President’s Message for FAE4-HA Final Report
Dear FAE4-HA Membership,
As we look back on the accomplishments of both our members and the association, let us first
remember the purpose and objectives of our association as we strive to make the Best Better!
Purpose: To promote the Extension 4-H profession and programs.
Obj. 1: To advance the professional status of Extension personnel involved in 4-H youth
programs.
Obj. 2: To encourage professional improvement of all its members.
Obj. 3: To increase interest in Extension 4-H youth development work as a career.
Obj. 4: To provide a medium for exchange of needs, ideas, methods and techniques.
Obj. 5: To promote understanding and cooperation among all Extension workers.
First, congratulations to all our association members’ accomplishments in 2015-2016, such as
awards and honors, completing Masters and Doctorate degrees, presenting at state and national
meetings, and successfully navigating the permanent status and promotion process! Your hard
work and dedication has not gone unnoticed, and I am truly proud of all your accomplishments.
This was first year the new scholarships from the 2012 proceeds were available for membership.
A total of 7 scholarships are now available, and a total of $7,600 was handed out at the 2016
Membership Meeting at the EPAF Conference! In addition, an association-wide climate
evaluation was instituted to (1) assess the climate of our membership, and (2) assess the
satisfaction of our mid-year meeting. The voices of our members were heard, and big changes
our coming your way for 2016-2017!
The past four years serving as an FAE4-HA officer has been an eye-opening and positive
experience, and I encourage our membership to take advantage of the many opportunities
available for you through FAE4-HA and NAE4-HA. It has been a pleasure working with you,
and working for you, and I look forward to serving you in 2016-2017 as your Past President.

The first full-time county 4-H professional employed in the Florida Cooperative Extension Service was Ernie Cowen. Ernie began work in Orange County in 1966. Before 1970 several other central Florida counties added full-time 4-H agents to their staffs. As early as 1969 a small group of county 4-H agents were meeting informally to exchange program ideas and to assist each other in dealing with the frustrations of the new full-time 4-H agent position. Cowen was the first agent to become fully aware of the National Association of 4-H Agents and the opportunities it offered. Ernie Cowen was deeply committed to attempting to enhance the 4-H agent position through establishing a state organization for 4-H agents. Although Ernie's efforts were not fruitful during his employment with Extension, he was successful in recruiting many Florida 4-H agents for the National Association and made the first (March 1970) formal request of Administration for permission to invite a National Association representative to visit with Florida 4-H agents about forming a state 4-H association. There is no doubt that his dedicated groundwork has earned him the unofficial title of "Father" of our Florida Association. Although Dr. Joe Busby, State Director, was unwilling to grant Cowen's request, he did agree to study the situation for future consideration.
Not discouraged, Ernie persuaded two other Florida 4-H agents, Leah Hoopfer of Pinellas County and Alice Kersey of Polk County, to join him in taking leave and attending the National 4-H Agents meeting held in November, 1970, at Purdue University. The three returned to Florida stunned at the professional improvement opportunities offered at the meeting. Alice Kersey agreed to serve as our state "contact person" for Florida's members of NAE4-HA, and relying on annual leave, attended a Southern Region ECOP meeting for presidents of all three associations held in Atlanta in 1971. Interest in forming a state 4-H agents association in Florida continued to grow. In a few years Dr. Busby said he learned many favorable things about the accomplishments of 4-H agents associations in neighboring states and was ready to change his position on a third Florida agents association from negative to neutral. The formal state Association of Ernie Cowen's dreams could now become REAL.
With administration's approval, Alice Kersey invited Richard Freeman, Southern Region Director, to visit with Florida agents during 4-H Congress in July, 1975. Richard made a presentation about the National Association of Extension 4-H Agents. When he opened his presentation for questions, "Could WE organize a 4-H Agents Association in Florida?", was the first question asked. Richard had come prepared with the necessary information. B.J. Allen suggested Nettie Ruth Brown of St. Johns County chair our organizational meeting since she was then president of the National Home Economics Agents Association and very experienced at that sort of thing. During the meeting our first elections were held.
John Smehyl of Hillsborough County, was elected president; however, John resigned his Extension position shortly afterward and Shirley Bond of Pinellas County served as our first active president. Serving with Shirley that first year were Alice Kersey, secretary and Bob Renner of Marion County as treasurer. Shirley was elected to serve an additional term as president and through her leadership FAE4-HA became a fully-functioning state association. Among the early achievements:
• A Professional Improvement Committee became active
• Joy Satcher of Brevard County was designated our first member to receive the Distinguished Service Award
• Tax-exempt status was obtained

