    As the world changes drastically around us, it is more important than ever to make our voices heard at the polls on November 4th.

    The hope inspired by the revolutions that swept across the Arab world four years ago has turned into a desperate and urgent fear of violent extremists threatening the entire region. The Israeli-Palestinian conflict saw yet another cycle of failed negotiations coupled with tragedy and violence; now a just resolution appears further away than it has been in decades. The wars in Iraq and Syria continue to tear apart whole societies and fundamentally redefine the role of the global community.

    At home, our government has yet to achieve the right balance between protecting our national security and preserving our civil liberties. We have seen countless accounts of alarming, intrusive surveillance programs targeting our community that violate our constitutionally guaranteed rights as equal citizens. Hard won momentum pushing forward immigration reform stalled and another session of congress will end without enacting much needed reform of our immigration system.

    The coming election will have to address all these questions and more, and your vote will shape the direction of this country for decades to come. Our community has been a part of the national conversation on these issues and it is critical that we get to the ballot box in November. We have compiled this Voter Guide to help you educate yourself before going to the polls. It contains important information about the voting process in your state and contact information for parties and candidates.

    As our community of nearly 4 million Arab Americans continues to grow both in size and in political prominence, we remain focused and committed to the empowerment of our community and the betterment of our nation. For many, that begins at the ballot box. Use this guide, share it, and Yalla Vote!

    According to the latest Census data, California is home to nearly 275,000 Arab Americans. However, we estimate that due to undercounting, California actually boasts a vibrant community of over 810,000 Arab Americans. This November, all Californians will head to the polls to elect a Governor, all representatives to the U.S. House of Representatives, as well as representatives to the state legislature. This Yalla Vote Guide covers the first two. In the gubernatorial race, three term incumbent Jerry Brown (D) faces a challenge from Republican Neel Kashkari. Brown finished first in the “jungle primary” with over 50% of the vote, and is universally expected to win a fourth term as California state governor. Over his first three terms, Brown turned a $25.4 billion state deficit into a $4 billion surplus. Jerry Brown also established an important national precedent by signing the TRUST Act into law last year. This move challenges the Safe Communities federal immigration program that allows for the unjust arrest and detention of people suspected of immigration violations. The Arab American Institute has tracked and advocated against the Safe Communities program on the same basis. Republican candidate Neel Kashkari is being touted as the first Republican candidate to pose a real threat to the governor’s seat in many election cycles, though most election watchers disagree. Kashkari is running against the budget busting high-speed rail platform and on the promise of giving significant tax breaks for Californian businesses. Kashkari is young, social media savvy, and is promoting a moderate social agenda which he wants to use to transform the California Republican party. With 53 races to watch for the U.S. House of Representatives, key toss up elections are happening in districts 7, 26, 31, 36, and 52. In the 36th district Democrat Raul Ruiz is ranked as one of the most vulnerable incumbents in 2014. He received 50.2% of the vote in the primaries while Republican challenger Brian Nestande received 34.6%. The remainder of the primary votes that went to a third candidate may very well go to Nestande in the general election, making District 36 a close race. Nestande is well known by district voters, as he has a long career in local politics. Nestade also runs on a moderate platform, which is attractive to independent voters who make this race a toss-up. The California GOP has picked this as one of two districts to focus on flipping, along with district 52. District 31 is ranked as one of the seats most likely to present a win for the Democratic Party, in an election cycle where Republicans are widely expected to be the party flipping seats. With the incumbent retiring, both challengers for the seat faced a tough, and close, primary. Utlimately tea party Republican Peter Chabot is facing off against Democrat Pete Aguilar. In less competitive, but notable races, Arab American Darrell Issa is up for reelection in the 49th district. Issa serves as Chairman of the House Oversight and Government Reform Committee. In the 24th district, longtime advocate for peace in the Middle East and important civil rights issues, Lois Capps is facing a tea party challenger Chris Mitchum who has spoken out about his strong pro-Israel stance, and has demonstrated a lack of legislative understanding by offering sharp criticism of what he understands as Congress’s policy of “sending money to Hamas.”

    Absentee voting deadlines Applications to “vote by mail” must be received no later than Tuesday, October 28th. “Vote by mail” ballots must be received no later than 8:00 pm on Tuesday, November 4th.

    REGISTER TO VOTETo register to vote in California, you must be:

    • A United States citizen,• A resident of California,• 18 years of age or older on Election Day,• Not in prison, on parole, serving a state prison sentence in county jail, serving a sentence for

    a felony pursuant to subdivision (h) of Penal Code section 1170, or on post release community supervision, and

    • Not found by a court to be mentally incompetent.

    You can apply to register to vote right now by filling in the online application at http://registertovote.ca.gov.

    You can also pick up a paper voter registration application at your county elections office, library, Department of Motor Vehicles offices, or U.S. post office.

    Your registration must be postmarked or submitted electronically by October 20th.

    ABSENTEE VOTINGAny registered voter may vote using a vote-by-mail ballot instead of going to the polls on Election Day. California law also allows any registered voter to become a permanent vote-by-mail voter. To request a vote-by-mail ballot, fill out the application available online at http://www.sos.ca.gov/elections/elections_m.htm. You can also apply in person at your local county elections office. Your application to vote by mail must be received no later than October 28th, after which time you can only register to vote by mail in person.

