OREGON GAME BIRD STAMPS

Game bird stamps will not automatically be mailed to hunters. To receive game bird stamps, hunters with game bird validations on their license will

need to use the mail order form at the bottom of this page.Game bird validations are printed on the hunting license, so it is no longer required that state hunting stamps be carried in the field. As a courtesy for several years ODFW had continued to mail the stamps to hunters each spring. However, some hunters are not interested in receiving the stamps. This, coupled with increasing production and mailing costs, and mandates for all state agencies to reduce operational costs, has prompted ODFW to begin a program where hunters with game bird validations can request stamps at no additional charge. This program saves a substantial amount of money which is used for programs such as game bird population surveys and habitat development. To request your game bird stamp(s), please use the mail order form below.

REGULATION INFORMATION GUIDELINESThis booklet contains information about Oregon's statewide game bird hunting regula-tions. Always review all regulations before you hunt. Because season dates and hunting regulations change annually, significant changes from last year’s season dates and hunt-ing regulations are highlighted in red type. Significant regulations and information also are highlighted in red type.

To make your outdoor adventures more enjoyable, refer to the following guidelines:

All hunters must obtain a hunting or combination license and participate in HIP. See pages 8-9 for requirements. A mail order application is provided on page 41.

Season dates and bag limits for game birds are listed on pages 14-16. A shooting hours table is located on page 13. Season dates and bag limits can change from year to year.

Oregon has a Northwest Permit Goose Season with special regulations. Information about this season is located on pages 18-20.

State wildlife areas are listed on pages 29-32. State and federal refuge special regula-tions are listed on pages 26-28, including telephone numbers.

Oregon offers hunts to introduce youths and women to hunting and the outdoors. Oregon also offers some public access programs on private lands. You can read about these special opportunities on pages 22-25 and 29.

HUNTERS: RETAIN YOUR 2006 HUNTING LICENSEFOR YOUR HUNTER/ANGLER ID NUMBER

License agents can no longer lookup customers on the POS system by social security number. A Hunter/Angler ID Number is printed on all licenses, tags, and permits. This permanent ID number is the primary identifier for individual hunters and anglers in ODFW’s licensing system. Accumulated preference points for big game controlled hunts will be tracked using the Hunter/Angler ID Number.

BIRD FLUWHAT HUNTERS NEED TO KNOW

A range of viruses, parasites and bacteria naturally reside in wild and domestic bird populations. Most of the nearly 144 known kinds of avian influenza (“bird flu”) cause little or no disease in birds.

However, one particular type of avian influenza, “highly pathogenic” (HPAI) H5N1, causes severe disease and death in poultry and some species of wild birds. Under very specific conditions, it can be transmitted to humans, leading to severe and even fatal illness, but such cases are very rare and mostly associated with domestic poul-try not wild birds. As of August 2006, HPAI H5N1 has not

been detected in wild birds or domestic poultry in North America.

ODFW, the U.S. Fish and Wildlife Service, and USDA-APHIS Wildlife Services are part of a nation-wide effort aimed at the early detection of HPAI H5N1 in North America. During hunting season, bird hunters at several Oregon wildlife areas or refuges may be asked to participate in this national pro-gram by allowing staff to quickly sample their birds when they check out of wildlife areas. We thank Oregon bird hunters for their assistance in this important project.

Numerous diseases (not related to avian influenza) and accidents cause death in birds ev-eryday in Oregon and the Pacific Flyway. However, biologists are interested in knowing about unusual or large numbers of birds dying. To report an unusal bird death call 1-866-968-2600.

HYGIENE PRECAUTIONSHunters are reminded to use the following routine hygiene precautions whenever dressing or preparing game birds as they will help provide protection from any viruses the bird may be carrying.

• Do not handle or eat sick game. • Wear rubber or disposable latex gloves while handling and cleaning game birds. • Do not eat, drink, smoke or touch your face with the gloves while you are handling or cleaning game birds. • Keep the game bird and its juices away from other foods. • Thoroughly clean knives and all other equipment and surfaces that come in contact with the bird. Sanitize cutting boards and other utensils by using a solution of 1 teaspoon chlorine bleach in 1 quart of water; • Wash your hands with soap and water for at least 20 seconds (or with alcohol-based hand products if your hands are not visibly soiled) after handling the bird • Cook all game meat thoroughly (up to at least 165°F) to kill disease organisms and parasites. Use a food thermometer to ensure the inside of the bird has reached at least 165°F.

ALL HUNTERSEvery hunter must have in his or her possession a valid hunting license (see below for specific category types).No hunter may possess more than one valid hunting license.Annual hunting licenses are valid through Dec. 31 of each year. Hunts extending into the following calendar year require a new hunting license. Any hunter with a valid Oregon or Idaho license may hunt in the waters or on the islands of the Snake River, where the river forms the boundary between Oregon and Idaho. All laws and rules of the respective states apply.To hunt either the Oregon side or the Washington side of the Columbia River, a hunter must have a valid hunting license for the state in which he or she is hunting. All laws and rules of the respective state apply.Game bird hunters must obtain a FREE HIP (Harvest Information Program) validation. See page 10 for exceptions, detailed HIP information, and how to become HIP validated.

To obtain a HIP validation, hunters may go to any license agent or mail the game bird application order form to ODFW (pg 41).A separate validation is needed on game bird licenses to hunt crow.

Depending on the species of bird you are hunting, you must have a federal waterfowl stamp and/or state game bird validations to hunt (page 9).

Federal stamps and state validations are in effect from Jul. 1 - Jun. 30 of the following year.Any person 16 years of age or older must have a signed (in ink across the face), valid federal waterfowl stamp in his or her pos-session to hunt waterfowl.No federal waterfowl stamp is required for pigeon, dove, crow, coot or snipe hunting.

To hunt band-tailed pigeons, black brant or sea ducks, a separate permit for each is required (page 9).

OREGON RESIDENTSOregon residents must obtain a resident hunting, combination or Sports Pac license to hunt in Oregon.

A “resident” is any person who has resided in Oregon for at least six months immediately prior to the date of making application for a license or tag. Members of the Armed Forces of the United States who furnish to the Commission evidence satisfactory that the person is a member of the Armed Forces of the United States and the spouse and dependent children of such member, and foreign exchange students attending school in Oregon under a foreign student exchange program, may purchase a resident license and tags. All other persons are nonresidents.To purchase one of these resident licenses, you must certify Oregon residency for six months immediately preceding the date of application. Proof of residency may include an Oregon driver license, Oregon non-driver license identification card or three other pieces of identification, one of which shows your name and current address, and indicates a six-month residency in Oregon. Failure to fulfill this requirement is considered a false application. If you sumbit a mail order or fax application, you must certify residency by signing the residency statement on the mail order application.Resident hunters 14-17 years of age can buy a juvenile license at a reduced fee if they will be hunting birds and small game only. All others (18 years of age or older) must purchase a regular hunting license.

Oregon residents must obtain appropriate validations to hunt in Oregon.SPORTS PAC LICENSE HOLDERS MUST OBTAIN CURRENT GAME BIRD AND HIP VALIDATIONS ON JULY 1 OR LATER.Residents 14 years of age or older must have a state waterfowl validation included on their hunting license and in their posses-sion to hunt ducks, mergansers, geese and coots.Residents 14 years of age or older must have a state upland game bird validation included on their hunting license and in their possession to hunt pheasant, grouse, quail and partridge.

NONRESIDENTSAll nonresidents who want to hunt in Oregon must obtain a nonresident hunting license if they are 14 years of age or older.A 3-Day Nonresident Hunting License for migratory waterfowl and upland birds is valid for three consecutive days.

A nonresident game bird stamp validation is required along with this hunting license. Crows, doves, band-tailed pigeons, snipe and turkeys are not covered by this license. This license is not valid to apply for con-trolled bird hunts. To apply for controlled bird hunts, a regular nonresident hunting license is required.

Nonresidents 14 years of age or older must have a game bird validation included on their hunting license and in their possession to hunt ducks, mergansers, geese, coots, pheasants, grouse, quail and partridge.

Resident hunters 14 -17 years of age can buy a juvenile license at a reduced fee if they will be hunting birds and small game only. All others (18 years of age or older) need to purchase a regular hunting license.

Tag and application requirementsYouths 13 years of age and under are required to obtain a FREE license in order to purchase a black brant permit, band-tailed pigeon permit, sea duck permit, turkey tags or apply for sage grouse and waterfowl reservation hunts.

