Introduction Your term as district governor is fast-approaching, and with it the challenge of leading your district, its clubs, and its members in service to their communities. Your responsibilities as chief administrative officer of the district include selecting an effective district leadership team, promoting effective membership growth and supervising the organization of new clubs. You will also be expected to actively participate and inspire other district officers to administer and promote leadership development at the club and district levels; to support the Lions Clubs International Foundation; to promote Centennial programs and initiatives; and to preside over the district convention, cabinet meetings and other district meetings. Finally, to effectively carry out your responsibilities you will need to be adept at coaching and motivating district cabinet members, encouraging fiscal responsibility and planning at the club level, striving to ensure all clubs are in good standing and providing guidance to priority clubs in the district by monitoring their progress. The knowledge and skills necessary to carry out all of these tasks require training. 2015-2016 First Vice President Chancellor Bob Corlew has collaborated with LCI staff to develop a comprehensive, four part training program to support you.

FIRST VICE DISTRICT GOVERNOR/DISTRICT GOVERNOR-ELECT TRAINING: IMPORTANT INFORMATION

The 2015-2016 First Vice District Governor/District Governor-Elect training is comprised of four components:

• Independent Guided Learning • Multiple District Training • GMT/GLT Area Training • 2016 District Governors-Elect Seminar

INDEPENDENT GUIDED LEARNING The Independent Guided Learning component involves a set of distinct assignments, each designed to address important skills you will need to serve effectively as district governor. Each assignment includes an online assessment or online Lions Learning Center courses that must be completed by December 15, 2015 and prior to your GMT/GLT Area Training. This assignment guide contains the assignments for the Independent Guided Learning component.

EXPECTATIONS: Timely completion of the assignments is critical. If you do not complete the assignments, corresponding online assessments and Lions Learning Center courses by December 15, 2015, YOU WILL NOT RECEIVE YOUR MEAL PER DIEM REIMBURSEMENT FOR THE 2016 DGE SEMINAR. Instructions for accessing the online assessment and courses for the assignments via the Lions Learning Center on the LCI website are located in the first tab of this guide titled, DGE Assignment Preparation.

MULTIPLE DISTRICT TRAINING Multiple/single district GLT coordinators will be provided with resources to facilitate the Multiple District Training. This training addresses the requirements of the district governor position, and includes the operational and administrative aspects of the job. It incorporates a study of the District Governor Team Manual as well as topics and issues customized to address regional needs. GMT/GLT AREA TRAINING During the GMT/GLT Area Training component, you will have the opportunity to meet and collaborate with your GMT and GLT area leaders and your fellow first vice district governors to discuss key issues, and to refine the leadership development and membership growth goals and action plans that you developed in Assignments 2 and 3. DISTRICT GOVERNORS-ELECT SEMINAR The 2016 District Governors-Elect Seminar in Fukuoka, Japan has been designed to include learner-focused, interactive classroom sessions and workshops, and motivational general sessions. District governors-elect will have ample opportunity to share ideas, challenges, and experiences with fellow participants during the seminar.

DGE Assignment Preparation OVERVIEW Establishing a Lions Learning Center (LLC) account is the first step to completing the assignments in this Guide. The Lions Learning Center, located on the LCI website, is where you will complete online assessments of your learning for each assignment, take the online Goal Setting course to prepare for Assignments 2 and 3 in this Guide, and complete at least four additional online courses to refine your skills as part of Assignment 4. In order to obtain access to the DGE section of the Lions Learning Center, you must change your LLC profile status to 1st Vice District Governor. The steps for creating an LLC account and updating your profile status are outlined below. Here is a checklist to complete this preparation for the DGE Assignments:

On the LCI website, go to the Lions Learning Center, http://members.lionsclubs.org/EN/resources/leadership-resource-center/lions-learning-center/index.php click on the LOGIN button.

If you do not have a Lions Learning Center account, follow the Instructions for new users of the Lions Learning Center to create a new account (page 9).