    • Service as an election official at a polling place of voting during all hours of voting

    Convicted FelonsA person who has been convicted of a felony prior to January 1, 2002, or convicted and confined to a correctional facility after January 1, 2002, cannot apply to become a voter until the Registrar of Voters of the town where they live has restored their voting rights. To restore their rights, convicted felons must apply in person at their local Registrar of Voters office and provide documentation of their release from confinement and/or parole, or provide documentation that they were never confined. The State Department will provide releases of confinement. If a person was convicted before 2002 and never confined, the State Judicial Department will provide the appropriate form, to be given to the Registrar of Voters, for restoration of their voting rights.

    Homeless VotersHomeless persons may register. They must identify the specific location considered to be home, the place where the individual returns regularly and has present intention to remain. They are requested to supply a separate mailing address to which Registrars can mail notices.

    Campaigning and the PollsOn the day of any primary or election, no person shall solicit on behalf of or in opposition to the candidacy of another or himself or on behalf of or in opposition to any question being submitted at the election or referendum within a radius 75 feet of any outside entrance. The selectmen shall provide suitable markers to indicate the 75 foot distance from any entrance.

    Representatives of the news media shall be allowed to enter, remain within and leave any polling place or restricted area surrounding any polling place to observe the election, provided any such representative who in any way interferes with the orderly process of voting shall be evicted by the moderator.

    Any person who violates any provision of this section or, while the polls are open for voting, removes or injures any such distance marker, shall be fined not more than fifty dollars or imprisoned not more than three months or both.

    Poll WatchersAny citizen may go to a polling place and observe. The poll watcher watches to see if any violations of the election laws occur. If such a violation occurs, the poll watcher is to inform the election board of the violation; the election board consists of poll workers. Uniformed law enforcement officers are not allowed to be poll watchers.

    Poll watchers cannot use the poll workers’ supplies. The poll watcher may not interfere with or impede the conduct of any election. He/she should come no closer to the official table or the voting booths than is reasonably necessary. Unless there is an observation of questionable nature, the poll watcher is not permitted to speak to the election board or voters.

    What may poll watchers do?

    • The first poll watcher of the Election Day has the right to see that the ballot box is empty before the first ballot is cast.

    • A poll watcher may observe the distribution of the ballot to the voter and after the voter has voted the depositing of the ballot into the ballot box.

    • If the poll watcher observes what he thinks might be a violation, he/she may question a voter’s privilege by stating his/her case to the election board. Remember, the election board consists of the poll workers at that precinct.

    You may return your voted vote-by-mail ballot by 1) mailing it to your county elections official; 2) returning it in person to a polling place or the elections office in your county on Election Day; or 3) authorizing a relative or person living in the same household as you to return the ballot on your behalf. Regardless of how the ballot is returned, it MUST be received by the county elections office by the time polls close at 8:00 p.m. on Election Day.

    EARLY VOTINGCalifornia allows voters to cast their ballots in-person ahead of Election Day. For hours and early voting locations, contact your county elections official, which you can find online at http://www.sos.ca.gov/elections/elections_d.htm.

    AT THE POLLSID RequirementsYou are not required to show identification in California unless you are voting for the first time after registering by mail and did not provide your driver’s license number, California identification number, or the last four digits of your social security number on the registration card. If so, you may be asked to show a form of identification when you go to the polls.

    Here are the acceptable forms of ID: • Driver’s licence or state-issued ID card• Passport• Employee ID card• Credit or debit card• Military ID• Student ID• Health club ID• Insurance plan ID

    Registration for Groups with Special NeedsIf a voter requires assistance to vote, by reason of blindness, disability, or inability to write or to read the ballot, assistance may be given by a person of the elector’s choice, excluding the voter’s employer, an agent of the employer, or an officer or agent of the voter’s union. The person assisting the voter may accompany him or her into the voting booth.

    If the voter is unable to write, he or she may ask the person of his or her choice to fill the ballot out in the voter’s presence, as directed. The voter then signs his or her name on the application and ballot envelope followed by the word “by” and the assistant’s own signature.

    Persons with physical disabilities may request the local Registrar of Voters to assist them at their residences.

    Disabled Voter Voting AbsenteeAny registered eligible voter, if unable to vote in person, may vote by absentee ballot for one of the following reasons:

    • Illness• Physical disability• Active service in the US Armed Forces• Religious tenets which forbid secular activity on day of election, primary, or referendum

    • The poll watcher may observe the closing procedures when the polls close. A poll watcher is not allowed to talk to any person in the polling place except when questioning a procedure.

    No poll watcher may wear anything advertising a candidacy or promoting for or against an issue. Poll watchers are official observers only. They may observe the conduct of the election before, during and after the polls close. The election board is the sole authority in the polling place on Election Day. No person, except the board, may handle or touch election supplies and materials. If the poll watcher feels that a violation has taken place during an election, the poll watcher must notify the election board. Electioneering, campaigning or solicitation within 100 feet of the entrance to the polling room is prohibited.

    Poll WorkersThe law requires that everyone who works in a polling place on Election Day receive training, including instruction on the rights of voters with disabilities. Also, a poll worker shall be a voter of the state and the poll worker may serve only in the precinct for which his or her appointment is received. Furthermore, a student may be appointed as a poll worker. However, an elections official may appoint not more than five students per precinct to serve under the direct supervision of precinct board members designated by the elections official.

    Poll workers also learn about issues confronting voters who have disabilities, including access barriers and the need to make reasonable modification of policies and procedures to allow equal access to vote.

    Neel Kashkari is the Republican challenger for the seat of California governor. He earned his Bachelor’s and Master’s degrees in engineering at the University of Illinois, and an MBA from the University of Pennsylvania. He previously served as the Assistant Secretary of the Treasury, where he received the Alexander Hamilton Award for his leadership.