• An association annual meeting time was established. It would be held at Florida's State Extension Administrative Conference.
• An annual award was established to honor "the Extension employee who developed the best 4-H materials"
President Shirley had been very active in NAE4-HA before moving to Florida. Some of her contacts in the National Association encouraged her to seek our interest in hosting the 1981 national meeting. At the December 14, 1977 Executive Board Meeting, Lowell Parrish successfully moved that FAE4-HA make a bid for the 1981 national meeting to come to Orlando, Florida. Terry Floyd was appointed chairman for the meeting if the bid was accepted by the National Committee. Dean Woeste agreed to support our bid providing FACAA and FAEHEA supported it. That afternoon at a joint meeting of the boards of all three Florida associations the proposal for FAE4-HA to bid for the 1981 4-H Agents' national meeting was supported by both the Agricultural & Home Economics Associations. Later in the year our bid was successful. In less than a decade, we had come from being Ernie Cowen's dream to making plans for a national meeting at his doorstep.

Meeting was called to order at 4:02pm by President J. Pigott Dillard.
REPORTS
Secretary’s report was give by Geralyn Sachs. N. Baltzell moved to accept the minutes as presented from the
January 22, 2015 membership meeting. Minutes were approved unanimously and were adopted.
Geralyn also presented the official documentation for the FAE4HA Endowment.
Treasurer’s report was given by S. Michael.
Michael presented the current 2014-2015 budget, a projected budget for 2015-2016 and an itemized activity
report of the association’s expenditures and deposits over the past year. Michael reported on the following:
$50,000 from the 2012 conference has been put into an endowment.
The association’s 501 c 3 status officially became effective in April of 2015.
The Florida Sales Tax Exemption application has been approved.
$1,500 for travel to JCEP and to PILD has been earmarked in the FAE4HA budget.
N. Baltzell motioned to accept the budget. Motion was approved unanimously and passed.
Membership Report was given by M. Benge. There are currently 100 members in the FAE4HA and
membership forms are available from the FAE4HA website. This year credit card payment is an option;
however, there will be a processing fee of $5.00.
Members must remember that the membership process is two steps (paper form goes to Shane Michael with
payment AND members must also log on to the NAE4HA website to register and update information.)
NAE4-HA Report was given by Y. Goode, NAE4-HA Southern Regional Director.
Members were encouraged to vote for national officers during the 40 hour time span when the ballot lines were
open.
There will be an upcoming workshop for members interested in serving as the Regional Director. Anyone
interested should email Goode for more information.
Members are encouraged to join a national professional committee. There will be a workshop on October 5th at
1pm for anyone wanting more information on NAE4-HA and there will also be a state officer workshop offered
in Portland at the national conference.
Regional breakfast will date place in Portland on October 27. Auction items are being sought.
Goode also shared words of professional wisdom.

Member Services report was given by S. Conner. Members are encouraged to submit awards and the process
should get easier as the online process becomes more familiar. Several of the members received humorous
awards by the Member Services committee.
Nominating committee report was given by Georgene Bender. 69% of members voted electronically. G.Bender
moved to destroy the ballots and this was moved by N. Baltzell. The motion passed with no objection.
J. Dillard reported the National Conference as a success.
Please pass information for the FAE4HA website to webmaster, T. Tesdall and incoming President, M. Benge.
Proceeds from the 2012 conference will support 5 new FAE4HA awards, beginning for the 2015-2016 year. D.
Nistler and team, along with the FAE4HA Officers were recognized for their effort in making this happen.
NEW BUSINESS
T. Prevatt moved to amend Article X, Section 6 of the FAE4HA by-laws to eliminate the Agenteer from the list
of Standing Committees. Motion was seconded by Shaina Spann and unanimously accepted.
M. Boston, proposed a new state award category that would recognize Program Assistants. N. Walker moved
that we strike out “Program Assistant” and leave the title open. N. Moores seconded the motion. The following
proposal was voted on and accepted by all members, save one. “We will have an award with the criteria to be
determined to honor_____________.” M. Benge and J. Dillard will create an Ad Hoc committee for this.
J. Dillard presented the need for sponsorships for the Gator Soiree, which will benefit the overall Florida 4-H
Camping program. D. Nistler moved to donate $1,000 for a sponsorship for the Gator Soiree. This was
seconded and the motion passed with all members in favor, save one.
Members congratulated Dr. Matt Benge for receiving his doctorate.

