In 2010, Agusan del Sur posted a total palayproduction of 294,438 MT or equivalent to 188,440 MTmilled rice. This is almost the same with the last year'sproduction of 294,757 MT. Total production is valued atP3.53M at an average fresh palay price of P12.00 perkilo. This was obtained from the 87,856 hectares out ofthe 88,023 hectares (effective area) planted to rice. The167-hectare difference was attributed to damagescaused by pests and diseases infestation. The average
To further sustain the gains of the program sinceits implementation in 2005 and in continued support tothe national program on food security and sufficiency,various projects in support to rice and corn productionwere implemented. These have significantly contributedto this year's overall performance which again placedthe province in the forefront of these industries in CaragaRegion.

production for the year was 3.4 MT per hectare. This isabove the Caraga’s 3.10 MT and almost make it to thePhilippines’ 3.62 MT per hectare. Hybrid productioncontributed a total production of 16,810 MT with anaverage yield of 4.5 MT per hectare, while upland ricecontributed 157 MT with an average of 1.8 MT perhectare (Tables 1 & 2).
As shown in Tables 1 & 2, Trento got the highestproduction in hybrid rice of 5,207 MT having the largestarea planted of 1,353 hectares; Bayugan, with 42,159MT in inbred rice (irrigated) from 9,792 hectares planted;and Veruela, with 19,001 MT from 7,109 hectaresplanted to inbred rice (rainfed/lowland). On the otherhand, only the municipalities of Prosperidad, La Paz,and Esperanza produced upland rice. The municipalityof La Paz was provided 178 bags upland rice (dinoradovariety) by PhilRice in support to the promotion of uplandrice cultivation (2010Annual Report, La Paz)

Based on the per capita consumption of 124 kls.per annum, the province accounted a surplus of102,917 MT milled rice or a 220% sufficiency level(Table 3).
It is noteworthy that for 11 years,Agusan del Surhas sustained surplus in rice. This is computed basedon the production reports from the Municipal AgricultureOffices which was consolidated by PAO.
However, based on rough estimates, 50% of thetotal palay production were sold to traders in Davao andother neighboring provinces. Some of those sold inDavao go back to the province as milled rice andbranded as “Davao rice”.
To ensure availability of quality seeds, certifiedseeds were provided under the DA’s Rapid Seed SupplyFinancing Project (RaSSFiP) at subsidized cost at 50-50scheme. A total of 44,073 bags of certified seeds weredistributed provincewide during the September 16, 2009- March 15, 2010 first cropping and March 16, 2010 -September 15, 2010 second cropping seasons(Table 4).
Fertilizer assistance was also part of thepackage of interventions. Organic Fertilizers likeVitagrow, Nitrofix and Free Grow (Table 5) and Zinc (Zn)Fertilizer (Table 6) were distributed to farmers. Thedistribution of organic fertilizers also advocated its useand importance to increase production as well asimprove soil fertility.

Establishment of Techno-Demo underModified Rapid Composting
Techno Demo on Palaycheck System
Modified Rapid Composting (MRC) provides aguiding tool to help marginal farmers improve the fertilitystatus of their farm and increases production withminimal fertilizer application thereby farmers couldgenerate savings considering the high cost of farminputs. This focuses in the production of on-farmcompost using rice straw with the aid of trichoderma, afungus that hastens decomposition of bio-mass or farmwastes to only 21-28 days.
The techno demo covered a compact area of100 hectares located at Mahayahay, Kapatungan,Trento, involving 39 farmer-cooperators. It is now on itsthird year of implementation in partnership with theBureau of Soils and Water Management (BSWM).
The average yield for the two cropping is 4.82MT/hectare. This is far below the last year's average of5.69MT/hectare. Low production was due to rodents andblack bug infestation.
Palaycheck is a dynamic rice crop managementsystem that presents the best key technology andmanagement practices as keychecks; compares resultsof farmer practices with key checks; and facilitatelearning through farmer groups to sustain improvementsin productivity, profitability and environment safety. It issimply “learning, checking, and sharing for best farmingpractices.”
In November 2009 to April 2010, and May toOctober 2010, there were 6 techno-demo sitesestablished in the municipalities of Bayugan,Esperanza, Prosperidad, San Francisco, Bunawan andTrento (Table 7).

