Fiscal Year 2008-2009 Prop. R Financial and Performance Audits were performed by the firm of Vicenti, Lloyd & Stutzman, as required by state law and the Prop. R ballot measure. The audit reviewed bond fund expenditures to assure they were spent only on voter-approved projects and that no funds were used for administrative or faculty salaries. Karen Lanning, CPA and CBOC Chair, reviewed the audits, and the entire committee acted to receive both clean audits and noted there were no findings. Copies of the full audit reports can be found on the CBOC website. In addition, the audit committee had an independent consultant, Tony Fulton, complete an overall Program Performance Review, including a detailed review of labor compliance, construction change orders and Disabled Veterans Business Enterprise (DVBE). R Bond Program at the Grossmont-Cuyamaca Community College District. The content of this report is prepared by the Communication sub-committee and provides details of the District’s current Prop. R projects. The passage of Prop. R in November 2002 provided $207 million for new facilities and the repair and renovation of existing buildings at Grossmont College and Cuyamaca College. The oversight committee continues to monitor the bond funds to ensure they are expended in accordance with the plan as presented to the community. The audit sub-committee has reviewed the Certified Public Accountant’s annual Financial and Performance Audits and is pleased to report seven consecutive years of “clean” audits with “no findings”. These continual unqualified audit opinions reflect sound fiscal administration of the East County voter-approved Prop. R funds by the District. An independent Program Performance Review was completed with “no findings” as well. The construction sub-committee continued to visit each campus periodically to review the progress of the projects in design and under construction to ensure proposed facilities are built as promised in the 2002 ballot measure. I am pleased to report that 2009 was another successful year that included the completion of two new buildings: the Grossmont College Parking Structure and District Police & Parking Services and the Cuyamaca College Business & Technology Building. Grossmont College saw the completion of the $24 million Parking Structure and District Police & Parking Services, which accommodates nearly 800 cars and provides convenient pedestrian access to the main level of the campus. The new 3,500-square-foot Police & Parking Services Building is logistically placed for visual impact and accessibility. Overall, several million dollars were saved and reallocated to other capital improvement projects at Grossmont College. The $35 million Health & Sciences Complex is approximately 80% complete, while construction drawings for the $36 million Student and Administration Services/Griffin Center Renovation and Expansion have been submitted to the Department of State Architect (DSA) office for review. Cuyamaca College saw the completion of the Business & Technology Building in time for use by faculty and students for spring semester 2010. The design for the $4.1 million, 6,175-square-foot expansion and remodel of the LRC Expansion and Remodel has also been completed. This year’s outlook is very exciting with the start and completion of the Cuyamaca College LRC Expansion and Remodel and the start of construction on the Grossmont College Student and Administrative Services/Griffin Center Renovation and Expansion.

This past year, the nation’s economy continued to experience unprecedented economic and fiscal challenges. The cost of overall construction material pricing continues to stabilize and labor costs remain very competitive. The number of bidders has increased considerably and substantial costs savings have been experienced project-wide. We look forward to bidding two more capital improvement projects in 2010, which is potentially more work for East County and San Diego County contractors.

The CBOC consists of a diverse group of East County representatives with varying backgrounds and expertise who take their role and responsibilities seriously. The CBOC program has been recognized over the past several years for excellence by the San Diego Taxpayers Association. This seventh annual Citizens’ Bond Oversight Committee (CBOC) report to the community brings you news and updates of the Prop. R Bond Program at the Grossmont-Cuyamaca Community College

District. The content of this report is prepared by the Communication sub-committee and provides details of the District’s current Prop. R projects.

The passage of Prop. R in November 2002 provided $207 million for new facilities and the repair and renovation of existing buildings at Grossmont College and Cuyamaca College. The oversight committee continues to monitor the bond funds to ensure they are expended in accordance with the plan as presented to the community.

Utilization of Prop. R Bond Series UpdateProp. R Bond for $207 million was broken into (3) series A, B, and C. Bond Series A and B have been completely utilized. Bond Series C funding is underway and will fund remaining projects at both campuses. Approximate balance as of December 2009 is $56.7 million.
