Dear Friends,

4-H Grows True Leaders! What a wonderfully, succinct statement from the National 4-H Council! Four simple words that speak of research based facts. But I purport adding a fifth word to this truth statement.

DELAWARE 4-H Grows True Leaders!

We need them: True leaders to assure our future. Leaders who are compassionate, organized, inquisitive, determined: Leaders who learn by doing and learn to listen as well as learn to speak. Young people involved in 4-H continue to be four times more committed to improving their communities when compared with youth who do not participate in 4-H. They are two times more likely to make healthier choices. Delaware 4-H programs continue to build our leaders of tomorrow through programs that support:

Healthy LifestylesCitizenship and Leadership

Science, Engineering, Technology, Mathand

Adult and Teen Volunteers

But we cannot do any of this without you, our donors to the Delaware 4-H Foundation. Through the generosity of our donors and continued growth of our endowments, the Delaware 4-H Foundation continues to support and sustain Awards, Educational Trips and Scholarships, Outstanding Camp Programs, Leadership and Program Development, and Project Specific Support. We are proud to continue to have over one million dollars of net worth. Making a difference is what your donation dollars do! Through your continued generous support, we will journey forward and grow the Delaware 4-H story as we:

We deeply appreciate each and every dollar we are able to acquire and continue to be committed to wise stewardship of each penny as we support the Delaware 4-H program. Our continued focus for the coming year is to increase our funding to the youth scholarships, to decrease our administrative costs, and to continue to expand our engagement with our 4-H alumni, corporate sponsors and increase our endowment base. The Delaware 4-H Foundation was created in 1978 to provide a way for benefactors to support the Delaware 4-H Program with cash and in-kind gifts that enable 4-H’ers to participate in various programming opportunities. Today the Foundation provides over $75,000 each year to deserving 4-H’ers in five targeted programming areas: Awards, Trips and Scholarships; Camping Programs; Leadership and Program Development; Project Specific Support; and Supporting Services. The latter is where the Foundation maintains a fund to support general operations and special requests on an as-needed, as-available basis.

Simply put, the mission of the Foundation is to enhance and expand educational opportunities for Delaware’s 4-H’ers. Private donations from businesses, earnings from investments, and grants from non-profit agencies are solicited in the above five target areas. Funds received in each of these areas are used by the Foundation to provide ongoing access to existing and new programs for Delaware 4-H’ers, often in areas that were historically funded by corporatedonors who no longer provide national and regional support for 4-Hactivities.

For those who have served on the Foundation’s Board of Directors, the work of the Foundation is fairly clear. We secure the support in targeted areas, allocate funds received to deserving Delaware 4-H’ers, and fund special program needs that are not otherwisesupported. But it goes deeper than that. The Foundation continuallyworks to build relationships with individuals and businesses who arewilling to commit to long-term support, as well as those who mightstep up when special opportunities and unanticipated needs arise.

The Delaware 4-H Foundation promotes and expands positive youth

development opportunities throughout the state. We work with

individuals, groups, and businesses to provide financial and in-kind

support for youth programs. Our long-term relationships ensure the

continued growth and success of Delaware 4-H programs.

The Foundation has identified areas where funds are allocated each year in support of the Delaware 4-H Program. Four target areas were identified and initial endowments created. Within each area, specific opportunities exist where family, friends, and supporters can ensure that funds are available for key activities each year. To accomplish this, the Foundation is seeking support to establish the following endowments:

—Ten endowments of $15,000 each are sought to support trips to National 4-H Congress for State Award winners. It costs approximately $850 to send each of the State Award winners to National Congress. To create the endowment, an annual gift of $3,750 is requested with a five-year commitment. Funds from the gift will send a 4-Her to National Congress in each of the five years and the additional funds will establish the $15,000 endowment named in honor of the donors and targeted to an area of specific interest to the donors.

—Twenty-four endowments of $5,000 each are sought to support State Camp Counselor Scholarships. The approximately $250 in annual funds generated from these endowments will be used to provide stipends to State Camp Counselors and to offset the expenses paid to Camp Barnes for their time in camp. To create the endowment, an annual gift of $1,250 is requested with a five-year commitment. Funds from the gift will support an individual counselor for one week of camp in each of the five years and the additional funds will establish the $5,000 endowment named in honor of the donors and targeted to an area of interest to the donors.

—Twelve endowments of $20,000 are sought to support trips to National 4-H Conference. It costs approximately $1,000 to send each of the four delegates to National Conference where they learn about leadership and are challenged to bring ideas back and implement them. To create the endowment, an annual gift of $5,000 is requested with a five-year commitment. Funds from the gift will send a 4-Her to National Conference in each of the five years and additional funds will establish the $20,000 endowment named in honor of the donors and targeted to an area of specific interest to the donors.

