BACKGROUND/PURPOSE An important component of preparing the Housing Element update for the Contra Costa County General Plan is the identification of sites suitable for residential development and an evaluation of the adequacy of these sites in fulfilling Contra Costa County’s share of regional housing needs as determined by the Association of Bay Area Governments (ABAG). California Government Code Section 65583 calls for a local jurisdiction to conduct land inventory to identify specific sites which are suitable for residential development in order to compare the jurisdiction’s regional housing need (as allocated by the Council of Governments (COG) – ABAG serves as the COG for the nine-county Bay Area region) by affordability with its residential development capacity. As directed by the California Government Code, Contra Costa County has conducted a parcel specific land inventory to determine the residential development potential on vacant and underutilized sites located in unincorporated communities. This inventory covered sites in communities and residential neighborhoods in the unincorporated area that are within the County’s Urban Limit Line.1 The purpose of the inventory is to identify vacant and underutilized sites which have a residential use, evaluate the sites suitability for residential development, estimate the residential unit potential for the sites identified, and relate the level of affordability for residential development of the sites identified. The residential units identified from the vacant and underutilized sites are then counted toward meeting Contra Costa County’s regional housing need. METHODOLOGY/APPROACH – STEPS IN THE INVENTORY PROCESS Step 1 – Gathering Data from the County’s GIS systems: The County maintains several key Geographic Information Systems (GIS) databases and datasets that were used to develop the inventory. GIS datasets combine spatial data (a map) with tabular data (a spreadsheet) The County Assessor maintains a Land Information Systems (LIS) tabular database for the property tax roll of all legally established parcels in Contra Costa County. This information includes the identifying number for every parcel (APN), as well as key information such as 1 Contra Costa County has adopted an Urban Limit Line as part of the General Plan, the purpose of which is to identify certain areas of the County that are to be preserved for agricultural and open space uses and to insure preservation of those agricultural and open space areas by establishing a line beyond which no urban land use can occur through year 2026, unless the boundary line is changed. The Urban Limit Line is significant because land within the line is served by or is capable of being served by public services (water sewer, police, fire, school, etc.).

owner names, tax use code and improvement value. They also maintain a digital parcel map of all the parcels in GIS. Once a month there is a “data dump” of the information in the LIS into the GIS, creating a map of parcels with an associated table of information from the LIS. The Department of Conservation and Development GIS Group maintains several key spatial datasets in GIS. They include the City Limits, General Plan Land Use Designations, Zoning Districts, Urban Limit Line, Water Districts, Sanitary Districts, and Creeks and Drainages. Spatial data from other public agencies are used for GIS purposes, including the Federal Emergency Management Agency’s (FEMA) Digital Flood Insurance Rate Map (DFIRM). The Department of Conservation and Development also maintains development permit applications and status in a database. The Contra Costa County GIS program coordinates the purchase of aerial photos every few years. Currently, the County GIS program has aerial photos covering the entire County from 2000, 2003, 2004, 2008 and 2012. Step 2 – Synthesizing Data from the County’s GIS systems: Knowledgeable staff used GIS software to implement geoprocessing tasks, essentially combining all of the datasets into one. Starting with parcel dataset, staff ran spatial database queries to select all of the parcels outside of City Limits. This data was merged with other relevant data. General Plan, Zoning, Slope, Urban Limit Line, to create a complete parcel dataset for the unincorporated county including all relevant development information into one single GIS dataset. Step 3 – Sorting Data within the Inventory database: First, parcels with residential General Plan and Zoning designations were classified as Residential. Second, potential vacant residential sites were identified by querying the LIS use code and improvement value. Then parcels with a much higher tax value on the land than on the structure, and a size large enough to subdivide under the General Plan land use and Zoning designations2 were identified as potentially underutilized. Finally, sites with significant development constraints, such as very steep slopes, lack of water or sewer service, location relative to mapped flood plains, etc, were identified.3 Step 4 – Querying Permitting Information: Planners were given the list of potential sites and asked to query the various databases and manual paper records for development applications to determine which of these sites were already within the planning process. The planners also provided historical context

on many sites. In addition the Building Inspection Division’s database of building permit’s was queried for permits issued since January 1, 2007. This development information was then added into the GIS Vacant and Underutilized inventory. Step 5 – Site & Affordability Analysis using Inventory Database: Sites were categorized based on development status. Built or Approved Sites were assigned a unit count, and an affordability category based on the actual improved value or values of neighboring properties. The affordability for projects that were currently Under Consideration was determined on an application by application basis. At this point, the yield of actual/potential units in the Above Moderate affordability category was more than sufficient to meet the regional housing need. The remaining Vacant and Underutilized inventory was then queried to locate units that would satisfy the remaining Lower and Moderate affordable housing needs, populated with an estimated unit count and anticipated affordability based on the following:

1. When there was a match or consistency between the parcel’s General Plan land use designation and Zoning district, the yield of residential units for the parcel was calculated by dividing the site acreage (converted to square feet) by the zoning district’s allowable lot area (square feet).

