    The Ministry through the HSTP envisions all of its citizens enjoying equitable and a� ordable access to all types of health services. The attainment of this vision entails robust monitoring and evalua-tion (M&E) systems that reveal the status of utilization of health services and desirable healthy prac-tices using key equity lenses.

    The Health and Health Related Indicators Report for fiscal year 2012 provides progress of the annual health sector work plan as well as the overall health sector performance against the set targets agreed upon with key stakeholders in the era of HSTP 1(last five years).

    Data used in this publication mainly depends on routine and administrative data generated through HMIS using DHIS2 so� ware. Current and previous years coverage indicators that needed population data have been adjusted based on Central Statistical Agency Population Projection re-sult of 2019/20G.C. This version comprises of data on health and health related indicators. It in-cludes HSTP core indicators, Demographic indicators, maternal and child health indicators, health work force etc.

    The Federal Ministry of Health would like to take this opportunity to be grateful to all regions, agen-cies, stakeholders and to all members of M&E case team who provide assistance on publication of this bulletin.

    Reproductive, Maternal and child Health

    Early Postnatal care (PNC) coverage: Propor-tion of women who received post-natal care at least once during early post-partum period (with-in 7 days a� er delivery). For mothers who deliv-ered in a health facility, the first post-partum visit is held within the first 24 hours a� er stay at facil-ity. Those mothers who are discharged before 24 hours stay at facility are not recorded as first PNC.

    Stillbirth Rate: Proportion of stillbirths from to-tal births attended. It is birth of a baby born with no signs of life at or a� er 28 weeks of gestation. Still birth includes intra uterine fetal death (IUFD).

    Caesarean Section (C/S) Rate: Percentage of birth delivered by caesarean section among all births in a given time period. C/S rate is expect-ed to be between 5% and 15% if it is out of the expected range further investigation should be done.

    Number of women receiving comprehensive abortion care services: It includes women who received safe abortion and emergency post abor-tion care services.

    Reproductive and Maternal Health indicator in-cludes; family planning, antenatal care, delivery, postnatal care and other maternal health related indicators.

    Contraceptive acceptance rate (CAR): Pro-portion of women of reproductive age (15-49 years) who are not pregnant and are accepting a modern contraceptive method (new and repeat acceptors). Each acceptor is counted only once, during the first visit when s/he receives contra-ceptive services in the specified Ethiopian fiscal year.

    Antenatal care (ANC) coverage four visits: Proportion of pregnant women who received antenatal care four or more times during the cur-rent pregnancy. Women who have received four or more ANC visits will be counted only once as having four or more ANC visits.

    Skilled delivery attendance: Proportion of births attended by skilled health personnel at a health facility. Skilled personnel is defined as a health professional (Such as midwife, nurse, health o� icer or doctor who has been trained in the skills needed to manage normal)

    Tuberculosis and Leprosy

    Indicators of TB and Leprosy include:

    Tuberculosis (TB) case detection rate for all forms of TB: number of new pulmonary and extra pulmonary (all forms) TB cases detected, among the TB cases estimated to occur countrywide.

    TB treatment success rate: percentage of a cohort of new smear positive TB cases registered in a specified period that successfully completed treatment. Successful completion entails clinical success with or without bac-teriological evidence of cure.

    Cure rate for bacteriologically confirmed TB cases: percentage of a cohort of new smear-positive TB cases reg-istered in a specified period that was cured as demonstrated by bacteriologic evidence (a negative sputum smear result recorded during the last month of treatment and on at least on one previous occasion during treatment).

    New Cases of Leprosy: number of new cases of leprosy, both MB and PB, never treated before and registered during the specified period of time

    Proportion of disability grade among new leprosy case: proportion of new cases of leprosy with disability grade II at the time of diagnosis.