Estevez reported that there were a total of 120 members. There were seven late memberships submitted.
Those submitting late memberships are not eligible for awards in 2016. Sachs requested an updated
email list of current members. Estevez responded with a “ I can do this!”.

5. Ad Hoc Committee-Award to recognize Program Assistants—Benge reminded the board members that this
award would begin this year.
6. JCEP & PILD Update—Benge and Janney will represent FAE4-HA at both these events this year.
7. Report from Gator Soiree—Dillard attended and enjoyed the event. She reported that there were about 20
donors there and that the camping fundraising campaign spearheaded by Adam Putnam would benefit all
Florida 4-H camps.
New business:
1. YDI will take place January 20-22, 2016 in Ocala. A professional development workshop will be given by
Cherry, on behalf of FAE4-HA. Benge said the Mid-Year Meeting will take place on January 20 during
lunch.

2. Benge reported a New Faculty Fall BBQ is tentatively set for April 24th,2016, at noon in Gainesville. Two
FAE4-HA representatives are needed to attend and represent FAE4-HA. Benge will handle the task of

Sachs also read a thank you note to the association from Rebecca McCafferty regarding the conference
scholarship she was awarded.

President Benge discussed the new Program Assistant’s award sponsored by the association. Benge reminded
members that the award applications re due to the committee by June 1st.
A. Pennisi gave a report on the Gator Soiree. This event brought in $30,000 for the overall camping program.
About 80 people attending of which included Commissioner of Agriculture Adam Putnam and a number of UF
Administrators.

New Business:
President Benge recognized Judy Butterfield with the NAE4-HA Lifetime Award.
J. Cooper gave an update from the Member Services Committee. Members were asked to carefully read over
the new guidelines for award submissions. Cooper informed members who is eligible for awards and who the
contact chair person is for each award category. Cooper also invited members to join the Awards Committee, as
new members were needed.
President Benge reminded members to plan ahead and to apply for awards and scholarships due in June.
Awards will be awarded at EPAF in September in Daytona Beach, FL.

Matt Benge and Heather Janney presented the membership survey results. Benge and Janney reported they had
a successful meeting with Dr. Gutter in March and that plans are being made for FAE4-HA to host an afternoon
event at YDI in 2017.
Heather Janney has an updated list of committee chairs. Plans are being made to host a webinar regarding the
responsibilities and expectations of committee chairs.
Julie Dillard reported that she has a pool of candidates for the upcoming open office positions for FAE4-HA.
Heather Janney and Brian Estevez agreed to represent the association at the Farm Bureau Appreciation Dinner
on August 23, 2016.
Matt Benge informed the committee of the following meetings that will take place the week of EPAF:
Monday, September 26 at 1:15pm-Planning meeting for Executive Committee
Tuesday, September 27 at 4pm-Annual Membership meeting
Wednesday, September 28 at 8am-Membership Meeting lead by Heather Janney

