    Combie Reservoir Mercury Extraction

    GANDA is providing biological consultation services for a large-scale mercuryemoval and water supply maintenance project at Combie Reservoir on the Beariver. Due to a l egacy of hydraulic mining and mercury contamination associated

    with historical gold mining practices in the region, the reservoir is continually fillingwith mercury-laden sediments. GANDA prepared a comprehensive evaluation ofexisting and potential biological resources in order to identify and assess fisheries, wildlife, herpetofauna, and botanical r sources inthe Project area, is now evaluating the potential for impacts to these resources, and is recommending mitigation measures to avoid and/or minimize project impacts.

    Merced Falls Relicensing

    Client: acific Gas and Electric CompanyLocation: Merced River, CaliforniaDuration: 2008 - Present

    The Merced Falls Hydroelectric Project, which qualifies as arenewable resource under current California law, is locatedon the Merced River in California. Complex issues involvedin this relicensing include coordination with Merced IrrigationDistrict on their relicensing process just upstream, cooperatingwith a well-organized group of conservation NGOs, andan interested tribal entity. GANDA (and subconsultantsKleinschmidt Associates and Michael Brandman Associates)prepared the Pre-Application Document, and developed andimplemented all necessary studies (fisheries, vegetation andwetlands, wildlife, recreation, cultural resources, assessingtraditional cultural properties of Native American Tribes,and water quality) needed for relicensing. We are currentlyfinishing the second year of relicensing studies, and preparingthe Draft License Application.

    Klau-Beuna Vista Mercury MineEcological Risk Assessment

    GANDA has designed and is implementing a broad-scale remedialinvestigation in the Las Tablas Creek watershed to determine ecologicaland human health risks related to contamination from an abandonedmercury mine superfund site. GANDA biologists are conducting a

    screening-level risk assessment evaluating mercury bioaccumulationin fish, amphibian, aquatic macroinvertebrate, algal, terrestrial insect;and emergent, riparian, and terrestrial vegetation tissue samples, inconjunction with sediment and water-quality sampling in stream andreservoir habitats. Aquatic biota are collected using a combinationof electrofishing, seining, dip-netting, and hook-and-line sampling.

    ANDA is responsible for all biologicalampling, calculation of regionalndex of Biotic Integrity (IBI) scoresnd numerical target comparisons,nd identifying overall trends inercury bioaccumulation compared

    to the physical environment to helpdetermine the ecological pathways forcontamination.

    Owens Lake ToxicologicalMonitoring and Ecological Risk Screening

    Since 2008, GANDA has been implementing an annual ecological monitoring program to determinethe spatial extent and exposure of avian fauna and other wildlife to naturally occurring trace elements withinLake that have been re-saturated for dust suppression. Annual sampling includes collection of in situ and anasediment, algae, aquatic invertebrates, and avian tissue (carcasses and eggs). Annual analysis and reporting preparing an ecological risk assessment focusing on trace elements that exceed published eco-risk screening dietary items. GANDA also analyzes and reports additional surface water information collected seasonally order to evaluate any seasonal trends in chemical distributions and concentrations, produces GIS-based maps ochemical constituents to identify hot spots and correlated levels among plants, animals and habitat, and makeregarding future monitoring activities and locations.

    Bald Eagle Monitoring

    Since 2004, GANDA has been conducting distribution surveys of foby bald eagles as part of PG&Es license for operating the Pit 1 HydShasta County, following changes to project operations including highin the bypass reach and limits on power peaking flows. Under the BioMonitoring Program beginning in 1987 and more recently under the 20Eagle Management Plan, GANDA monitors the status of 34 bald eagand conducts Federal Energy Regulatory Commission (FERC) ordered at PG&Es Pit 3, 4, and 5 Hydroelectric Project.     Upper Truckee RiverRestoration Project