All youths 17 years of age and younger must have a Hunter Education Certificate in their possession to hunt anywhere except on their own land or landowned by their parent or legal guardian. For Hunter Education class information or to obtain a replacement copy of a hunter safety card, call the Hunter Education office in Salem at 503-947-6028.

LANDOWNERS Obtain a hunting license.

Resident landowners can obtain a FREE landowner license to hunt game birds on their own property, except for black brant, band-tailed pigeon, sea duck, sage grouse and turkey (spring and fall). For these hunt types, a regular hunting license is re-quired for landowners hunting on their own property.

Hunters - please carefully note the following information:State validations (waterfowl, upland game bird, or nonresident game bird) can only be obtained at license agent outlets or through mail order (Salem headquarters office only). Be HIP When You Hunt In Oregon! What is HIP? HIP stands for Harvest Information Program. Do you hunt doves, crows, snipe, ducks, geese, coot, pheasant, quail, chukar, Hungarian (Gray) partridge, blue grouse, or ruffed grouse in Oregon? If so, you must be HIP validated on your license before you go hunting. When buying a hunting license, you will be asked if you intend to hunt any game birds during the upcoming hunting seasons. When answered, “Yes”, you will then be asked a few simple questions about your hunting success last year. When this process is completed your license will indicate that you are “HIP Validated”. To legally hunt for crow you must answer, “Yes” to the question pertaining to those species, and a separate validation for those species must appear on your license. Refer to the HIP work-sheet on page 42. That’s it! There is no cost to you.

Why collect harvest information? Your participation in this program means that important information will be avail-able to wildlife professionals to better manage Oregon’s wildlife resources. Hunter participation levels for all species of game birds are needed to assist in setting regulations and justify future hunting seasons.

How does HIP work? Of the total group of HIP certified waterfowl and other migratory game bird hunters, the USFWS will se-lect necessary samples of hunters to participate in providing harvest information. Selected hunters will receive hunter record cards prior to hunting seasons or soon thereafter. Hunters will be asked to record their daily harvest of birds and return the completed record card at the end of the hunting season. For upland game bird hunters, ODFW personnel select samples of hunters to survey. These surveys will provide much more accurate harvest information than previous surveys, and will make it possible to more accurately determine the status and needs of all our game bird resources.

HARVEST INFORMATION PROGRAM HIP

DEFINITIONSEastern Oregon: All cos east of the summit of the Cascades, including all of Klamath and Hood Rvr cos.Western Oregon: All cos west of the summit of the Cascades, except Klam-ath and Hood Rvr cos.Cackling Canada Goose: Any Canada goose with a bill length less than 32 millimeters.White Geese: Snow and Ross’ geese.Dark Geese: All other geese except black brant, snow, and Ross’ geese.Game Birds: Any waterfowl, snipe, band-tailed pigeon, dove, pheasant, quail, partridge, grouse, or wild turkey.Waterfowl: Ducks, mergansers, geese, and coots.Sea Ducks: Harlequin, scoter, long-tailed and eider ducks.Forest Grouse: Blue and Ruffed Grouse.

PROTECTED BIRDSAll birds except starling, house sparrow, and rock dove are protected by federal and/or state laws. Federal regulations provide that no permit is needed to control crows, blackbirds, cowbirds, and magpies when found committing or about to commit depredations upon ornamental or shade trees, agricultural crops, live-stock, wildlife, or when concentrated in such numbers and manner as to consti-tute a health hazard or other nuisance. Federal regulations allowing such control, however, are complex and restrictive. Contact the law enforcement branch of the USFWS for advice at 503-231-6125.

DECOYS AND CALLS

No person shall:

Hunt game birds or crows by the use or aid of any live birds for decoys.

Hunt game birds (except for crows) by the use of records or tapes of bird calls or sounds, or electrically amplified imitations of bird calls or sounds.

Hunt game birds with the use of decoys powered by motor, battery, or other self powered methods. Quiver magnets are also illegal. Decoys with parts that are moved solely by human actions (for example, via a cable or pull-string) or the wind are allowed.

FIREARMS/SHOT RESTRICTIONS

Shotgun - a smooth bore firearm, de-signed for firing birdshot and intended to be fired from the shoulder, with a barrel length of 18 inches or more, with an over-all length of 26 inches or more.

One may hunt game birds or crows:With shotguns no larger than 10 gauge.With recurve, long, and compound bows; hawk or falcon.

It is prohibited to hunt game birds or crows:

With rifles or handguns. EXCEPTION: Forest grouse can be hunted with any rimfire firearm.With a shotgun that can hold more than three shells.With any shot larger than BB except for steel shot no larger than F. Tracer shells

may not be used to hunt game birds.Toxic shot restrictions are listed where appropriate under federal refuges, state refuges, state WAs, and regulated hunt areas. In addition, the possession and use of shot other than federally-approved nontoxic shot is always prohibited while hunting waterfowl.

SHOOTING HOURS

Between Sep. 1 and Jan. 31, all game birds must be hunted during times speci-fied in the shooting hours table on page 13, except as noted.

TRESPASS

No person shall:Hunt on the enclosed or cultivated land of another without permission. En-closed land may be indicated by fence, ditch, rd, hedge, railroad right-of-way, or any distinctive boundary.Hunt on private property without prior approval from the landowner.

BOATS AND MOTOR VEHICLES

No person shall:Hunt or shoot game birds from a motor driven land conveyance or aircraft of any kind.

Hunt or shoot game birds with use of a sink box or any other type of low float-ing device having a depression afford-ing the hunter a means of concealment beneath the surface of the water.

the Oregon Wildlife Code and Federal Migratory Bird Hunting Regulations.

Drive, rally, or chase any game bird from any motor driven land, water, or air conveyance or sailboat.

Shoot game birds from or with the help of any motorboat or sailboat unless the motor has been shut off and/or sail furled, and movement has stopped. Sail and motor-propelled craft may be used only to pick up dead or crippled birds. Crippled birds may not be shot from such craft under power.

It is unlawful for any person to oper-ate a snowmobile or all-terrain vehicle while carrying a loaded firearm (includes shells in the magazine), or bow, un-less all arrows are in a quiver. Note: A loaded firearm is one having live ammu-nition in a magazine, clip, or chamber. (Violation of ORS 821.240 is a class B traffic violation)

BAITING

No person shall hunt game birds by aid of baiting, or on, or over a baited area where a person knows or reasonably should know that the area has been baited. A baited area is considered to be baited for ten days after complete removal of any bait. Baiting includes placing, exposing, depositing, dis-tributing, or scattering of salt, grain, or other feed that could serve as a lure or attraction for game birds to, on, or over areas where hunters are attempting to take them.

DISGUISING SEX

No person shall disguise the sex or kind of any game bird. The feathered head must be left attached to all upland game birds in the field or while in transit. The head or one fully feathered wing must be left attached to all migratory waterfowl, doves, and pigeons in the field or while in transit.

Note: Private hunting preserves are excluded from this regulation. Further restrictions apply to the NW Oregon Permit Goose Zone. See page 19: Reporting Harvested Geese.

WASTE

All game birds killed or crippled must be retrieved, if possible, and kept by the hunt-er in the field. All crippled birds reduced to possession must be immediately killed. Waste means to allow any edible portion of any game bird to be rendered unfit for human consumption, or to fail to retrieve

edible portions except internal organs of such game birds from the field.

POSSESSION AND TRANSPORT

Maximum number of birds that a person may lawfully possess (includes fresh, fro-zen, or otherwise processed) in the field or in transit to place of permanent residence (see pages 14-16 for possession limits). Game birds shipped or given to another person for transport during the season or within 48 hours after the season closes must be accompanied by a written note list-ing the number and kinds; date killed; name and address of possessor; and signature, address, and hunting license number of the hunter. Birds transported more than 48 hours after the season closes must bear a shipping permit or metal seal of ODFW. Shipping permits or metal seals are avail-able at any ODFW regional or district office and any Oregon State Police office.

Field Possession Limit: No person may possess, have in custody, or transport more than the daily bag limit or aggregate daily bag limit, whichever applies, of migra-tory game birds, tagged or not tagged, at or between the place where taken and either (a) automobile or principal means of land transportation; or (b) personal abode or temporary or transient place of lodging; (c) migratory bird preservation facility; (d) Post Office; or (e) common carrier facility.

