Dear colleagues,

The international community has provided an ambitiousroadmap to transform the world. The 2030 Agenda forSustainable Development, approved in September 2015by the UN, includes seventeen universally applicablegoals that must have been deployed by 2030. We wantto end all forms of poverty in the world, reduceinequalities, fight against climate change and promoteinclusive, equitable and quality education for all. But wealso intend to guarantee a healthy life at all ages, promotesustainable production and consumption and providesafe and sustainable energy, among others.

It is in this context that the Global University Networkfor Innovation (GUNi) is organizing the InternationalConference on Sustainable Development Goals: Actorsand Implementation in Barcelona on September 18 and19 of this year. The Conference is bringing together aboutsixty experts and leaders of governments, publicagencies, municipalities, companies, universities andresearch centres from more than 25 countries, as wellas Catalan experts and political leaders, to discuss waysto deploy and track the implementation of the SustainableDevelopment Goals (SDGs) on all levels and scales.

GUNi is promoted by UNESCO, the United NationsUniversity (UNU) and the Catalan Association of PublicUniversities (ACUP), which hosts its presidency and thepermanent secretariat. It currently groups 218 universitiesand research centres in 78 countries around the world.Its mission is to contribute to the debate on the socialrole of universities and the process whereby theytransform societies and knowledge economies. Byorganising this Conference, GUNi is seeking to becomea leading actor in the debate and analysis of thedevelopment of SDGs and in the contribution ofuniversities and academic centres throughout.

The 2030 Agenda goals appeal to all countries of theworld to raise awareness of how the problems and realitiesof the planet affect us all. Catalonia and its universitieswant to display firm commitment and effective leadershipin the assumption of these global challenges. TheConference is a unique opportunity for all the agentsinvolved, who I would like to sincerely thank for theirparticipation, to start working to achieve such hugechallenges, which are as praiseworthy as they arenecessary.

The Global University Network for Innovation (GUNi) isan international network created in 1999 within theframework of the UNITWIN/UNESCO Chairs Programme,by UNESCO, the United Nations University (UNU) andthe Universitat Politècnica de Catalunya-BarcelonaTech(UPC) after UNESCO's World Conference on HigherEducation (WCHE) to give continuity to and facilitate theimplementation of its main decisions. Since 2014, theCatalan Association of Public Universities (ACUP) hostsits secretariat and presidency. GUNi’s headquarters arelocated in Barcelona.

GUNi is a network that is currently composed of 218members from 78 countries, and which includes theUNESCO Chairs in Higher Education, higher educationinstitutions, research centres, and networks related toinnovation and the social commitment of higher education.

GUNi has regional offices in Asia and the Pacific, LatinAmerica and the Caribbean, Sub-Saharan Africa, the ArabStates, Europe and North America (USA and Canada).

GUNi’s goals

GUNi strives to gather knowledge and innovativeexperiences, from a holistic perspective, in order to helphigher education institutions and systems to achieveinvolvement in and an impact on the development ofsocieties by:

1. Encouraging Higher Education Institutions to reorienttheir roles in order to broaden their social value andcontribution and strengthen their critical stance withinsociety.

2. Helping bridge the gap between developed anddeveloping countries in the field of higher education,fostering capacity-building and cooperation fromall over the world.

3. Promoting the exchange of resources, innovative ideasand experiences, while allowing for collective reflectionand the co-production of knowledge on emerging highereducation issues, innovation, and social responsibilityon a global scale.

GUNi Reports

Higher Education in the World is a collective publicationresulting from global and regional analysis. Each editionreflects on the key issues and challenges facing highereducation and its institutions in the 21st century toovercome societal issues.

The Higher Education in the World Report 6 (2017) aimsto analyse the dual responsibilities of universities on alocal and global scale, exploring the potential conflict,or intrinsic difficulties, involved in addressing both thelocal demands of society based on the race for globalcompetitiveness, and the local and global demands tocontribute to a more equitable and sustainable society.Universities have the special responsibility of providingadequate answers to both legitimate needs and interestsand thereby contribute to:

Overcoming the global challenges of the world, as summa-rized by the UN Sustainable Development Goals (SDGs);

The development and competitiveness of their immediatesocieties.

Conference Theme

The engagement of universities with the developmentand competitiveness of their nations and, at the sametime, with global challenges, means the generationof advanced knowledge, the creation of innovativeproducts and processes, the training of leaders andprofessionals and the provision of services to enterprises,public administrations and non-governmentalorganizations.

By balancing the global with the local, universities playa key role in the achievement of the SDGs. Radicaltransformation is needed, and the role of universities inthis process cannot be a passive one. Universities arecalled upon to be triggers of change, standing at thecentre of the debate and moving actors towards action.Only through effective collaboration betweengovernments and public agencies, universities andresearch centres, enterprises and NGOs, can theimplementation of the SDGs become a reality.

The International Conference on SustainableDevelopment Goals: Actors and Implementation isintended as a leading international meeting for analysisand debate between all national and international actorsinvolved in the Sustainable Development Goals (SDG),especially universities, governments, cities and publicagencies.

The International Conference offers a platform for workingas a permanent observatory, which will be held everytwo years to discuss the implementation and achievementof the SDGs. From a pragmatic and multidisciplinaryapproach, the International Conference gathers expertsand high level practitioners from around the world andrepresent different stakeholders.

For two days, the participants will meet to discuss, debate,listen to experts from different fields and exchange ideas,experiences and expectations regarding the challengesinvolved in the implementation of the SDGs. During thesedebates, special attention will be paid to the role ofknowledge, science production, and interaction betweenlocal and global arenas.

Why this Conference?