Policy and Resolution Committee: Neva Baltzell It has been a super uneventful year in policy and resolution. We didn't have anything to create policy on or to resolve.
Deans Advisory Committee: Geralyn Sachs The UF/IFAS Extension Faculty Advisory Committee (EFAC) consists of extension faculty and administration who meet on a quarterly basis to discuss organizational items of concern. Committee members, with input from their professional peers, are asked to identify issues and bring them to the committee to be discussed. Dean Place and committee members exchange ideas, ask questions, and pose possible solutions for current extension related issues. FAE4-HA members are encouraged to contact Geralyn Sachs, FAE4HA Secretary and member of the EFAC, with concerns of which they would like to bring to the attention of the committee.
Florida 4-H Foundation: Brian Estevez The Florida 4-H Foundations inducted four individuals into the Florida 4-H Hall of Fame at the 4-H University Banquet in July. The inductees include: Dr. Faye Culp, Dr. Joy Jordan, Dr. John Rutledge, and Mrs. Ruth Ann Scurry. A 2003 inductee of the Florida 4-H Hall of Fame, Ms. Shirley Bond, will be inducted into the National 4-H Hall of Fame at NAE4-HA in October 2016. The Florida 4-H Foundation will be hosting the Gator Soiree to benefit Florida 4-H Club Foundation, Inc. The event will he held on Friday November 18, 2016 and will be hosted at the University House at the University of Florida at 2151 West University Avenue in Gainesville.
District I Escambia county is currently excepting applications for their 4H agent.
Santa Rosa County is happy to announce that there are 4H agent, Prudence Caskey recently graduated from the
University of Florida with her masters degree in agricultural education and communication.
Okaloosa County 4-H agent Misty Smith is excited to have her husband return from deployment in South
Korea. Greg served for a little over year and is happy to be home with his wife and children. Thank you Greg!
Misty has also recently begun work toward her masters degree in Forestry.

• District II hosted a District 4-H Tropicana Speech Contest and 4-H District Events Contest with entrants

• Jackson County 4-H fielded teams at State level 4-H competitions in Livestock, Meats and Poultry
judging with teams and individuals placing in all three events and is sending Livestock and Poultry
judging teams to the National competition in Kentucky

• Jackson County 4-H had 15 youth attend the State 4-H Horse Show and three youth competed at the
Regional 4-H Horse Show. Bay had 4 participate at state and 2 at regional.
• Walton, Bay, Washington, and Holmes had youth participate in the District 4-H Tailgating Contest with
the following results: Walton-2 youth placed 1st in Beef & Shrimp, Holmes- 1 youth placed 2nd in
Shrimp, Bay- 1st place in Poultry, 2nd place Pork.
• Bay County had the Reserve Champion in Pork at the 4-H State Tailgating Championship.
• Two 4-H Agents and NW District RSA presented at National Extension Technology Conference.
• Four District II agents were chosen to present at NAE4-HA.
• District II Agents on Chick Chain committee to implement the first Florida Chick Chain Program
throughout the Northwest District.

District VI Clay:
Jackie Schrader officially retired and Clay is hopeful that they will be able to hire a full-time 4-H agent
in her place. Clay is looking forward to a Grrrrreat 2016-17 4-H year!
Flagler:
Amy is doing outstanding work in Flagler. She has started the Masters program which has kept her busy.
She has started an active school enrichment program and is a critical part of the team working on multi-
county efforts such as the crop citizen science project and the potato project. The results of the various
multi-county efforts have resulting in the team receiving the Excellence in Teamwork Award.
Duval:
Duval has welcomed, Savanna Turner, who is new to 4-H and is looking forward to learning a lot. She
was active duty Coast Guard before coming to Duval 4-H and was living in New Orleans. Savanna’s
main program areas are animal sciences, traditional clubs, and shooting sports.
Andy is working hard on his PhD! He is about 2/3 finished and it has been a fun, educational struggle.
He continues to work with the Military Youth partnership and has plans in the works to travel to GTMO
in March to conduct a 4-H training.
Nassau:
-Margaret Johnson has left her position as an agent to return to work for the school board. She hopes to
still be involved as a 4-H volunteer in the county and as needed for other programs. We will be re-hiring
for a new agent this fall and hope to get someone in the position as soon as possible. The new position
will focus on agriculture, while Kristen’s position will focus on STEM education and leadership.

-Our embryology and healthy living school enrichment programs continue to thrive and we are hoping
to expand participation in our leadership programs.
-We will be moving into a satellite office in Yulee in the near-ish future and hope to involve the youth
with creating a youth walking trail on the new property.
Putnam:
The Putnam 4-H Program is excited to start off the new 4-H year!!! We are preparing for an outstanding
year with the addition of our new(er) clubs focusing on dog and archery projects. Our most popular
school enrichment projects continue to be embryology, gardening, and STEM projects. In addition, we
are continuing our countywide and multi-county efforts in agricultural programs like the crop citizen
science project, blueberry project, potato project, and livestock skillathon program.
St. Johns:
Geralyn Sachs, St. Johns County 4-H Extension Agent submitted her promotion packet for Agent III in
July of 2016.
Julia Kelly, St. Johns County Extension Agent began her master's degree coursework in August.
Also in August, the Tech Wizards program serving 30 youth at the W.E. Harris Center in the town of
Hastings doubled by adding a second site in the rural area outside of town. For the first time we have a
rifle club and also have brought back the dog club.
School based 4-H Embryology Program in St. Johns County continues to be a popular project with
classroom teachers.
St Johns County 4-H Program started the 4-H year with a 4-H Enrollment Kick Off that attracted nearly
200 attendees. New 4-H Club membership enrollment is going strong, with both returning and new
members.

