USPS National Sponsorship — Dollars For ScholarsAgain this year, the Postal Service is a national sponsor

of Dollars for Scholars, an educational scholarship program.The sponsorship recognizes the Postal Service as the “Offi-cial Carrier of the National Dollars for Scholars Organization”for 1997. The Postal Service sponsorship of Dollars forScholars began last year (see Postal Bulletin 21917(4-11-96)). Dollars for Scholars was selected for sponsor-ship as part of the Postal Service Marketing Department’seducational outreach program. The Postal Service’s educa-tional outreach efforts are intended to support education atthe local level.

Dollars for Scholars consists of over 760 chapters nation-wide. The chapters are community-based, volunteer-di-rected scholarship foundations affiliated with Citizens’Scholarship Foundation of America, Inc., headquartered inMinnesota. Established in 1958, Dollars for Scholars chap-ters have awarded over $270 million to students throughoutthe country. In recent years, chapters have been establishedin neighborhoods and communities traditionally underrepre-sented when securing opportunities for post-secondary

education. In many communities, volunteers begin prepar-ing students at the elementary school level. The goal of Dol-lars for Scholars is to provide every qualified student anopportunity to attain a college education. They hope to reachthat goal by working with the Postal Service.

A list of Dollars for Scholars chapters has been providedto each area office. Anyone interested in volunteering shouldcall Dollars for Scholars at 800-642-7207 for more informa-tion or contact the Area Sales Office (Advertising & Promo-tion) or Corporate Relations Center. Participation isvoluntary and should be off-the-clock. Local chapters raisemoney for scholarships through a variety of means, includ-ing direct mail, phone-a-thons, sports tournaments, auc-tions, and bake sales. Last year some offices cosponsoredspecial events with Dollars for Scholars to attract customersto the post office and to help raise funds for deserving stu-dents. Welcome Kit National Test

The Welcome Kit, a new value-added program for customers who move, was recently tested in the Boston, Buffalo,Indianapolis, San Antonio, and Sacramento metropolitan areas. The regional tests ran from May through August 1996, andreceived a very favorable customer reception. The programis now being expanded to a national market test over thenext year. Production is scheduled to begin this month.

The Welcome Kit will be sent, one per household, tocustomers who submit a change of address order. Keybenefits include reduced costs to the Postal Service, newnet revenue and improved customer service. The WelcomeKit contains the address change Confirmation NotificationLetters (CNL) mailed to new movers along with a variety ofhelpful move related items and services.

Often the very first mailpiece movers willreceive at their new address, theWelcome Kit improves customerservice by providing the followingvaluable information and items:

� The customer’s addresschange Confirmation NotificationLetter (CNL).

� The address and phonenumber of the local post office thatserves the new address.

� A Settling-In Savings bookletcontaining helpfulinformation typicallyneeded just after moving.

� Consumer friendlychange-of-addressinformation for theBureau of MotorVehicles, IRS, andvoter registration.

� Local telephone numbersand addresses for importantservices in the customer’s newarea.

Based on feedback received from over1,600 customers and 20 postmasters in theregional test markets, the national test is expected tobe well received by customers and the media.

Domestic MailDMM NOTICE/REVISION

Barcoded Tray and Sack LabelsDomestic Mail Manual (DMM) M031 and M032 are re-

vised to amend the standards for tray and sack labels. Theserevisions are effective immediately except for the clarifica-tion in DMM M032.2.1c that perforations are not permittedthrough the barcode or barcode quiet zones on barcodedtray labels. This clarification is effective July 1, 1997, to allowaffected mailers time to procure new tray label paper stock.These revisions will appear in DMM Issue 52 (scheduled forrelease on July 1, 1997).

The revised standards for barcoded tray and sack labelsloosen some specifications and clarify the language of someexisting requirements. The revised standards also incorpo-rate applicable provisions of DMM M031, general labels, intoDMM M032, which pertains to barcoded tray and sack la-bels, so that all applicable standards for barcoded labels willappear in one place.

DMM M031 pertaining to general label requirements is re-vised to include changes to the specifications for the paperstock so that the same paper stock can be used for barcodedand nonbarcoded labels. DMM M031 is also revised to in-clude provisions for using the City State File for city and stateabbreviations. DMM M032 is reorganized and published inits entirety in this notice, except for the content identifiernumber (CIN) exhibits.