OTHER RESTRICTIONS

No person shall:Hunt in areas closed by the state or fed-eral government, within city limits (un-less otherwise authorized), or on school grounds, public parks, national monu-ments (unless otherwise authorized), cemeteries, public rd or rd right-of-way or railroad right-of-way.Shoot from or across a public rd, posted safety zone, or railroad right-of-way.Take fur animals, except in compliance with furbearing mammal regulations.Disturb or remove the traps of any licensed trapper from public lands.Use an artificial light for hunting any wildlife, except raccoon, bobcat, and opossum provided the light is not cast from or attached to a motor vehicle. This includes laser sights or any other sights which project a beam to the target. This does not include battery operated sights which only light the reticle.

Hunt or take game birds with trap or snare.Sell, trade, barter, exchange, or offer for sale, trade, barter, or exchange any game bird parts, or game bird feathers thereof EXCEPT as identified in Oregon Administrative Rule 635, Division 200.

If you have any questions relative to the sale and purchase of game bird feathers or would like a copy of Divi-sion 200 please call your local ODFW office.

Hunt in any safety zones created and posted by ODFW.

Disturb, damage, remove, alter, or possess any official ODFW sign.

Hold any wild bird in captivity without a permit or destroy the nests or eggs of birds.

Release any species of bird in the state without a permit from ODFW.

Permit dogs to run at large or train dogs in game bird nesting habitat during the months of Apr.-Jul., except as autho-rized by the Fish & Wildlife Commission.

Refuse inspection of any license, tag, or permit by an employee of ODFW, any person authorized to enforce wildlife laws, or a landowner or agent of the landowner on their land.

COLUMBIA AND SNAKERIVER BOUNDARY

To hunt either the Oregon side or the Washington side of the Columbia Rvr, a hunter must have a valid hunting license appropriate for that state in which one is hunting.

Any hunter with a valid Oregon or Idaho license may hunt in the waters or on the islands of the Snake Rvr, where the rvr forms the boundary between the two states. All laws and rules of the respec-tive states apply.

FEDERAL REGULATIONSViolation of state migratory game bird hunting regulations is a violation of federal regulations. Each hunter should consult the actual federal regulations in Title 50 Code of Federal Regulations, Part 20. Also, more restrictive regulations may apply to NWRs open to public hunting. LEGAL HUNTING METHODS

FIELD DRESSING OF GAME BIRDS WHAT'S LEGAL?

Hunters understand the importance to care for meat while in the field to protect it from spoiling. However, what is not understood by many is the legal requirements necessary to transport dressed birds from the field. Some hunters commonly practice “breasting” birds out and discarding the rest of the carcass while still in the field. This is not legal and hunters need to note the following:

For upland game birds the feathered head must be left attached to all birds while in the field or traveling home.

For waterfowl, doves, and pigeons a feathered head or wing must be left attached to all birds while in the field or traveling home. Further restrictions apply to the NW Oregon Permit Goose Zone, see page 19.

So why is this necessary? There are many restrictions on sex and species of birds that can be included in your daily bag. Leaving a head or wing attached allows law enforcement personnel to identify the birds taken by a hunter. You can be cited if it is not possible to determine the types of birds taken.

Also, it is important to note that the hunter must retain all edible portions of the carcass. The practice of taking only portions of the meat of a game bird (such as breasting birds out) is illegal. Pages 10-11 of this booklet outlines the important regulations for hunting game birds in Oregon. Please familiarize yourself with all these regulations.

Be safe, be responsible, and be legal.

WILDLIFE VIOLATORS COMPACTHunters: Be aware that under the Interstate Wildlife Violators Compact (Compact), you can have your Oregon hunting licenses and tags revoked or suspended if you violate the wildlife laws of other states. This means if your license or tag privileges which come under the scope of the Compact are suspended or revoked in one member state, they are subject to suspension or revocation in all member states. Daily Bag Limit: Two rooster pheasants per day.

Requirements: To participate in these hunts, each hunter must have in possession a valid hunting license, upland game bird validation, HIP validation, and $11.50 fee pheas-ant tag. See license requirements, page 8 for age excep-tions. Each tag will allow harvest of two rooster pheasants. Multiple tags may be purchased. Upon taking a pheasant, each hunter shall immediately record such taking on the tag in ink. Shooting hours begin as shown in the shooting hours table on page 13 and end at 6 p.m., except E.E. Wilson and Fern Ridge WAs where hunting closes at 5 p.m. Denman WA shooting hours follow the shooting hours table on pg. 13. All hunters are required to check in and out of hunt areas at self-service stations located on each area and carry the per-mit while in the field. Hunter numbers will be limited at any one time to 150 on the E.E.Wilson WA and 75 on the Sauvie Island WA. The possession or use of any shot other than federally-approved nontoxic shot is prohibited at all times.

NORTHWEST OREGON GOOSE PERMIT ZONE

The Northwest Oregon Permit Goose season protects the dusky Canada goose population that winters in this region, while allowing harvest of more numerous sub-species such as Taverner’s and western Canada geese. Most goose hunting is on private lands; therefore, always ask land-owner permission before entering private lands.

PERMIT ZONE BOUNDARY

All lands west and north of the following boundary (except Tillamook Co) are open to goose hunting by permit only: Starting at the Columbia Rvr at Portland, south on I-5 to Hwy 22 at Salem; east on Hwy 22 to Cascade Hwy; south on Cascade Hwy to Stayton and straight south to the North Santiam Rvr; west (downstream) on the north shore of the North Santiam Rvr to I-5; south on I-5 to its junction with Hwy 126 at Eugene; west on Hwy 126 to Greenhill Rd; south on Greenhill Rd to the intersection with Crow Rd; west on Crow Rd to Territorial Hwy; north on Territorial Hwy to Hwy 126; west on Hwy 126 to mi post 19; north to the intersection of the Benton and Lincoln Co line; north on the western boundary of Benton and Polk cos to the southern boundary of Tillamook Co; west on the Tillamook Co boundary to the Pacific Coast.

BAG LIMITS

Daily Bag Limit: Four dark geese and four white geese. Within the daily bag limit of four dark geese you may not have more than: one dusky, two cackling, and two Aleutian Canada geese. After Jan. 14, 2007 the taking of white geese is prohibited.

Possession Limit: Double the daily bag limit except for dusky Canada geese.

Dusky Season Limit: One dusky Canada goose is allowed per season. If youharvest a dusky Canada goose, your goose permit becomes invalid and you must

retake the exam to obtain a permit for the following year.

SEASON QUOTAS

A hunt period dusky quota is set for each hunt area, and the season for each area will close on the day its period quota is met. If a period quota is met, the season will reopen the following period. Unused quotas will be transferred from one period to the next, but not between hunt areas. If a quota is exceeded for one period, the following period quota for that area will be reduced accordingly.

Note: To obtain updated information on hunt area closures call 1-800-708-1782 (24 hours a day) beginning Oct. 21.

DEFINITIONS

Dusky Canada Goose: Any dark-breasted (Munsell 10 YR color value 5 or less) Canada goose with a bill length between 40 and 50 millimeters.

Cackling Canada Goose: Any Canada goose with a bill length less than 32 millimeters.

White geese: Snow and Ross’ geese.

Dark geese: All other geese except black brant, snow, and Ross’ geese.

CHECK STATION LOCATIONS

Each hunt area will be served by one of the following check stations. Failure to check out at the appropriate check station(s) will result in the invalidation of a hunter’s annual goose permit.

Lane Co: Hunters with geese must check out at a station located at the Nielson Rd parking lot at the Fern Ridge WA.

Benton and Linn cos: Hunters with geese must check out at a station located next to the south locker room at the OSU Crew docks, 1/4 mi east of Corvallis, off Hwy 34.

Polk Co: Hunters with geese must check out at a station located at Polk Co Fairgrounds, just south of Rickreall on Hwy 99W.

Marion Co: Hunters with geese must check out at a station located at the An-tique Powerland Museum, 1/4 mi west of I-5 Exit 263 (Brooks exit).

SPECIAL REGULATIONS

Hunting Certification: Only persons who have completed a goose identification home study course and passed an exam provided by the Oregon or Washington Departments of Fish and Wildlife from 1996 - 2006 may be certified to hunt geese. A minimum score of 80% is required to pass the exam; three attempts per year are allowed to pass the exam.

Hunters will automatically receive new permits in the mail about one month prior to the season opener. Washington state hunters who successfully complete an exam in Washington can call 360-902-2512 and get information needed to show proof of receiving a Washington permit. Mail or fax (503-947-6330) proof of receiv-ing a Washington permit, and an Oregon permit will be issued. Other Permits: Hunters must possess a valid Oregon permit and daily harvest report form authorizing participation in the 2006-2007 Northwest Oregon Permit Goose Season while hunting geese. The permit will be valid until the permit holder has taken the season limit of one dusky Canada goose or has committed one of the following violations:

Failure to have a valid daily harvest report form in possession while hunting.