    Location: South Lake Tahoe, CaliforniaDuration: 2010 - Present

    GANDA is providing biological consultation services focusingon impacts to aquatic and fisheries resources from a large-scalerestoration project in the Middle Reach of the Upper TruckeeRiver. We are preparing relevant sections for an EIS/EIR inaccordance with the NEPA/CEQA guidelines and the TahoeRegional Planning Agency requirements. GANDA developedexisting conditions information for the project area that includeda comprehensive synthesis of relevant gray and peer-reviewedliterature, and review of historical data as well as recent studyefforts and field investigations pertaining to fish, aquaticmacroinvertebrates, and ambient bioassessment in the region.Quantitative pre-construction fish population surveys were alsoconducted to augment baseline data and characterize pre-projectfish spawning and rearing habitat within the project area. Weare also conducting annual benthic bioassessment monitoring

    and developing a study plan for relocating fish and mussels fromdewatered areas during instream construction.

    Truckee R iver WaterQuality Monitoring Project

    GANDA is conducting a water quality study using benthic macroinvertebratebioassessments at nine sites in tributaries to the Truckee River including Martisand Squaw creeks. In addition to calculating individual biological metrics forbenthic samples (e.g., richness, composition, tolerance, and functional feedinggroup measures), GANDA is also calculating the multi-metric Eastern Sierra Indexof Biological Integrity (IBI) scores and a standardized Biological Condition Scorein order to put these data into a regional context and provide a numerical targetfor future comparisons. This informati on is used to complement physical-chemicalmonitoring data collected at associated surface and groundwater sampling.

    Auburn Ravine Fish PassageAssessment and CEQA InitialStudy Preparation

    GANDA is evaluating fish passage alternatives for twomigration barriers (a gaging facility and an irrigation diversionstructure) in Auburn Ravine in Placer County. We areproviding peer review and independent assessment of twopreviously-commissioned fish habitat and geomorphologystudies, and fisheries expertise in evaluating the potentialimpacts of preferred restoration alternatives for Central Valleysteelhead, chinook salmon, and other relevant species in theproject area. GANDA is also assisting an interdisciplinaryteam with strategy development, environmental planning andpermitting associated with project implementation.

    GANDA is engaged in biological and cultural resources stimprovement project in Solvang, California. Biologists are for several state- and/or federal-listed species, including California red-legged frog, least Bells vireo and southwesterand assessing adjacent wetlands, riparian habitats, and oak tassist in obtaining permits/agreements from the U.S. Army CRegional Water Quality Control Board, and California DepaGame, and will assist in preparing the final NES environmenarchaeological study included a records search, historic ba

    Native American consultation, archaeological survey, and production of a technical report (ASR). During pedestrian survey, archaeologists recorded two separate segments of the Santa Ins Mission aqueduct outside butstudy area; the exact alignment had been unknown for decades.

    Archaeological Inventory for the San Bernardino NatForest Healthy Fuels Reduction Project

    Client: San Bernardino National ForestLocation: North Big Bear, Baldwin Lake, Bluff Mesa, and Santa Ana, CaliforniaDuration: 2008 - Present

    A team of GANDA archaeologists conducted an archaeological inventory ofapproximately 35,000 acres for the Healthy Forest Fuels Reduction Project inthe San Bernardino National Forest. The survey areas comprised North Big Bear

    (8,231 acres), Baldwin Lake (5,000 acres),Bluff Mesa (1,124 acres), and Santa Ana(21,058 acres). Archaeologists recordedover 860 sites and isolated artifacts,significantly expanding the archaeologicalrecord for the San Bernardino NationalForest. After the survey, archaeologists were able to link historic trashscatters with structures depicted on historic GLO plat maps and USGS tospring 2011, GANDA will excavate shovel test probes in areas with high Archaeologist are preparing four technical reports summarizing the invcompleting Office of Historic Preservation forms for new and existing sites

    Rio Oso - Pleasant Grove

    Reconductoring ProjectClient: Pacific Gas and Electric CompanyLocation: Sutter and Placer Counties, CaliforniaDuration: 2010 - Present

