Annual Fire School Safety Objectives

• Ensure full implementation of the Annual Fire School Safety Process and compliance with the TEEX / ESTI Student Safety Manual.

Course Safety Officer
• Provides guest instructor and student safety oversight for their class.
• Reports to the Course Leader.• Serves as the safety liaison for the Field
Safety Team Member assigned to his / her class.

Pre-Burn Safety Discussion
• Bunker Gear – NFPA Standard – good condition• A “complete” set of bunker gear is defined as:• Pants and Coat with liner and suspenders• Boots • Gloves• Flash Hood• Helmet with either face shield or OEM’s goggles.• Bunker gear must be properly worn before
proceeding onto project training area.

• Classroom – Allowed to wear casual clothing with a full shoe.
• Training Field – For all classes, required to wear long pants, a shirt with, as a minimum, short sleeves, and a fully enclosed shoe.

• Hydration – drink plenty of water • Drink a minimum of 1 cup of water before and after
each burn.• Limit electrolyte consumption• Water will be provided at each project.• Limit alcohol consumption at night• Do not eat a large lunch• Notify an instructor of first signs of heat stress• Each shelter has a sign listing heat-related
symptoms

• Walking Surfaces – never walk across a project while moving to the next project unless instructed to do so by your ESTI Instructor.
• Racking of Fire Hose – Completed after all fire has been extinguished, valves have been re-opened.
• Helmets and gloves will be worn while un-racking or racking fire hose.

School and the ESTI staff that you have an enjoyable, informative, and injury-free training experience.

• Light on upwind side of the project
• Make sure a safety stream is manned (i.e., charged hose line, monitor, etc.)
• Place propane torch in a safe location at the edge of the project pad (interior – out of interior.

Lightning Procedure
• Purpose – to minimize the risk of personnel from being struck by lightning.
• Scope – includes all personnel (i.e., students, instructors, employees, visitors, etc.).

Lightning Procedure
• Texas A & M Fire School utilizes a lightning detection system that activates when lightning strikes within close proximity of the fire field.
• Procedure includes alarm activation, safe haven locations, and emergency field evacuation.

Lightning Procedure
• 15 second continuous blast of the alarm (air horn) closes the field to all training / maintenance activity.
• All personnel shall seek shelter immediately at the nearest safe haven (i.e., shelter, classroom, or building).

Safe Havens
• Project / Class Safety Officer will determine where the safe havens will be for the class.
• Before beginning classes each day, Project / Class Safety Officer shall review these locations with all personnel.
• This review includes physically identifying the location of the safe haven.

Field Evacuation Plan
• Students will be evacuated from the field utilizing available buses and vans.
• Until picked up, all students are to remain at the following safe havens.
• If the radar indicates the severe weather will persist for an extended period of time, students will be instructed by TEEX staff where to shelter-in-place.

Lightning Procedure
• ESTI Safety Officer can make the determination to re-open the field.
• ESTI Safety Officer can make the determination to close the field prior to the activation of the alarm system.
• The field will remain closed until the All Clear Alarm sounds.
• The All Clear Alarm consists of three (3) 5-second blasts of the alarm (air horn).

Medical Plan• When a field medic is needed, contact the Field Medic directly
on channel 1.• Provide caller’s name, project name / number, and the patient’s
complaint.• Verify the Field Medic received the call and is enroute.• Caller shall contact Command of the medical call.• Responses made per ESTI Medical Protocols• If transport is needed, will be taken via College Station Fire
Department ambulance to the College Station Medical Center or, if ambulatory, via private auto.

Project Safety Analysis (Pre-project burn analysis)
• Completed daily for each project / classroom / training activity before activity begins.
• For 1081 Exterior, Project Safety Officer completes this analysis for all field project / training evolutions.
• For all other classes, the Course Safety Officer is responsible for the completion of this inspection.
• Project Safety Analysis is looking for unsafe conditions at the field project.
• This includes the 1081 Interior burn projects.

Post-burn Safety Critique
• Discussion regarding the safety of operations after a project / training evolution (i.e., level of risk).
• Course Safety Officer or Project Safety Officer initiates discussion on “what could have been done safer?”
• Pros and cons from a safety perspective of job task techniques after completion of project completion (i.e., burn, rescue, hazmat).
• No documentation required, just ensuring that risk is discussed as part of the critique.