—Twelve endowments of $10,000 are sought to support project specific programs, including special project activities, participation by Delaware 4-Hers in regional and national project conferences, and expansion of various project specific offerings within the state. To create the endowment, an annual gift of $2,500 is requested with a five-year commitment. Funds from the gift will support our efforts to expand opportunities for Delaware 4-Hers in various project areas and the additional funds will establish the $10,000 endowmentnamed in honor of the donors and targeted to an area of specific interest to the donors.

Each of these endowment funds will be managed in the investment pool, with only the annual earnings being used to offset the costs of the program expenditure each year.

—Volunteers are the backbone of the 4-H program; the 4-H club experience would not exist without volunteers. Caring adult volunteers are a hallmark of the 4-H program. The educational program at the State 4-H Forum provides volunteers withnew program ideas and strategies to provide a broad array of experiences for young people.Volunteers from all corners of the state participate in this important training event.

—Leadership Development is one of 4-H’s main programmatic thrusts, and this program contributes to the development of teen leaders that are vital to local 4-H clubs, as well as the county and state 4-H program.

—Legislative Day offers 4-H members, parents and volunteers an opportunity to not only learn about democracy, but to see it in action. Teen leaders have been able to speak on the floor of the Delaware House and Senate Chambers about their 4-H experience. All participants have the opportunity to visit with their local legislators.

—Funds from the National Wild Turkey Federation and other donors support an extensive volunteer training program, as well as the purchase of equipment for shooting sports programs conducted with local 4-H clubs, at County and State 4-H Camps, and with the 4-H Afterschool Program.

—Each county and Delaware State University are provided with funds from the Foundation to support awards and recognition materials.

—The Foundation has provided prizes for the Favorite Foods contests.

—Scholarships were awarded to 39 Delaware 4-Hers to attend overnight camp.

—Scholarships were funded to pay the salaries of 17 State 4-H Camp Counselors.

—The foundation provided funding to help pay for expenses associated with running the Delaware Cow Camp program.

The Foundation conducts an ongoing endowment campaign to secure significant financial commitments that can be invested and managed to generate funds for specific ongoing needs. Each type of funding provides unique benefits to the Foundation and to the overall 4-H program. Funds contributed through the Annual Giving Campaign help the Foundation support the unexpected needs that arise during each programming year, while giving donors a chance to designate their support to areas of special interest. This campaign also provides an effective way to support the Foundation’s efforts for those interested in making smaller donations whenever they are able to contribute.

In contrast, endowment gifts are typically larger and are designed to have a long-term impact by ensuring that funds will always be available to support recurring needs, such as awards trips to National Congress and National Conference, participation in annual judging competitions, and the annual scholarship program administered by the Foundation.

(Open Endowments can receive additional contributions at any time.)

In 2009, DuPont Crop Protection established funding for a $50,000 corporate endowment to support participation by Delaware 4-Hers recognized for distinctive achievements; and/or to provide educational and leadership opportunities in Science Engineering & Technology or other programs. The endowment will annually fund two trips to National 4-H Congress and one trip to National 4-H Conference. DuPont is a science-based products and services company. Founded in 1802, DuPont puts science to work by creating sustainable solutions essential to a better, safer, healthier life for people everywhere. Operating in approximately 80 countries, DuPont offers a wide range of innovative products and services for markets, including agriculture and food; building and construction; communications; and transportation.

The Joy G. Sparks 4-H Congress Scholarship Endowment was created in 2009 and will annually fund two or more trips to National 4-H Congress for 4-Hers who have demonstrated excellence in areas of leadership and/or citizenship. Joy’s leadership was instrumental in building the Delaware 4-H program into a national powerhouse. Her love for life and all things 4-H touched many over the years and leaves a lasting legacy. To date, the Joy Gooden Sparks4-H Congress Scholarship has been built with over $35,000 in donations from family andfriends, large and small, to fittingly fund Congress for 4-Hers of excellence. Joy’s scholarshipendowment will remain an open fund and can receive additional contributions at any time.

Marion MacDonald’s generous posthumous contribution to the Spirit Endowment was close to $10,000 in 2009. Marion was a beloved, long-time Kent County 4-H Agent who even after retirement continued her generous moral and financial support of 4-H and the Foundation. These memorial contributions will honor Marion as others leverage her legacy in leadership and program development initiatives funded by the Spirit Endowment. This is an open fund and can receive additional contributions now and in the future.