Participatory Varietal Selection of SubmergenceRice Under Agusan del Sur Conditions

Considering the topographic and agro-climaticcondition of the province, heavy downpour that lasted3-5 days could already submerge several rice areaswhich inflicted damage to crops. In collaboration with theDA-Caraga Integrated Agricultural Research Center(DA-CARIARC), promising submergence-tolerant ricevarieties were tried as to their adaptability atKapatungan, Trento, one of the rice-growingmunicipalities of the province.
Results of the trial conducted revealed that tworice varieties IR 64-sub1 and PR 37416-18-1 - survivedafter 10 days of submergence at vegetative phase. Theaverage production per hectare of IR 64- sub1 was3.0MT while PR 37416-18-1 was 3.2MT, respectively.Low production was due to infestation of stemborer.
Table 7 shows that techno-demo in Bayugan gotthe highest yield in Nov. 2009-April 2010 cropping, andProsperidad in May-October 2010 cropping,respectively. The yield of other areas was affected bystemborer and army worm infestation duringreproductive phase. There were also rat infestation atvegetative phase especially in Bunawan.
Likewise, during May-October 2010 cropping,the average yield per hectare was low because therewere high infestations of rodents, stemborer and riceblack bug.
It was noted that these varieties were tried in2009 under Patin-ay, Prosperidad condition whichyielded at an average of 6.6 MT/ha and 5.85 MT/ha,respectively.

Farmers Field School on Palaycheck System Techno Demo on Hybrid Rice usingBio-Fertilizer

The introduction of Palaycheck System toFarmers' Field School, has encouraged and guidedfarmers to manage their crops, share and learn fromother experiences which will then improve theirproduction performance.
For 2010, 50 FFS were conducted in 50 siteswith a total of 1,082 farmers-graduates. These covered9 municipalities, namely: Bayugan, San Luis,Prosperidad, Rosario, Bunawan, Trento, Veruela, LaPaz, and Loreto.
These were conducted in collaboration with theDepartment of Agriculture-13 and concerned MunicipalAgriculture Offices of the province.
This demonstrated the efficacy of bio-organicfertilizers (Amway, Freegrow and Vitagrow) to the yieldof hybrid rice, and the cost and return in relation to theamount of fertilizer use. This was conducted in one-hectare ricefield at the Government Center, Prosperidadfor the period July-December, 2010 with the followingtreatments:

In 2010, the total production for corn 78,746 MT or an equivalent of 46,097 MT corn grits. This is 4% highercompared to last year's production of 75,433 MT. This was obtained from 23,756 hectares out of the 23,762 hectaresplanted to corn. This translates into an average production of 3.3 MT/ha. (Table 9), which outshines Caraga’s 2.39 MT andof the Philippines’ average production of 2.55 MT per hectare. Hybrid (yellow) corn production contributed largely with45,294 MT at an average yield of 5.3 MT per hectare.

Agusan del Sur has two cropping seasonswhere first cropping starts on February to June and Julyto December for the 2nd cropping. Corn areas areclassified into 7 clusters. These include themunicipalities of Bayugan, Prosperidad, and Esperanzain District I, and Trento and Sta. Josefa with 2 clusterseach in District II. Each cluster covers 400 hectares.Other corn areas are classified as non-cluster sites.
As shown in Table 9, the municipality of Trentogot the highest production among cluster areas both inyellow and white corn. Yellow corn production totaled to8,933 MT at an average of 5.9 MT per hectare wherewhite corn has a total production of 1,396 MT at anaverage of 4.6 MT per hectare. In non-cluster areas,Esperanza topped in both yellow and white corn. Yellowcorn production reached to 8,926 MT or 5.9 MT perhectare while white corn has a total production of 4,484MT at an average of 5.5 MT per hectare. The OPV andtraditional corn varieties are planted to some 13,490hectares in the province which contributed a totalproduction of 14,115 MT and 11,453 MT, respectively.
Based on the per capita consumptionrequirement of 13 kls. per annum, the province attaineda surplus of 37,131 MT corn grits. Remarkably, theprovince sustained this surplus for 11 years already(Table 10).