If you have a Lions Learning Center account, follow the Login Instructions for the Lions Learning Center & DGE Assessments to update your Lions position to 1st Vice District Governor (page 11 ).

It is expected that you will establish your Lions Learning Center account by October 30, 2015.

TROUBLE-SHOOTING TIPS:

• The Lions Learning Center is not related to the membership and activity reporting

site, MyLCI. Having access to MyLCI does not mean you have a Lions Learning Center account; you must still establish a separate Lions Learning Center account. However, since they are two different systems, you can use the same password if you wish.

• If you get a message “invalid user name or password”, you can try again with a

different password, or you can click on Forgot password on the Lions Learning Center login page. This generates an email message that includes a temporary password to use. When you login using the temporary password, you will be asked to enter a new password of your choice.

• After you update your Lions position to 1st Vice District Governor, it will take

one business day to provide you with access to the DGE section of the LLC.

Additionally, an effective team will help prepare the district to celebrate our upcoming Centennial and lead the district into the next 100 years. To prepare you for this important task, this assignment will provide information regarding the qualities of effective team members, the factors to consider when identifying potential team members, and suggestions for recruiting these individuals for your district team. There are three steps to complete this assignment:

2. Review the information regarding the qualities of effective team members and the factors to consider when identifying potential members of your district team.

3. Log in to your Lions Learning Center account and complete the assessment for this assignment.

Step 1: Review Team Positions You will be responsible for appointing a number of Lions to fill positions on your district team; these positions are listed below. Specific details about each position can be found in the District Governor Team Manual. Some positions specify a one-year term, while others specify a three-year commitment. CABINET POSITIONS Cabinet Secretary and Cabinet Treasurer (or Cabinet Secretary-Treasurer) The cabinet secretary and cabinet treasurer (or cabinet secretary-treasurer) are critical positions within the district cabinet, as these Lions are responsible for several of the administrative functions, including the reporting required at the district level. The Lions in these positions serve a one year term. Region Chairperson The region chairperson is an important member of the district’s leadership team. As an officer of the district and a member of the district governor’s cabinet, he or she provides additional support to the district governor and acts as a link to the zone chairpersons of the region. Along with the zone chairpersons, the region chairperson supports the creation and maintenance of quality clubs within the region. He or she ensures that clubs meet the needs of both their members and their communities, function within the association’s constitution and policies, are aware of the support provided by the district and strive for excellence and continuous growth. The zone chairperson motivates, counsels and communicates with the clubs and promotes district programs and activities. He or she also keeps the district’s leadership team informed of the clubs’ activities and shares concerns and challenges the clubs may have. The zone chairperson serves a one year term. You should consider past club presidents for the position of zone chairperson in order to develop future leaders for the district. DGE Training: Assignment Guide 17

Step 2: Identify Potential Team Members Now that you have a better understanding of the positions you will be expected to fill, you can focus on identifying Lions to maximize the effectiveness of your team. The level of success you hope to achieve during your term as district governor depends largely on selecting the best Lions for each position on your team. When identifying potential team members, you should seek individuals who:

• share your vision and goals • are dedicated to the achievement of those goals, prioritizing team success over individual

achievement • are willing to accept direction, yet also take initiative • follow through on responsibilities • demonstrate good communication skills, such as active listening • work well with others by recognizing the value of others’ experiences, ideas, and

perspectives • can adapt to new situations and circumstances while maintaining a focus on team goals

Read the two questions and record your ideas below. Reflecting on these questions will further assist you in identifying the right Lions for your district team. 1. Are there additional qualities of an effective team member that you would add to this list?

2. If the members of your team do not possess these qualities, how might it impact the district?

Page 17: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 18

In addition to identifying specific qualities in the Lions who you are considering for positions on your district team, you should also consider the following factors that are equally important in identifying a potential team member:

• Knowledge: Does he/she have a strong understanding of Lions Clubs International, district dynamics and operations?