Failure to properly record goose harvest while in the field.

Failure to check harvested geese at the appropriate check station(s).

NOTE: Hunters with invalidated permits may obtain a new permit for the follow-ing season by re-taking and passing the exam.

Reporting Harvested Geese: Upon tak-ing a goose, a hunter must immediately record the date, time of the harvest, and initial the daily harvest report form with ink in the space provided. Daily harvest report forms on which geese are record-ed must be turned in at the appropriate check station on the same day that the geese were harvested. All successful hunters may not check out of an area until check stations open at 9:00 a.m. and must check out daily by 6:00 p.m. at the appropriate check station(s). Successful hunters must proceed to check stations immediately upon leaving the field. All geese shall be presented intact and fully feathered at the check station and must be inspected and tagged by authorized ODFW personnel. A replacement harvest form will then be given to the hunter dur-ing checkout.

NORTHWEST OREGON GOOSE TEST

To obtain a Northwest Oregon Goose Hunting Permit, refer to the test schedule in the following chart. Any hunter wishing to receive training materials to prepare for a testing session may call 503-947-6300 or download the training materials from the department’s web site at: www.dfw.state.or.us/goose_testing. A video or DVD, “Pacific Northwest Goose Management,” is available for $10 plus $2 shipping and handling by calling 1-800-845-9448 (Visa and Mastercard only...no checks or cash). The training materials and video will greatly enhance your chance of success in passing the exam ination. Nonresidents should call 503-947-6303 to arrange an appointment to take an exam. Exams for the 2006-07 season will not be given after February 25, 2007.

New for 2006-07: All goose hunters in the Northwest General Zone (Willamette Valley only), in addition to the Northwest Permit Zone, will be required to take the Northwest Oregon Goose Test. Goose hunters in the Northwest General Zone must carry their Northwest Goose hunting permit while hunting. General zone hunters do not need to carry a goose harvest card and do not need to check geese at check stations. Northwest General Zone goose hunters need to observe the shooting hours on page 13 and are asked to avoid shooting dusky geese. IF YOU ALREADY HAVE A VALID NORTHWEST OREGON GOOSE PERMIT YOU DO NOT NEED TO RE-TAKE THE TEST. Administering of exams at testing locations will be on a first-come, first-served basis. There will be a maximum capacity of approximately 30 people per testing time. All hunters need to arrive by the specified time. Late arrivals will need to attend another testing time. Average testing time is 30-35 minutes.

Online Northwest Oregon Goose Hunting Exams will be available in the future. Please watch for news releases and information on our website at www.dfw.state.or.us. Hunters are encouraged to plan to take written examinations as the online testing process has not been fully implemented.

If you successfully pass the exam, you will receive your permit by mail. If you are unsuccessful, you will also receive a notification by mail. Please allow sufficient time to process tests and mail permits. You have up to three chances to pass the exam with 80% correct or better.

Falconers must possess a valid falconry license, a hunting license, a federal waterfowl stamp, state validation(s), and HIP validation before hunting wildlife. Nonresident falconers hunting in Oregon must have a falconry license from any state with a federally-approved falconry program, a nonresident hunting license, a federal waterfowl stamp, state nonresi-dent game bird validation, and HIP validation. Falconers wanting to hunt on state WAs should refer to specific regulations on pages 26-32 and hunt dates on pages 14-17.

NATIVE AMERICANSACRED OBJECTS AND

CULTURAL SITES Many Indian artifacts and all Indian burial sites are considered sacred within Oregon’s Native American cul-ture and serve as important links to the past. The Oregon Legislature has recognized the importance of these cultural sites, Indian remains and sacred artifacts by passing laws that specifically protect these areas and items from vandalism and looting. Digging up cultural sites is against the law! Taking human remains or sacred objects from a site can lead to serious penalties. The state law covers both private and public land in Oregon. The law can be found in Oregon Revised Statutes (ORS) Chapters 97, 358 and 390. There are federal laws that protect against van-dalism and looting of Indian burials and cultural sites in national forests and BLM land in Oregon.

If you find human remains when out hunting call the state police. If you should find any Native American arti-facts while out hunting, stop and look around. Enjoy the fact that you have found an area that remains important to Tribal members. Stop and reflect on how critical hunting was to day-to-day survival for the people who once lived here. REMEMBER, DON’T DIS-TURB THESE SITES! Respect and honor these sites for what they mean to Oregon’s Native Americans and to Oregon’s rich cultural background.

YOUTH WATERFOWL HUNTS

General Requirements: Hunters may take ducks, mergansers, coots, and geese at the established bag limits. All hunters must be accompanied by an adult, 21 years of age or older, who may not hunt. No one over the age restrictions indicated below may apply with a youth in a party applica-tion. Each hunter must have in possession:

A Hunter Education Certificate.

Permit for the hunt area and HIP valida-tion.

Hunters 14 years of age or older must have a valid hunting license and state waterfowl validation in possession.

Hunters 16 years of age or older must have a valid federal waterfowl stamp in possession.

STATEWIDE SEASON

Sep. 23 - 24. Open only to hunters 15 years of age and younger. All goose hunting is closed in Clatsop, Tillamook, Lane, Benton, Linn, Polk, Marion, Yamhill, Clackamas, Washington, Mult-nomah, and Columbia cos. All private lands (with permission) are open for this hunt as well as some public lands. On public lands, please check with the appropriate management agency for allowance of youth hunting. All ODFW Wildlife areas allow youth hunting.

Fern Ridge WA (East and West Coyote Units only): Dec. 23. Open to hunters 17 years of age and younger.

SPECIFIC AREA REGULATIONS:

Fern Ridge WA: The East and West Coyote units are closed to all goose

hunting, and open to youth hunters only. Hunters must apply for a hunt (see page 33 for application procedures). Successful applicants must purchase their reservation permit before arriving at the WA.

Klamath WA: The Miller Island Unit (subunits A and B) will be open to youth hunters only. Hunters must apply for a hunt (see page 33 for application pro-cedures). Successful applicants must purchase their reservation permit before arriving at the WA.

Sauvie Island WA: The Mudhen, Hunt, and Racetrack units will be open on the youth hunt dates during general water-fowl season. These units are closed to all goose hunting. Youth hunting only until noon and then adults accompanied by youth may hunt. Hunters may apply for hunts (see page 33 for application procedures). Hunters with reservations will have first opportunities at selecting hunting blinds. Successful applicants must purchase their reservation permit before arriving at the WA. Exception: On Sep. 23-24, the entire Westside Unit only is open to youth hunters. A hunt reservation is not required. This youth hunt will be conducted in the same manner as the Westside Units during general waterfowl season. All vehicles parking on the WA are required to display a current Sauvie Island WA parking permit.

Umatilla NWR: To apply, send a stan-dard postcard with name, address, and the words "Umatilla Refuge Youth Hunt Day". Mail applications to Mid-Columbia Rvr Refuge Complex, P.O. Box 2527, Pasco, WA 99302. Postcard applica-tions must be received by Nov. 1.

ELIGIBILITY: Hunters age 17 years and younger are eligible to participate. In these hunts an adult 21 years or older, who may not hunt, must accompany not more than one youth hunter. All participants must attend a safety briefing.

REQUIREMENTS: Each hunter must havein possession a Hunter Education Certificate, HIP validation, permit for the area hunted, and in addition, if 14 years or older, a valid hunting license with an upland game bird validation. A blaze orange hat and vest must be worn by all participants, including adults. Safety glasses are recommended.

RESERVATIONS: Hunting is available by reservation. Each hunter may reserve only one day. However, youth hunters without a reservation, and those wishing to hunt a second day, may hunt on a standby basis if reservations are underfilled, or as reg-istered hunters check out. Reservations may be made from Sep. 1 through the Thursday prior to each hunt by calling the telephone numbers listed below.

CHECK IN AND OUT: Hunters and accompanying adults must check in and out at the location specified for each hunt area. Permits will be issued at the check station on the day of the hunt. Check sta-tions will be open at 6:30 a.m. and hunting hours are 8 a.m. to 5 p.m.

Participants will be taught basic shotgun skills, and many will be given the opportunity to shoot sport-ing clays. Clay targets and shotshells will be provided. The clinics will be from 9:00 a.m. to 3:30 p.m. and individuals can come and leave at any time.

