With the Balkans secure, Hitler again turnedhis attention to the Soviet Union. Time was the
problem. Following their victory in the Balkans,the Germans immediately redeployed to theSoviet frontier for Operation Barbarossa. A fewsecond line divisions, along with some Italian,Bulgarian and Croatian units, assumed occupa-tion duties. Those formations proved incapableof consolidating what had been conquered. Inthe chaos of the fighting, many Yugoslav unitshad been bypassed. At the time of the surrender,many of those men took to the hills rather thanreporting to internment camps. It was thosesoldiers who would begin the long and bloodyguerrilla war that eventually led to the liberationof the Balkans.
Through mid-1941, operations had generally goneas Hitler anticipated, producing a series of short,sharp campaigns in which the Germans gainedquick and relatively bloodless victories. Hitler hadsolved the problem of the multi-front war by theexpedient of winning on one front before the nextone became a danger. The war so far really hadnot consisted of continuous fighting, as had beenthe case of the First World War, but as a series ofindependent campaigns.
That period of the war lasted some 94 weeks.
The Germans were engaged in sustained landand air combat for around 40 of those weeks (30,not counting the Battle of Britain), amountingto 32 to 44 percent of the time. The Germanswere thus able to spend more time refitting andpreparing for future operations than they did ac-tually fighting. That immensely improved combatefficiency, as it reduced wear and tear on troopsand equipment. The larger campaigns Poland,France, the Balkans were, in fact, the ones con-cluded most quickly. The invasion of Scandinaviaand the operations in North Africa both dragged
on, mainly due to the difficulty supporting themacross extended air and naval lines of communi-cation. It also is interesting to note the Italianswere engaged in almost as much sustained landcombat as the Germans during the same period,about 28 weeks.
The rapid German victories had other implica-tions. They increased Hitlers confidence theinvasion of the Soviet Union could be concludedquickly and at low cost. They also implied longrange operations, such as strategic bombing ofenemy industrial centers, would be pointless.It seemed obvious any campaign would be overbefore the effects of such bombing would befelt by the enemy. That observation was furtherreinforced by the failure of the Luftwaf fe inthe Battle of Br itain. The Germans thereforeconcluded the structure of their armed forceswas essentially sound: an elite mechanizedshock force with a mass infantry army in support,along with a tactically and operationally orientedair force. More important, the quick victoriesreinforced Hitlers perception his opponents wereweak and Germanys revolutionary new form ofwarfare could not be s topped.

Prior to 1939,countries could hope to stop an invader if theywere willing to take sufficient casualties, as hadbeen the case in the First World War. In the newworld war, even the most daunting defensesproved useless against the Blitzkrieg. Nazi propa-gandists exploited the repeated German victoriesto demoralize Hitlers foes by trying to convincethem resistance was futile.

HURTGEN: Hells Forest is a grand-tactical
simulation of that enormous campaign. The 2,240counters represent every formation, at companyand battalion levels, which fought in the battle,including US, German, British and Belgian units.Infantry, armor, anti-tank, reconnaissance, en-gineer, assault gun, howitzer, rocket, parachute,ranger, glider and headquarters units are all fullyrepresented. The Decision Games Pledge Program is anonline advance order system in which gamersmay pledge their support for future gamesthereby directing our efforts to the gamescustomers have the most interest in seeingpublished. Pledges are a commitment to purchasea game when published and payment information
is required in order to make pledges, however
payment will not be collected until a game starts
collating in our warehouse.
As pledge support builds, well add moredetailed descriptions, sample artwork, and rulesdrafts to the web site. Pledge orders will receiveup to a 25% discount from the final retail price.We will provide estimated pricing based on thelatest information we have about the game com-ponents and print pricing however the final price
is subject to change (largely due to the variablecosts of paper and shipping).
When a project is ready to go to our printers,we send out an e-mail indicating a project isclose to completion. This is to confirm paymentmethods and credit numbers and expiration datesin case customers need to make last minuteadjustments. It is critical to the pledge programthat customers respond immediately to this no-tification (our final boarding call). Credit cardsare not charged and checks not deposited untila project is in our warehouse being collated andprepared for shipping.
The Decision Games Pledge Program has
published many games. For your convenience,we are listing the projects already in the worksfor the next year in the first section of the pledgelist. Beyond the next year, there is no specifictimeframe for publication as each game variessignificantly in size and complexity, and the avail-ability of outside part-time developers to work onsome titles means a longer time. We generallyexpect to publish two to four games each yearwith the priority given to the games with themost pledges. We may publish a game fromfurther down the rankings when we need a goodfit to optimize component gang printing.
The pledge games are divided into the sameeras we use for Strategy & Tacticsand World atWargames. Many of the proposed games havelonger descriptions or a complete web pagewith sample artwork. Games that earn sufficientsupport work their way up the rankings until theyare in the top 10 and begin the process of design,development, artwork and printing. Game pro-posals that are not making sufficient progress aredropped to make way for new game proposals.