• Experience: What qualifications does he/she have that are important to being successful in this position? What positions has he/she held in the past, and what has he/she achieved in those positions? What LCI training and development programs has he/she completed?

• Availability: Is he/she interested and available to serve in this position? Can he/she attend meetings and travel within the district?

• Skills: Does he/she bring a well-rounded set of skills to the position that will contribute

to both individual and team success?

• Integrity: Does he/she demonstrate a loyalty to the Lions Code of Ethics and to his/her fellow Lions? Is he/she respected by other Lions?

If you have not already done so, you may want to generate a comprehensive list of Lions who you believe embody many or all of the qualities of effective team members, and also have the knowledge, experience, availability, skills, and integrity that will help ensure the success of your team. Additionally, consult and collaborate with experienced Lions leaders in your district, as they may be able to recommend potential team members or provide you with additional guidance about these important decisions.

Step 3: Complete the Online Assessment When you have completed steps 1-2 of this assignment:

1. Go to the Lions Learning Center (LLC) page using this link: http://www.lionsclubs.org/EN/member-center/leadership-development/lions-learning-center/index.php OR by following the steps below:

• Go to www.lionsclubs.org

• Click on the magnifying glass icon on the top right corner of the LCI homepage

• Type “Lions Learning Center” into the search field

2. Follow the Login Instructions for the Lions Learning Center and DGE Assessments, located in the first tab of this guide.

3. Complete the online assessment (quiz) for this assignment.

Page 18: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 19

You must complete Steps 1-3 of this assignment no later than December 15, 2015 in order to qualify for the 2016 DGE Seminar meal per diem reimbursement.

Next Steps: Recruit Your Team Once steps 1-3 are complete and you have identified a list of potential team members and the positions in which you would like each person to serve, you can begin recruiting them to be part of your team. As you begin to contact and/or meet with each potential team member, be sure to discuss:

• Interest and motivation. Does he/she want the position, and is he/she ready to commit themselves to giving 100% effort?

• Your vision for the district. Does he/she share your vision, and is he/she willing to commit to achieving it?

• Your expectations for the position and the individual. Conveying your expectations

can help prevent misunderstandings, disappointment, and confusion. It is equally important to confirm that the individual understands and accepts the responsibilities and expectations of the position.

As you approach the start of your term as district governor, you will need to ensure that Lions Clubs International has received the information regarding the cabinet secretary, cabinet treasurer, region and zone chairpersons, and district chairpersons who will serve on your district team. Submitting district team information to LCI is not a requirement of completing this assignment; however, submitting this information is an important component of district administration. District team information, including your zone and region chairpersons, can be submitted online using the association’s membership website, MyLCI. This information can be submitted beginning May 16, 2016. Contact [email protected] should you have questions regarding the process of entering the district team information into MyLCI. Alternatively, you can submit your cabinet officers and district chairpersons information via mail, email, or fax, utilizing the following forms:

• The DA-903 form can be used to report the appointment or election of your cabinet secretary and cabinet treasurer to LCI. This form is located in the District Governor Team Manual on the LCI website.

• The M-28A form can be used to report your district chairpersons to LCI. This form is also located in the District Governor Team Manual on the LCI website.

Remember that the effectiveness of your team is directly related to the success of your term as district governor, and a successful term starts with selecting the right Lions.

Assignment 2: Establishing Leadership Development Goals and Action Plans OVERVIEW Identifying and preparing leaders in your district requires the efforts and collaboration of a team of dedicated Lions who understand the need for active leadership development. This becomes even more important as you prepare new leaders to lead the district into the next 100 years. In this assignment you will examine your role in identifying and developing leaders, both as district governor and as a member of the Global Leadership Team (GLT). You will look at the role of the GLT at the district level (GLT-D) and the steps it will take in your district to provide leadership development opportunities, and you will consider what specific actions you can take as district governor to support leadership development in the district. There are five steps to complete this assignment:

1. Review the resources available on the LCI website concerning the purpose, structure, activities and tools used by the Global Leadership Team, and answer the questions in this assignment.