NOXIOUS WEEDS HURT WILDLIFE HABITAT:

PREVENT THEIR SPREAD

Noxious weeds can destroy wildlife habitat. Many are toxic to foraging wildlife. They can quickly overtake native plants and create a monoculture inhospitable to wildlife. Some weeds have been proven to increase runoff and erosion, threatening the water quality for wildlife, fish, and other aquatic species.

A survey of only ten Oregon counties found it would cost $22 million to control noxious weed infestations. New infestations start every year, many spread along roads by vehicles. Seeds cling to clothing and may be transported across Oregon, or even from state to state. Wildlife needs the help of us all to control this problem. Here are some tips:

Learn to identify noxious weeds. Check references at libraries or look on the internet. Consult with your local county extension office.Remove weed seed from your clothing. Dispose of seeds by burning in a campfire or bagging in a sealed plastic bag for trash pick-up.Contain soiled clothes in a laundry bag or other appropriate container until seeds can be removed.Before traveling home, check your vehicle for plants or seeds in the vehicle bed, grill, undercarriage, and doors. If you find weeds, dispose of them properly.Do not pick flowers or transport plants home.

ACCESS AND HABITAT PROGRAM

In 1993, the Oregon Legislature created the Access and Habitat (A&H) Program that created an in-centive-based program to improve public hunting access and wildlife

habitat on private lands in Oregon. The basic mission of the A&H Program is to foster partnerships between landowners and hunters for the benefit of the fish and wildlife they value. The program also seeks to recognize and encourage the important contributions made by landowners to the state’s fish and wildlife resources.

The A&H Program provides grants to private landowners, timber and agriculture corporations, sportsman groups, natural resource agencies, and others for projects designed to improve wildlife habi-tat and/or increase public hunting access to private lands. Since the program’s inception, public hunting access has been provided on over 5 million acres of private land in Oregon. The legislature has authorized the A&H program through 2009.

UPLAND GAME BIRD EMERGENCY CLOSURE PROCEDURESIrregularly, severe winter conditions can negatively impact segments of upland game bird populations. There is little that can be done to alleviate the effects when these conditions occur, including stopping hunting. In fact, a hunting closure may have the opposite affect by al-lowing more birds to compete for what little food may be accessible. However, when these conditions occur, the stage is set for undesir-able social situations. For example, severe weather may concen-trate birds along roads in valley floors allowing unethical hunters to harvest birds illegally by shooting from vehicles or from the road. In addition, in some parts of eastern Oregon, chukar range coincides with important, high-density winter ranges for deer, bighorn sheep, and elk. Under harsh winter weather conditions, disturbance to big game by bird hunters late in the winter can be a concern.

ODFW recognizes the need to consider localized, early closure of certain game bird seasons during unusually severe winter conditions. In an effort to provide consistency and more certainty for hunters and businesses that depend on upland game bird seasons, if the depart-ment implements emergency closures they will take effect on the 15th or last day of the month. For example, if winter conditions do not warrant the closure of chukar season on December 31st, the season will extend through at least January 14th. Similarly, if the season is not closed on January 15th, hunters will know the season will extend through January 31st. Closures will be by county and publicized as widely as possible (newspapers, radio, & ODFW information line: 503-947-6002 or 1-800-720-6339).

Benson State Recreation Area: Dalton Point, north of I-84, starting 300' east of the boat ramp running to the eastern most tip of the property at river mile 134 as posted.

Bowers Rock State Park: Waterfowl hunting permitted.

Deschutes River State Recreational Area: Seasonal hunting of game wildlife permitted south of the stream gauge cable crossing line and parallel exten-sions of the cable crossing line to the east and west park boundaries.

Elijah Bristow State Park: North of the main channel of the Middle Fork of the Willamette River.

Fort Stevens State Park: Adjacent to Trestle Bay as posted during autho-rized seasons excluding the September Canada goose season.

Rooster Rock State Park: Sand Island and the bank which runs parallel to the south of the island, excluding the Sep-tember Canada goose season.

Succor Creek State Park: Seasonal hunting of upland game birds is permit-ted, except within 500 feet of camping areas located near the Succor Creek Bridge and posted safety zones.

Willamette Mission State Park: That portion located on Grand Island in Yamhill County.

Willamette Rvr Greenway Corridor: Hunting is permitted for deer, upland birds, and waterfowl with shotguns or bows and arrows only, during autho-rized seasons on Willamette Rvr Gre-enway parcels, except in those parcels where hunting is prohibited.

STATE REFUGES

Columbia Rvr Refuge from the rail-road bridge at Celilo in Wasco Co to Arlington is closed to all hunting. The Columbia Rvr Refuge from Arlington to 4.3 mi west of Boardman is open to pheasant, quail, partridge, waterfowl, snipe, and rabbit hunting with shotgun, and bow with flu-flu arrows only.

John Day Rvr Wildlife Refuge (Sherman and Gilliam cos.) – Includes all land and water within 1/4 mi of the John Day Rvr mean high water line from the Colum-bia Rvr upstream to Thirtymile Cr. The area is open to hunting of upland game birds during authorized seasons only between Sep. 1 and Oct. 31, but closed to all waterfowl hunting. Hunting of big game is allowed during authorized seasons. Hunting on private lands within this refuge requires landowner permission.

Eckman Lk (Lincoln Co): A Co ordi-nance prohibits the firing or discharge of any bow and arrow, air rifle, or firearm on or within 150 feet of the lake.

Gold Island (Malheur Co): An island in the Snake Rvr, three mi south of Nyssa. On Oct. 14, 2006 only, pheasant hunting begins at 12 (noon).

John Day Fossil Beds National Monu-ment (Grant/Wheeler cos): Hunting is prohibited within the boundaries of the John Day Fossil Beds National Monument. Weapons possession within the Monument is prohibited. Rimrock Springs WA (Jefferson Co): Closed to all hunting and trapping.

Sandy Rvr Delta (Multnomah Co): This area, bounded by the Sandy Rvr on the west, I-84 on the south, and the Colum-bia Rvr on the north is owned and man-aged by USFS. The area is closed to all hunting except the portion of the area north and east of the BPA Powerline is open to waterfowl hunting with shotgun only. Siletz Bay (Lincoln Co): Hunting is pro-hibited at Siletz Bay within 200 yards of the shoreline in the following described areas:

Beginning at a posted point near Hwy 101 on the southeast shore of Siletz Bay, west and north the length of Salishan Spit to the mouth of Siletz Bay.

Beginning at a posted point south of Drift Cr bridge on Hwy 101, west and north to the mouth of Siletz Bay.

South Slough National Estuarine Reserve (Coos Co): Specific areas are closed to hunting due to public health and safety. Contact the reserve head-quarters at 541-888-5558 for specific closure details.

Starkey Experimental Forest (Union Co): Approximately 20,500 acres within the research enclosure are open to game bird hunting, except from Dec. 9, 2006 - Apr. 30, 2007. The 1,500 -acre Campbell Flat Pasture and the 3,600-acre intensive timber manage-ment area, and the 900-acre winter feed ground are closed to all game bird hunting.

St. Louis Ponds (Marion Co): Open for game bird hunting between the begin-ning of pheasant season and the end of waterfowl season. The discharge of rifles and pistols is prohibited. The use of floating crafts and overnight camp-ing (use of the area for any purpose between one hour after sunset to one hour before sunrise) is prohibited.

Upper Deschutes Rvr (Deschutes Co): Most of the Deschutes Rvr between the

southwest boundary of LaPine State Park and the north end of Sunriver is closed to the discharge of firearms by Co ordinance, Oregon State Parks reg-ulation, and Deschutes NF order. For more information contact the Deschutes Co Sheriff’s office at 541-388-6655.

Wanaket WA (Umatilla Co): Game birdhunting is permitted through the Con-federated Tribes of the Umatilla Indian Reservation (CTUIR) Hunt Program. The Wanaket WA is located on Hwy 730 between Hat Rock and McNary.

Hunting is in accordance with ap-plicable state and federal regula-tions. In addition to state and federal regulations, several area regulations apply. Only geese, ducks, coot, pheasant, quail, and partridge may be hunted during authorized state seasons.

Hunting is permitted only on sched-uled hunt days. Contact the CTUIR Wildlife Program for specific informa-tion on hunt days and entry require-ments. All hunters must possess a CTUIR Daily Hunt Permit for the Wa-naket WA. All hunters must return the Daily Hunt Permit. Only shotgun, bow, and flu-flu arrow hunting are permitted. Only federally-approved nontoxic shot may be possessed or used. Hunters may not possess more than 25 shells per day.

Portable blinds and construction oftemporary blinds from natural materi-als is permitted. Digging or using pit blinds is prohibited. Waterfowl hunt-ers must hunt at designated ponds.