Societies need global transformation and clearcommitment to sustainable development, the reductionof social inequalities and the improvement of livingconditions on local and global levels. The SustainableDevelopment Goals (SDGs) are a response to this need:a universal, ambitious, sustainable development agendainvolving education, health, environment, industry, justice,governance, and cities, among others. Challenges suchas health and demographic change, food safety, qualityeducation for all, safe and clean water, green and efficientenergy sources, climate change, and inclusive and securecommunities need universities to engage by respondingon global and local levels. Universities need, on the onehand, to contribute to the global challenges of the world(summarized by the SDGs) and, on the other hand, tohelp with the economic, social and cultural developmentof their nation, region or society.

Barcelona is one of the most exciting cosmopolitan hubsin the world and it has a long history of hosting majorinternational conferences in all areas of study and work.

The Conference VenueNorth Campus - Vèrtex buildingUniversitat Politècnica de Catalunya-BarcelonaTech

Located on the UPC’s North Campus, the BarcelonaSchool of Telecommunications Engineering, the BarcelonaSchool of Informatics and the Barcelona School of CivilEngineering bring together students, researchers andresearch centres on a campus that is a pace-setter in thefield of technological innovation, both within Spain andinternationally. The North Campus is also home to suchuniversity services as the Rector Gabriel Ferraté Library,a sports centre, a shopping area, and a number of studentassociations. The Nexus buildings, home to manycompanies that work closely with the University, are alsolocated in this area. The Conference will be held on thesame UPC North Campus, in the Vèrtex building, locatedin Plaça d'Eusebi Güell, 6.

Directions from the airport

From Terminal 1&2

The easiest way to reach the venue from the airportis by taking the metro L9-Sud (orange) line up to ZonaUniversitària (last stop) and then walking for approximately10 minutes.

General directions

The North Campus is at the heart of the University Area(Zona Universitària) of Barcelona. It is easily reached bymetro (Green line L3), lying in between two stops: ZonaUniversitària and Palau Reial.

Many public buses also stop next to the venue.You can view the full map at the following website:www.tmb.cat/en/barcelona-transport/map/bus

Registration and information

You will be able to pick up your registration pack, includingthe Conference Programme and name badge, at theconference Registration/Information Desk, which will belocated in the hall of the Auditorium from 8:15am. If youhave any questions or concerns, the GUNi and Universitystaff will happily assist you in any way they can.

What to wear and bring

Barcelona is warm at this time of year. Most of the time,it is sunny with a few clouds. The average temperatureis around 20°C. You may wish to wear light, casualbusiness attire to avoid getting too hot.

Security

Barcelona is no more dangerous in terms of theft thanany other large European city. However, please keep aneye on your bags and wallets and never leave bags onthe back of chairs in a bar or similar venue. Should youhave any security issues; the conference team will be onhand to help you. Please do not leave personalbelongings in the hall when the sessions are on. Keepthem with you at all times or leave them in the cloakroom.

There will be a free WiFi internet connection in allConference areas. There are three options:

Name badges

On checking in at the conference Registration Desk, youwill receive a conference package, including your namebadge. You must wear your badge at all times duringthe conference. If you are not wearing your badge youmay be asked to show identification and evidence thatyou have been registered.

Photography/Recording Waiver

Photographic, audio and video recordings will be madeof the conference. By entering the event premises, yougive consent to the use of your photograph, likeness andvideo or audio recordings in which you appear, wholeor in part, without restriction or limitation, for anyeducational, promotional or distribution purpose.

Refreshment breaks

Complimentary coffee, tea, and water will be availablethroughout the day. Light snacks and pastries will alsobe served at designated times in the common area ofthe Auditorium.

Lunch will be served in the Auditorium hall.

The GUNi SDGs Official Conference Dinner will be heldat the emblematic Palau de Pedralbes (Throne Room),which is a 10 minute walk from the Conference venue.It is offered by the Union for the Mediterranean (UfM).

Parallel Speaker Sessions

Parallel Sessions will run from 11:30 to 13:15 and from15:00 to 17:00 on Monday, and from 11:00 to 13:00and from 14:00 to 15:45 on Tuesday. The sessions willbe held in the Auditorium and rooms VS208-VS217. TheAuditorium and the other rooms are very close to eachother and there will be directions all along the way.All sessions will be held in English. Simultaneousinterpretation from English into Catalan will be providedin the sessions held in the Auditorium.

Young Leaders in Action: New Voicesfor the SDGs

This session will run on the 18th of September from 17:00to 18:30, and will give the chance for young professionalsand academics to voice their views and perspectives ofthe SDGs and the future of the planet. It will be a dynamicand interactive session involving debate not just betweenthe participants, but also the audience.

Presentations and Equipment

All rooms will be equipped with a computer/laptop,microphones and Internet connection. The universityuses a VGA system. If you use MAC or HDMI, you willneed an adapter. If any problems arise, there will bea technician to help you.

Attendance certificates will be available for downloadon the registration platform Conftool after theConference.

Participants are requested to arrive on time for alladdresses, whether their own or those of other speakers.Speakers are reminded that the time slots should bedivided fairly and equally between the number ofpresentations.

Keynote Sessions

Keynote Sessions will be held on Monday at 10:00 and14:00 hours, and on Tuesday at 9:00. Please arrive ingood time if you wish to attend the sessions. Coffee willbe served along with complimentary refreshments andsnacks after the morning Keynote Sessions. The sessionswill all be held in the Auditorium. Higher Education Institutions and Research Centres aresometimes too disconnected from the real struggles andproblems of societies. Both institutions and professionalsare subject to corporate or academic interests that havelittle to do with the real needs of the communities inwhich they work and operate. Both teaching and researchhave to be aligned with the real problems facing society.Additionally, we need to find the necessary tools, suchas Science Shops at HEIs, to find solutions for real andspecific problems.

Bringing knowledge and society together will have a majorimpact on all SDGs. This will happen if the efforts of HEIsand Research Centres focus on solving the issues thatsociety is facing: poverty, health, education, work, etc.

Good examples of these issues are the SDGs that referto sustainability and the environment (SDGs 11, 12, 13, 14,and 15). We must redefine the current pedagogicalapproach so that we succeed in creating a new socialand environmental culture through new curricula.