The Alexander Family Endowment was established in 2009 on behalf of the Lloyd Alexander family. This $5,000 endowment will help support continuance of Delaware State 4-H Camp programs and traditions. State 4-H Camp was a significant highlight year-after-yearduring the 4-H days of both Ben and Beth Alexander.

To commemorate the 60th Anniversary of State 4-H Camp in 2008, the Foundation estab-lished the Delaware State 4-H Camp Endowment. The endowment funds will help offset the expenses involved with running a successful camp program. The goal of this endowment is $60,000 to celebrate 60 years of camp and the endowment will remain an open fund capa-ble of receiving additional contributions at any time.

The William N. and Dorothy C. Hopkins Family Endowment was established in 2008 to help support sending Delaware 4-Hers enrolled in Agricultural and Environmental Sciences on a trip to a project-related national event. The trip will be to either the National 4-H Congress or another appropriate national event in the Agriculture and/or Environmental Science project area. In the case that there are no opportunities available in a given year in these project areas, the funds may be used to support a similar experience in the area of Dairy, Livestock, Conservation, Leadership, Citizenship, or State 4-H Camp scholarships.

GROWMARK, Inc., a regional farm supply and grain marketing cooperative, established the GROWMARK, Inc. Endowment to support participation by Delaware 4-Hers in national events that recognize achievements or provide distinctive educational opportunities related to Agriculture, Leadership, Citizenship, Environmental Science and Conservation. These funds will help support sending a Delaware 4-Her enrolled in Agriculture and/or Environmental Science projects on a trip to either National 4-H Congress or other appropriate national event in the Agriculture and/or Environmental Science project area.

In 2007, Coulter and Charlotte Passwaters created a 4-H Spirit Endowment in honor of their children,Sarah, Benjamin, John, Will and Emily to celebrate thelives and contributions of those who generously givetheir time to the Delaware 4-H program. Memorial giftsto the fund in honor of individuals are invited andwelcomed, as are contributions in honor of livingindividuals and groups who have positively impactedthe lives of Delaware 4-Hers. Earnings from the$10,000 endowment support leadership and programdevelopment initiatives in targeted areas identified bythe Board of Directors of the Delaware 4-H Foundation.

Coulter and Charlotte Passwaters established the Passwaters Family Endowment in 2007. The funds produced by the $15,000 endowment will be used to support sending a Delaware 4-Her enrolled in Livestock and/or Animal Science projects to National 4-H Congress eachyear. In the event that there is no 4-Her enrolled in the Livestock and/or Animal Scienceproject areas eligible to attend National Congress in a given year, the funds will be used tosupport a learning experience in Leadership, Citizenship, or other similar project area at theNational 4-H Center.

Charmayne, Philip, and Sara Busker established the Charles L. Busker Endowment in 2007. The funds will provide annual support for the Delaware 4-H Cow Camp Program. Cow Camp began as a day-long dairy fitting and showmanship workshop that the Busker family hosted on their farm for several years in the 1980s. Charles “Chuck” Busker was very involved in reinventing the camp in 2002, a program which now hosts up to 65 4-Hers for an educational experience at the Delaware State Fairgrounds. This memorial endowment was funded by the donations made in Chuck's memory to the Foundation by family and friends and will remain an open fund capable of receiving additional contributions at any time.

The Ted Palmer Endowment was created to honor Ted upon his retirement from the University of Delaware in The Palmer Endowment supports a trip to National 4-H Conference, a fitting tribute to Ted as he had a tremendous impact upon young people throughout his career. Thousands of 4-Hers have benefited from his wise counsel and support.

In 2005, six members of the Bennett family combined to invest $30,000 in the Bennett Family Endowment. The family, as any donor can do, set aside separate scholarships within their endowment. They are The Bennett Family National Congress Scholarship, The Mabel Bennett Camp Counselor Scholarship, The Everett Bennett, Linda Bennett White, and Jay Bennett Camp Counselor Scholarship, and the Katy Bennett Jester and Nancy Bennett Freebery Camp Counselor Scholarship.

Jay R. Hukill and Family established the Jay R. Hukill Endowment in 2005. The fund states that it “will help support sending a Delaware 4-Her enrolled in Horticulture and Gardening projects on a trip to National 4-H Congress or other appropriate national events in the Horticulture and Gardening project area.” The $15,000 fund was the first privately created endowment within the Delaware 4-H Foundation.

To mark the 100th Anniversary of the 4-H Program, the Foundation launched its first official endowment campaign in 2003. This Century Club Endowment is invested and managed to generate funds each year that will support Foundation operations and general programming areas. To date, almost $200,000 in pledges have been made to this endowment, which is used for general program support. In May of 2004, the Foundation Board of Directors approved an allocation of assets that provides a base endowment in each of the five program areas.