Following is a listing of other revisions made to DMMM032.

1. Physical Barcoded Tray Label Specifications

a. Basis Weight. The basis weight of the paper stock isreduced from a minimum of 80-pound paper to a mini-mum of 70-pound paper.

b. Thickness. The minimum thickness of tray labels is re-duced from 0.007 to 0.005 inch, and the maximumthickness requirement is removed.

c. Height. The minimum height of tray labels is reducedfrom 1.9 to 1.860 inches. This will allow use of labelstock measuring 1-7/8 (1.875 ) inches high as well asprovide some tolerance for variations in the height ofsuch label stock.

d. Length. The maximum length of tray labels is in-creased from 3.375 to 3.515 inches. This will allowstandard business card paper stock to be used, pro-vided that it meets the basis weight and other require-ments.

e. Perforations. A new section is added to clarify that per-forations are not permitted through the barcode or bar-code quiet zones on tray labels. These perforationscan interfere with accurate reading of the barcode. Be-cause the barcode must appear in the middle of the la-bel, this effectively means that perforated paper stock(use of two sack labels to prepare a large tray label) isnot permitted for tray labels.

f. Reflectance. A cross-reference to the requirementsfor reflectance specifications is added to the physicalrequirements.

2. Printing of Human-Readable Information onBarcoded Tray Labels

a. Destination (Line 1). The minimum height of letters onthe destination line is reduced from 0.135 to 0.120inch. The minimum height of the ZIP Code on the des-tination line is not changed and remains at 0.190 inch.This allows a standard size font to be used with labels.No change is made to the character-per-inch require-ment for this line.

b. Content Line (Line 2). The minimum height of the con-tent line is reduced from 0.135 to 0.120 inch. The maxi-mum character-per-inch requirement is raised from 12to 17 characters.

c. Origin Line (Line 3). The language pertaining to the ex-isting requirement of a maximum character height of0.085 inch is clarified. The character-per-inch limit forfont density is deleted.

d. City/State Abbreviations. Provisions are added to al-low abbreviations for city and state names to be ob-tained from the City State File as well as fromPublication 65, National Five-Digit ZIP Code and PostOffice Directory.

e. Extraneous Information. In addition to the current pro-visions for extraneous information in 6-point or smallertype above the destination line, provisions are madeto allow extraneous information to appear at the bot-tom of the label. This information may begin 1.620inches from the top of the label and extend to the bot-tom of the label. Within this lower area, the extraneousinformation may extend 2.75 inches to the right fromthe left edge of the label. There are no font restrictionsfor information printed in this area at the bottom of the

label with two exceptions. If information in this area re-sembles a day of the week or a USPS air stop code itmust be in 10-point or smaller type, and internal mailerbarcodes are not permitted in this space or anywhereelse on the label, unless approved by USPS Head-quarters Engineering (see DMM G043) on a case bycase test basis.

3. Barcode Specifications for Barcoded TrayLabels

a. Quiet Zones. The requirements for quiet zones areclarified to eliminate conflicting language. The specifi-cations now clearly state that the quiet zones to the leftand right of the barcode must each measure at least10 times the X dimension, and the quiet zones aboveand below the barcode must each measure at least0.070 inch.

b. X Dimension. The definition is clarified in DMMM032.2.4f.

c. Printing Tolerances. The definitions are clarified andexamples added in DMM M032.2.4h.

4. Physical Barcoded Sack Label Specifications

Reflectance. A cross-reference to the requirementsfor reflectance specifications is added to the physicalrequirements.

5. Printing of Human-Readable Information onBarcoded Sack Labels

a. Font Density. The number of characters per inch per-mitted on the human-readable lines is increased from15 to 17 characters.

b. Barcode Numeric Line. A provision for the optional in-clusion of a barcode numeric line is added.

c. Extraneous Information. The applicable restrictionson the placement of extraneous information on sacklabels in DMM M031 are copied to DMM M032.

d. City/State Abbreviations. A provision is added to allowabbreviations for city and state names to be obtainedfrom the City State File as well as from Publication 65,National Five-Digit ZIP Code and Post OfficeDirectory.

6. Barcode Specifications for Barcoded SackLabels

a. X Dimension. The definition of the X dimension is clari-fied in M032.3.3f.

b. Printing Tolerances. The definitions are clarified andexamples added in DMM M032.3.3h.