Session 2Responsible Research and Innovation: a NewConcept for a New Society? (Room VS217)

The concepts of Research and Innovation may seemdifficult to define and somewhat disconnected fromthe pressing issues that society is currently facing.For this reason, when we add the adjective “Responsible”and produce RRI, we are introducing bridging points withthe general public, whereby research becomesa “transparent, interactive process by which societalactors and innovators become mutually responsiveto each other with a view to the (ethical) acceptability,sustainability and societal desirability of the innovationprocess and its marketable products (in order to enableproper embedding of scientific and technologicaladvances in our society)” (Von Schomberg, 2011).Therefore, we must take into account not only the process,but also the results of research.

In order to find connection points between science,technology, innovation and the changes and transforma-tions to society we also need to identify the socialconditions that allow those changes. By doing so, wecan make practical contributions to support the workof the different stakeholders (governments, universities,NGOs, etc.). We must also establish these connectionpoints in developing countries.

The European Union establishes different areas of interestin relation with RRI, as well as specific indicators for eachof these areas: public engagement, gender equality,education in science, accessibility, ethics, sustainabilityand social inclusion and justice. The connection withalmost every SDG is evident, not only in aspects suchas education and gender, but also in more generic topicssuch as sustainability and social justice, which includethe most critical SDGs (mainly, the end of poverty, zerohunger, health and well-being, clean water and sanitation,reduced inequalities, climate action, life on land, peaceand justice, etc.).

The differentiating factor of Responsible Researchand Innovation is its main and ultimate goal: the socio-economic development and improvement of the livingconditions, health and well-being of our societies. Theresponsibility both of research centres and governmentsshows the impact of Responsible Research and Innovationon public policies to achieve the SDGs.

Health services have changed greatly in recent decadesin developed countries, together with the rise of lifeexpectancy. It is of uttermost importance to extend thelatter change to poor and developing countries and breakthe link between disease and poverty. Countries withfewer resources are forced to fight against market laws,since they face diseases such as malaria that are notprofitable for big pharmaceutical companies.

In order to improve the quality of health services, weneed to carefully plan public policy, which is whereresearch and innovation can play a central role. We needto take into account how public health systems have toface a greater demand and insufficient funding. Theyalso need to meet high standards of quality. Researchand innovation are, therefore, the tools by which we canachieve sustainable and efficient solutions. In health,knowledge of diseases through research is a key factorfor the implementation of preventive, diagnostic andtherapeutic measures. Innovation has also brought aboutthe improvement and optimization of internal processesin health services, whereby we now have a more efficientand sustainable system.

The new paradigm in public health is based on researchand scientific evidence. It is also based on medicineand research adapted to the individual, and on bioethics.Research, therefore, needs to locate the person as anactive agent in the decision-making process, so that theneeds of the patient are taken into account. This is theonly way that we can achieve an improvement in thequality and accessibility of healthcare in our societies.

Nowadays, the vast majority of the world’s populationis urban. The trend, most of all in developing countries,will be an increase in urbanization in the coming decades.Cities produce 80% of the world’s GDP and at the sametime 70% of energy consumption, and 70% of greenhousegas emissions. In this context, cities and localgovernments have started to play a key role in theachievement of SDGs. Without them, it will not be possibleto achieve a more just, sustainable and egalitarian society.It is no surprise that one of the SDGs, SDG 11, is focusedexclusively on cities and sustainable communities.

We can no longer speak about local governments assimple followers or executors of the 2030 Agenda.They need to play a key role by identifying, adaptingand defining specific strategies to achieve every SDG.The results need to be visible and assessable throughindicators: quality health and education systems, healthywater, accessible public transportation, high qualityof living, full employment, care for the environment,safe food supply chains, urban regulation, etc.

In order to achieve sustainable development, we mustfirst achieve urban development focused on equalopportunities, access to green areas and oriented towardsspecific solutions for climate change. Careful planningneeds to take into account available resources,stakeholders and deadlines to achieve every SDG ina scheduled, non-interrupted and sustainable way.

National governments need to seek dialogue andconsensus with companies, entities, trade unions,universities, etc. in order to fully involve them in theprocess. They also need to debate with all political partiesto guarantee the continuity of the implemented policiesregardless of the ruling party. The achievement of suchan inclusive pact as this seems to be the only way for the2030 Agenda to transcend the political situation of acountry. As a result of this dialogue, an agreed plan mustbe implemented in order to work for the achievementof the SDGs, and which must also integrate all actorsand stakeholders.

In conclusion, we need a high level of commitment tosustainable development from all actors. Their benefits,beyond the inherent benefits for society, will be theirclear positioning. All actors should command theestablished actions in order for us to shift from thetraditional top-down approach towards a more horizontaland bottom-up approach.

Planning, executing and following the SDGs Agendapresents a problem that is directly related to thefunctioning of international politics; the 2030 Agendawill be determined by the different strategies adoptedby countries and alliances driven by economic parametersthat are not aligned with sustainability. It is importantto add that there are different laws worldwide that alsodetermine the possible implementation of a singleAgenda. For example, there are huge differences in termsof environmental or human rights (most of all in countriesthat do not have democratic systems).

Global governance needs to tackle this problem byconsidering how those regions that unify strategiesand resources will be more successful in the achievementof SDGs than those acting individually. We cannot ignorethe fact that many strategic alliances are above thegeographical and regional factor. Moreover, we needto take into account the role of different actors andstakeholders, including the general public, in globalgovernance. Transnational organizations, global strategiesand local actions in different countries are crucial. Wetherefore need to create dynamic arenas where citizenscan take decisions. Civil society is crucial in theachievement of the 2030 Agenda, and civil societycan be mobilized around the globe.

In the Agenda, we need to differentiate betweenthose issues that have to be forcibly dealt with at thenational level and those that need global commitmentper se, such as climate change. We also need to articulatethe role of rich and poor countries as well as how North-South cooperation affects the global governanceof SDGs.

