Good afternoon, ladies and gentlemen. My name is JaeEun Park, president of the

Korea Arts & Culture Education Service.

I am very pleased to participate in this meaningful first International Arts Education

Week and deliver a keynote speech.

It was during the 30th UNESCO General Conference in 1999 that the international

community began to discuss about the values and roles of arts education for the

first time. Ever since, for the last ten years or so, much discussions and efforts had

been made to hold the Second World Conference on Arts Education in Seoul in

2010, where a very important milestone was reached.

It was the Seoul Agenda: Goals for the Development of Arts Education. During

this Conference, the Seoul Agenda was declared following in-depth discussions

of experts gathered from all over the world. Also, last year, the 36th UNESCO

General Conference unanimously adopted the Seoul Agenda.

The key highlights of the Seoul Agenda are to strengthen the access to arts

education, achieve higher standards of arts education and enhance the social

contribution of arts education for the sustainable development of arts education.

In todays speech, I would like to present to you about our study on evaluating the

practice of arts education policies in Korea through the lenses of the Seoul Agenda

and briefly talk about our future challenges for arts education policies in Korea as a

conclusion.

In 2005, Korea enforced an Act on Support for Arts Education, and ever since,

many public projects have been carried out for this purpose. KACES where I work,

was established during those years.

KACES plays a pivotal role in Koreas arts education under the vision Enhancing

the quality of cultural life, Strengthening the cultural capability. Our major activities

include school arts education & community arts education programs, research and

development, HR development and lastly networking/cooperation projects.

I would like to also note that in Korea, there is currently an on-going study on

evaluating the practice of the Seoul Agenda and establishing relevant strategies

for the future. And it is my honor to present to you the main highlights of our study

First of all, what we did was to map the practices of arts education policies in

Korea with the goals defined in the Seoul Agenda respectively.

Then, each project carried out by KACES, was mapped again one-on-one with the

three goals of the Seoul Agenda according to different project characteristics.

Through these mapped individual projects, we wanted to review our strong

and weak points in practicing the Seoul Agenda. Moreover, for a more scientific

evaluation, we also defined evaluation criteria that befitting the characteristics of

each project.

Now, you are looking at the synthetic analysis of the evaluation on the strategy

implementation of the Seoul Agenda.

we have elaborated for Korea to continuously and effectively implement the Seoul

Agenda.

The Korean government will build on its achievements implementing the Seoul

Agenda and continue to spread the founding message of the Seoul Agenda. We

have defined a total of 5 strategies and 10 actions plans fully considering the

Korean context.

The first strategy is to provide specialized arts education per beneficiary group

and expand its scope to cover the entire population. In order to achieve this

strategy, we are committed to building specialized and intensive arts education

project models and creating arts education environment within the living quarters

leveraging regional communities as a foothold.

The second strategy is to improve the quality of arts education content and

strengthen capacities of human resources. In order to achieve this goal, we will

set up a mechanism to foster and manage arts education specialists (including

Certified Arts Instructor System), invest more in R&D in arts education, then

effective share the outcome of the measures I have just mentioned.

Next, we would like to reinforce the role of arts education by holding academic

symposiums. These symposiums will be the venue for discussing the possibilities

of arts education in resolving social challenges that we face today such as school

violence, multi-culturalism or aging society. We will also make sure that arts

education contributes to recovering living cultural communities of different regions

or villages

Korea also hopes to support improving the quality of arts education through

international cooperation, and therefore contribute to the international community.

In this respect, we will explore, develop and diffuse international cooperation

projects on arts education in the Asia Pacific Region, identify new sites for

international cooperation on arts education and support to strengthen learning

capacities on the actual educational field.

And lastly, we plan to build a sustainable arts education mechanism based on

central-regional and public-private partnerships. Therefore, we will pursue a

decentralized type of partnership and institutionalize corporate and individual

donations mechanism to bring in more actors into arts education.

It is against this backdrop that we have defined action plans, taking into full

consideration the regional and environmental contexts of Korea so that the

universal values of the Seoul Agenda can be more effectively reflected in the

Korean society.

What is more, in our study, we have also presented an action plan structure and a

step-by-step road map for the systematic implementation of the Seoul Agenda in

Koreas context.

The Seoul Agenda adopted during the 2010 UNESCO World Conference on

Arts Education has enormously transformed the arts education policy and its

The percentage of Goal 1 - related projects was the highest at 56% (which is equal

to an score of 1,135.4 points), out of all project types.

And then comes Goal 2(Enhance Quality of Arts Education) with 30%(average

score of 616.1 points), followed by Goal 3 (Social Action through Arts Education)

with 14%(score of 277 points).