District X DeSoto County: Kristie Popa is celebrating her fifth year as the 4-H agent in DeSoto County. She has gotten
out of her comfort zone and started some Embryology programs in the school as well as some other school
programs (she is busier in the schools this year than she has ever been!) Kristie and her husband have a happy,
healthy 2 ½ year old little guy and life is good☺
Glades County: Tycee Prevatt remains active on the State and National Shooting Sports Committee. The
Glades County 4-H program continues to grow; Tycee was awarded Permanent Status and promoted to Rank II.
She is looking forward to enjoying Raif’s senior year of High School and Lane completing his second year of
Bible College through distance education.
Hardee County: Carolyn Wyatt is pleased to report that her new 4-H Program Assistant was hired this year to
replace Mary Mitchell who retired after 30 years in the Hardee County office.
Highlands County: Katie Whidden has been the Highlands County 4-H Agent for two years. She has
completed almost one-half of her Master’s Degree.
Highlands County hosted the first busy camping season in several years. They kicked off summer with
residential camping, hosted five Day Camps, and arranged participants in 4-H University and Legislature. Katie
found that many campers were “repeat customers” throughout the summer.
The Highlands County 4-H Program Assistant, Alexis, and her husband, Joe, welcomed Rylee Jo Cooper into
the world on August 19. Alexis will be on Maternity Leave until November.
Highlands County 4-H Agent, Katie Whidden and Highlands County Livestock Agent, James McWhorter, are
planning to get married in November.
Okeechobee County: Debbie Clements has started her 22nd year as the Okeechobee County 4-H Agent.
Okeechobee County Extension welcomes Lauren Dillard Butler as their new County Extension
Director/Livestock Agent and Colleen Larson as the new Dairy Regional Specialized Agent housed in the
2015-2016 FAE4-HA Annual Report 38
Okeechobee office. Both agents come from the educational system and in addition to a wealth of knowledge;
they will bring technological advancement and experience to our office, and both are willing to help with the 4-
H program. (It really makes me feel “EXPERIENCED” when I realize that their husbands were some of my
first 4-Hers…is that a success story?)
Okeechobee has just completed another busy summer full of Day Camps. We held four weeks of
Environmental Education Day Camps, two weeks of “Blast to the Past” History Day Camps, four weeks of
Culinary Capers Day Camps, (two weeks were An American Adventure and two weeks were an International
Adventure, World Tour IV) as well as Just Horsing Around, Horse Day Camp. Okeechobee participants kept
Okeechobee Dairy 4-H, as well as Florida Dairy 4-H on the map as they participated in competitions at the
National Holstein and National Guernsey Conventions. We continue to be blessed with dedicated, hardworking
volunteers. We are planning for our fifth Ag-Ventures in December; it continues to grow bigger and better.

• Hosted our first 3-day officer retreat for all club and county officers this summer
• Moved back into our building

• Increased club and group enrollment from 8,000 youth in 2014/15 to over 14,000 during 2015/15 4-H year.
• Hosted 2 international exchange youth from Japan and Korea as well as an adult exchange participant from Luxemburg.
• Received grant to send several 4-H Tech Wizard mentees and mentors to Leadership Washington Focus at National 4-H Conference Center. Also underwent successful national audit of the 4-H Tech Wizard program.

