2010 Overview 2010 marked the best year of treatment in the 54 year history of the EPCOR owned and

operated Gold Bar Wastewater Treatment Plant (“Plant”). On average, the Plant effluent

quality discharged to the North Saskatchewan River was 16% of the Approval to Operate

(639-02-07) effluent discharge limits (Figure 1). The previous best treatment was achieved

in 2008 with a score of 18%.

For 2010, each parameter has been, on average, 16% of the limit specified in the Approval.

For 2010, all monthly limits for Approval to Operate 639-02-07 discharge parameters were

met (Table 1, Appendix A -Monthly Plant Performance Reports). A total of 97,996 million

litres, or megaliters (ML), of wastewater were conveyed to the Plant with 99.91%1 of the

flow receiving primary treatment during 2010. Secondary treatment and UV disinfection

was provided to 90,748 ML (92.6%) of the total influent flow, with 3,727 ML of Reclaimed

Water provided to industrial customers. A summary of Reclaimed Water quality in 2010 is

provided in Table 2. In addition to routine final effluent quality monitoring, a total of nine

final effluent samples were submitted for toxicity testing in 2010; all nine samples were

tested for acute toxicity, and three of the nine samples were tested for chronic toxicity. All 1 83.9 million litres of wastewater bypassed the Plant in 2010.

results showed no toxic effects from the Plant’s final effluent (Table 3). All analytical data

included in the report were handled by the Gold Bar Wastewater Laboratory and performed

using ISO/IEC 17025:2005 accredited methods. Gold Bar Wastewater Laboratory is

accredited to ISO/IEC 17025:2005 by the Canadian Association for Laboratory

Accreditation (CALA) for those analyses as listed in the scope of accreditation

(http://www.cala.ca/scopes/3161.pdf). Chronic and acute toxicity bioassays where

conducted by contract laboratories accredited to perform these tests

(http://palcan.scc.ca/specs/pdf/114_e.pdf). The 2010 Gold Bar Wastewater Laboratory

Proficiency Testing results are summarized in Table 4.

The number of environmental incidents in 2010 dropped significantly compared to 2009,

primarily due to stable digester operation. Of the environmental incidents in 2010 (Table 5),

none were uncontrolled releases of biogas from the anaerobic digestion process. Stable

fermenter operation also played a significant role in safe operation of the digesters as well

contributing to the final effluent Total Phosphorus concentration setting a record low annual

average concentration of 0.48 mg/L. After a stabilization period, the fermenters provided

adequate carbon in the form of Volatile Fatty Acids (VFA’s) to provide for a stable and

robust Biological Phosphorus Removal process. This was evident in a 22% reduction of

aluminum sulfate (alum) consumption for secondary phosphorus removal as compared to

2009. Table 6 summarizes the Plant’s monthly chemical usage for 2010. Below is a

monthly summary of operational activities and issues for 2010 as per requirement of

Approval No. 639-02-07 section 5.1.3 (g). Table 7 outlines issues with the autosamplers for

both the Total Bypass and Final Effluent Combined composite samples. Table 8 lists the

name and position of Alberta Environment Certified Wastewater Treatment Operators for

the Plant. Table 9 summarizes major activities associated with the completion of the 2010

Major Work Program. As part of the Annual Report requirement, the 2010 Completed

Capital Projects and 2011 Capital Program are included in Table 10. 2010 marked the

completion of Digester 7 and 8 construction, as well as the commencement of construction

of a new boilerhouse to meet process heating requirements for the new digesters.

TABLE 1. 2010 Plant Performance. Summary of the Gold Bar Wastewater Treatment Plant performance from January 1 to December 31, 2010 as required under sections 5.1.3 (a) and 5.1.3 (b) of the Approval to Operate No. 639-02-07. All analytical data in the table were developed on 24-hour composite samples collected using autosamplers at the sampling location specified in Table 5-1 of the Approval to Operate No. 639-02-07. The 24-hour composite samples were retained in locked refrigerators until the laboratory staff removed them the following morning. The discreet samples for Escherichia coli (E. coli) determinations were collected at random times each day. All conditions and limits specified in the Table 5.1 of the Approval to Operate No. 639-02-07 were met in 2010.

TABLE 3. 2010 Effluent Toxicity. Summary of chronic and acute toxicity testing as outlined in the sections 3.1.3 (g) and 5.1.3 (c) of the Approval to Operate No. 639-02-07. Both acute and chronic toxicity testing were carried out by contract laboratories in accordance with the Environmental Canada Biological Test Methods (Environment Canada 1990 and 1992). The acute testing included 48-hour Rainbow Trout static toxicity, 48-hour static toxicity using Daphnia magnia and 15-minute Microtox tests using luminescence bacteria. Seven-day Ceriodaphnia dubia, Fathead minnows survial and reproductive impairment test were used to determine chronic toxicity. The samples tested in 2010 appeared to be non-toxic to all organisms used for the acute and chronic testing.

2010 EPT Chemical Test Condition

1. July 26, 2010 EPT dry weather test

1. In order to compare the EPT effluent/sludge parameters with and without chemical addition, EPT tanks were operating as conventional primary clarifier and reached steady state before alum and polymer were dosed

2. EPT effluent/sludge were sampled at 9:30 am before chemical dosing 3. EPT effluent/sludge were sampled at 15:30 pm and 17:30 pm after chemical dosing (6 hr

> EPT HRT) 4. Effluent sampling location: EPT effluent channel near to gate MOG 2727. 5. Sludge sampling location: EPT #9 sludge sampling line. 6. Both effluent and sludge were sampled at the same location before and after the

chemical dosing 7. Alum dosing rate 150 mg/L, polymer dosing rate 1.5 mg/L

2. Aug 12, 2010 EPT wet weather test

1. No sludge was sampled and tested 2. EPT influent and effluent were sampled at the same time but different location. 3. Influent sampling location: West channel that fed to EPT, before alum and polymer

mixers 4. Effluent sampling location: (EPT effluent channel) 5. Both influent and effluent were sampled at 1 hr interval (started at 11:30am and ended

22:30 pm) 6. Run out of polymer at time of 16:30 pm. 7. Alum dosing rate 150 mg/L, polymer dosing rate 1.5 mg/L