In support to Corn Production Program, theDepartment of Agriculture-13, in collaboration with theProvincial Government of Agusan del Sur conductedRegional Training of Trainers for Corn which was held atthe municipality of Esperanza. This was participated byAgricultural Extension Workers (AEW) region-wide. Atotal of 22 participants attended, where 10 of them camefromAgusan del Sur. The training focused on IntegratedPest Management (IPM) which is the main concern inthe Farmers Field School (FFS).
After the training, 5 FFS were organized in 5barangays of Esperanza namely Mahagkot, Cubo,Bentahon, Dakutan and Piglawigan. The newly-graduated trainers from the province served asfacilitators/resource speakers for its whole duration.There were 168 farmer-participants who graduated.

Techno Demo on Hybrid Corn UsingOrganic Fertilizer
This study is purposely conducted to determinecorn farmers' preference of hybrid corn variety in clusterand non-cluster areas in Agusan del Sur and toevaluate their existing cultural management practicesas basis of intervention.
A seven-page questionnaire was prepared ingathering data on specific information relative to thestudy. Interview was also done to supplement survey.
A total of 222 farmers, out of the 350 targetrespondents, from four municipalities of Bayugan,Prosperidad, Bunawan and Trento were interviewed.The study will be continued in 2011.

This aimed to demonstrate the yield and costand return of one hectare corn using organic fertilizers(APSA 80, Nutriplant SD, Nutriplant A6 and NutriplantNPK). This was conducted at Andanan, Bayugan,Agusan del Sur for the period July-December 2010.
Table 11 shows thatit yielded a 2.2 MT/hectare.Based on the cost ofproduction, there was a netl o s s i n c u r r e d o fP17,125.00. The lowproduction that resulted toloss was due to the frequentrain at seedling stage thatadversely affected thegrowth of the plant.
Support to Organic Farming
In collaboration with the Bureau of Soil andWater Management, the provincial government hadallocated funds, through a Memorandum of Agreementfor the establishment of a Trichoderma Laboratory in theprovince.
This project focused mainly on the promotion,production and distribution of ,a fungus that hastens or shortens the decompositionperiod of biomass or farm wastes to only 21-28 days.
For the year, a total of 14,516 packs ofTrichoderma compost activator were produced wherein10,790 packs were distributed covering 539.5 hectaresof rice area.
There were two (2) hands-on trainingsconducted to farmers particularly on the importance andproper application of trichoderma fungus as compostactivator for rice straws in the municipality of Esperanzaand Prosperidad. Technical assistance was alsoprovided to farmers who personally visit and seektechnical assistance particularly on the properapplication of trichoderma.
In support to this program, radio program anddistribution of brochures were done to enhanceawareness of the proper use and importance.

In 2009, Biofertilizer Production and MarketingCenter were established at Trento and Pagkain ngBayan, Bayugan with P2M funding from the provincialgovernment. Also, the Bureau of Soil and WaterManagement (BSWM) allocated facilities through itsCommunity Based Composting Facilities (CBCF)program for 18 beneficiaries (1st batch). These facilities
composed of one unitshredder, two units vermibrewer and a cash ofP4,500.00 for vermi bedc o n s t r u c t i o n p e rb e n e f i c i a r y . T h e s ea m o u n t e d t oP6,111,000.00.

beneficiaries. These facilities composed of one unitshredder, two units vermi brewer, vermin worms and acash of P4,500.00 for vermi bed construction perbeneficiary. These totaled to P3,734,500.00. Thebeneficiaries were: Sibagat (1), Trento (1), Loreto (2),Talacogon (5), and Bayugan (2).
On November 4 & 6, 2010, the BSWMconducted training for batch 1 and batch 2 beneficiariestogether with the Agricultural Technologists in theproduction of vermicast.