2. When there was no match or consistency between the parcel’s General

Plan land use designation and Zoning district, yield of residential units for the parcel was calculated by using the likeliest Zoning the site would be upzoned to. Also, staff reviewed the pattern and density of adjacent residential development to assure yield of units would be compatible to the neighborhood.

3. When the size of the parcel was substandard based on the General Plan

land use designation and Zoning district, it was noted and the yield for those parcels with a single family residential designation were limited to one residential unit per parcel as allowed under the County Zoning Code.

In assigning the level of affordability to the vacant and underutilized parcels, knowledge of the community, comparable land values in area and redevelopment or revitalization plans were all consulted. Due to the high underlying land values in Contra Costa County and the Bay Area as a whole, a vacant parcel with a single family residential designation was typically assigned to the Moderate or Above Moderate category depending on the community location. Vacant or underutilized parcels with a multi-family residential development designation were most often assigned to the Moderate or Low and Very Low (units assigned to the Low and Very Low categories are predominantly zoned at 30 units per acre and appropriate for “Mullin Density”).

Step 6 – 2014 Update of 2009 Inventory: The Great Recession and slow housing market recovery since the 2009 Housing Element Update has left the Land Inventory mostly static. For the 2014 Housing Element Update the Land Inventory prepared for the 2009 Housing Element has been updated. The County GIS system was used to query and remove all the vacant and underutilized sites from the 2009 inventory that had been developed between February 2009 and January 2014. Then projects in the “Under Consideration” category were updated to reflect their current status and potential unit count. Some residential projects identified in 2009 were removed altogether because the applications were either dormant or withdrawn, and a few large residential development applications submitted since 2009 were added to the Land Inventory. The methodology for determining project status and affordability is the same as used under the 2009 inventory. Two new features of the updated Land Inventory are:

1. The identification of sites capable of accommodating emergency shelters and at least one year-round emergency shelter pursuant to the requirements of Senate Bill 2 (Chapter 633, Statutes of 2007).

2. The identification of sites that are within a Priority Development Area (PDA) as designated by the County and submitted to the Association of Bay Area Governments (ABAG)

LAND INVENTORY RESULTS A summary of the results of the land inventory – vacant and underutilized site analysis for the update of the Housing Element follows. Site Analysis

A detailed table for the Land Inventory – Vacant & Underutilized Site Analysis has been prepared for the unincorporated communities of Contra Costa County. The following guide notes are provided to reviewers to explain the information in each of the twenty-five columns found in the table. Column One: The appendix map that shows the location of this site. Column Two: The subregion of the County where the community is located. Column Three: The commonly referenced name of the community the parcel(s) are located within. Column Four: The Project Name associated with a site that is Built, Approved or Under Consideration. Column Five: The number of legal lots that make up the project or site. Column Six: APN is short for Assessor Parcel Number. In this column is either a nine-digit number that has been assigned to the parcels by County Assessor, a list of such numbers for a multiple lot site, or a reference to the APN Lookup Table which includes a detailed list of each APN for very large projects. Column Seven: The County File Number(s) where applicable. Column Eight: Lists the property ownership (privately owned, developer, special districts, successor agency) Column Nine: The development status lists the status of the property (Built, Approved, Under Consideration, Vacant, and Underutilized) Column Ten: A more detailed description of the development status. Column Eleven: If non-vacant and unapproved, the specific usage of the property (Single Family Residence, Grass, Greenhouses, etc). Column Thirteen: Lists the wholesale water district (and water provider if different) and/or the approval needed to obtain service. Column Fourteen: Lists the wastewater treatment district (and wastewater collector if different) and/or the approval needed to obtain service. Column Fifteen: The land use designation for the parcel according to the Contra Costa County General Plan. See attached summary of General Plan Land Use designations in Appendix B. Column Sixteen: The zoning district classification for the parcel under the Contra Costa County Zoning Ordinance. Column Seventeen: Future Land Use (14) only applies to those parcels with a high potential for upzoning, or with an application for a specific General Plan amendment or Rezoning. The units for these parcels are shown assuming the land use change is implemented. Column Eighteen: The maximum density range of the parcel based in its General Plan land use designation and Zoning classification. Column Nineteen: Sq footage of the lot, based on the Assessor GIS Parcels. Column Twenty: Acreage of the lot based on the Assessor GIS Parcel dataset. Column Twenty-One - Twenty-Three: The Yield of potential or actual units have been split into the three affordability categories of Low (encompassing Very Low and Low Incomes), Moderate and Above Moderate. Column Twenty-Four: The Total Yield of units for the site. Column Twenty-Five: The level of affordability has been assigned to the parcel based on knowledge of comparable land values and other relevant site characteristics. There are four levels of affordability according to the median income of households in Contra Costa County, as follows: Very Low income – a household earning 50% or less of the County median income; Low Income – a household earning 80% or less of the County median income; Moderate Income - a household earning 81% to 120% of the County median income; Above Moderate Income – a household earning more than 120% of the County median income. In this table, Very Low and Low Income have been consolidated into Low. There are additional categories for some Low units, Mullin Density (Sites with densities of at least 29.9 units per acre yielding more than 20 units) and Mullin - Combined Lot (Adjacent Vacant and Underutilized sites that combined would yield more than 20 units). There are also projects with more than one affordability level.