3.2 Specifications

A tray label must meet these specifications:

a. Color: white or manila for First-Class Mail and Stan-dard Mail (A); pink for Periodicals.

b. Weight: minimum 70-pound paper stock (500 sheets,24 by 36 inches).

c. Height (perpendicular to printing): 1.860 inches mini-mum; 2.015 inches maximum.

d. Length (parallel to printing): 3.250 inches minimum;3.515 inches maximum.

1.0 BASIC STANDARDS—TRAY AND SACKLABELS

1.1 Use

Only tray labels may be used for trays; only sack labels maybe used for sacks. Effective July 1, 1997, barcoded tray la-bels are required for all mailings of automation rate First-Class Mail flat-size pieces and automation rate First-ClassMail, Periodicals, and Standard Mail (A) letter-size pieces.

Effective July 1, 1997, barcoded sack labels are required forall mailings of automation rate Periodicals and Standard Mail(A) flat-size pieces prepared in sacks. Barcoded tray andsack labels are encouraged for use with automation rate mailbefore that date, and are also encouraged on nonautomationrate mailings. Mailer-produced barcoded tray and sack la-bels must meet the standards below. Information on labelsmust be machine-printed. Revisions to preprinted barcodedlabels (e.g., handwritten changes) are not permitted. Labelsare to be inserted completely into the label holder to ensurethat they do not fall out during processing.

1.2 Destination Line (Line 1)

The destination line must meet these standards:

a. Placement. The destination line must be the top line ofthe label, placed in the position shown in Exhibit 1.0aor Exhibit 1.0b (above the barcode on tray labels andto the right of the barcode on sack labels). An excep-tion is that one line of extraneous information may ap-pear above the destination line on tray and sack labelsas provided in 2.2f and 3.2f. The destination line mustbe completely visible when placed in the label holder.This visibility is ensured if the top line is no less than1/8 (0.125) inch below the top of the label when the la-bel is cut and prepared.

b. Information. The destination line must contain only theinformation required by the applicable standards forthe class, processing category, sortation level of thetray or sack, and the rates claimed. This information iscontained in module L labeling lists for all sortation andrate levels except trays and sacks to carrier route,5-digit carrier routes, and 5-digit destinations and traysto 5-digit scheme destinations. For carrier route, 5-dig-it carrier routes, and 5-digit trays and sacks, the cityand two-letter state abbreviation of the destination5-digit ZIP Code area must be shown. For 5-digitscheme trays, the city, two-letter state abbreviation,and ZIP Code for the destination scheme must be ob-tained from the City State File. The destination linemay contain abbreviated city and state information ifsuch abbreviations are those in the City State File orin Publication 65, National Five-Digit ZIP Code andPost Office Directory.

c. Military Destinations. On carrier route, 5-digit carrierroutes, and 5-digit trays and sacks for military destina-tions, the destination 5-digit ZIP Code of the mail con-tained in the tray or sack must be preceded by “APO”or “FPO,” as applicable, and “AE” (for 090-098 ZIPCodes), “AA” (for 340 ZIPs), or “AP” (for 962-966ZIPs), as applicable.

1.3 Content Line (Line 2)

The content line must met these standards:

a. General. The content line must appear directly belowthe destination line as shown in Exhibit 1.0a or Exhibit1.0b. This line must show the class, processing cate-gory, and effective July 1, 1997, the sortation level ofthe tray or sack as required by the applicable stan-dards for the mailing. Until July 1, 1997, the applicablecontent line standards are obtained from either DMMIssue 51 or Postal Bulletin 21937. Beginning July 1,1997, the content line standards in Postal Bulletin21937 will be required and will be incorporated intoDMM Issue 52. If the content line standards in PostalBulletin 21937 are used, the appropriate content iden-tifier number (CIN) in Exhibit 1.3c of Postal Bulletin21937 that corresponds to that content line must beused in the barcode. If the content lines in Exhibit 1.3aof DMM Issue 51 are used, the CIN that either matchesor best describes the content of the tray from Exhibit1.3a must be used.

b. Periodicals. Periodicals publications must use either“PER” or “NEWS” as follows. “NEWS” is used for pub-lications authorized newspaper treatment on March 1,1984, or that are issued weekly or more frequently.“PER” is used for all other Periodicals publications.

c. Additional Information. For all classes, as required bythe applicable module L labeling list, the content infor-mation for some destinations must be followed byadditional processing code information, which mustbe right-justified. For 3-digit scheme trays, the contentline for some destinations must be followed by the let-ter “A,” “B,” or “C” as specified in the labeling list. Forcarrier route trays and sacks, the content informationmust be followed by a one-letter carrier route type de-scription followed by a space and a 3-digit route num-ber for the route to which the tray is destined.