    GANDA managed the development of several key submittals in support of regulatoryapprovals for this transmission line reconductoring, including resource studies, impactanalysis, and strategic regulatory planning. Resource investigations included wetlanddelineations, rare plant surveys, and wildlife habitat analyses with documentation provided to support permittistate agencies. Working closely with PG&E and sub-consultants, GANDA assisted with the identification ofenvironmental resources and the redesign of project facilities to avoid project-related impacts. Simultaneoupermitting, we led the development of a Proponents Environmental Assessment (PEA) for this project. Key issuPEA included potential impacts to giant garter snake, vernal pool fairy shrimp, vernal pool tadpole shrimp, visual and construction disturbances related to noise, air quality, traffic, and storm water.

    Cabrillo to Sa nta YnezReconductoring Project

    Client: Pacific Gas and Electric Company via CH2M Hill (Prime)Location: Lompoc to Buellton, Santa Barbara County, CaliforniaDuration: 2010 - Present

    GANDA is working with prime contractor CH2M Hil l to provide environmental monitoringduring a reconductoring project along a 115 kV line between the Cabrillo substationin Lompoc and the Santa Ynez switching station in Buellton in northern Santa BarbaraCounty. Work began on the 134 poles along the approximately 15-mile powerline in2010 and will continue into 2011. GANDA environmental monitors are working closelywith PG&E and contractor crews, as well as the California Public Utilities Commission(CPUC) and resource agencies, to ensure compliance with terms and conditions ofpermits. In addition to the monitoring, GANDA biologists have been conducting pre-construction surveys for California tiger salamander, California red-legged frog, leastBells vireo, southwestern willow flycatcher, rare plants, and oak trees. The biologistshave also monitored the compliance with conditions in the projects Stormwater PollutionPrevention Plan (SWPPP).

    Phase II Archaeological Testing andEvaluations for Remediation andRestoration of the ChevronSan Luis Obispo Tank Farm

    Client: Chevron via Padre Associates (Prime)Location: San Luis Obispo County, CaliforniaDuration: 2009 - 2011

    On April 7, 1926, lightning struck the San Luis Obispo Tank Farm, igniting ablaze that consumed 1.3 million barrels of oil in six days. Over eighty yearslater, 24 historic features, one prehistoric site, six groups of isolated finds, andtwo prehistoric isolated finds were documented and evaluated during Phase IIarchaeological subsurface testing. Using backhoes, shovels, and pickaxes, archaeologists excavated and evaluated archaeologicalfeatures for California Register of Historical Resources (CRHR) eligibility. Three features produced artifacts that indicate a possibleranching occupation on the property prior to tank farm construction. Two historic tank farm features were determined to be CRHR-eligible under Criterion A because of their association with the 1926 fire - a significant event.

    U.S. Borax Comprehensive Surveys ofConservation Easement A rea

    In 2010 GANDA biologists contributed to the knowledge of special-status species biologyand distribution in the western Mojave Desert by conducting comprehensive surveys of aConservation Easement area. The 2,530-acre area was established by U.S. Borax as part ofmitigation requirements for the federal- and state-listed threatened desert tortoise, as well asthe state-listed threatened Mohave ground squirrel. Conditions attached to the agreementincluded two consecutive years of comprehensive surveys for special-status wildlife duringspring-summer following normal or above-normal rainfall seasons. Fieldwork involvescomplete walk-over surveys for desert tortoise, burrowing owl, and rare plants; as well aslive-trapping for Mohave ground squirrel. Results included the first documented occurrenceof Mohave ground squirrel and desert cymopterus, a special-status plant, in the vicinity ofthe Conservation Easement area. A second year of comprehensive surveys will be conductedby GANDA biologists in 2011.

GANDA writes Biological Assessments aapplications and mitigation plans. We conduct wildlife surveys and monitor environmental compliance on conthe District 4 East Counties contract, GANDA brings many years of Caltrans experience to its leadership role.