2. Obtain and review the most current District Leadership Assessment and District Leadership Development Plan. Answer the questions in this assignment.

3. Complete the online Goal Setting course in the Lions Learning Center (LLC).

4. In collaboration with fellow members of your GLT-D, create leadership goal statements that support district leadership development, and create action plans to achieve each of those goals. Be prepared to discuss these goals and plans at your GMT/GLT Area Training.

5. Log into your Lions Learning Center account and complete the assessment for this assignment.

You must complete this assignment and online assessment no later than December 15, 2015 in order to qualify for the 2016 DGE Seminar meal per diem reimbursement.

DGE Training: Assignment Guide 23

Step 1: Review Global Leadership Team Resources The Global Leadership Team is the key to the future viability of Lions Clubs International as the largest humanitarian service organization in the world. The level of energy and effectiveness of club and district leaders depends on the availability of leaders who are well trained and prepared for their leadership position. The primary responsibilities of the Global Leadership Team are to identify new leaders, provide effective training and development programs, and encourage opportunities for new leaders. Each district has a GLT-D comprised of a GLT district coordinator, the region/zone chairpersons, and the District Governor Team. Other qualified Lions may be added as necessary. It is important for the GLT district coordinator to have frequent communications with the GLT multiple district coordinator. The GLT-D works in cooperation with the GMT-D (DG Team and region/zone chairpersons are core members of both the GLT and GMT at the district level).

Review the online Global Leadership Team District Resource Guide which provides a comprehensive look at the GLT-D and includes information on the role of the region/zone chairpersons as members of the GLT-D.

After you have reviewed the material, consider the following questions and be prepared to discuss them at your GLT Area Training:

1. Is your GLT-D operating effectively? If it isn’t effective, what obstacles are preventing

success? How can these obstacles be overcome?

2. Is communication taking place between the GLT-D and the clubs and between the GLT-D and the GLT-MD? If not, how can you improve cross-level communication?

3. Do the GMT-D and GLT-D understand their respective roles and those of each other? How well do these district teams work together?

Step 2: Examine District Leadership Assessment and District Leadership Development Plan

The initial responsibility of the Global Leadership Team is to conduct assessments to determine if local leadership development needs are being met. These assessments form the basis of the leadership development plans that can ensure the continuation of successful training and development program, and the introduction of new programs where needed. Having a district leadership development plan is essential to preparing Lions in your district to assume leadership roles. As the leader of your district, it is imperative that you support and encourage the development of current and future leaders in your district, that you understand the programs and resources available to achieve this goal, and that you work as an active member of the GLT-D to ensure that these plans are implemented. Each GLT-D should complete a training and development assessment and create a written district leadership development plan yearly. The GLT-MD coordinator (or GLT Area Leader for single districts) can provide guidance in this process.

If your district currently has not completed a training assessment nor created a leadership development plan, you will need to meet with the rest of the GLT-D to collectively complete both in order to finish this step of the assignment.

An explanation of both the assessment and the development plan is available in the online Global Leadership Team District Resource Guide. After reading the information in the guide, obtain a current copy of both the District Leadership Assessment and the District Leadership Development Plan. Study both documents and consider the following questions. Be prepared to discuss these questions at your GLT Area Training:

1. Who participated in the completion of the District Leadership Assessment? Were region/zone chairpersons included?

2. Evaluate your completed District Leadership Development Plan. Does the plan direct efforts toward the needs identified in the assessment? Was the plan communicated to the GLT-MD coordinator?

Page 24: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 25

3. Have the assessment and the plan resulted in any positive action in the district toward developing leaders?

4. When will you complete the next assessment in your district? Who will be involved in its completion? What role will you take as district governor and active GLT-D member?

Step 3: Complete Goal Setting Course You will be asked to create some goals related to leadership development in your district in Step 4 of this assignment. Complete the online Lions Learning Center Goal Setting course in the Leadership Resource Center of the LCI website to familiarize yourself with the concepts of goal setting and action planning before beginning Step 4.

