D riven by demand for further control over public spending, public procurement has become a key
function of government. Significant technological changes, international trade and global competition
have forced governments and public institutions to extend policy interests beyond cost minimization,
and to pursue new challenges including innovation, competition, transparency and reforms. Further, policy makers
have used public procurement as an effective policy tool.
the international Public Procurement conference (iPPc) is the largest international public procurement conference
dedicated to academic discourse and practitioner engagement. thanks to the fertile mixture of practical experiences
and academic research, iPPc draws over 400 academicians and experienced professionals from 59 countries. For
2012, iPPc aims to extend and deepen the topics of major interest that have their roots in the first iPPc event held
in 2004.
CALL FOR PAPER PROPOSALS
We welcome papers that focus on public procurement from theoretical, empirical, practical andinstitutional perspectives. Suggested topics of focus (this is not an all-inclusive list):
� Public procurement and institutions (law, politics, public finance);
� Public procurement systems in developing and developed countries (capacity building, reforms);
� lessons learned (case studies, benchmarking);
� Procurement and innovation (new technologies, e-procurement, firms’ investments inr&D/innovation);
� the role of standards in procurement markets;
� Accountability and transparency (preventing corruption, ethical codes) in public procurement;
� competition and procurement (impact on Smes, competitiveness, antitrust);
� 2nd generation procurement reform
� Procurement processes and performances;
� Public tendering (procedures, auction design);
� Handling socio-economic concerns in public procurement policies (environment, employment,Smes);
� Administration of public procurement (structures, policies, centralization, decentralization) ; and
� corporate governance models and public procurement.
