe option to use treadmills, upright and recum-bent bikes, ellipticals, rowers and stepmillalong with a variety of additional cardiovas-

cular equipment. The Fitness Center also hasa parent/child workout area, allowing parentsand children (6 months to 6 years) to exercisein the same space. The Fitness Center is openseven days a week including most holidays. Italso offers men’s and women’s locker rooms.In addition to the Fitness Center, the ¾ miletrack, behind building 101, provides patronswith additional exercise opportunities.

Physical FitnessThe Fitness Center staff can assist patronsby conducting Microfit assessments, personaltraining or through a variety of group exer-cise classes. Patrons of the fitness center mayattend a variety of classes five days a week,which include Spin Cycle, Yoga, Kettlebellsand Zumba. You can find a complete groupexercise schedule and additional program infor-mation at the Fitness Center.

AthleticsNSF Dahlgren’s athletics department offers avariety of leagues that are open to all with baseaccess. Information and announcements on allsports leagues are posted at the Fitness Center.Sports leagues include:

Fall: Soccer, Softball, Basketball and FlagFootballWinter: Basketball and RacquetballSpring: Soccer and Softball

Tennis courts are located adjacent to Building962. The courts are available on a first come,first served basis, or by reservation. NSFDahlgren also has a regulation sports field,two softball fields and a little league field. Theathletic department also schedules a variety ofroad races, tournaments and athletic compe-titions.

Pool passes for the summer maybe purchased seasonally or monthly at theAquatics Center. MWR offers swimming les-sons for all levels of expertise and ages, as well

reserved for private and birthday parties, andlessons are available upon request.Food and beverages are available for pur-chase at Subway, which is located in thefacility.

Information Tickets & Travel(540) 653-8785The Information, Tickets & Tours (ITT)office is co-located with the Liberty Centerin Building 106 next to Cannonball Lanes.ITT offers discount tickets to attractionssuch as amusement parks, movie theaters,Disney World, Universal Studios, sightsee-ing destinations, ski resorts, and sportingevents. Vacation packages and cruise pack-ages are also available. Brochures high-lighting tourist destinations are availablefor customers to pick up. Newcomers toNSF Dahlgren are encouraged to visit ITTfor information on the area’s activities andattractions. Craftech will help put together activities forchildren’s birthday parties and other gather-ings. Call the Craftech staff to book a privateparty.

Custom creations include full-color print-ing and laser engraving with your design orours on items such as coffee mugs, T-shirts,

plaques, pen sets, tiles, and mouse pads. Afull line of team awards and gift items are alsoavailable.

Craftech also offers a selection of suppliesfor ceramics, stained glass and framing andthe staff can special order supplies, too. Theshop has a specialized cutter for scrapbooklettering, die cuts and a programmable embroi-dery machine.

Auto Skills Center/Gear Issue &Equipment Rental Office(540) 653-4900The Auto Skills Center/Gear Issue andEquipment Rental Office is located directlybehind Cannonball Lanes Bowling Center.The Auto Skills Center provides patrons theopportunity to perform general maintenanceand repair on privately owned vehicles. ThisMWR facility operates in a relaxed atmosphereand provides the tools and expertise to performmost types of do it yourself automotive repair.

The center has four bays with three lifts.Get the guidance needed for tire mounting andbalancing, engine diagnostics and suspensioncomponents replacement and general mainte-nance vehicles.

Auto Skills offers monthly classes that teachthe basics of changing fluids and checkingtires before driving, how to prepare vehiclesfor winter weather, what to look for beforehaving a safety inspection done and many morehelpful tips.

Located within the Auto Skills Center, GearIssue and Equipment Rental offers a selectionof recreation equipment for fishing, camping,picnics, special events, sporting equipment andmore. Rentals can be weekly or for the week-end. Call during hours of operation for detailsand pricing.

Every Friday there is a children’s story timeand crafts at 10 a.m. One-on-one computerhelp is offered every month as well as a Pawsfor Reading Program. Half day events are heldfor every King George County and DahlgrenSchool half day at 1 p.m. with snacks. Thelibrary also offers a summer reading programfor all ages and numerous other free eventsevery month.

Free E-books and peer-reviewed articlesare available through NKO for Navy, Marineor Coast Guard active duty, dependents orretirees as well as DoD and Dept. of the Navyemployees and dependents and Navy contrac-tors. Child Development Center(540) 653-4994The Child Development Center (CDC) providesa full-time child development program for chil-dren six weeks to 5 years old. Developmentallyappropriate activities that nurture the childsocially, emotionally, physically and intellec-tually are provided through the use of CreativeCurriculum© from Teaching Strategies. Hourlycare is available on a space-available basis. TheCDC holds DoD certification, and participatesin the USDA Child and Adult Care FoodProgram (CACFP).

Child Development Homes(540) 653-4994The Child Development Homes Program(CDH) provides full and part-time home-based care, including space available hourlycare and limited shift care. Military and DoDspouses are trained to provide the same highstandards of care in their homes as at theCDC, part of Child and Youth Programs NavalDistrict Washington. Homes are monitored andinspected monthly to make sure that they meetthe Navy child care standards. The CDH pro-gram holds DoD certification and participatesin the USDA CACFP.

Youth Activities Center (YAC)(540) 653-8009The Youth Activities Center (YAC) is locatedon Jenkins Road next to the Aquatics Center.The YAC offers a before and after- school pro-gram during the school year, as well as a sum-mer camp for youth school ages K to 12. TheYAC participates in 4-H programs and as anaffiliate of the Boys and Girls Clubs of America(BGCA), the Youth Center participates in eightBGCA core programs. They include TriplePlay (a fitness program), Smart Moves (educa-tion about peer pressure and social concerns),Keystone Club and Torch Club (organizationsthat work on making youth civically aware),Power Hour (a homework assistance program),fine arts and photography programs that allowyouth to compete nationally with other BGCAclub members. The YAC also hosts severalyouth dances and a variety of special familyevents throughout the year.

Youth Sponsorship ProgramThe Youth Sponsorship Program is developedfor installation communities to meet the legalrequirements of Section 1785 of Title 10,United States Code and DODI 6060.4 - toidentify and reach out to incoming and outgo-ing youth by getting them adjusted to their newsurroundings. The mission of the Navy YouthSponsorship Program is to alleviate educationaldisruptions by empowering all youth through astream of continuous support to provide stabil-ity, leadership skills, sustain academic learning,provide a connection between school and peersand to produce competent citizens. The Navy’sYouth Sponsorship is comprised of the instal-

lation’s Child and Youth Program’s YouthSponsorship and the local education agen-cies’ Student-to-Student (S2S) Program. Drum Point Lighthouse dominates the muse-um’s waterfront.