    Vaca-Dixon 230 kV Transmission LineReconductoring Project

    Client: Pacific Gas and Electric Company via CH2M Hill (Prime)Location: Solano County, CaliforniaDuration: 2008 - 2010

    GANDA provided environmental services from planning through construction of this30-mile transmission line reconductoring project. As a subcontractor to CH2M Hill, ourresource specialists conducted rare plant surveys, general wil dlife surveys, and protocol-level western burrowing owl Phase II and III surveys. We prepared reports on naturaland cultural resources, wrote Initial Study Mitigated Negative Declaration chapters forbiology, cultural, hydrology and water quality, prepared potential effects and mitigationmeasures, and prepared an Avian Monitoring Plan. During the construction phasewe developed the workers environmental training program including brochure andpresentation, and trained all workers. Throughout construction GANDA compliancemonitors collaborated with crews daily to ensure project compliance with permits.

    Flora and fauna surveys for Naval Support Activity Monterey

    Client: Naval Facilities Engineering Command SWLocation: Monterey, Santa Cruz and Santa Clara Counties, CaliforniaDuration: 2009 - 2011

    Garcia and Associates conducted flora and fauna surveys at Naval Support Activity(NSA), Monterey, California, including NSA Monterey-administered lands. Surveyareas included several properties in the Monterey area: the Naval Postgraduate School,La Mesa Village, and the Dune/Research Area. Surveys were also conducted at NSAMonterey-administered lands including the Naval Detachment Santa Cruz, Point Sur,NAVPMOSSP Mountain View, and the Marina Airport Hangar 507. The purpose ofthese surveys was to provide baseline data on vegetation and wildlife for the IntegratedNatural Resources Management Plan. Wildlife surveys included birds, herpetofauna,freshwater fish, invertebrates, bats, terrestrial mammals and marine intertidal species.Vegetation mapping and rare plant surveys were also conducted at several properties.Highlights of the surveys included documentation of California red-legged frogs at PointSur, California legless lizards at the Dunes/Research area, and several bat species at theNaval Postgraduate School, Point Sur and Naval Detachment Santa Cruz.

    Within the Mokelumne River watershed, GANDA supports PG&E with terrestrial biologystudies for FERC license compliance. GANDA has conducted riparian plant communitybaseline surveys, and coordinated and assessed weed control efforts for this project since1999. Compliance efforts in 2009 and 2010 included ongoing noxious weed control andmonitoring, and riparian habitat assessment that repeated methodology from the baselineassessment in 2002. Thirty-two benchmarked locations were assessed, including analysesof plant species frequency and cover, plant community structure, river channel morphologyand hydrology, and soil moisture.

    Tehachapi Renewable Transmission Project (TRTP)

    Location: Los Angeles Basin, CaliforniaDuration: 2010 Present

    GANDA is assisting CH2M Hill with environmental compliancemonitoring of construction activities for Southern CaliforniaEdisons Tehachapi Renewable Transmission Project. This extensiveproject spans over 173 miles, and includes a series of new andupgraded high-voltage electric transmission lines and substations todeliver electricity from new wind projects in eastern Kern County,California, to the Los Angeles Basin. GANDAs efforts includedetailed photo-documentation of exisiting conditions, as well asenvironmental compliance monitoring during construction activitiesand informing project personnel of sensitive environmental resourcesto ensure all activities are in compliance with environmental lawsand regulations.

    Wind Energy Project Botanical Surve ys

    As a sub-consultant to CH2M Hill, GANDA botanists conducted surveys on severalnew or expanding wind energy projects located in the western Mojave Desert.Protocollevel rare plant surveys were conducted on over 10,000 acres for bothspring and later- blooming species. Data were mapped and analyzed for vegetationtypes, rare plants and noxious weeds. Information from these surveys was/will beused to determine potential project impacts to special status plant species.

