Dear Community Members:

It is with great enthusiasm that I share our 2011-2012 Annual Report. Over the past year, Berrien Regional Education Service Agency has had the privilege to provide educational services, support and tools to area children and school personnel.

At Berrien Regional Education Service Agency, it is our goal to ensure every student has the op-portunity and the resources to obtain a quality education. Whether they are in need of advanced programming, skill assessments, distance learning services, developmental therapy or transitional services, the staff at Berrien RESA is committed to delivering quality education, support and the learning tools that our children not only depend on, but deserve.

In addition to responding to student needs, RESAs/Intermediate School Districts (ISDs) are also called on to lead. Regional consultants work with experts across the state and nation to “bring home” best practices in teaching, state-of-the-art technology, the latest research and new ideas for system efficiency for Berrien County school districts. This proactive approach keeps local districts ahead of the learning curve and able to respond quickly to changes. RESAs/ISDs are dynamic organizations with an eye toward the future. As constituent needs change, RESAs/ISDs rigorously research new avenues for success.

What is anEducational Service Agency?

Berrien Regional Education Service Agency (Berrien RESA) is one of 56 intermediate school districts (ISDs) established in Michigan in 1962. ISDs or RESA’s are service agen-cies that offer support services to school personnel that are best delivered regionally, as measured by cost, size and quality advantages. Berrien RESA is an autonomous, tax-supported public school district governed by Michigan General School Laws.

The mission of Michigan’s education service agencies (ISDs, RESAs, RESDs) is to provide visionary leader-ship and quality services to strengthen teaching and learning for all citizens.

Our Service ScopeBerrien Regional Educa-tion Service Agency proudly offers services to our area’s 16 public school districts as well as to over 20 parochial and private schools and four public school academies in Berrien County.

Berrien RESA’s Board of EducationBerrien RESA’s Board of Education is elected to six-year staggered terms every other year by the boards of Berrien County’s 16 public school districts.

The Board meets at 10 a.m. on the second Monday of the month from September through May, and at 9 a.m. from June through August. These are public meetings and guests are encouraged to attend.

Revenue and ExpendituresThe operation of the Berrien Regional Education Service Agency is financed by using dollars from five major sources: Millages (the combined special education and general education millage tax rate for 2010/11 was 2.3699), State Aid, Federal Aid, Grants (Berrien RESA serves as the fiscal agent for many of the grants that fund ongoing and pilot projects for the benefit of Berrien County students); and, Interdistrict revenue.

Through those funding sources, Berrien RESA generated a total of $44,179,472 in revenue. The total expenditures were $41,782,125 during the 2010/11 school year.

Financial Accounting and Fiscal ManagementBerrien RESA offers local school districts business services through supporting payroll activities, ac-counts payable, accounts receivable and general ledger.

Pupil AccountingMichigan had two official pupil count days for 2010/11; one in February and one in September. The count days are used to determine the amount of state aid each district will receive. The Pupil Ac-counting Office works with local school districts to ensure that both the local districts and Berrien RESA have an accurate count of students and verifies that all Michigan Department of Education (MDE) procedures are followed. Berrien RESA staff performed on-site audits at 29 school build-ings in every Berrien County school district over the past school year.

Medicaid ReimbursementMedicaid is a jointly funded Federal-State health insurance program for persons with low incomes and/or disabilities. School Based Services (SBS) allows reimbursement under the Medicaid pro-gram for services administered to students with special needs under the Individuals with Disabilities Education Act (IDEA) and is administered through the Regional Education Service Agency. Last year, Berrien RESA assisted 18 public and charter school districts in receiving $1,971,640 in Medicaid reimbursements for the previous year’s claims (the 2010/11 school year).

Employment OpportunitiesThe Human Resource Department at Berrien Regional Education Service Agency provides job seekers with a one-stop resource for all educational employment opportunities throughout Berrien County. Using Berrien RESA’s web site, individuals can search employment listings for area schools and also apply on-line for positions within Berrien RESA itself. To date, there have been 13,695 completed applications entered into the on-line system.

Fingerprinting ServicesIn an effort to help schools comply with School Safety laws, Berrien RESA is proud to offer electronic fingerprinting services for Berrien and Cass county educational employees. Fingerprints may be scanned at Berrien RESA’s Administrative Center. Since offering the fingerprinting services (March 2006), Berrien RESA has fingerprinted 10,462 individuals.