On the Lions Learning Center web page, you will find a tutorial and Frequently Asked Questions about taking online courses. If you have difficulty accessing the course, email [email protected] or call 1-630-468-7003 or 1-630-468-6995 for assistance.

Remember that you need to have a Lions Learning Center (LLC) account to access the LLC course. If you don’t have an account, you can easily create a new user account. See the instructions in the first tab of this guide.

Step 4: Determine Leadership Development Goals and Action Plans After you have completed the online Goal Setting course, collaborate with fellow members of your GLT-D to consider the information you reviewed in the District Leadership Assessment and the District Leadership Development Plan, and create leadership development goals for 2016-2017. You may have additional goals focused on team management issues. All of these goals will guide the efforts of your GLT-D to enhance leadership development in your district during 2016-2017.

Page 25: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 26

As you collaborate with the other members of your GLT-D, be sure you are discussing your goals and plans with your GLT MD coordinator and GLT Area Leader. Make use of their knowledge, experience, and guidance as it relates to managing challenges and opportunities in your district and promoting priority leadership development initiatives. You will also want to ensure that your second vice district governor (also a member of the GLT-D) supports the direction of the district leadership development goals and action plans, as he/she will be a key component of carrying your efforts forward for future district success.

As you develop your goals and action plans, consider the resources and materials available for training and development on the Leadership Resource Center on the LCI website.

Keeping in mind the principles of goal setting you reviewed in the Lions Learning Center Goal Setting course:

• Use the attached Leadership Development Goal Statements form on page 29 of this assignment guide to develop specific goal statements that show how your district will support leadership development during 2016-2017 and any additional team management goals. You can also record your goal statements by using the electronic computer file of this form.

• Use the attached Action Plan Worksheet on page 31 of this assignment guide to create separate action plans for each goal statement. You can also create your action plans by using the electronic computer file of this form.

Leadership Development Goal Statements

A good plan has strategic goals that are specific and quantifiable. These goals should be developed in collaboration with the GLT members and should be ambitious yet achievable. Using the principles of effective goal statements from the Lions Learning Center Goal Setting course, list specific goals that will promote district leadership development and guide the GLT-D in 2016-2017. Your goals may also focus other team management issues as necessary. Once you have clearly identified your goals, use the Action Plan worksheet on page 31 to develop a detailed action plan for each goal statement. This process will ensure a cohesive, leadership development plan for 2016-2017.

NAME:________________________________________________ DISTRICT:__________

Assignment 3: Establishing Membership Goals and Action Plans OVERVIEW In order to positively affect membership growth and club success in your district, you need to develop district goals and action plans in advance. In this assignment, you will explore your role as a member of the Global Membership Team (GMT), and the role of the GMT at the district level (GMT-D). You will also review membership data and trends in your district, develop your membership growth and club success goals, and create action plans for reaching those goals. You are asked to approach goal setting as a collaborative effort with other Lions leaders in your district and to incorporate service in your planning. Participation in community service and public awareness of Lions service are key factors in engaging current members and attracting new members. There are six steps to complete this assignment:

1. Review Global Membership Team resources available on the LCI Web site, and answer the questions in this assignment.

2. Utilize membership trend data and resources to determine the current status of membership in your district.

3. Communicate with region and zone chairpersons to obtain individual clubs’ goals and plans.

4. Review the Goal Setting course in the Lions Learning Center (LLC).

5. In collaboration with members of your GMT-D and club leadership, determine your district’s membership goals related to retention, new members, and new club development. As you identify your numeric targets for each category, develop goal statements and action plans to support achievement.

6. Log in to your Lions Learning Center account and complete the online assessment for this assignment.

You must complete this assignment and corresponding online assessment no later than December 15, 2015 in order to qualify for the 2016 DGE Seminar meal per diem reimbursement.