6. Devils Due: Hitlers Strategic Decisionsin WW2uses new data made available since
the end of the Cold War, as well as the analyticaltechniques developed in wargaming. 11. Eagles: Battles of the Roman Empire(NEW!) is a game covering the battles of theRoman Empire from c. 100 BC to c. 600 AD atthe tactical level. The game would use threedifferent sized units: rectangular for groups ofCohorts and other linear units; large to representbarbarian hordes and other massed formations;and small for leaders and specialized formations.The game map would use large hexagons, andthe positioning of units within the hex wouldrepresent the formation. Thus, it will be possibleto graphically show the various number of linesof cohorts in a legion. Units will represent allmajor troops types, such as legionaries, auxil-iaries, cavalry, elephants, barbarians, ballistae,cataphracts, and so forth. Game scenarios willbe constructed by using various mixes of units.There will be at least 50 different scenarios,reconstructed by the designer, to include thebattles of Julius Caesar, Agricola, Trajan, MarcusAurelius, Claudius Gothicus, Constantine, Julian,Stilicho and Belisarius among many others. Therewill be special rules to show the tactics of eachera. Thus, Julius Caesars legions will operatedifferently from Julians field armies. 13. Rome and the Barbariansis a grandstrategic-level, Krieg!-style game describing theera of Romes expansion and later decline acrossEurope and Africa, from 300 BCE to 500 CE. The
game centers on the Roman wars with theBarbarian Tribes and Civilized Nations from thetime of Romes first consolidation of the Italianpeninsula, through its expansion as a Republicand later as an Empire, to the Fall of Rome at thehands of the Barbarian tribes. Multi-step legionand infantry units are built by adding togetherbasic infantry one-step units. Many special unitsexist including cavalry, heavy cavalry, siegeunits, fortress (entrenched camps), archers andnaval units. A basic turn represents 25 years, butperiodic Leader Turns dominated by Great Lead-ers, compress turns into 5 year periods. StrategyCards provide replacement steps, units, leaders,
markers and also political events. These may re-sult in conflict between Rome and other factionsas well as unintended political, economic andsocial events, including the possibility of RomanCivil War. Romes ability to create a road networkdetermines both unit supply and movement. Thesuccess of Romes control of the map, comparedwith the Barbarian players ability to challengethat expansion determines the games winner.Maps cover Europe from Britain to the North-ern coast of Africa and from Spain to Parthia(Persia). 16. Alamo to Appomattox (title change fromGlory). Development has started on this trulyunique ACW game. First, A2Ais a grand strategygame of the American Civil War in the styleof Krieg!Maps of the Eastern and WesternTheaters include terrain, Strategic Objectives,roads/rail, naval zones, navigable and non-navi-gable rivers, cities and locales, supply centersand other features affecting the game. Counters
represent the corps and armies of the war. Cardsprovide the strategic-political-economic directionfor each side. Strategies are many and varied butthe ultimate goal is to demoralize the opposingfactions population through military, economicand political victories while sustaining your ownpopulations will to continue the fight.
The players each choose a Strategy Card andan Addendum Card before each new season andmay opt to play an additional card as a diplomaticresponse to certain events. These cards leadto new military units, leaders, and replacementsteps and result in socio-economic and politicalevents. The events include the declaration ofEmancipation, the elections of 1862 and 1864,and the possible intervention by European na-tions. Events are often double-edged swords,sometimes providing a military advantage whilenegatively affecting the popular will to fight. Inaddition, both sides may attempt to develop andmanufacture new technologies, both historicaland speculative, such as ironclads, submarines,torpedoes, observation balloons, repeating riflesand Gatling guns. Both sides can introduce espio-nage and even sabotage, which can have manyunexpected consequences, including assassina-tion. Scenarios are included for each year as wellas the entire ACW.
Beyond the ACW proper, there are two introduc-tory scenarios: Alamo, a mini-game of the Warfor Texas and Manifest Destiny, a Mexican-American War mini-game. These short cam-paigns will give new players an excellent place tostart playing and veteran players will have twoscenarios that can be finished in an evening. Inaddition there is Crisis & Compromise, a cardplay oriented game of the period from the end ofthe Mexican-American War to the start of theCivil War. Though little combat occurs, the cardplay covers the actions inspiring events, leaders

A new rule will cover intelligence opera-tions (ULTRA, Rommels signals intercept service)which give players some control over when com-mand chits are played. As in the original system,reinforcements appear according to randomevents, but there will be an optional historicalorder of appearance. An advanced air game willdifferentiate between aircraft types, add airbasecounters, and provide more air missions. There
will be an inset map for the British island-fortressof Malta, allowing for Axis air and amphibiousassaults. The game maps will stretch from theSuez Canal to the Algerian frontier. Scenarioswill include OConnors Offensive, Rommels War,and Operation Torch. For the Tunisian campaign,random events can bring in General Patton whoupgrades the US Army. The airwar; German and Italian air support often madethe difference between victory and defeat on theground, but seldom appears in the order of battle.Combined operations and the lack thereof; bothsides ground, air and naval commanders foughtseparate campaigns thereby throwing away thechance for an early victory. Leadership, commandcontrol and organization: the Germans startedwith a decisive edge in these areas and theultimate British victory was not in the materiel
buildup but rather in them catching up in the non-material factors.