Helping EducatorsCurriculum and Instruction is the unit of general education which provides technical as-sistance to schools, districts and partners to improve the achievement and success of all learners. Berrien RESA’s Curriculum and Instructional Services Department bases its services on the Five Strands of the Michigan School Improvement Framework:• Teaching for learning• Leadership• Personnel and Professional Learning• School/Community Relations• Data and Information Management

Continuing EducationFrom July 2010 through May 2011, Berrien RESA provided 129 professional develop-ment classes (76 of which offered State Board-Certified Education Units). Thanks to this opportunity, 570 individuals were able to earn a collective 330.5 SB-CEU’s toward their continuing education requirements.

Berrien RESA also coordinated 7 graduate program level courses in partnership with Andrews University, Grand Valley State University and Western Michigan University.

Curriculum, Instruction and AssessmentIn preparation for the implementation of the Common Core State Standards and potential Michigan Merit Curriculum legislative modifications, Berrien RESA formed several county wide teacher networks that met throughout the school year. • English Language Arts Network• Mathematics Network• Balanced Assessment Network for Music and Visual Arts• World Language Network

DataDirectorDataDirector is an innovative, online data management solution that puts a fast, powerful data decision-support system at schools’ fingertips. The tool is designed to help educators meet the needs of all students and improve achievement. DataDirector compiles multiple data sources and provides longitudinal tracking and reporting. DataDirector also provides a warehouse to collect demographic, process, perception and achievement data for staff use (at the local, ISD and state levels). The power of DataDirector is the use of data to drive school improvement decisions for the continuous improvement of student achieve-ment.

Since July 2011, staff members have logged into the site 11,872 times. This year, 20 iPads® were purchased through a Regional Data Initiative grant to provide teachers with a tool to perform student observations relating to Common Core State Stan-dards. Additionally, $17,964 was returned to local districts in the form of mini-grants for targeted professional development to help with local data measures.

Education of Homeless YouthAn initiative of Berrien RESA, the McKinney Project’s outreach site and Learning Center is housed at the Safe Shelter located in Benton Harbor, Michigan. The program helps to resolve problems with school enrollment, such as transportation, school supplies, tran-scripts, immunization records, and we serve as advocates for homeless parents, children, and youth. As of April 2012, 202 homeless Berrien County children received services (ages toddler through grade 12).

Parents as TeachersBerrien RESA’s Parents as Teachers (PAT) program is offered free to all Berrien County fami-lies with children up to three years old. The first three years of a child’s life are essential to their optimal development and lay the foundation of future school/life success. Parents are their children’s first and most influential teachers. The Berrien RESA’s PAT program provides parents with the information and support they need to succeed in that important role!

Certified Parent Educators visit families in their homes and bring developmental and school readiness information and activities that enhance parent-child interaction and children’s inter-est in learning. From May 1, 2011 – April 30, 2012, 494 families with 642 enrolled children received personal visits.

Playgroups are a chance for parents and young children (birth – age 4) to join other parents and children in their communities for fun and learning. The Playgroups each have a children’s book that provides the theme for the activities. Each family receives a free copy of the book to take home with them. This year we provided 102 Playgroups in 15 different locations throughout the county. The total attendance was 1,194 parents/caregivers and 1,636 children.

Berrien County Mathematics and Science CenterThe Berrien County Mathematics and Science Center (BCMSC) is a specialized half-day program where students, grades 9 through 12, are offered accelerated courses in math, science and technology. Andrews University in Berrien Springs is the host site for the Center and university instructors teach all classes. This year, graduates of the program earned over $2.5 million in college scholarships.

Sharing ServicesIn an effort to reduce overall costs and to save resources, public school districts along with regional education service agencies were encouraged by the State of Michigan to share services. Berrien RESA has taken the initiative and provided a leading role in making those changes. The following is a brief list of programs and services that Berrien RESA shares with school districts:

Sharing Information As part of Berrien RESA’s responsibility to the community and its constituent school districts, Berrien RESA and its staff strive to maintain a strong grasp on cutting edge technology and services for area students, as well as maintain an accurate and complete understanding of federal and state education regulations. Berrien Regional Education Service Agency works closely with area school officials to provide updates on curricu-lum changes and expectations, budget discussions and learning opportunities for both students and staff. In addition, Berrien RESA stays in close contact with southwest Michigan’s legislative delegation, sharing ideas and perspectives regarding legislation that affects the education community.

Berrien RESA also works to make partnerships between area businesses, organizations and community members to provide support for their projects as well as create a positive relationship for future goals. During the 2010/11 school year, Berrien RESA saluted 6 of its partners during its annual Partners in Education Awards ceremony. The honorees were:

• Coordinates a system of profes-sional development opportunities and registrations and offers State Board Certified Education Units.