The concepts of Smart City and sustainability aredirectly linked to each other. The importance of citiesand local governments in the deployment of the SDGsAgenda is evident, to the extent that one of the SDGsis about sustainable cities. Smart cities mean preciselythis: a sustainable urban development that can provideanswers to the needs of citizens and other actors(companies and institutions) in all areas: economic, social,environmental, etc.

Smart and sustainable cities need efficient and qualityservices that can improve people’s quality of living indifferent areas: environment, infrastructures, health,transportation, emergency services, etc.

New technologies are the main ally of smart cities andthe different trends in this area have a high impact onthe services offered (such as the internet of things).

One thing that stands out when it comes to smartcities, beyond what we have discussed so far, is thevery governance of the city. Here we are introducinga paradigm shift, as management is handed, somehow,to the people. Smart cities are participatory andcollaborative by definition. This enables sustainablegovernance and for the SDGs Agenda to be in the handsof the people.

In this neweconomy, we stop being users to become consumers:why buy a new car or a new washing machine when whatwe need is to make a trip or to have clean clothes?

Again, new technologies are playing a predominant rolein the transformation of the economy. Smartphones havegiven way to several business opportunities related tomobile applications. These applications are an effective,accessible and highly useful tool for accessing specificservices in the new paradigm of the consumer citizen.It seems that the concept of ‘buyer’ will die out in thenear future.

We must ask ourselves to what extent this new frameworkcan affect the SDGs Agenda. The current global economyrequires global agreements and shared global governance.How can the new economy help to achieve a moresustainable society? We must insert a new concept inour society: reuse.

The contribution of humanities and its research toresolving social issues cannot be denied. Nevertheless,different stakeholders perceive that, in the wake of theglobal financial crisis, technology and science have takenthe leading role, leaving humanities in the background.The main actors involved in humanities research(universities, researchers and governments) have to makean effort to highlight the important contribution madeby humanities to the progress of mankind and also tothe economy and other areas.

The contribution made by humanities to the achievementof SDGs is a key factor, because the challenges involvean important social component. The contribution madeby humanities to health, education and the fight againstpoverty cannot be debated, although the problem isoften the lack of visibility of results and success. However,we need to critically consider the role of humanities inour society in order to reorient areas of research andalign them with the needs of society and the challengesposed by the SDGs. It would also be interesting to includetransparency in research evaluation processes.

Moreover, when we speak about humanities, we tendto do so from a mistakenly ethnocentric viewpoint thatmakes us biased and limited in our analysis of thesituation. This aspect is especially important in termsof how, in order to achieve the 2030 Agenda, we needglobal solutions, which have nothing to do withethnocentrism and other biased ideologies.

We need to gather views from all around the world toenrich the path towards sustainable development. Thegovernance of SDGs needs to be more global than everso that we can build together, from the best of eachculture, a fairer and more sustainable future. What makesthe 2030 Agenda so different is that, for the first time,we are all involved, not only developed countries.

Having studied education and sociology at Cardiff Universityin the UK, Beth went on to be elected as the education officerat Cardiff University students' union in 2012. From there, shewas then elected first as deputy president of the NationalUnion of Students Wales in 2013, and then president in 2014,where she spent two years representing over 350'000students studying in post-16 education in Wales, andcampaigning on educational issues. Beth has just finishedher year as an elected executive committee member of theEuropean Students' union, where she represented studentsstudying in higher education across Europe. Whilst at ESU,Beth led the work of the organisation on the SustainableDevelopment Goals, working to involve students in theirmonitoring and implementation, and representing studentswithin a number of UN and UNESCO meetings on the SDGs.Beth is currently finishing her masters in Education policyand International development at Bristol University in the UK.

Jaume Casals has been Rector of the UPF since 2013.A Professor of Philosophy at the Humanities Departmentof Pompeu Fabra University (UPF), he is also a senior fellowof the Institute for Catalan Studies. With a Ph.D. in Philosophy,before becoming a professor at UPF he taught at theUniversitat Autònoma de Barcelona (UAB) and Paris DiderotUniversity (Paris 7). Mr. Driss El Yazami was appointed by His Majesty the Kingto chair the National Human Rights Council on March 3rd,2011. He was born in Fez in 1952 and is a graduate of theParis-based Centre de Formation et de Perfectionnementdes Journalists. He was a member of the Advisory Councilon Human Rights (CCDH) and the Equity and ReconciliationCommission (Moroccan truth commission) and on the boardof the Three Cultures Foundation (Spain). He is the Directorof Générique, an association specialized in the historyof foreigners and immigration in France, and chief editorof the Migrance journal. Mr. Driss El Yazami was appointedto chair the Council of the Moroccan Community Abroad,in 2007. He is a member of the COP22 Steering committee.Mr. El Yazami is a former Vice-President of the French Leagueof Human Rights (LDH), former Secretary General of theInternational Federation of Human Rights (FIDH) and a formermember of the Executive Committee of the Euro-Mediterranean Human Rights Network. Meriem works closely in the Division of Social and Civil Affairs,whose objective is to advance the regional agenda on Youthand Women empowerment while developing concreteinitiatives and projects aiming for the socio-economicintegration of young people in the region.Following the recent changes in the Southern Mediterranean,the Secretariat of the Union for the Mediterranean is determinedto understand and respond to the region’s population needswith the active participation of Youth to promote human, socialand economic development. A strong emphasis is placed onyouth employability by bridging the gap between the educationoffer and the labour demand. Particular attention is given toproviding the region’s women with a stronger role in society,paving the way for women empowerment and gender equality.Meriem had also worked as Vice Consul in Strasbourg oncooperation between the Kingdom of Morocco and the Councilof Europe. As a diplomat, Meriem first dealt with Euro-Mediterranean cooperation dossiers at the Ministry of ForeignAffairs and Cooperation in Rabat after having completed hertraining at the Moroccan Academy of Diplomatic Studies andobtained a Master in Management Sciences. Miguel García-HerraizDeputy Secretary General of the Unionfor the Mediterranean in charge of Waterand Environment