DGE Training: Assignment Guide 35

Step 1: Review Global Membership Team Resources Just as leadership development is supported by the multi-level Global Leadership Team structure, membership growth efforts are similarly supported by a parallel structure – the Global Membership Team (GMT). The primary objectives of the GMT are to achieve membership growth by chartering new clubs, inviting new members, and by supporting club success to achieve long-term retention. The GMT-D is comprised of the GMT-D coordinator, the DG Team, region/zone chairpersons, and two sub-teams: the Membership and New Club Growth Team and the Club Success Team. To maximize cooperation and collaboration regarding membership growth and leadership development initiatives in the district, the DG Team and region/zone chairpersons are part of both the GMT-D and the GLT-D.

Review the online Global Membership Team Resource Guide, which provides a comprehensive look at the GMT-D.

After you have read the material, consider the following questions and be prepared to discuss them at your GMT/GLT Area Training:

1. Is your GMT-D operating effectively? If it isn’t effective, what obstacles are preventing

success? How can these obstacles be overcome?

2. Is communication taking place between the GMT-D and the clubs, and between the GMT-D and the GMT-MD? If not, how can you improve cross-level communication?

3. Do the GMT-D and GLT-D understand their respective roles and those of each other? How well do these district teams work together?

Page 34: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 36

Step 2: Determine Current Membership Status In collaboration with the other members of your GMT-D (including the region/zone chairpersons) and other district chairpersons, review your current district situation using the following resources:

• 5 Year Membership Trend Report (included in your DGE Assignment mailing)

• Online membership reports on the LCI Web site including: - Register Reports - Missing Club Officers - Summary of Membership - Cumulative Reports

Directions to access these reports are included at the end of this assignment. Make copies of these directions for zone chairpersons to use later.

• Current copies of the District and Club Health Assessments which are emailed to you monthly as a member of the district governor team

• Any current district or multiple district membership plans (request copies from your district governor or the GMT-D coordinator)

• The Centennial Membership award program, which recognize Lions and Lions clubs

that contribute to membership growth during our Centennial Celebration in two categories: sponsoring new members and chartering new clubs

• Things to Consider (included in this assignment)

Step 3: Elicit Club Goals After consulting with the current district governor, assign each of your district’s zone chairpersons the task of communicating with their clubs to determine club membership goals for 2016-2017, and to provide you with the club responses before December 1, 2015. This will include:

• Providing each club with any appropriate information from Step 2

• Requesting each club leadership team to provide the zone chairperson with a preliminary numeric target for membership growth (or a target for reduced decline) for 2016-2017. You will consider these targets when you establish your own district goals

Page 35: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 37

• Requesting each club leadership team to begin considering ways they can achieve their numeric target. Clubs should be encouraged to consider the following in developing these plans:

- Membership reports - Club operations - Implementation of the Blueprint for a Stronger Club - How Are Your Ratings? survey results - Community Needs Assessment - Club Quality Initiative (CEP) - Centennial Service Challenge Campaigns - Your Club, Your Way!

Encourage your region/zone chairpersons to complete the Goal Setting course in the Lions Learning Center, and to continue using the online membership reports to monitor club progress. Zone chairpersons should support the clubs in achieving their identified targets and plans by maintaining cross-level communication throughout the year.

Step 4: Review the Goal Setting Course In Assignment 2, you were asked to complete the Goal Setting course in the Lions Learning Center. You may wish to review that course prior to completing step 5 in this assignment: http://lionsclubs.org/EN/member-center/leadership-development/lions-learning-center/course-results.php

Step 5: Identify District Membership Goals, Develop Supporting Goal Statements, and Create Action Plans After you have reviewed the Goal Setting course, consider the information you reviewed with the other members of your GMT-D in Step 2, and the club membership growth targets you received in Step 3. Then:

• Use the Membership Goal Planning Worksheet that is included at the end of this assignment to determine your district’s goals for quarterly membership growth related to retention, new members, and new club development. Your district’s 5 Year Membership Trend Report will serve as an important reference in this process.