• Hires and provides occupational therapists, physical therapists, visually impaired and orientation/mobility spe-cialists, transition coordinators, Autism Spectrum Disorder staff, cognitively impaired, emotionally impaired and learning disabled teachers to provide services for local district students.

Career & Technical Education (CTE)

A Vibrant ResourceBerrien County Career and Technical Education is delivered through a system of shared time programs by all local high schools. While operating without a career center, the county still offers CTE programs through 71 Career & Technical Education courses, coordinated through a Public Act 56 Consortium (PA56). The Public Act 56 Consortium is composed of thirteen K-12 public schools in Berrien County, as well as one charter high school

Our career educational options are one of the most valuable resources that can help high school students gain a competitive advantage while preparing for college or a career, as well as help to build the students’ confidence. Berrien County Career & Technical Education is a vibrant learning community with rich and diverse programming. The PA56 Consortium will continue our tradition of excellence and continue to grow CTE’s innovative approach to serving our county’s secondary students.• 3,032 high school students in Berrien County participated in Career & Technical Educa-

tion classes (45.72 percent of high school students.)• 503 students identified as special populations participated in Career & Technical Educa-

tion classes in Berrien County.• 42.7 percent of all students taking Career & Technical Education courses in 2011-2011

were female students.• Of the high school graduates, 76.8 percent of the CTE graduates continued their educa-

tion in postsecondary institutions or advanced training.• 98 percent of eligible high school CTE students graduated in 2010-2011.

CTE and Early CollegeMany CTE programs offer the opportunity to Berrien County students to earn college credits while in high school. Area colleges provide early college opportunities to 14 public school districts, 2 charter schools, 2 non-public schools and home school students throughout Ber-rien County.

During the 2010-11 academic school year, 996 CTE students participated in the Early College program and earned 6,010 college credits.

Berrien County Career Cruising ConsortiumIn January, 32 Berrien County counselors and administrators received an Introduction to Ca-reer Cruising, a life skills and planning program for students in grades 7 through 12 to help them develop their required Education Development Plan (EDP). Since that initial meeting, a consortium has been developed to assist the local districts in incorporating Career Cruising as a regular part of their students’ academic activities. By the end of the 2011 school year, the Berrien County Career Cruising Consortium had 25 middle, high school and charter schools signed up for Career Cruising, which is scheduled to be implemented in schools over the next two years.

Blossomland Learning Center Lighthouse Education Center Juvenile Detention CenterBlossomland Learning Center, located in Berrien Springs, provides comprehensive programs and therapeutic services for severely multiply impaired and moderate to severe cognitively impaired students, ages 3 to 26. Blos-somland Learning Center also offers off-site programs lo-cated in Niles and St. Joseph.

Lighthouse Education Center is a center-based special education facility designed to provide programs and related services to meet the education needs of severely emotionally impaired and au-tistic impaired students. It is the ultimate goal of the pro-gram at Lighthouse Educa-tion Center to help students develop the skills necessary to return to their local school program. Lighthouse Educa-tion Center is located in St. Joseph with offsite class-rooms throughout northern Berrien County.

In cooperation with the Berrien County Fam-ily Court, the Berrien Regional Education Service Agency operates an educational program at the Juvenile Detention Center. The program provides educational services to students who may remain in the center from a few days to 14 months.

A Place to EXCEL

Early On® is the name for Michigan’s early intervention system under Project Find. It is designed to help children (ages 0 to three) with their development and help families be more prepared to help their children grow and learn. A total of 479 children were served through Early On® during the last school year.

Project Find provides public awareness and referral services designed to locate, identify and refer as early as possible all children, youth and young adults with disabilities who may be eligible for special education services through Michigan’s Administrative Rules for Special Education and the Individuals with Disabilities Education Act Part B.

Berrien RESA’s diagnostic staff members are responsible for evaluating children who may have special needs and for reevaluating children to recertify their eligibility for special educa-tion services. The recertification process occurs every three years.

Therapeutic Services

Diagnostic Services

Therapeutic services are provided to students who have a specific therapy prescribed in their Individual Education Program (IEP) during their school day. Services include speech, vision, occupational and physical therapy.

The total number of children receiving initial evaluations last school year was 531. Berrien RESA staff provided 836 re-evalutions this year as well.

Monitoring & Compliance support services include completing the verification and reporting of approved Special Education personnel, conducts monitoring of district Special Education ser-vices, investigates formal complaints, provides professional development in compliance and fiscal management and coordinates and supports the countywide Parent Advisory Committee. The total number of technical assistance calls made during the 2011/12 school year was 1,859. The total number of formal complaints investigated was four.