The Provincial Vermi-Compost ProductionCenter was established in support to its mandate in thepromotion and development of organic agriculture in theprovince. The project aimed to advocate the utilization oforganic fertilizers as one of the methods to reducevulnerability of marginal farmers on the high cost ofinorganic fertilizers and promote the gradual adoption oforganic-based agriculture.
For the year, three (3) units of vermibed wereconstructed including a shaded shredding and dryingarea.
The shredder machine was provided by DA-13in order to facilitate the shredding of raw materials. Rawmaterials (farm waste and animal waste) gathered wereshredded and were allowed on its pre-composting stageprior to the introduction of vermiworm for vermicastproduction.
Integrated Pest Management is an ecologicalapproach with a main goal of reducing or eliminating theuse of pesticides while at the same time managing pestpopulation at an acceptable level or its economicthreshold level.
IPM approaches are incorporated in theconduct of Farmers' Field School. A total of 43 FFSconducted for rice and corn on the nine municipalites ofthe province (Table 12). To supplement these differentapproaches, rat poisons specifically zinc phosphide andratoxin were also distributed.
Vermi-Compost Production Center
In 2010, additional three (3) BB wereconstructed at Consuelo, Bunawan; Poblacion, Sta.Josefa; and Binucayan, Loreto, and expansion of one(1) BB site at Del Monte, Talacogon. All four (4) sites hasa total cost of P932,000.00 at P232,000.00 per site.These were funded out from the 2004 IRA difference ofthe provincial government.
These BBs received one (1) unit freezer, one (1)unit chiller, and baskets from DA-RFU XIII. Likewise, theBB in Mabuhay, Prosperidad has also receivedP100,000.00 start-up capital assistance from theagency.
Sta. Josefa BB will open its business by earlypart of first quarter of 2011 because the P50,000.00 startup capital from MLGU is yet to be released. Also, BB atConsuelo, Bunawan started its business operation inthe 2nd week of December 2010 with a start-up capitalof P100,000.00 from BLGU. In Binucayan, Loreto, BBwill be launched and turned-over tentatively in January2011 if the operator/association could comply andsubmit the required documents to DA-RFU XIII.

The BB in San Francisco encounteredmanagement problem. Processes towards the revival ofits operation were already worked-out by the operatorwith the MLGU and DA-AMAD.
Common problems that were encountered inBB operations were noted, viz :
1. No proper recording of purchases, sales andexpenses for the reason that the operator couldnot afford to hire a permanent bookkeeper.
2. No permanent storekeeper that caused on and offoperation or temporary closure.
3. Uncontrolled debts from the members andofficers of the association and even from thebarangay council who will supposedly helpmanage and assist the operation.
4. No cooperation among members to enable theirbusiness grows.
For this, a seminar on proper recording (simplebookkeeping) of transactions was conducted by DA-RFU XIII. This will be also the focus of the office in itsmonitoring efforts in 2011.

Efforts were made in order to revive the RCC inthe province. On meeting with the provincial andmunicipal agribusiness coordinators, some of the issuesand concerns were raised and discussed:
1. Most small farmers were financed by rice tradersin the locality causing them not to sell their palayto other traders because of their obligation to paytheir debts.
2. Logistics support of the Municipal AgribusinessCoordinator to communicate/coordinate directlyto traders and availability of vehicle to go remoteareas to contact farmers where big trucks couldnot enter.
3. The price difference of distant traders comparedto the local traders is negligible whentransportation cost is considered. Majority of thelocal and Butuan City traders had a price ofP14.00 per kilo during the peak harvest season.
Only one (1) trader from Bayugan (BayuganGrains Milling) had a higher prices of P14.30 per kiloexclusive of the P0.20 cents per kilo that will be providedto the farmer as allowance for transportation if deliveredin their store. Such that, municipalities of Esperanzaand La Paz have enjoyed the opportunity.
These concerns were brought to the office'sattention for appropriate action.
In support to BUGAS program, eighteen (18)units Pump Irrigation System Open Source (PISOS)were procured and are still for construction/installation.
The ten (10) units were funded under the 20%Provincial Development Fund amounting to P1M, whileanother eight (8) units were funded through CaragaIntegrated Development Program (CIDP) of the DA-13amounting to P1M. For PISOS under CIDP the amountincludes the construction of foundation and stillingbasin.

For the year, sixteen (16) units Multi-PurposeDrying Pavement (MPDP) were implemented andconstruction was on-going. Ten (10) units were fundedby the provincial government in its 20% PDF amountingto P1M, and another six (6) units funded through CaragaIntegrated Development Program (CIDP) of DA-RFUXIII amounting to P600,000.00.
Also under CIDP, allocation of two (2) unitsMulti-Purpose Open Storage for the municipalities ofProsperidad and Veruela, and two (2) KnapsackSprayers for San Francisco. It has also provided one (1)unit shredder to the Provincial Agriculure Office insupport to its vermiculture project.