Miguel García-Herraiz has been the Deputy Secretary Generalof the Union for the Mediterranean in charge of Water andEnvironment since July 2016. García-Herraiz is a Spanishcareer diplomat who has served the Spanish Ministry ofForeign Affairs for the past twenty years, holding positionsas Deputy Director General for International Affairs ofTerrorism and Disarmament, and, lately, as Counsellor incharge of the relations between the European Union andSouthern Mediterranean countries in the Permanent Missionof Spain to the European Union. He has also been FirstSecretary and Head of Consular section, in charge of theSpanish Cultural Centre in Nicaragua at the Embassy ofSpain in Managua; Head of section for International Affairsof Terrorism; and Deputy Head of Mission at the Embassyof Spain in Bucharest. Mr. García-Herraiz has extensiveexperience in negotiations and has been involved in thedrafting of all recent UfM Ministerial declarations as well therevision of the European Neighbourhood Policy prior to hisappointment as Deputy Secretary General ofthe UfM.

Ricard Giné is a water and environmental engineer, with aspecialization in the delivery of water and sanitation services inlow-income countries. His training and professional experiencehas covered water resources management, water and wastewatertreatment, rural water supply and sanitation as well asenvironmental engineering. He has more than 15 years ofprofessional experience on a variety of projects in Spain, EastAfrica and Central and South America. In the field of water andsanitation services delivery, he has combined formal educationalprograms (M.Sc. at Imperial College London, 2007; and Ph.D.in Civil Engineering at the UPC, 2015) and professional practice,participating in different projects (more than 20) in East Africaand South America. Research topics addressed range fromimproving the availability of reliable information, to improvingaccess to information, and to encouraging the use of thisinformation in decision-making processes. Specifically, researchinterests focus on the connections between the improveddelivery of water, sanitation and hygiene services and humandevelopment – especially the links between science, policy andpractice, in low-income countries. They relate to the developmentof monitoring and reporting systems to inform decision-making,and include, among others, the analysis, from a human rightsperspective, of national and international monitoring systems,with special attention to the WHO/UNICEF Joint MonitoringProgramme for Water Supply and Sanitation (JMP) and the post-2015 proposal, particularly the dedicated goal on water (SDG6); and iv) the sustainability assessment of WaSH interventions.

Tamires Gomes Sampaio is 23 years old. She holds aBachelor’s Degree in Law and a Master’s Degree in Politicaland Economic Law from Universidade PresbiterianaMackenzie, one of the oldest private institutions in Sao Paulo.She got a ProUni scholarship to attend the institution. Hergraduation thesis was about “Public Security and Citizenship:the Genocide of Black Youth in Brazil”, which was awardedbest thesis of the semester. Her research focuses on acomparative study between the justice system of Brazil andthe USA and its impact on the genocide of the blackpopulation in both countries. She was the first black womanto be appointed president of the Law Students Union ofMackenzie. She is the former vice president of the NationalUnion of Students of Brazil (2015-2017), and she militatesfor the inclusion of black young people in higher education.She is a militant of the black and feminist movement. Politicalparticipation is, according to her, the main tool by which asociety can be transformed.

Dr. Marga Gual is a Project Director at the Center for ScienceDiplomacy at the American Association for the Advancementof Science (AAAS), where she explores the role of science asa universal language to help break down barriers and buildbridges between peoples and nations. She currently leadsthe AAAS-Cuba science diplomacy program, develops globalscience diplomacy research, education and capacity buildinginitiatives, and serves as senior editor of the policy journalScience & Diplomacy. Marga serves on the Research,Innovation and Science Experts High-Level Group to EuropeanCommissioner Carlos Moedas, helped design the first Science,Technology and Innovation Diplomacy Strategy for the SpanishGovernment, and was named one of the “100 Spanish expertsin innovation” by Fundación Cotec, "40 Under 40 Latinos inForeign Policy" by The Huffington Post, and “10 Latinas ThinkBig Innovators to Watch in 2016.” For the past 10 years shehas worked in more than 40 countries. Maura Hiney has a PhD in Molecular Diagnostics andEpizootology from the National University of Ireland Galway.She is currently Head of Post-Award and Evaluation with theHealth Research Board, Ireland. From 1990-1999 she workedas a senior researcher and managed a disease diagnosticsservice for the Irish fisheries industry and from 2000-2007Maura was Head of Research Support Services for NUIGalway. She has been influential in raising awareness ofresearch integrity (RI) issues since 2007 and was instrumentalin establishing a National RI Forum of key stakeholders.Internationally, Maura chaired a Working Group of ESF Forumon RI, is a member of the European Network of RI Offices(ENRIO) and chairs the Science Europe Working Group onRI. With ALLEA she coordinated a revision of the EuropeanCode of Conduct on RI, which was launched byCommissioner Moedas in March 2017. She sits on theEuropean Advisory Committee for the 5th World Congresson RI and the Oversight Board of the EU-funded PRINTEGERand ENTiRE projects on research climate. She was a keycontributor to the European Competitiveness Councilconclusions on RI in 2015.