    Mojave-Alta-Oak Creek Wind EnergyProject Desert Tortoise Surveys andCompliance Monitoring

    GANDA is performing desert tortoise survey and monitoring activities in support of the Mojave-Alta-Oak Creek Win the western Mojave Desert east of Tehachapi, CA. GANDA is providing up to six designated tortoise biologists aduring project implementation. Activities include conducting pedestrian surveys in all areas of disturbance withboundaries, including turbine sites, access roads, laydown areas, and substations; providing on-going constpresence/absence and clearance surveys; and environmental training to avoid and minimize impacts.

    Archaeological Inventory Survey and Test Excavation a

    Garcia and Associates has conducted a multi-component archaeological research investigationof National Register of Historic Places-listed Ahu a Umi Heiau, located in the uplands ofKeauhou-2 at 5,200 ft elevation. The project involves intensive documentation of the eiau(Hawaian temple), including detailed mapping and recordation of architectural componentsusing hand-drawn plan and cross-section maps and subsurface testing. A three-dimensionalmodel of the eiauwas generated using state-of-the-art terrestrial LIDAR. The model will beintegrated with other datasets, particularly previously collected low-altitude kite photographydata. Systematic pedestrian survey was conducted over a broad area surrounding the heiautoidentify, record, and test additional sites/features and artifacts potentially associated with theheiauor other past land-use in the region. The results of this project include documentationof 217 surface features with 297 individual components and more than 100 architecturalcomponents mapped in detail. Radiocarbon dates obtained from the area cluster around AD1600, matching closely the time frame that oral traditions place the construction of the mainheiaucomplex.

    arcia and Associates is providing cultural resources support for remedial investigationt the 13,723-acre Puu Paa parcel near Waimea, Hawaii. Remedial investigations wereonducted via aerial survey, in addition to linear ground-based geophysical surveys acrossortions of the site inaccessible by helicopter, and geophysical surface investigation ofelected small test plots. Garcia and Associates is developing a GIS-based predictiveodel to avoid adverse impact to archaeological resources. This predictive model iseveloped through a series of maps that plot the location of previously recorded sites andighlight their relationship with geomorphic feature types in order to identify correlationsetween landform features and archaeological site types and densities.

    GANDAs graphic artist currently provides the NationalOceanic and Atmospheric Administration with graphicdesign, illustration and cartographic support in order topromote and raise awareness of the PapahanaumokuakeaMarine National Monument located in the northwestern

    awaiian Islands. In early 2009 GANDA completedthe official nomination document (280 pages) for theMonument to be listed as a designated UNESCO World

    eritage Site. On July 30th, 2010 the United Nationsducational, Scientific and Cultural Organizations

    (UNESCO) 34th World Heritage Convention in Brasilia, Brazil, agreed to inscribe PapahanaumokuakeaMarine National Monument as one of only 26 mixed (natural and cultural) World Heritage Sites in theWorld. During the fall of 2010, GANDA assisted in the layout and design of a 150-page book, postersand large display graphics for the 10th Anniversary Celebration as a Coral Reef Ecosystem Reserveheld in Honolulu, HI.

    Testing of Archaeological Sites and Possible U.S. MilitaryStructures in the Kamuku Parcel of P hakuloa Training Area,

    Hawaii Island, HawaiiDuration: 2009 - 2010

    Garcia and Associates conducted subsurface testing at Phakuloa Training Area,Kemuku parcel, in order to collect additional data from previously identifiedfeatures interpreted as modern military training structures, and from a selectionof confirmed archaeological sites in the area. Twenty-four sites were investigatedduring the testing program and a number were excavated using primarily test pitsplaced inside and outside perceived activity areas. Preliminary results of the testingindicate that the majority of the sites are military structures, followed by historicranching sites, and a few traditional Hawaiian sites. The historic ranching sites areassociated with land clearing or land markers, habitation, livestock transportation,and possibly agriculture. The several traditional Hawaiian sites include threerockshelters, rock mounds, rock concentrations, and a wall. Further analyses forthis project will include floral and faunal investigations, as well as the collection ofsamples for radiocarbon dating.

