2014 AAED POLICY PRIORITIESExpanding economic development programs to make Arizona more competitive
AAED supports programs and policies that encourage businesses
to expand and locate in Arizona for the long term. AAED urges
the Arizona Legislature to support legislation that enhances
Arizona’s competitive position in attracting and retaining high
wage jobs.
1. Property Tax Reduction Program
AAED and its members maintain that Arizona’s business property tax
structure hinders its ability to compete for high-wage projects that are
capital intensive. AAED encourages the Legislature to create a program
with a temporary real property tax reduction for companies that make
new and substantial investments in assets and human capital in Arizona.
2. Infrastructure Development/Improvement Program
AAED membership recognizes that the development, maintenance and
improvement of infrastructure are imperative to economic development.
AAED supports initiatives that allow municipalities to leverage future tax
revenue collection to support the creation of vitally needed infrastructure.
In most states the incremental increase of tax revenue over time can
be used to pay for infrastructure now to enable the creation of jobs and
investment. The state of Arizona has lost multiple companies because
the necessary infrastructure was not in place thus the state needs to
develop a mechanism using best practices that allow for the responsible
funding of infrastructure.
3. Enhance the Access to Capital
AAED recognizes that access to capital is one of the major impediments
to the formation and growth of new companies. Venture capital drives
job creation and economic growth by helping entrepreneurs turn
innovative ideas and scientific advances
into products and services. Angel funds
help those companies’,star tups, and smaller
businesses grow. The state of Arizona has
one of the premiere Angel Investment Tax
Credit programs; it expires in 2016. There
is a need for the extension and fur ther
refinement of the Angel Investment Tax
Credit program and the development of
a program that encourages more venture
capital investments within Arizona.

At the beginning of the fiscal year I said this
would be a year to focus on adding member
value. Let’s take a moment to see how we’re
doing after the first six months.
In the fall the leadership team completed
AAED’s first strategic plan that paves
the way for the next five years. The
plan firmly anchors the three pillars of
advocacy, education and collaboration as
the foundation on which our Association
will continue to be structured. The twelve
AAED committees use the strategic plan
as a guide to confirm that their ongoing
actions align with one or more of the pillars.
Committee activities are reviewed monthly
to confirm they align with the mission and
the expectation of the membership.
The board voted this year to invest in new
infrastructure for the association and in
December we brought online a new robust
website with relevant search capability.
More importantly, the online membership
directory is much easier to navigate. As you
have a moment in the near future, please go
online and give it a test drive. While there, I
am also asking that you spend a couple of
minutes updating your membership profile.
Members do read the profiles. It is definitely
a way to get you and your business more
publicity amongst the membership.
AAED’s Economic Development Academy
of Arizona continues to operate with
content particularly responsive to
practitioner needs and full class rooms.
Attendance at AAED functions in Phoenix,
Southern Arizona and Northern Arizona
has grown and has achieved sell out status
on several occasions. I choose to believe
these results are indicators of an increasing
member value.
The leadership team’s New Year resolution
is to continue to make every decision and/or
action to support increasing member value.
Upcoming events you should attend that
will exemplify this dedication include the
Workforce Development Symposium and the
Legislative Luncheon on the Lawn.
Finally, membership renewals are out.
I invite you to renew immediately with
an eye toward increasing your member
value the second half of this fiscal year by
committing to broader participation. Your
leadership team will continue to provide the
opportunities – each member must work to
reap their reward.

Economic Development Distinguished by Excellence (EDDE) Awards
It’s time to nominate individuals and organizations
that have significantly advanced economic efforts
within our organization and/or the State of Arizona.
Nominations are now being accepted for the
prestigious Economic Development Distinguished
by Excellence (EDDE) Awards. The deadline for
nominations is February 14, 2014 by 5:00 p.m.

EDDE Chairperson Stephanie Hertzberg has noted
a change in this year’s nominating process. For the
first time, “self-nominations will be accepted with a

2014 AZ BASIC ECONOMIC DEVELOPMENT COURSE IN PHOENIX!
January 27-31, 2014 is the Arizona Basic Economic
Development Course (BEDO) in sunny downtown
Phoenix. The BEDC is open to practitioners and service
providers alike. This 4.5 day course is accredited by the
International Economic Development Council and counts
as one of the required courses for those seeking the
Certified Economic Developer (CEcD) designation. The
course includes modules that provide participants a solid
foundation of economic development theory and practice.