Léo HellerSpecial Rapporteur on the Human Rights toSafe Drinking Water and Sanitation, UN

Mr. Léo Heller is the second Special Rapporteur on the humanrights to safe drinking water and sanitation. He was appointedby the Human Rights Council in November 2014, having startedhis mandate on 1 December that year. Heller is currently aresearcher in the Oswaldo Cruz Foundation in Brazil. Previously,Heller was Professor of the Department of Sanitary andEnvironmental Engineering at the Federal University of MinasGerais, Brazil from 1990 to 2014. During his career in the FederalUniversity of Minas Gerais, Heller held several positions includingthe Head of the Department of Sanitary and EnvironmentalEngineering, Associate Provost of Graduate Studies, Dean ofthe School of Engineering and coordinator of the GraduateProgram in Basic Sanitation, the Environment and WaterResources. Heller has extensive experience in formulatingpolicies, teaching and researching in the field of public policyand management and of environmental health related to waterand sanitation. He has been coordinating large interdisciplinaryresearch groups and he is author of several books, book chaptersand journal articles on technological, health and policy dimen-sions of water and sanitation. He has long tradition of workingtogether with and taking part in social movements related tohuman rights to water and sanitation, especially in Latin America.He holds a BA in civil engineering, MSc in water, sanitation andthe environment and PhD in Epidemiology, with a thesis on theassociation between water and sanitation and health outcomes.He also carried out post-doctoral research at the University ofOxford (2005-2006), focusing on the theoretical aspects of pu-blic policy and management in the water and sanitation sector.

Josep Ibáñez has been a professor of International Relationsat Universitat Pompeu Fabra (UPF) since 1996. He receivedhis PhD in International Studies in 2003. Prior to that, hehad studied Political Science at the Universitat Autònomade Barcelona (UAB) and Translation and Interpretation at theUniversity of the West of England and Université Rennes 2-Haute Bretagne. He has worked in post-graduate programmesat several universities, including UPF, the University of Denver,Seoul National University, the Universidad Complutense deMadrid, the Universidad Autónoma de Madrid, theUniversidad del País Vasco, the UAB and the Centre d'EstudisInternacionals-Universitat de Barcelona. He has worked asa professor of Global Governance at the Institut Barcelonad'Estudis Internacionals since 2007. His research is dedicatedto the role of non-state actors and authorities in worldpolitics; the political economy of information andcommunication technology; and issues of global governance(the Internet, cyber security, international organised crimeand private military and security companies). Sophie HoweFuture Generations Commissioner for Wales

Sophie Howe was appointed as the first Future GenerationsCommissioner for Wales in February 2016. Prior to this role,she was the first Deputy Police and Crime Commissionerfor South Wales and the only woman in a police commissionerleadership role in Wales. In this role, she led programmesto tackle violent crime and violence against womenand girls. Sophie served as a Government Special Adviserfrom 2009-2013 providing policy and political advice oncommunities, local government, community safety, housing,regeneration and equality to the Cabinet and First Minister.With a background in equality and diversity, having managedthe legal department in the Equal Opportunities Commissionand subsequently as a policy adviser in the Equality andHuman Rights Commission, Sophie chaired and wrote thereport of the Councillors Commission Expert Panel onincreasing diversity in Local Government. Sophie servedas a County councillor in Cardiff - having been elected atthe age of 21 she became the youngest Councillor in Wales.During her nine years as a Councillor she was Deputy Leaderof the Opposition for a period, as well as a member of the Children and Young People Scrutiny and PlanningCommittees. She is currently a member of the WelshCommittee of the Equality and Human Rights Commissionand is Chair of the international Network of Institutionsfor Future Generations.

Dr. Alejandro Jiménez is a WASH (water, sanitation andhygiene) specialist at SIWI. Programme Manager at the UNDPWater Governance Facility at SIWI (WGF), Alejandro leadsthe coordination of UNDP global programme, GoAL WASH,and the Accountability for Sustainability programme –a UNICEF partnership. Alejandro joined SIWI in 2013. He hasover 14 years of experience working with water governanceissues in East and Southern Africa, Central America andWest Africa. Prior to joining SIWI, Alejandro worked for theprivate sector, for the NGO ONGAWA, and the TechnicalUniversity of Catalunya, and worked as consultant fororganizations such as World Bank and UNICEF. Federico Mayor Zaragoza was chair of biochemistryand biology at the University of Granada (1963-1973)and the Universidad Autónoma de Madrid (1973-2004).He was also the rector of the University of Granada (1968-1970). His professional life has included being promoterof the Spanish programme for the prevention of newborndisabilities; director general of UNESCO (1987-1999); ministerof education and science (1981-1982); director generalof UNESCO (1987-1999); president of the Foundation fora Culture of Peace (2000-present) and chair of the EuropeanResearch Council Expert Group (ERCEG) in 2002. Ms. Namhla Mniki-Mangaliso is the Director at African Monitor(AM). AM’s current strategic focus is to advocate for improvedeconomic opportunities for Africa’s grassroots communitiesso that they can independently generate their ownlivelihoods. Ms. Mniki-Mangaliso also served as Head ofthe Secretariat for the Africa CSO Working on Post-2015,a network of over 100 African CSOs that have beencollaborating to develop a framework reflecting theconsensus position emerging out of CSO consultationsin Africa, in a way that is inclusive, transparent and open.Prior to taking up the position at African Monitor, Ms. Mniki-Mangaliso was the Head of Secretariat for the MandelaInstitute for Development Studies. She is a developmentactivist with extensive experience in starting and managingdevelopment-focused organisations working in Africa, inwhich role she has gained extensive technical skills in policyanalysis, research and advocacy. Peter OkebukolaPresident of GUNi’s Regional Office in Africa

Professor Peter Okebukola studied at the University of Ibadanwhere he obtained his Bachelor’s degree in 1973, followedby Master’s and Ph.D degrees in Science Education at thesame university. He received specialized training at theMassachusetts Institute of Technology (M.I.T.) and HarvardUniversity. He now specializes in quality assurance ineducation systems, science, computer and environmentaleducation. He is the President of the Global UniversityNetwork for Innovation GUNI-Africa. He is the most recentExecutive Secretary of the National Universities Commission(NUC), and introduced ranking into the Nigerian universitysystem. He is currently working with the leadership of NUCto refine that system and implement it at the national leveland throughout Africa. He served as Consultant to the AfricanQuality Rating Mechanism, an initiative of the African Unionto improve the quality of higher education in Africa throughquality self-rating. He has won several international goldmedals in science and computer education. He has beenawarded a number of honorary D.Sc degrees and is a recipientof the National Honour of the Officer of the Order of theFederal Republic.