The use of boats or other watercraft is prohibited.

Winchester Dam (Douglas Co): The stillwater above Winchester Dam at Rvr Mi 7 on the North Umpqua, upstream to the lower end of the island, a distance of 1.5 mi, is closed to hunting.

FEDERAL REFUGES

Portions of the following NWRs posted as public hunting areas will be open for hunt-ing specified game animals during autho-rized seasons. Only federally-approved nontoxic shot may be used or be in possession while hunting on any refuge, unless otherwise noted.

Applications for advance waterfowl hunting reservations on the McCormack Unit will be accepted for the entire waterfowl season on one application. Applications and $3 application fee must be received no later than Sep. 6. Permit fees for successful applicants are $8 per hunter and are payable at the time of the hunt. Advance upland game bird hunting reservations are required for opening weekend only (Oct. 14 and 15) on the McCormack Unit. Apply on a standard postcard and include name, address, the day you would like to hunt (Saturday or Sunday; not both) and the words “Umatilla Upland Hunt”. Applications must be received by Sep. 15. Fifty permits will be issued and a fee of $8 per hunter will be collected at the hunter check station. After opening weekend, a no-fee daily permit is required. A daily maximum of 50 permits will be issued at the hunter check station starting at noon each Wednesday, Saturday, and Sunday. REPORTING BANDED BIRDSASSISTS IN MANAGEMENT

Banding of migratory waterfowl has long been a management practice throughout North America. Reports of banded birds from hunters and nonhunters alike provided needed information on population distribution, migration routes, and bird survival. Special mark-ers such as goose neck collars, allow the observation of individual birds throughout the year, providing biologists with information to formulate management decisions. In recent years, Oregon banding efforts have increased tremendously in an effort to improve infor-mation on local duck and goose populations and assist in modeling western populations. This is a flyway-wide program and other states are also participating.

Your help is needed. When you harvest a banded bird, it is important that you report the band number. It is simple to do and you keep the band!

Reminder: Successful applicants must purchase their reservation permit before arriving at the WA. Licensing documents are not available at the WA. Permit hold-ers must have in their possession a valid reservation permit to check into the area. Check-in and blind selection will be held 1-1/2 hours before shooting time (see page 13). Permit holders not present at check-in time forfeit their permit for the day. A free drawing for stand-by hunters will be held at the same time to fill blinds left vacant by permit holders who do not arrive for the hunt. Hunters must check in and out at a checkstation trailer located at Nielson Rd parking lot. Permit holder may be accompanied by one guest. Dec. 23 is reserved for youth waterfowl hunters only. Jan. 29 - Mar 14: Open to public use on Saturdays. Closed to all public access Sunday through Friday. Hunt-ing and the discharge of firearms is prohibited.

Fisher Butte and Royal Amazon Units and Royal Avenue: Located north of Hwy 126 (West 11th Avenue) and south of the Amazon creek chan-nel. Royal Avenue and the trail to view-ing platform will remain open to public use daily, year-round. Designated road and trail use only. Hunting is allowed during the dates and time specified below.

Mar. 15 – Oct. 8: Open to public use daily; open to hunting during authorized game bird and game mammal seasons. A free daily hunting permit is required. Sep. 9 and 10 are designated for Youth Upland Bird Hunt program (see page 22). Western Oregon Fee Pheasant Hunt permit is required for pheasant hunting from Sep. 11 to Oct. 8 (see page 14).

KLAMATH

Located six mi south of Klamath Falls between Hwy 97 and the Klamath Rvr which forms the western boundary. The area contains 2,400 acres in the Miller Island Unit. In addition to this area, there are 3 outlying units: Gorr Island, Shoal- water Bay, and Sesti Tgawaals, which contain an additional 990 acres.

Gorr Island is located four mi south of the Miller Island Unit in the Klamath Rvr. Shoalwater Bay and Sesti Tgawaals are both located on the west side of Upper Klamath Lk approximately 10 mi to the north and west of Klamath Falls. Phone: 541-883-5734.

In addition to general state and federal laws the following regulations apply to the area:

Gorr Island, Shoalwater Bay, and Sesti Tgawaals: No permit required and open daily during authorized hunt-ing seasons.Miller Island Unit: This area is divided into three subunits: A, B, and C. Check in is required daily during all authorized seasons beginning Sep. 1. Entry per-mits shall be in possession while in the field; checkout is required. The check station is located under the area light on Miller Island Rd. The check station is staffed by ODFW personnel in the mornings from Oct. 7 - Dec. 10, and is a self-service station in the afternoons and all day after Dec. 10.

The check station opens 1-1/2 hours before shooting time (see page13).

To prevent hunter crowding, a reserva-tion application procedure will be in effect for weekends through Oct. 15 and Oct. 21. All hunters must have in their possession a valid reservation permit to check into the area. See Reservation Application Procedures on page 33.

Reservation holders must check in 1/2 hour before shooting time. Upland game bird shooting hours are from 8 a.m. until the close of waterfowl shooting hours.Reminder: Successful applicants must purchase their reservation permit before arriving at the WA. Licensing docu-ments are not available at the WA.

Hunting dates for Miller Island will be all days in Sep. except Sep. 9 and 10, which are reserved for youth upland hunters (see page 22) and Sep. 23 and 24 which are reserved for youth waterfowl hunters (see page 22). Oct. 7*, 8* 10, 12, 14*, 15*, 17, 19, 21*, 23, 25, 27, 29, 31, even-numbered days in Nov. and Dec., and odd-numbered days in Jan.

*Reservation hunting is in effect. Oct. 21 is reserved for youth hunters in subunits A and B only. Subunit C is open to all hunters on a first come, first served basis.

No person shall use or possess any shot other than federally-approved non-toxic shot while in the Miller Island Unit.

Throughout the pheasant season a pheasant release program will occur. These birds have been donated by Un-limited Pheasants and will be released into subunits A, B, and C.

Subunit A: North of Miller Island Rd and east of Delameter Rd hunting is permitted until 1 p.m. through Dec. 10. From Oct. 7 - Dec. 10, hunter numbers will be limited to 35 at any one time.

The WA includes Westside, Eastside, Oak Island, and North units, and the Columbia Rvr Beach area. Maps are available at check stations and the WA Headquarters (18330 NW Sauvie Island Rd). Willow Bar parking lot is locat-ed at the Multnomah-Columbia Co line on Reeder Rd. Portions of Sauvie Island WA are closed to all entry during waterfowl season except when in possession of a valid hunting permit from Oct. 1 - Apr. 15. Phone: 503-621-3488.

Duck, Pheasant, Snipe, Quail, and Crow Hunting: Specific regulations are as fol-lows:

Pheasant: For the period of Oct. 14 - Dec. 10, shooting dates are listed under waterfowl reservation hunts (pages 34-37). Persons wishing to hunt pheasant must check in and out at the Eastside/Oak Island check station or the Westside check station on the specified hunt days.Quail: For the period of Sep. 1-30, hunters must follow the procedures as described in the dove hunting section. During the Fee Pheasant Hunt, hunters must follow that season’s procedures. Quail hunting is closed from Oct. 1 until the opening of General Waterfowl Season in the Westside Units, and in the Eastside Units from the end of the Western Oregon Fee Pheasant Hunt until the opening of General Waterfowl Season. For the period of Oct. 14-Jan. 28, shooting dates are listed under waterfowl reservation hunts (pages 34-37). Persons wishing to hunt quail must check in and out at the Eastside/Oak Island check station or the Westside check station on specific hunt days. North Unit and Columbia Rvr Beach-es: These areas are open to hunting every day of the authorized seasons for dove, snipe, pheasant, quail, duck, coot, and crow (pages 14 and 16). Voluntary check in and out at the North Unit parking lot is encouraged.Eastside and Oak Island Permit Hunt Areas: A daily hunting permit is re-quired in these areas. Reservations are available through a drawing (see pages 34-37). A reservation permit must be exchanged for a daily hunting permit at the Eastside/Oak Island check station. Unfilled reservations are available to hunters without reservations on a first-come, first-served basis at the check station. Separate vehicle lines are des-ignated for reservation and nonreserva-tion hunters. The Eastside/Oak Island check station is located at the intersec-tion of Reeder and Rentenaar rds. General Rules for Eastside, Westside, and Oak Island Areas:

A daily valid unit hunting permit is required.Shooting hours in these areas end at 4 p.m. All hunters must check out by 6 p.m.Check stations open 1-1/2 hours before shooting time on hunt days. Reservation hunters must be in line at least one hour before shooting time.Hunters in check station lines must check through in the vehicles in which they arrive.All waterfowl hunting in units with designated shooting locations will be from the assigned blinds/sites, unless otherwise authorized. No more than four persons (one reserva-tion hunter may bring up to three guest hunters) will be allowed at designated shooting sites in Mud Lk, Steelman, Holman Point, Mudhen, Racetrack, Hunt, Reeder Tract, Oak Island, Seal, and Johnson units. In a nondesignated shooting site (roam unit), only a nonhunting person may accompany a permit holder, unless otherwise authorized.Duck, coot, crow, and snipe shooting dates during authorized seasons for Eastside, Oak Island, and Westside areas are listed under waterfowl reservation hunts on pages 34-37. Please note youth hunts and permit goose hunting days.