What this demonstrates is that up until now, Koreas arts education activities have

been mostly concentrated on achieving Goal 1, which was almost twice the figure

of Goal 2 and four times greater than Goal 3.

These findings also tell us how, we in Korea, can further develop our strong points

and make up for our weak areas in implementing the strategies defined in the

Seoul Agenda.

First of all, Korea has achieved a globally remarkable feat as we have continuously

expanded the scope of participants in arts education. For example, as end of

the year 2011, around 35% of the entire elementary school students across the

country received arts education outside the regular curriculum. And we expect to

this figure to increase to 50% by the end of 2012.

Next is the KACES budget trend for arts education. As of 2012, the budget is

around 78 billion dollars, and you can see that the budget has considerably

increased since 2007.

Thanks to the growing scope and scale of arts education in korea, we are

experiencing many miracles on the actual education fields. For example, many

schools on the verge of closing down in the past like Geumseung Elementary

School in Busan and Yeosubuk Elementary School have been designated as

Art-Flower Seed Schools. Ever since, the number of their students more than

doubled, to the point that now, it is impossible to accept new students transferring

from other regions. Another positive outcome is that the local community people

have become much more interested in arts education, which helps to bring more

vitality into the local community.

Second, we have also made constant efforts to achieve higher standards for arts

education. To this end, the Korean government institutionalized many mechanisms

ensuring the continuity of arts education and focused on nurturing professional

resources and promoting research and dvelopment, especially in content R&D.

We are also proud to say that Korea has also legally implemented Certified Arts

Instructor System.

As such, Korea is determined to achieve the best outcome with limited resources.

And as part of these efforts, we are seeking to find the most optimum ground

in balancing scale-based expansion and quality-based enhancement of arts

education. And I believe that it is in this regard that the Seoul Agenda is extremely

useful for us to define renewed and well-planned criteria and guidelines for the

future.

Art brings us closer together. It makes us to feel and to understand what unites

humanity in the diversity of its cultures and expressions. As a vector of dialogue in

the loftiest sense, art speeds up social inclusion and tolerance in our multicultural,

connected societies. A painting, an artefact, a piece of ancestral music speak

volumes about the history of civilizations and the ties that bind them. Young people

must be taught to love art: it will make them understand each other better.

This awareness of art can be acquired from an early age and maintained

throughout life. It is with the conviction that creativity and the arts, and learning

about them, contribute to the building of prosperous and peaceful societies that

UNESCO encourages its Member States to support arts education, at school

and beyond. Arts education is a key to training generations capable of reinventing

the world that they have inherited. It supports the vitality of cultural identities by

emphasizing their links with other cultures, thus contributing to the construction of

a shared heritage. It helps to form tolerant and dynamic citizens for our globalizing

world.

The General Conference of UNESCO proclaimed the fourth week of May as

International Arts Education Week. It will be marked for the first time from 21 to 27

May 2012 and should highlight the importance and usefulness of arts education.

The World Conferences on Arts Education, held in Lisbon in 2006 and Seoul

in 2010, identified some strong guiding principles. The Seoul Agenda for the

development of quality arts education added an action plan available to all Member

States. The time has now come to speed up implementation.

Now that the world is seeking new paths to peace and development, we can

unleash the potential of culture and cultural diversity. Arts education is one of the

keys to unlocking this potential, for the benefit of all. Art and creation must take

their rightful place at the heart of society. In this International Arts Education Week,

I call on UNESCOs partners, governments, educational institutions and members

of society to support projects and activities that draw on the force of art for

dialogue, social cohesion and peace.

the Korean government to shift away from the conventional framework of schools,

arts and education and move towards integrating different concepts at social,

cultural and regional levels. In one sentence, the Seoul Agenda paved the new way

for each and every individual to become more involved in addressing the common

issues faced by our regional communities, countries and the world as a whole.

The Republic of Korea, as the proposing country of the Seoul Agenda, will continue

to lead the way in realizing the successful implementation of the Seoul Agenda.

Domestically, we will step up our efforts so that the Seoul Agenda is applied not

only at the central government level but also integrated in the educational planning

process of local governments and education offices.

We hope that the best practices and success cases of the Seoul Road Map

practice will be shared among the members of the international community, and

that there will be venues to regularly exchange and review the Seoul Agenda

implementation results.

At this very hour, the Republic of Korea is celebrating its First International Arts

Education Week in its history with the participation 30,000 people. From May 20th

to 26th, more than 250 discovery, experiential programs and workshops will be

held in many historical, art museums and schools not only in Seoul but across the

country.