Sijbolt Noorda is president of the Magna Charta Observatory,Bologna and of the Academic Cooperation Association,Brussels. He is a former president of the Dutch Associationof Research Universities, president emeritus of Universiteitvan Amsterdam and a former Board member of the EuropeanUniversity Association. Dr. Noorda writes and lectures onteaching and learning in Higher Education, about ideals andpractices of internationalization, on open science, corevalues and on governance issues in HEIs. He regularly reviewsand gives advice to individual universities and nationalsystems in the European Higher Education Area. In TheNetherlands, he chairs the supervisory board of Codarts(the Rotterdam University of the Arts), the board of De GroeneAmsterdammer (the only independent weekly magazinein the country) and the board of Muziekgebouw aan hetIJ (the music hall for contemporary classical music).He is the father of three daughters who have each forgedtheir own professional careers.

Planell i Estany (born 1951) is a Spanish academic.Planell was born in Barcelona, graduated in Physics fromthe University of Barcelona (UB) in 1975 and earned hisdoctorate in Materials Science from Queen Mary, Universityof London, in 1983. Since 1992 he has been full professor inthe Materials Science and Metallurgy department of theBarcelona School of Industrial Engineering at the UniversitatPolitècnica de Catalunya (UPC). He succeeded Imma Tubellai Casadevall as President of the Universitat Oberta deCatalunya (UOC) in April 2013. In 2013, he received theGeorge D. Winter award from the European Society forBiomaterials. An international jury of experts selected Planellfor this prestigious award. He was the first Spanish scientistto receive it and he did so “for his excellence in the research,vision and dissemination of the science of biomaterials,which is widely renowned in the scientific community”.Likewise, in 2001 he was awarded the Catalan government’sDistinction for the Promotion of University Research and in2006 he received the City of Barcelona award, in thetechnological research category. He has been member ofthe Catalan Royal Academy of Doctor since 2006 and is anelected member of Barcelona's Royal Academy of Artsand Sciences.

Lourdes Reig is Lecturer at the Department of Agro-foodEngineering and Biotechnology. Raül Romeva was appointed Minister of Foreign Affairs,Institutional Relations and Transparency in January 2016.He holds a degree in Economics and a PhD in InternationalRelations. He has lectured on European politics andinternational affairs at several universities. He has workedat the UNESCO Centre of Catalonia, UNESCO Bosnia andHerzegovina, Oxfam and the School for a Culture of Peaceat the UAB (Universitat Autònoma de Barcelona). He has alsobeen an electoral consultant for the OSCE. Prior to beinga member of the European Parliament for 10 years (2004-2014), he taught International Relations at the UAB from1994 to 2002. He has also collaborated regularly as an analystfor several media. During his time at the European Parliament,representing ICV, he mainly worked with the followingcommissions: Foreign Affairs, Political Affairs andImmigration, Women's Rights and Equality, Fisheries andMarine Affairs, Social Policy, Human Rights and Security andDefence. Educated in modern history, literature, environmental sciencesand development issues, Jan-Gustav began working withthe UN in the 1970s. He has taught about the UN, workedwith the CSD process (UN Commission for SustainableDevelopment), was a liaison officer between the UN andthe NGO community at the UN HQ in New York, worked forthe Norwegian aid agency in Botswana, and Norway’s foreignoffice in Uganda, and has extensive NGO experience. Hespeaks several languages and lectures regularly at the OsloUniversity College. He has given workshops and guest lecturesall over the world on the UN, governance, environment,sustainable development and stakeholder engagement,evaluated projects and organisations in Africa, Asia and LatinAmerica, advised governments on relations with civil societyand NGOs, chaired UN meetings, facilitated UN processes,translated several books from English to Norwegian andauthored two books and numerous articles on the environmentand sustainable development. He works for Stakeholder ForumUK on global sustainability and governance issues and PureConsulting in Norway where he advises on implementationof the SDGs.

Dr. Rolf Tarrach was president of the new Universityof Luxembourg from January 2005 to December 2014.He studied physics in Valencia, received a PhD degreein Barcelona and was a postdoc at CERN, Geneva. Dr. Tarrachis a professor of theoretical physics at the University ofLuxembourg, and has served in that capacity at theuniversities of Valencia and Barcelona. He has publishedsome 100 articles in quantum field theory, quantumchromodynamics and quantum information theory, fourbooks on different subjects and some 100 essays on research,education and other knowledge related subjects. He has anhonorary degree from the University of Saint Petersburg andhas received awards and decorations in Spain, Portugal andLuxembourg. He has been Vice-president at the Universityof Barcelona. He is a former president of the CSIC (theSpanish Scientific Research Council, Madrid), and a formermember of EURAB, EUROHORCS, ESOF2004 (in Stockholm,2006 in Munich and 2008 in Barcelona), former presidentof ACA (Brussels) and former Vice-chair of the jury of theFrench “Initiative d’excellence”. He chaired the committeeof international experts EU2015 (2011, Spain). He has beenon the EUA Council for 10 years and is EUA’s presidentas of July 2015.

Rajesh Tandon is an internationally acclaimed leader andpractitioner of participatory research and development.He founded the Society for Participatory Research in Asia(PRIA), a voluntary organisation providing support tograssroots initiatives in South Asia. He was appointed asUNESCO Co-Chair on Community-Based Research and SocialResponsibility in Higher Education for two terms (2012-2016and 2016-2020). Dr. Tandon obtained his PhD in organisationalscience at Case Western Reserve University, Cleveland.A pioneer of participatory research, he has given newmeaning to academic research by redefining the relationshipbetween the researcher and the researched. He haschampioned the cause of building organisations andcapacities of the marginalised through their knowledge,learning and empowerment. Dr. Tandon has authored morethan 100 articles, a dozen books and numerous trainingmanuals. For his distinguished work on gender issues, theGovernment of India honoured him with the prestigiousAward in Social Justice in March 2007. The University ofVictoria, Canada, awarded Dr. Tandon a Doctor of Law(Honoris Causa) degree in June 2008. He is the first Indianto be inducted to the International Adult and ContinuingEducation (IACE) Hall of Fame (class of 2011). The IndianAdult Education Association (IAEA) presented Dr. Tandonwith the Nehru Literacy Award - 2015.