Currently the
executive director
of the Sierra Vista
Economic Development
Foundation, Mignonne
attended the University
of Arizona, and went
on to earn her MBA
from the University
of Phoenix. In her
ef fort to support economic development in Arizona,
Mignonne co-writes a weekly newspaper advice
column for business owners, ser ves on the Tri- County
Workforce Development Board, and is an active
member of the International Economic Development
council and the Arizona Association for Economic
Development. Most recently she was appointed by
the Governor to the Great Arizona Development
Authority, recipient of the Governors Economic
Development Award and is a Flinn Brown Fellow. She
is also part of the iArizona committee, which consists
of business/political leaders addressing Arizona’s
transportation and infrastructure needs. Mignonne
is dedicated to making an economic impact not only
in rural Arizona, but throughout the entire state.
In her spare time, Mignonne enjoys nothing more than
long horseback rides through the trails of Cochise
County. Mignonne has a daughter who will be a
freshman attending Baylor University in the fall.
What is keeping you busy lately?
I serve as President of the Arizona Test Range Complex
Unmanned Systems Industry Consortium. Even
though Arizona was not given one of the future test
sites, Sierra Vista Economic Development Foundation
(SVEDF) wants to ensure that the region is prepared
to offer testing and training of systems.
What are some of your most difficult economic development challenges?
All of the obvious that come with being a rural location:
transportation and access, lack of available buildings, an
economic base that includes only a few industries.
And your economic development successes?
I really believe that rural areas in Arizona have an ability
to leverage resources not only regionally but State-
wide. AAED is such a valuable organization in this manner,
providing opportunities to network and collaborate
that would not be available otherwise. Whether working
together on issues, or tapping resources other members
can provide, time spent with AAED is very productive.
You are the Chair of the Rural Committee. What are you committee’s goals?
The Rural Committee in unique in that it meets by conference
call, including guest speakers, on a monthly basis. Being
remote, we share many challenges and so the topics we
discuss are focused on how we can work together to assist
one another. Our goals for the coming year are:
• Increase rural involvement through monthly teleconferences
and highlighting rural communities on a monthly basis
• Collaborate with other committees such as, Governmental
Affairs and Membership to cross coordinate efforts
between such committees and the Rural Committee.
• Collaborate with rural regions through roundtables.
• Work closely with the AAED Governmental Affairs
committee and the lobbyist employed by AAED on the
yearly legislative agenda.
• Engage the Arizona Commerce Authority (ACA) with
regards to projects, initiatives of the ACA and voice
questions, concerns and comments of rural
Arizona communities/organizations.
What is the one thing most people would not know about you?
I graduated from Tombstone High School, in a class of 30
students, which was the largest graduating class at the time.

Bullhead City, population 40,000, is located in
northwestern Arizona’s Mohave County on the
bank of the Colorado River. Just across the River is
Laughlin, Nevada
where ten gaming
resorts welcome
more than 2 mill ion
visitors every year
and as a result, this
huge inf lux of winter
visitors increases
our population from
25-30% every fall with many extending their stays to
explore Bullhead City and the community.
The City, incorporated in 1984, has a rich history
dating back to the 1800’s with the discovery of gold
in several mines. Paddlewheel boats navigated the
Colorado River and used the unique rock formation,
called Bull’s Head Rock, to pinpoint their location.
Years later, Bullhead City was formed to house the
workers who built Davis Dam and when the Dam was
completed in 1954, Lake Mohave was created which
submerged Bull’s Head Rock under several feet
of water.
In 2011, Gold was re-discovered by the Canadian
company Golden Vertex and they acquired rights to
the mining claims patented in the late 1800’s nearby.
They began exploration of the area and discovered a
great deal more gold and other precious metals not
yet completely played out.

During Phase
I of their
4-phase plan,
they have
hired approximately 75 people investing upwards of
$10 mill ion. Their next phase, anticipated to begin in
the f irst quarter of 2014, which wil l bring another 75
jobs and an additional $20-$30 mill ion investment.
Golden Vertex is committed to more than just job
creation and capital investment; they want to support
the local Bullhead City community in many dif ferent
ways. For instance, most recently they “adopted” the
Earth Science class and lab at Mohave High School
bringing US Congressman Paul Gosar to Bullhead
City this past December to celebrate the new Earth
Science Center.
Additionally, they relocated 9 truck-sized boulders
from their mine and placed them throughout the
Mohave High School campus providing students with
a “hands-on” f ield-tr ip experience without having to
leave campus. The CEO of Golden Vertex has also
tossed out a challenge to the our community: in ten
years he wants the top management staf f at the mine
to be graduates of Bullhead City’s school system.

“The Board of Directors of the Ar izona Association for
Industr ia l Development has recently been approached
with the idea of changing the name of our organization.
The motivation behind the idea seems to be based on
semantics.” –Al lan E. Bar tels, Jr., AAID President, in
a memo dated March 6, 1991.
In reviewing AAED’s histor ic f i les, i t appears that a
proposed name change was coming up every three years
within the 1980’s. As President Bar tels fur ther noted in
his memo to the AAID membership, “proponents feel
that ‘Industr ia l Development’ implies that our interest is
restr icted to the recruitment of manufactur ing f irms to
our state, whi le ‘Economic Development’ would broaden
the implied scope of our ef for ts.”
In this memorandum Bar tels was sol icit ing the
memberships’ input on the matter. He asked members
i f they would l ike to keep the AAID name or change it.
I f they chose to change it, he wanted to know what they
recommended and why. Some of the names retained the
Ar izona Association for par t but with a dif fer ing endings
included: Economic Growth, Industr ia l & Commercial
Development, Economic Betterment, Community
Advancement, Economic Qual i ty, etc.
Previous to Bar tels memo, Past President Judie Scal ise
(1989 ) in December 1990 was asked to head a committee
appointed by the Board to investigate the feasibi l i ty and
cost of changing AAID’s name to AAED; which she noted
“more appropriately ref lects the association’s mission
and membership composition.” The total cost in her f inal
repor t of February 7, 1991 noted that $1,898 would be
enough to take care of pr inting, logo design, corporation
paperwork, etc. The committee proposed taking the
name change for a ful l vote at the spr ing conference
business meeting slated for May 24, 1991.

For reasons not entire ly clear, although suggested by
histor ic correspondence, President Bar tels wanted to
make sure everyone was heard pr ior to the vote and with
a proper name for the association vetted. A f inal vote
on the name change occurred at the Fal l Conference on
November 8, 1991 at the Shi lo Inn in Yuma, and the
rest is history….