You may well be aware, but I would like to once again emphasize that arts

education has already positioned itself as the powerful, practical and positive

contributor to the daily lives of the Korean people.

On a last note, I look forward to sharing our experiences in Korea with every one

of you present here today. And I would also like to say that our service is more

committed than ever to work hand-in-hand with the international community for

the betterment of arts education.

It is a great pleasure to celebrate the first International Arts Education Week here at

UNESCO Headquarters. I wish to express my gratitude to everyone here today.

Arts education has been at the core of UNESCOs programmes promoting cultural

diversity. The World Conferences on Arts Education, organized by UNESCO and

held 2006 in Portugal and 2010 in Korea, have been important events proposing

the direction of arts education. The Seoul Agenda was the major outcome of

the second World Conference, and set the goals for the development of arts

education.

Arts education helps people develop creative and collaborative skills. As such,

it plays a significant role in solving social issues that we face, such as youth

unemployment or crime. In Korea, incidents of youth violence have multiplied, and

hands-on arts education in primary and secondary schools has been recognized

as an important tool to prevent school violence.

UNESCO is the leading international organization that has put arts education into

practice. Therefore, UNESCO should offer guidelines for the action necessary

in arts education at global, regional, and national levels. This could start by

highlighting the role and meaning of arts education in the planning process of 37/

C4 and 37/C5 documents, which draw UNESCOs strategy for the near future.

Arts education is also an area where art and education meet, and close

collaboration of the education and culture sectors is essential for its successful

implementation. Effective cooperation of these sectors is central for arts education,

not only at UNESCO but also at national level within its Members States.

The Korean government has continued its engagements for global arts education.

We have hosted the second World Conference on Arts Education. We proposed

the International Arts Education Week that was unanimously adopted by the 36th

General Conference of UNESCO. We have also worked jointly with UNESCO in

preparing todays events.

This first celebration would not have been possible without the hard work of many

colleagues, both here in Paris and in Korea. In particular, I would like to thank Mr.

Choe Kwang-shik, our Minister of Culture, for his support.

I hope this will be the beginning of the continuous success of International Arts

Education Week, to widely spread the importance of arts education around the

world.

French writer Victor Hugo once said that the greatest obligation of man is to

I would like to thank all the participants for coming to the Celebration Event of

the 1st International Arts Education Week jointly hosted by UNESCO and the

government of the Republic of Korea.

I would like to extend my deepest gratitude to Director General Irina Bokova of

UNESCO for being such a wonderful host. I would also like to thank the staffs

of UNESCO Secretariat and representatives from Korean National Commission

for UNESCO for organizing this event. My deepest thanks also go to our two

distinguished presenters Mr. Carlinhos Brown and Mr. Ivry Gitlis, who will present

to us the importance of arts education.

Korea experienced remarkable results of arts education in a relatively short

period of time since establishing its new arts education policy in 2004. After the

youths in rural villages left their towns, remaining village people started to console

themselves by writing poems of their daily lives after enrolling in arts education

programs and were able to experience the joy of sharing their stories with others.

We also witnessed the power of arts education when music programs transformed

youths in corrective facilities to turn their passion and anger into music.

Arts education, which is based on multi-dimensional values, pulls out creativity and

imagination within one's self, and fosters people's capacity to empathize with

others. Such remarkable characteristics of arts education will influence beyond

individuals to contribute to building harmony and peace in the regional, national

and international communities.

The Seoul Agenda, which was adopted as a result of the accomplishments of the

2nd World Conference on Arts Education with UNESCO in 2010, is based on the

premise of the unlimited future value of arts education, and proposes strategies

and implementation measures to promote arts education.

The International Arts Education Week was adopted at the UNESCO General

Conference in November 2011 and thus, we were able to establish a foundation

on which we can sow the seeds of the Seoul Agenda and watch them bloom into

flowers. The Korean government spared no efforts in working jointly with UNESCO

to make this happen. Therefore, it is a great honor for me to stand before you at

this auspicious event.

Distinguished guests,

As Sir Ken Robinson once said, we should no longer paralyze our children with

education. We need to see a shift in the education paradigm from standardized

education to arts education-led education. The Korean government believes

this will be possible by implementing the Seoul Agenda. Currently, the Korean

government is establishing a new mid to long term strategy for arts education

policy under the framework of the Seoul Agenda: Goals for the Development of

Arts Education. In addition, we are holding various events to celebrate the 1st

International Arts Education Week to promote the importance of arts education to

all Koreans.