SUMMER LAKELocated adjacent to Hwy 31 in north Lake Co, 100 mi southeast of Bend. Over 60% of the area’s 18,500 acres are open to big game and game bird hunting during autho-rized seasons (except as indicated below). Hunting is permitted seven days-a-week. Overnight camping is permitted at four designated sites on the area. Hunters must obtain a daily hunting permit and check out at the end of the day. Hunting per-mits and area maps are available at Area Headquarters, 1.3 mi south of the town of Summer Lake. Phone: 541-943-3152.

Link Marsh in the eastern portion of the hunt area will be dry during the 2007-08 hunting season due to marsh management and vegetation control activities. OREGON BIRD HUNTERS PART OF NATIONAL HPAI H5N1 “BIRD FLU” EARLY

DETECTION EFFORT

Agency personnel from ODFW, USFWS, and U.S. Dept. of Agriculture-Wildlife Services will be sampling some hunter-harvested birds from Sep.-Dec. as part of a national effort aimed at the early detection of the HPAI H5N1 “bird flu” virus in North America.

Hunters may be asked to allow agency personnel to quickly sample their birds upon leaving Denman, Fern Ridge, Klamath, Ladd Marsh, Sauvie Island, and Summer Lake wildlife areas, and the Umatilla National Wildlife Refuge.

Bird-to-human transmission of the HPAI H5N1 virus is extremely rare, with less than 250 cases documented worldwide as of August 2006. Almost all human cases were due to interaction with domestic poultry, not wild birds. However, hunters are encouraged to always follow routine hygiene precautions when dressing and preparing game birds. See page 7 for more information.

How the controlled hunt drawing works for game birds:

The computer assigns each application a 10-digit number. A 10-digit number is picked at random for each hunt series. Those random starting numbers are used by the computer to select successful ap-plicants.Hunting parties are maintained by the computer and only the party leader’s 10-digit number is used in the drawing.Tags/Permits/Reservations are awarded beginning with the applicant whose 10-digit number matches (or is closest to and above) the start number.The selection continues with the applicant having the next higher number and contin-ues until all available Tags/Permits/Reser-vations are awarded.Tags/Permits/Reservations are assigned to first choice applicants as above until all tags are assigned or all first choices are filled. THE COOPERATIVE NORTH AMERICAN SHOTGUNNING EDUCATION PROGRAM

HUNTER ADVISORIES FOR SUMMER LAKE, FERN RIDGE, AND KLAMATH WILDLIFE AREAS

SUMMER LAKE WA – Ongoing management programs on Summer Lake Wildlife Area may impact hunting opportunities during waterfowl hunting seasons. Efforts to rehabilitate portions of the wetlands on the wildlife area, to improve long term habitat benefits to a multitude of waterfowl and other waterbirds have required dewatering of certain areas and actively controlling over-grown vegetation. Water was withdrawn from certain portions of the wildlife area (Bullgate Refuge) last summer. Active vegetation control occurs once wetlands are dry and become accessible. While efforts are underway to bring water back to all areas as soon as is feasible some portions of the wildlife area may be dry and not provide good hunting opportunities early in the season.

Link Marsh in the eastern portion of the hunt area will be dry dur-ing the 2007-08 hunting season due to marsh management and vegetation control activities. Hunters need to be aware because over-water and pond hunting opportunities will be affected in this 225 acre area. Link Marsh Pond along Upper Link Canal will be dry or at very low levels and will affect pass shooting along 1/2 miles of the dike. Field hunting opportunities will not be affected. FERN RIDGE WA– Several regulation changes for hunters are in effect this year at Fern Ridge Wildlife Area. The changes coincide with recent completion of habitat improvement projects and in conjunction with review of the wildlife area long range management plan. The changes are in line with the primary management objective to attract and support waterfowl in the southern Willamette Valley. The regulation changes are intended to improve conditions for waterfowl and to also provide improved hunting oppurtunities.

Please carefully review the Fern Ridge Wildlife Area hunting regulations in this booklet. Primary changes from past seasons include opening the Fisher Butte unit to 7-day/week hunting for

the entire season with a 1 PM hunting end time and 2 PM unit closure during duck season. The Royal-Amazon unit will also be included within this framework. The East and West Coyote unit reservation waterfowl hunt will continue as in the past, however the units will be closed to all public access for a minimum of one month following the Western Oregon Fee Pheasant hunt program to allow waterfowl to acclimate to the area. Regulations for hunt-ing the lake and other units remain unchanged from previous years. Please call the Area Headquarters at 541-935-2591 for additional details.

KLAMATH WA – Ongoing management programs on the Klamath Wildlife Area-Miller Island Unit will impact waterfowl hunter access during the 2007-08 duck and goose seasons. Efforts to rehabilitate portions of the marshlands around the Miller Island Unit, to improve long-term habitat benefits to a multitude of waterfowl species will require dewatering certain wetlands and actively controlling overgrown vegetation. Water will be withdrawn from some areas on the unit. Active vegetation control occurs once marshes are dry and become accessible. While efforts will be to bring water back to all areas as soon as feasible, some portions of the unit may be dry and will not provide good hunting opportunities throughout the season.

About 150 acres in the southern portion of Subunit B, south of the boat ramp, will be dry potentially for the duration of the 2007-08 hunting season. About 70 acres in the north end of Subunit A, north of the check station in the Miller Slough area, will be dry potentially for the duration of the 2007-08 hunting season. Over-water hunting will be impacted in the portion of the hunt units which have been dewatered. Field hunting activities will not be impacted. The vast majority of the Miller Island Unit will still pro-vide adequate water habitats for attracting birds. Maps showing impacted areas are available at the wildlife area office or on the ODFW Web site, www.dfw.state.or.us. Rehabilitated marshes will provide important food sources for birds in coming years and will greatly benefit hunters in the long term. Phone: 541-883-5734

The Cooperative North American Shotgunning Education Pro-gram (CONSEP) is an international organization and information service dedicated to the technical research of nontoxic shot products and their performance. CONSEP delivers its findings to its members and hunters and shooters through its Shotgunning Education Seminars and Workshops conducted by Consultant Tom Roster of Klamath Falls. CONSEP has also expanded into working on a proactive educational program to help waterfowl and upland bird hunters significantly reduce wounding losses and improve their shotgun shooting skills.

CONSEP is currently funded by 18 U.S. state fish and wildlife agencies, the USFWS, the International Hunter Education Association; the principal wildlife agencies or hunting organiza-tions of Australia, Denmark and the U.K; Environ-Metal, Inc. and Remington Arms Company.

Seminars are fun and informative and help hunters learn how to judge distance better, pick the right shotshell load for your gun for different species and ranges, and make better judgments on shots taken which leads to more birds in the bag.

The department enrolled as a formal member of CONSEP in 2006 and Summer Lake Wildlife Area hunters will be the first to

benefit from educational and training opportunities. Two shooting clinics are proposed for the Bend/Redmond area and the Eu-gene/Springfield area in September where a majority of hunters visiting Summer Lake reside. Additional training and educational programs will occur on the wildlife area on the opening weekend of waterfowl season. Numerous department and Oregon State Police personnel will be on the area assisting with the programs which promote safe, sporting and ethical hunting behavior.

Following is the schedule for two shooting clinics:

Redmond Rod and Gun Club, Redmond September 16 8 a.m. start time

Emerald Empire Gun Club, Eugene September 17 8 a.m. start time

There is no fee for the shooting clinic but you must pre-register and more information will be provided upon registering. Further educational materials and shotgun patterning training will be offered to hunters at the Summer Lake Wildlife area on opening weekend.

What is the Upland Cooperative Access Program (UCAP)?UCAP is an incentive-based program designed to provide quality public hunting opportunities for upland game birds on private lands in Wasco, Sherman, Gilliam and Morrow counties in the Columbia Basin.