Constitution and By-Laws of the Florida Association of 4-H Extension Agents
ARTICLE I - NAME
This organization shall be known as the Florida Association of Extension 4-H Agents.
ARTICLE II - PURPOSE
Section 1: The primary purpose is to promote the Extension 4-H profession and programs. Section 2: The objectives are as follows:
- To advance the professional status of Extension personnel involved in 4-H youth programs. - To encourage professional improvement of all its members. - To increase interest in Extension 4-H youth development work as a career. - To provide a medium for exchange of needs, ideas, methods and techniques. - To promote understanding and cooperation among all Extension workers. - This organization is formed exclusively for the purposes as outlined in the meaning of the 501 ( c ) ( 3 ) IRS Code.1
ARTICLE III – MEMBERSHIP AND DUES
Section 1: Any professional Extension employee working with 4-H programs is eligible for membership and may become an active member of the Association upon payment of annual membership dues. Membership in the Association is available without regard to race, creed, color, national origin, sex or age. The Regional Specialized 4-H Agents shall hold membership and voting rights as do the other on campus staff and faculty. Section 2: Any new Florida professional Extension employee working with 4-H will be offered free state membership for a period of one year following employment. Section 3: Any retired member shall be eligible for life membership. Life membership consists of all rights and privileges of membership in the FAE4-HA except the right to vote or hold office. Section 4: Honorary membership shall be extended to those persons as determined by the Board of Directors. Nomination for honorary membership shall be presented by the Awards Committee. Honorary membership consists of all rights and privileges of membership in the FAE4-HA except the right to vote or hold office. Section 5: A student who is currently enrolled as a college student is eligible for membership into the Association upon payment of annual membership dues. Section 6: State dues will be set by the Executive Committee with approval of the membership.
ARTICLE IV – BOARD OF DIRECTORS, OFFICERS,
EXECUTIVE COMMITTEE AND VACANCIES
Section 1: The Board of Directors shall be the governing body of the Association. The Board of Directors shall consist of the Executive Committee and fourteen (14) elected non-officer member Directors, one from each of the 13 Extension 4-H Districts, and one from the State 4-H Office. Section 2: The officers of the Association shall be: President, President-Elect, 1st Vice President, 2nd Vice President, Secretary and Treasurer. Section 3: The Executive Committee shall consist of the President, President-Elect, 1st Vice President, 2nd Vice President, Secretary, Treasurer and Immediate Past President. Section 4: In the event the office of President is vacated, the President-Elect will serve the remainder of the term of the President. Vacancies in the offices of President-elect, 1st Vice President, 2nd Vice President, Secretary, Treasurer or Directors shall be filled by appointment by the President for the remainder of the term of office, subject to the approval of the Board of Directors.

Section 5: The officers will assume their duties upon adjournment of the annual meeting at which they are elected. The secretary and treasurer positions are two-year terms. The secretary shall be elected in odd years and the treasurer in even years.
ARTICLE V - DUTIES OF EXECUTIVE COMMITTEE
Section 1: The duties of the Executive Committee are to formulate policy and transact business of the Association.
ARTICLE VI - DUTIES OF OFFICERS
Section 1: The President shall preside at all meetings of the Association and Board of Directors. The President shall appoint all standing committees with the approval of the Board of Directors, and is empowered to appoint, when needed, special committees that are not specifically provided for herein. He/she may serve as ex-officio member of all committees with the exception of the Nominating Committee. Section 2: The President-Elect shall be responsible for the program of work of committees, coordinate the delegation Attending the National meeting or appoint an alternate coordinator with the President's approval, serve as ex-officio member of all standing committees, and preside at the meeting in the absence of the President. The President-elect shall assume the office of the President the year following the annual meeting when elected. Section 3: The 1st Vice-President shall be responsible for membership notices of dues and fees payable to the Treasurer, and shall assume any other duty that may be assigned by the President. The 2nd Vice President will assist in duties of membership as assigned by the 1st Vice President, in addition to any other duties assigned by the President. Upon completion of a one year term, the 2nd Vice President shall assume the duties of the 1st Vice President. Section 4: The Secretary shall give notice of all meetings of the association to the membership and shall record and keep minutes of such meetings. Following each meeting, the Secretary shall be custodian of all official correspondence of the organization. It is the responsibility of the Secretary to provide the President with a list of postponed or tabled motions and unfinished business in advance of each meeting so that it may be included in the agenda. Section 5: The Treasurer shall be custodian of the Association's funds, shall receive and disburse them when authorized to do so, and will be responsible for the statement of the Association's finances at each meeting and submit the books for audit at the annual meetings. The Treasurer will send invoices for dues to all eligible persons prior to the annual meeting and collect membership dues. Section 6: The Immediate Past President shall serve as Chairman of the Nominating Committee and as Historian.
ARTICLE VII - ELECTIONS
Section 1: Elections of Officers and Directors shall be held prior to and announced at the annual meeting of FAE4-HA. Ballots shall be prepared by the Nominating Committee and mailed to the membership at least 30 days prior to the annual meeting. Section 2: The Nominating Committee shall solicit at least two names for each office and formulate a slate of officers and Directors for consideration by the membership. Section 3: The Nominating Committee shall be Chaired by the Past President and its membership made up of one representative from each Extension Administrative District elected at the annual meeting of FAE4-HA.
ARTICLE VIII - DIRECTORS
Section 1: Directors shall serve a two year term. Directors from even numbered 4-H districts will be elected in the even years; and directors from the odd numbered 4-H Districts will be elected in the odd years. Section 2: Directors shall be elected by ballot voting by Association members of their Districts.
ARTICLE IX - DUTIES OF DIRECTORS