• As you identify numeric targets for each category, you must also develop specific membership goal statements to support and guide the achievement of your numeric goals.

• For each membership goal statement, use the Action Plan Worksheet to create a detailed plan for achieving the goal.

Page 36: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 38

Just as you collaborated with the other members of your GMT-D when determining the current situation in your district and potential goals for the future, be sure to also discuss your goals and plans with your GMT MD coordinator and GMT Area Leader. Make use of their knowledge, experience, and guidance as it relates to managing challenges and opportunities in your district and promoting priority membership growth initiatives.

Ensure that your second vice district governor supports the direction of the district membership goals and action plans, as he/she will be a key component of carrying your efforts forward for future district success.

Electronic version of the Membership Goal Planning Worksheet and the Action Plan Worksheet are available on the DGE Pre-Seminar Assignments page of the LCI website.

Your DGE Seminar group leader, GMT-MD coordinator, and/or your GMT area leader will both serve as excellent resources as you develop your goals and action plans.

Bring the following completed items from Step 5 with you to your GMT/GLT Area Training:

• Membership Goal Planning Worksheet • Action Plan Worksheets

At the GMT/GLT Area Training, you will have the opportunity to discuss and refine your membership goals and action plans that you have collectively established with your team for the coming year. At the GMT/GLT training, you will receive instructions for submitting your finalized membership goals and action plans electronically to LCI. As a component of submission, you will be asked to obtain confirmation from your second vice district governor, GMT multiple district coordinator, and GMT area leader that each offered input during the goal-setting process, and are in agreement with and support the achievement of the established membership goals and action plans.

Things to Consider

The questions that follow can help you to analyze your district and begin to develop your goals and plans for membership growth in your year as district governor. 1. Community Service Community service is a cornerstone of both membership growth and keeping members engaged. Clubs that assess community needs and implement relevant service to their community lay the foundation for ensuring club health and member satisfaction. • Are your clubs active in serving their communities?

• Do projects take an innovative approach and reflect the needs of the community?

• Is the public aware of Lions’ service? Are projects and events sufficiently promoted?

• Are community members (potential members) aware of upcoming projects and encouraged to participate?

2. Membership Growth To continue to maintain and expand our level of service, it is important that membership growth remains a focus for district leaders and clubs.

• Do your leaders treat membership growth as a high priority? If not, what can you do to ensure their understanding and support?

• Are you actively promoting membership growth programs and initiatives?

• Are you leveraging the centennial celebration to help attract new members and charter new clubs?

• Do you find that there are opportunities for recruiting people from different backgrounds and cultures as members? How can you support this effort?

• Are women significantly represented in your district? What can you do to recruit more women members?

• Are clubs in your district actively recruiting younger members?

• Are you promoting family membership within your district? Are clubs in your district using social media and other online tools to promote club events and increase awareness?

Page 44: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 46

3. New Club Development

• How many clubs have been chartered in the current year? How many clubs will be chartered during the remainder of the year?

• Have you studied the geographical area of your district to identify new club development opportunities?

• Have you or others in your district identified key contact individuals who may be influential in organizing new clubs?

• Have you approached any specific professional associations or work groups for formation of Lions clubs?

• Are you utilizing resources to charter new clubs?

• Are Certified Guiding Lions in place to provide guidance and support to new clubs?

4. Member Satisfaction Member engagement and satisfaction are important factors for keeping members active.

• Are club meetings effective? Do members have input? Do members look forward to Lions club meetings in your district?

• Are member orientation programs regularly and effectively conducted in your district?

• Are you promoting the use of key tools and resources to increase member engagement and satisfaction, including:

- Blueprint for a Stronger Club - Just Ask! Recruiting Guide - Member Satisfaction Guide - Club Membership Chairperson Guide - Club Quality Initiative (CEP) - Your Club, Your Way! - New Club Development Guide

• Are you utilizing Certified Guiding Lions to maintain and nurture new or weak clubs?