How Do Hunters Locate UCAP Properties?Hunters must take the initiative to locate UCAP properties. Gen-eral directions to UCAP properties, but NOT landowner phone numbers, are available at the district offices listed on this page. After hunters locate a UCAP property, they can use the name on the UCAP sign and the local phone book to contact the landown-er and schedule a hunt. This extra effort ensures landowners that only responsible hunters are guests on their land.

All participating lands are clearly marked by one of the follow-ing signs. UCAP signs are posted all year to allow hunters the opportunity for pre-season scouting. Eighty-three percent of landowners provide “HUNTING WITH WRITTEN PERMISSION,” while seventeen percent of landowners opt for “WELCOME TO HUNT”. It is unlawful to hunt or enter any posted area without a valid permission slip unless the area is posted as “WELCOME TO HUNT”.

This Program Involves TrustODFW trusts landowners to provide a reasonable amount of public access. Landowners trust hunters to remember they are guests on the land, follow the written restrictions, and abide by the spirit of respect and cooperation required to make this program successful. Hunters repay that trust by leaving gates as they found them and picking up any litter, including shotgun shells.

Program RegulationsIt is unlawful to:

Use a motorized vehicle on fields, trails and posted roads.

Hunt any posted safety zone or enter any “NO PUBLIC ACCESS” area.

Build or use open fires without landowner permission.

Use rifles, handguns or shotguns with slugs on any hunt area unless specific authorization has been given by the landowner.

UPLAND COOPERATIVE ACCESS PROGRAM

The Regulated Hunt Area (RHA) is a cooperative program between ODFW and landowners to allow regulated hunting on private lands. The Columbia Rvr and Port of Morrow RHA near Boardman in Morrow Co and the Coombs Canyon RHA near Pendleton in Umatilla Co provide op-portunities for public access and hunting for upland game birds and waterfowl. Big Game hunting is allowed only on Coombs Canyon RHA by permit only. These areas are also subject to year-round rd closures. The following are prohibited:

Driving or being transported on other than open rds shown on the RHA map.Hunting, entering, or shooting across closed areas and safety zones.Camping (use between 10 p.m. and 4 a.m.).Discharging rifles, handguns, or shot-guns with slugs, except by specific ODFW authorization.Placing waterfowl hunting sites closer than 200 yards apart.Leaving decoys set out overnight (10 p.m. to 4 a.m.).Digging pit blinds

Because of landowner concerns for safety and maintenance of agricultural opera-tions, some areas may be temporarily closed. Hunter numbers will be limited ifcrowding occurs. Columbia Rvr RHA – No entry permit re-quired and open seven days-a-week. Hunt area boundary: Beginning at the eastern city limits of Arlington; east on I-84 to Threemile Canyon (mi post 151); north to the north side of the Union Pacific Railroad right-of-way; east on the railroad right-of-way to the boundary of the Umatilla NWR Boardman Unit; north to the Oregon/Wash-ington state line; west on the Oregon/Washington state line to a point due north of the eastern city limits of Arlington; due south to the point of beginning.Area is open only for game bird and rabbit hunting. It is unlawful to use or pos-sess shot other than federally-approved nontoxic shot for all game bird hunting. Camping is allowed only at Quesnel Park (Threemile Canyon, mi post 151) within the posted safety zone; not to exceed 7 days in any consecutive 14-day period.

Coombs Canyon RHA – Maps available at RHA entrance located by traveling 4 mi south of Pendleton on Hwy 395 (mi post 6.7), 5 mi west on Coombs Canyon Rd, and 1.5 mi north on Ranch Rd.Area is open only for game bird, controlled antlerless deer, controlled youth buckdeer (144T), and predator hunting during authorized seasons from Oct. 14 - Mar. 31, 7 days a week. Permit required for all activities except for game bird hunt-ing. Controlled deer and predator hunters call 541-276-2344 after Sep. 1 for permit details and/or sign up. Port of Morrow RHA – Maps available at RHA entrance located by traveling north on Laurel Rd from exit 165 off I-84, 0.5 mi east on Columbia Ave, and 0.3 mi south-east on Rippee Rd.No entry permit required and open 7 days per week October 14 – January 28. Area is open only for game bird hunting. It is unlawful to use or possess shot other than federally approved nontoxic shot.

Oregon game bird stamps have been providing funds to maintain healthy game bird populations in the state for more than 20 years. The Oregon migratory waterfowl stamp began in 1984 and the upland bird stamp followed in 1990. The stamps (now called license validations) are purchased by game bird hunters in conjunction with the general hunting license. Collectively, sales of game bird stamps and related artwork generate nearly $1 million each year. Funds are used to accomplish a variety of program-related activities, such as game bird research and banding, equipment purchases, and habitat improvement and conservation projects.

In order to be considered a person with a disability under the wildlife laws, a person shall provide either:

(1) Written certification from a licensed physician, which states that the applicant:

a. Is permanently unable to walk without the use of, or as-sistance from, a brace, cane, crutch, prosthetic device, wheelchair, scooter, or walker;

b. Is restricted by lung disease to the extent that the person’s forced expiratory volume for one second, when measured by a spirometer, is less than 35% predicted, or arterial oxygen tension is less than 55 mm/Hg on room air at rest;

c. Has a cardiac condition to the extent that the person’s functional limitations are classified in severity as Class III or Class IV, according to standards established by the American Heart Association.

d. Has a permanent, physical impairment that prevent the person from holding or shooting a firearm or bow or from holding a fishing rod in hand; or

e. Has central visual acuity that permanently does not ex-ceed 20/200 in the better eye with corrective lenses, or the widest diameter of the visual field is no greater than 20 degrees; or

(2) Written proof that the last official certification of record by the United States Department of Veterans Affairs or any branch of the Armed Forces of the United States shows the person to be at least 65% disabled (ORS 496. 018).

The Oregon Disabilities Hunting and Fishing Permit is not a license or tag. Hunters must still obtain a hunting license and apply for and/or purchase appropriate tags/permits/reservations prior to specified tag sale deadlines to hunt in game bird and big game seasons. You must be in possession of your Oregon Disabilities Hunting and Fishing Permit, license, and tags/per-mits/reservations while you are hunting.

An able-bodied companion may accompany a person with this permit and kill any animal wounded by the permit holder. The companion must immediately attach the permit holder’s tag to

the carcass of the animal. The companion is not required to possess a hunting license or tag, except that a person accom-panying a visually impaired hunter is required to possess a valid hunting license.[(OAR 635-065-0090(3)].

The following applies for persons defined in 1(e): “A person who is not visually impaired and who accompanies a hunter who pos-sesses an Oregon Disabilities Hunting and Fishing Permit may: assist the hunter in selecting a game animal or bird; assist the aiming or sighting of a firearm; advise the hunter when to fire a firearm; shoot a game animal or bird on behalf of the hunter while in the immediate presence of the hunter; and tag and retrieve game animals and birds on behalf of the hunter.”

The person accompanying a hunter who is visually impaired is required to possess a valid hunting license. The person accom-panying a visually impaired hunter may also hunt game animals or birds if the person possesses the appropriate tags, permits, reservations, and stamps for the area and time period. A visually impaired hunter must comply with all other tag, permit, reserva-tion, and stamp requirements of the State Fish and Wildlife Com-mission and applicable hunting laws (ORS 498.170).

AN OREGON DISABILITIES HUNTING AND FISHING PERMIT HOLDER MAY:

Hunt from a parked motor-propelled vehicle except on any public rd or hwy. A public rd is the entire right of way of any rd over which the public has a right of use. Public rds include, but are not limited to, rd related structures that are in the right of way such as tunnels, bridges, or similar structures. Rds on federal, state, or local government lands are public rds. Hunt-ing from a parked motor vehicle is allowed on private land with the landowner’s permission and on public land where off-road travel is permitted.

Note: FEDERAL MIGRATORY GAME BIRD EXCEPTION: No persons shall take migratory game birds from or by means, aid, or use of any motor vehicle, motor driven land conveyance, or aircraft of any kind, except that paraplegics and persons missing one or both legs may take from any stationary motor vehicle or stationary motor-driven land conveyance.

Sports Pac license holders need to return after Jul. 1 of each year to any license agent to receive current state upland game bird and waterfowl validations. Validations for this hunting season are valid from Jul. 1, 2006 to Jun. 30, 2007. If you purchased a validation before Jul. 1, 2006, you do not have the current validations to legally hunt during the seasons outlined in this booklet. Check your license and make sure you have the current validations before you travel to the field.