Section 1: Duties of the directors other than those associated with serving on the governing board may vary from year to year depending on the program emphasis and responsibilities assigned by the President. Section 2: The Directors shall divide responsibilities, conduct district meetings, serve as members of Membership Committee, attend Board Meetings, and encourage membership in the Association.
ARTICLE X - COMMITTEES
Section 1: Committees and their nature and extent of their duties shall be such as the Board of Directors deems necessary to further the purpose of the Association. Standing Committees shall be either National, those dealing with relations of NAE4-HA committee work, or State, those created to further the purpose of FAE4-HA.The general membership shall serve on standing committees based on their interests where possible. The President shall appoint all committee chairs and members. The President-elect shall appoint all committee vice chairs, who will rotate in to the committee chair roles the following year. Section 2: Special or ad hoc committees shall be appointed by the President as needed to perform specific tasks, and shall be dissolved upon completion of their tasks. Section 3: All standing committees shall assume their duties upon appointment by the President following the Annual Membership meeting. Section 4: A committee vice-chairman will be appointed by the President-Elect who will assume the position of committee chairman the following year, except for those determined by office. Section 5: Standing committee reports will be given at the Annual Meeting. Section 6: Standing Committees of FAE4-HA are as follows:
- Programs - Membership - Member Services - Special Awards - Communicator Awards - Service Awards (25 year, ASA, - DSA, MSA) - Professional Development - Audit - Diversity - Public Relations - Agenteer - Policy and Resolutions - Nominating - Research and Evaluation
ARTICLE XI - MEETINGS
Section 1: There shall be an Annual Meeting of the Association as determined by the Executive Committee. Section 2: Special meetings can be called by the President as requested by the Board of Directors or 50% of the membership. A three week notification to the membership is required for a special meeting. Section 3: The Board of Directors shall meet at least one time other than the Annual Meeting at a time selected by the President. Section 4: The Executive Committee can meet any time as requested by the President.
ARTICLE XII - QUORUM
Section 1: A majority (more than 50%) of the membership of any meeting body, including General Membership, Board of Directors, and Executive Committee, must be present to constitute a quorum.

ARTICLE XIII - AMENDMENT PROCEDURE
Section 1: The articles of the Constitution may be amended by a two-thirds vote of members present at any annual meeting or special meetings called for that purpose. Section 2: Notice of proposed changes in the constitution must be sent to the membership thirty days prior to the meeting when such changes shall be voted upon. Section 3: Any amendment or change in the constitution shall become effective immediately upon passage by the membership.
ARTICLE XIV -VOTING
Section 1: Each member in good standing of the Association present at general membership meetings shall have one vote in all matters coming before the Association. Section 2: All members of the Board of Directors and Committee Chairs shall have voting privileges at Board meetings. Section 3: A Quorum must be present at all General Membership, Board of Directors and Executive Committee meetings in order for any items of business, including amendments to the Constitution and By-Laws, coming before the meeting body to be voted on.
ARTICLE XV - PARLIAMENTARY AUTHORITY
Section 1: Roberts Rules of Order will govern the Association in all cases except when they are inconsistent with the constitution of the Association.
ARTICLE XVI – DISSOLUTION
In the event that FAE4-HA is dissolved, the officers are directed to distribute the assets to the Florida 4-H Foundation, a 501 ( c ) ( 3 ) organization2