Transition planning is a partnership involving students with disabilities, families, school and post-school service personnel, local community representatives, employers and neighbors. The pur-pose of the planning is to help the student choose a living situation and to ensure that the student graduates with community living skills and can access post-secondary education if that is a desired outcome.

Berrien RESA works in partnership with Michigan Rehabilitation Services (MRS) to provide a menu of employment opportunities to students. The menu includes resources such as work readiness, evaluation, job training, job development and job coaching. During the 2011/12 school year, 98 cases were served through MRS.

Assistive TechnologyAssistive Technology (AT) consists of tools or devices and services that allow for a student’s successful participation in his or her learning environment. AT services can include the evalu-ation, selection, acquisition, coordination and instruction on the technology a student may need. Berrien RESA’s AT staff also assist transition coordinators, teachers and local district staff to learn how to better use assistive technology to help their students.

Orientation and MobilityOrientation and mobility training helps a blind or visually impaired child know where they are and where they want to go (orientation). It also helps students carry out a plan to travel to desired locations (mobility). Berrien RESA offers such training to students as well as to their teachers to help students become efficient, effective and safe travelers throughout their environment.

ServicesThe Instructional Technology Department and REMC XI provides a wide range of services to support local schools. Services include:• Opportunities for professional development in technology integration and videoconfer-

encing• Email and Internet services• Facilitation of videoconference programs• Providing video services through the local hosting of Discovery Education streaming as

well as MI Streamnet• An extensive media collection• Substantial savings on supplies purchased through the REMC store (in cooperation

with the statewide REMC Bid project)

During the 2011-2012 school year, 31 public and charter schools as well as 19 paro-chial schools in Berrien, Cass, and Van Buren counties subscribed to the Regional Educational Media Center. Participation in REMC gives districts access to many services, both local and statewide. The REMC Association of Michigan works to provide programs and opportunities to the Michigan educational community that enhance learning and provide cost savings.

E-Rate SavingsBerrien RESA coordinates a consortium of school districts in Berrien and Cass counties that participate in a Schools and Libraries Program of the Federal Universal Service Fund, commonly known as E-Rate. E-Rate provides school districts with discounts on telephone and Internet services. Discount amounts are based on poverty rates for individual districts and for the consortium. Our consortium of school districts enjoy a 26 percent savings for these services.

VideoconferencingThere are many opportunities for students in our service area to make connections with people and information not otherwise available in their classrooms.

Our Videoconference (VC) Content Providers Database helps teachers locate and schedule videoconference programs that connect their students to museums, zoos, scientists, and other classrooms. During the 2011-12 school year, 8,500 students participated in at least one of 340 videoconferencing opportunities. Schools received $18,651 in grants to offset their costs for providing videoconferencing opportunities to students.

Video StreamingIn addition, REMC XI hosts a Discovery Education streaming server providing over 6,000 videos and video segments to schools throughout our service area. During the 2011-12 school year, 55 schools downloaded 37,834 videos.

Berrien RESA continues to host an online content management system that allows teachers to extend their classroom instruction and activities online. This system enables students to access classroom materials, participate in online discussions, and assess their learning. Currently, there are over 5,000 registered users on the system.

Data ServicesBerrien RESA’s Data Center offers a number of student and business applications that help local districts track student, employee and business information. The Data Center offers customized support and program design to help certain software applications interact and accept/send data.

Public Relations to PrintingThe Berrien RESA Communication Office, in addition to its marketing, public relations and communication services, also provides document creation, graphic design and layout sup-port for local school districts and non profit organizations. The office works closely with the Print Shop to ensure that your printed materials exceed your expectations (from concept to delivery). Berrien RESA’s printing services include, but are not limited to:

NewslettersTo help organize the large amount of information that transpires between its constituent groups, state and federal governments and partners, Berrien Regional Education Service Agency has developed a variety of publications that offer a comprehensive overview of those topics that impact education in Berrien County. They include:• A community newsletter called “Reaching OUT;” • A newsletter aimed at providing resources for families who have children with Autism

Conference FacilitiesBerrien Regional Education Service Agency, in addition to hosting their own events, offers their conference rooms to the general public. Meeting space can be rented for meetings both during and after school hours, as well as on weekends. Through such facility rentals, Berrien RESA generated $4,812 during the 2011-12 school year, allowing the District to offset staff and utility costs and building maintenance.