The parchaeological testing, radiocarbon dating, and botanical analysis of selected combustion features as well as dunanticipated archaeological finds. Simultaneously, cultural and archaeological monitoring and site protectiactivities are being conducted at Kahuku Training Area, a 9,650-acre parcel on the northeastern side of Oahu.

    ANDA prepared an Environmental Impact Statement (EIS)ursuant to the Montana Environmental Policy Act. Theroposed project on Montana State lands consists of eight 1.8

    MW wind turbines and associated collection, distribution,and road systems. The State lands portion is a componentof a larger wind project being developed on adjacent privateand and consisting of approximately 36 turbines. GANDA

    conducted field surveys for birds and bats on both the stateand private lands, and for general wildlife, wetlands, sensitive

    plant species, and noxious weeds on the state lands. Our bird surveys included aerial and ground surveys for sage grouse and ra tors,breeding bird surveys, and overall bird use. We conducted two months of passive acoustic monitoring to assess relative abundanceof bats and correlated findings with weather conditions.

Winterhabitat is thought to be nearly as important to thesurvival of sage grouse populations as breeding andnesting habitat, and GANDA gathered aerial data onsage grouse lek and crucial winter habitat inventoriesto support landscape analysis by the BLM.

    Projects Performed

    Osteological Analysis of 52 Latte-Period Individuals

    Client: Access Ypao, Inc.Location: Tumon Bay, Tamuning, GuamDuration: 2008 - Present

    Garcia and Associates has recently completed full osteological analysis of 46 individuals recovered from the site Hotel on Tumon Bay, Guam. Thirty adults and 16 subadults were identified from 43 burial features and two exindividuals were all associated with Latte-period deposits. Analyses included determinations of age, sex, stapathology; and complete dentition analysis to identifypaleo-dietary trends. Degenerative joint disease(osteoarthritis or gout) was fairly common, and there waslow incidence of metabolic disease, while tumors andtrauma were rare, suggesting the society was not highlyinvolved in warfare. Several cultural modifications(both intentional and unintentional) indicate habitualstrain on the body and an abrasive diet.

    U.S. Naval Base Construction Monitoring

    Client: NAVFAC, Marianas via DCK Pacific Guam, LLCLocation: U.S. Naval Base GuamDuration: 2009 - Present

    Garcia and Associates is currently monitoring construction activities for the demolition ofexisting facilities and construction of a new fitness center and swimming pool located on theNaval Base Guam. A monitoring plan has been prepared which includes a burial treatmentplan as required by the Guam State Historic Preservation Officer and the Naval Facilities

    Engineering Command (NAVFAC), Marianas Environmental Office.Discovery of World War II Japanese remains necessitated full osteologicalanalysis of the remains. During construction monitoring, extensive soilprofiles were recorded documenting locations of intact natural soils onOrote Peninsula. The majority of artifacts that have been recovered andanalyzed are associated with the World War II and the post-war period.

    Garcia and Associates has just completed an intensive archasurvey of 405 acres in southwestern Tinian. This survey used a technique based on analysis of multi-spectral satellite data intended to document all cultural resources present in the stas a model for vegetation-based archaeological predictive msurvey 17 sites comprised of 134 features were recorded incceramic scatters, cave shelters, a Latte set, World War II defeJapanese farmsteads.

    As a subcontractor to the Austrian engineering firm,BERNARD Ingenieure ZT GmbH, GANDA has beenworking with an international hydropower developmentcompany for the past two years to assist in itsapplication for approval to construct the 65 MW KirneHydroelectric Project in southeastern Nepal. GANDAschief responsibility has been the preparation of anEnvironmental Impact Assessment (EIA) per Governmentof Nepal and international donor agency guidelines.GANDA was ultimately responsible for al l resource issuesand took the lead on fisheries, water quality, geology andhydrology. GANDAs Project Manager oversaw localNepali subcontractors in other disciplines. In additionto the EIA, GANDA coordinated and/or prepared anEnvironmental Management and Monitoring Plan, aPublic Consultation and Disclosure Plan, and Summaryand Executive Summary EIAs.