Prof. Tilbury is the inaugural Vice-Chancellor and CEOof the University of Gibraltar. Daniella is the recipientof several research awards including the MacquarieInnovation Award for Research (Australia 2007) and MarieCurie International Research Fellowship (EuropeanCommission 2009). She was the Founding Director of theAustralian Research Institute in Education for Sustainability(ARIES) and the UN Centre of Expertise in SustainableDevelopment. She is a Principal Fellow of the HigherEducation Academy (UK) and a Foundation Fellow of theLeadership Trust and the Salzburg Futures LeadershipAcademy. Daniella has assessed strategic higher educationinitiatives on behalf of government agencies in Australia,New Zealand, China, Japan, North Africa and Europe.Together with Dr Alex Ryan, she led a large HEFCE QAAfunded ‘Leadership, Governance and Management’ projecton embedding sustainability into quality assurance processesin higher education (2010-12) and a Higher EducationAcademy study into flexible learning (2013). Her current researchtopics are: a) the role of the agglomeration economies onthe location of the economic activity; b) the impact ofinfrastructures on city growth, suburbanization, urbancongestion and pollution c) the effectiveness of citydevelopment policies and land use regulation on city growth,social composition of neighborhoods and housing pricesand d) the political economy of coastal destruction. Herresearch has been published in top journals of her field asthe Journal of Urban Economics, the Journal of PublicEconomics, the Journal of Economic Geography, the Journalof Regional Science or Regional Science and UrbanEconomics, among others.

Josep M. Vilalta is GUNi Director and Executive Secretaryof the Catalan Association of Public Universities (ACUP). Previously,he has held the following positions and responsibilities: DeputyDirector General for Research of the Government of Catalonia,Head of the Evaluation, Studies and University Cooperation ofthe Government of Catalonia, Head of the Strategic PlanningUnit of the Universitat Politècnica de Catalunya, Coordinator ofthe UNESCO Chair for University Management, Deputy Directorof Management of the Laboratori d’Enginyeria Marítima (UPC)and Executive Secretary of the International Centre for CoastResources. He has lectured in the fields of public management,public policy and university and research management atdifferent universities and centres. He also promoted andcoordinated a Master in University Management and Policy. Hehas published more than 60 articles, chapters of books, reportsand books. He holds a degree in History and Geography(Universitat de Barcelona), a Master in Public Management(Universitat Autònoma de Barcelona), a Master in Politicaland Social Theory (Universitat Pompeu Fabra) and a postgraduatedegree in Higher Education Management (Open University andUniversiteit Twente). He has been a visiting lecturer at theUniversity of London (Great Britain) andat the University of Twente (The Netherlands).

Rafael VilasanjuanDirector of Policy and Global DevelopmentBarcelona Institute for Global Health (ISGlobal)

Mr. Rafael Vilasanjuan is Director of Policy and GlobalDevelopment of ISGlobal since March 2011. He was DeputyDirector of the Centre for Contemporary Culture of Barcelona(CCCB) from 2006 to 2011. He also worked for over 12 yearswith Médecins Sans Frontières (MSF), starting asCommunication Director in 1995 and later as General Directorof the Spanish section of MSF. In 1999, when the organizationwas awarded the Nobel Prize for peace, he was appointedGeneral Secretary of MSF International until 2006. Duringthis period he worked in conflict areas such as Afghanistan,Chechnya, Somalia, Sudan, West Africa, the DemocraticRepublic of Congo, Colombia and Iraq. He has alsoparticipated in observatory missions with the NationalDemocratic Institute, monitoring electoral processes in theMiddle East. As General Secretary of MSF, he was a foundermember of the Drugs for Neglected Diseases initiative (DNDi),which develops and delivers new drugs for diseases indeveloping countries. Mr. Vilasanjuan still collaborates withthe DNDi. Mr. Vilasanjuan is a journalist with a degree ininformation sciences from the Autonomous University ofBarcelona. He has a weekly opinion column on internationalaffairs in El Periódico and contributes weekly as a politicalaffairs analyst on the morning news programme on theleading radio station in Spain (Cadena SER) and on theleading news programme on TV3, Catalonia’s autonomoustelevision network.

Ken Webster has a background in economics, sustainabilityand education. He joined the EllenMacArthur Foundationbefore its launch in Sep 2010. He is author of CircularEconomy A Wealth of Flows (EMF 2015) and contributor toboth A New Dynamic Effective Systems in a Circular Economy(2013) and A New Dynamic Effective Business in a CircularEconomy (2016). He has two decades of experience inworkshops communicating economic ideas for a variety ofaudiences and is currently Visiting Fellow at CranfieldUniversity, where he is working on the development of anExec Education MSc around the Circular Economy on behalfof the Foundation. He is also Honorary Research Fellow atExeter University.

Getting around

Barcelona is perfect and well prepared for walking andit is actually the best way to visit the centre: the OldTown, streets in the Gothic quarter, Barceloneta and thebeach, the fantastic Palau de la Musica Catalana in theBorn district and La Ciutadella.

Buses and Metro

The Metro is the best and fastest way to move around.You can buy different types of ticket. The most suitablein this case would be Hola BCN! Travel Cards. These cost€14.50 for two days and €21.20 for three days and areavailable at any metro station. All metro tickets can becombined with the bus and train networks.

Remember that public transport is the most sustainablesystem!