• Are activities and positions of responsibility available to all members?

• Is participation in leadership development programs encouraged?

• Are members engaged and active in community service projects? Do these projects reflect the interests of members?

• Do your clubs know why members have left? Do you have plans to support your clubs in bringing back members who have left Lionism?

Page 45: 2015-2016 District Governors-Elect Training - · PDF fileDGE Training: Assignment Guide 1 Contents This guide contains four independent assignments to be completed by all first vice

DGE Training: Assignment Guide 47

5. Clubs in Priority Status, Suspension and on Status Quo Priority status clubs are clubs that need special attention but they remain in active status with all of the rights and responsibilities of an active Lions club. Clubs are in danger of being canceled when they are placed on financial suspension or on status quo. It is very important to give special attention to these clubs when developing membership growth plan. • Are you aware of the provision that if clubs have large outstanding balance, they may be

placed in financial suspension?

• Are you aware that, in cases of a large outstanding debt, a phase-wise payment plan may be drawn up and submitted for approval to LCI to save clubs in extreme circumstances?

• Do you have any clubs currently in priority status, on status quo or in financial suspension?

• What action can you take to revive these clubs in this fiscal year?

Membership Goal Planning

The worksheet on the pages that follow is designed to help you plan your membership goals for your term as district governor. After you have examined current and historical data, collaborated with your GMT-D, GMT-MD and GMT area leader, and analyzed the challenges and opportunities that exist within your district, it is time to identify targets and goals by which you can measure your membership growth effort.

As you identify your numerical targets in each of the sections that follow, you must also develop strategic SMART goal statements to justify and support the achievement of those targets. As you will recall from your online Goal Setting course, a SMART goal is a statement that describes specific, measurable, achievable, realistic, and timely action that you will take to achieve the goal.

• For example, once you have identified your numerical targets related to “retaining members,” you might develop a goal statement similar to the following:

Promote the use of the Blueprint for a Stronger Club at all District Governor’s Advisory Committee Meetings (zone meetings) by the end of 2017.

Once you have clearly identified your goals, use the Action Plan worksheet on page 53 to develop a detailed action plan for each goal statement. This process will ensure a cohesive, membership development plan for 2016-2017.

Electronic copies of both the Membership Goal Planning Worksheet and Action Plan can be downloaded from the DGE Seminar page on the LCI website.

Bring this completed worksheet and action plans to your GMT/GLT Area Training.

At the GMT/GLT training, you will receive instructions for submitting your

finalized membership goals and action plans electronically to LCI.

Assignment 4: Refining Your Skills OVERVIEW Leadership and learning are indispensable to each other. –John F. Kennedy Effective leaders continuously cultivate their skills in order to achieve success. As a key leader in your district, you will execute your own plans, guide your team, and support other leaders in their work to make the district and its clubs successful. To accomplish these diverse tasks, you will apply many different leadership skills. One valuable resource for this part of your preparation is the online Lions Learning Center (LLC). In addition to the Goal Setting course you completed in preparation for Assignments 2 and 3, for this assignment you must complete at least four LLC courses. Two of the courses, Time Management and Managing Change have been chosen for you by 2015-2016 First Vice President Chancellor Bob Corlew because they impart essential skills for the successful administration and management of your district. For the last half of this assignment, you are free to choose two courses from the remaining 19 available topics. There are two steps to completing this assignment:

1. Log in to your Lions Learning Center account.

2. Complete four courses: • Time Management • Managing Change • 2 additional courses of your choice

All four LLC courses must be completed by December 15, 2015 in order to qualify for the 2016 District Governors-Elect Seminar meal per diem reimbursement.

Moreover, Lions are poised to start our next century of service. Leaders who can adapt to new realities in humanitarian service will ensure that we remain relevant. The LLC course Managing Change explores both a framework for change as well as the various personal reactions to change. The Lions Learning Center has 19 more topics to explore as you refine your leadership skills. For the final portion of this assignment, you may choose to complete any two from the list:
