    EXECUTIVESUMMARYIntroductionTheTennesseeGeneralAssemblypassedlegislationin2007requiringthattheStateBoardofEducationproduceanassessmentontheeffectivenessof teacher trainingprograms.The lawrequires that thereport includedataon theperformanceofeachprogramsgraduates in thefollowingareas:placementandretentionrates,PraxisIIresults,andteachereffectdatabasedon the Tennessee ValueAdded Assessment System (TVAAS) scores. The 2012 report cardincludes additional indicators for each program; more information on the changes andadditionscanbefoundinthefollowingsection.The2012ReportCardontheEffectivenessofTeacherTrainingProgramscontains informationdesignedtoinformthepublicoftheeffectivenessofteachertrainingprogramsandtoprovidepreparation programswith the opportunity to improve the quality of programs through theuseofdataassetforthintheTennesseeCodeAnnotated485108.TennesseeisworkingtoimproveteacherpreparationwithseveralFirsttotheTopinitiatives.Aspartofthiswork,theReportCardontheEffectivenessofTeacherTrainingProgramshasbeenredesignedtobeamoreeffectivetoolforevaluatingthestatesteacherpreparationprograms.TheTennesseeHigherEducationCommission(THEC)wasgivenprimaryresponsibilityfortheredesign process as well as future publication of the report card because of the agencysrelationshipswithhighereducationprogramsaswellasdatacollectioncapacity.RedesignProcessOver the past few years, the Tennessee Higher Education Commission has worked incollaboration with the teacher training programs, the State Board of Education, the StateDepartmentofEducation,andotherkeystakeholders tocontinuously improve thequalityofthereportcard.Anewfeatureofthe2012reportcardincludesanoverviewpagewhichhighlightssomeofthekeydatathatiscontainedwithinthatprogramsindividualreport.Thefollowingchangesareinprogress:

    The report will include data collected through individual teacher performanceassessmentsascollectedthroughtheTennesseeEducatorAccelerationModel(TEAM)aswellasthealternativeteacherevaluationmodels.

    Teachertrainingprogramswillhavetheabilitytodevelopadditionalindividualreportstailored to the intricacies of their program in order to facilitate continuousimprovement.

  • 2012ReportCardontheEffectivenessofTeacherTrainingProgramsExplanationofDataTeacherEffectDataThe SAS Institute, Inc. performed the analysis of teacher effect data for beginning teachers(defined as those with 1 to 3 years of experience) from all fortyfour teacher preparationprograms in thestate.Thegoalsof thestudywere: (1) to identify teacher trainingprogramsthat tend to produce highly effective new teachers and programs that tend to produce veryineffective new teachers, and (2) to determine program quality in comparison to referencedistribution levels of effectiveness with a fair and reliable statistical test. The reportdifferentiates between the performance of traditionally licensed and alternatively licensedteachersincomparisontotworeferencepopulations:veteranteachersandbeginningteachers.Amoredetailedexplanationof thesereferencepopulationscanbe found inHow toRead theProgramReports.PlacementandRetentionResultsThe report contains placement and retention analysis for the 200708 through the 201011cohortsof completers teaching inpublicK12schools inTennessee.TheCenter forBusinessandEconomicResearchattheUniversityofTennessee,Knoxvillecompareddataonthe201011 completers as reported toTHECby the teacher trainingprograms against theTennesseePersonnel Information Reporting System (PIRS) database to determine the placement andretention of teachers from each program. The report includes the percent of completersteachingintheirfirstyearafterprogramcompletionaswellasthoseteachingintheirsecondyear,whichcapturesthosewhowaitedayearbeforeenteringtheclassroom.Thereportalsoincludesthepercentageofcompletersteachingforthreeconsecutiveyears.Finally,retentionfor threeoutof fouryears is includedwhichcaptures thosewhotookayearsabbatical fromteachinginTennesseepublicK12schools.PraxisResultsTeachercandidatesarerequiredtotakethePraxisIIexamsinordertobeeligibletoteachinTennessee. Praxis II exams are offered in multiple content areas. Tennessee requires thatteacher candidates take Praxis examinations to be recommended for licensure and receiveendorsements in specific fields.Moredetailed informationonPraxis results canbe foundonthestatesannualTitleIIreporttothefederalgovernment.LimitationsoftheDataSeverallimitationstothedataexist.Theseinclude:

    Thevalueaddedanalysisisonlyavailableforteachersinthetestedsubjectsandgrades,which represents about 40% of the 201011 completers from teacher trainingprograms.

    The state has implemented a new individual teacher evaluation system, TennesseeEducator Acceleration Model (TEAM), which is beginning to generate data to give amorerobustviewofteachereffectivenessinTennessee.TEAMdatawillbeincludedinthereportcardassoonascomprehensiveandaccuratedataforthestateareavailable.In addition, some districts are choosing to use alternative evaluationmodels. Thesemodelswillalsobeincludedoncethedataareavailable.

    Theplacementandretentionratesreflectonly thosegraduatesworking inTennesseeK12publicschools.Anycompletersteachingoutsideofthestateorinaprivateschoolarenotcapturedinplacementandretentionrates.Inaddition,someTennesseecharterschoolsarenotreflectedintheplacementandretentiondata,buttheStateDepartmentofEducationisworkingtogatherthisadditionaldata.

    FindingsProfileInformation Themajority of 20102011 graduates from teacher training programs in the state were

    white females fromTennessee.Of the5,109completers,86%arewhite,78%are female,and86%arefromTennessee.

    ThemostcommonendorsementareaforprogramcompleterscontinuestobeElementaryK6 education with 1,991 endorsements, followed by Middle Grades 48 with 510endorsements.

    Programsprovidedabout30%ofACTcompositescorestoTHEC.Thescoresrangedfrom12 to 35 with the combined average score of 22.7 for traditionally and alternativelylicensedteachers. Alternativelylicensedteachershadanaveragecompositescoreof24.7whiletraditionallylicensedteachershada22.6averagecompositescore.

    Nearly97%offinalgradepointaverageswerereported.TheaveragefinalGPAwasa3.57for20102011programcompleters. Alternatively licensed teachersaverageda3.62,andtraditionallylicensedcompletershada3.56average.

    Aspart of First to theTop,Tennesseemade a commitment to increasing STEM (Science,Technology, Engineering and Mathematics) teachers. Program completers in 20102011earned517STEMendorsements;theseaccountforalmost9%ofallendorsementsreceivedthatyear.

    PlacementandRetention Teacherretentionwithinthefirstfouryearsaftercompletingtheteachertrainingprogram

    iscomparabletothenationaltrends.Nearly53%ofprogramcompletersteachinapublicschoolinthestateintheirfirsteligibleyear,andabout57%continueteachingforthreeoutofthefollowingfouryears.Almost48%teachforthreeconsecutiveyears.

    The 20102011 program completers, including traditionally and alternatively certifiedteachers,performaswellasveteranteachersinthefollowingareas:

    o 4th8thgrade:Math,ScienceandSocialStudieso Highschool:BiologyI,EnglishI,EnglishIIandU.S.History

    Traditionallylicensed20102011programcompletershavehighervalueaddedscoresthanveteran teachers in high school Biology I. Alternatively licensed teachers show higherteachereffectscoresthanveteranteachersin4th8thgradeMathandhighschoolAlgebraI.

    Significantly more programs have a tendency to produce teachers with lower studentachievementgainsascomparedtoveteranteachers.

    Two programs had completers with higher student achievement gains than veteranteachers in the subject areas in which adequate value added data are available for thatprogram. These programs are FreedHardeman University and Memphis TeacherResidency.

    When comparing 20102011 program completers to other beginning teachers, there arefive programs that have a tendency to produce teachers with higher gains in studentachievement data in the endorsement areas in which adequate value added data areavailable for that program. These programs are: FreedHardeman University, MemphisTeacher Residency, Teach for America Memphis, Teach for America Nashville and theUniversityofTennessee,Knoxville.

    Severalprogramsareproducingteachersthatarenotperformingaswellotherbeginningteachers in the state. Programswhose completers are less effective thanotherbeginningteachersintwoormoresubjectareasinwhichadequatevalueaddeddataareavailableforthat program are: East Tennessee State University, Lincoln Memorial University, MiddleTennesseeStateUniversity,SouthCollege,TennesseeTechUniversity,TennesseeWesleyanCollege, TNTP Memphis Teaching Fellows, Tusculum College, University of Memphis,University of TennesseeChattanooga, University of TennesseeMartin and VictoryUniversity.

    Aquinas College is a private, Catholic four year institution of higher education and is a member

    of the Tennessee Independent Colleges and Universities Association. The college is accredited