1.4 Origin Line (Line 3)

The origin line must appear below the content line in a loca-tion appropriate for a tray or sack as shown in Exhibit 1.0aor Exhibit 1.0b. This line must show the city and state of theentry post office or the mailer’s name and the city and stateof the mailer’s location. It is recommended that the mailer’sname also appear with the city and state of the entry post of-fice. The origin line may contain abbreviated city and stateinformation if such abbreviations are those in the City StateFile or in Publication 65, National Five-Digit ZIP Code andPost Office Directory. A mailer code assigned by the USPSor such words as “Mailer,” “From” (or “FR”), or “Entered at”may appear before the required information on this line.

2.0 ADDITIONAL STANDARDS—BARCODEDTRAY LABELS

2.1 Paper Stock, Size, and Color

A barcoded tray label must meet these specifications:

a. Color: white or manila for First-Class Mail and Stan-dard Mail (A); pink for Periodicals.

b. Reflectance: all labels must meet the minimum reflec-tance requirements specified in 2.4i.

c. Perforations: effective July 1, 1997, perforations arenot permitted through the barcode and barcode quietzone on labels.

d. Weight: minimum 70-pound paper stock (500 sheets,24 by 36 inches).

e. Height: 1.860 inches minimum; 2.015 inches maxi-mum.

f. Length: 3.250 inches minimum; 3.515 inches maxi-mum.

g. Thickness: 0.005 inch minimum.

2.2 Printed Human-Readable Lines

The printed human-readable text lines must meet thesespecifications:

a. General. The human-readable lines must be printed inuppercase letters, with no run-on letters or numerals.The letters and numerals in the destination, content,and origin lines must be easy to read. The characterspacing can be proportional with respect to the typefont used.

b. Destination Line (Line 1). The printed destination linemust have a minimum character height of 0.120 inchand a maximum character density of 17 characters perinch. The corresponding ZIP Code must have a mini-mum character height of 0.190 inch and a maximumcharacter density of 10 characters per inch. The des-tination line must accommodate at least 21 charactersfor the destination city and state and any required pre-fixes, and 5 characters for the ZIP Code. Only the cor-rect 3-digit ZIP Code prefix is to be printed when therequired labeling for a tray includes only a 3-digit ZIPCode prefix for Line 1 (i.e., trailing zeros are not per-mitted).

c. Content Line (Line 2). The printed content line musthave a minimum character height of 0.120 inch. Thecontent line must accommodate at least 21 charactersand have an effective font density of no greater than17 characters per inch.

d. Origin Line (Line 3). The printed origin line must havea maximum character height of 0.085 inch and mustaccommodate at least 21 characters.

e. Barcode Numeric Line. The barcode numeric linemust consist of a numeric representation of the infor-

mation contained in the barcode as required by 2.4b(5-digit ZIP Code, CIN, processing code). The printednumeric barcode line must have a maximum characterheight of 0.085 inch, must accommodate 10 charac-ters, and must be placed below the barcode and lowerbarcode quiet zone as shown in Exhibit 1.0a.

f. Extraneous Information Lines. Extraneous informa-tion may be printed only at the top of the label and/orat the bottom of the label. The preferred location is thebottom of the label. If placed at the bottom of the label,the information must appear only in a rectangular areathat begins 1.620 inches from the top of the label andextends to the bottom of the label. Within this lowerarea, the information may extend 2.75 inches to theright from the left edge of the label. See Exhibit 2.2f.Extraneous information at the bottom of the label mustappear below the barcode numeric and origin lines.There are no font restrictions for information printed inthis area at the bottom of the label with one exception:if information in this area resembles a day of the weekor a USPS air stop code it must be in 10-point or small-er type. Extraneous information printed at the top ofthe label must have a maximum character height of0.083 inch. Barcodes for a mailer’s internal use maynot be placed in extraneous information areas or any-where else on the label, unless approved by USPSHeadquarters Engineering (see DMM G043) on acase by case test basis.

2.3 Zebra Code

The zebra code is a series of diagonal or vertical marks to theright of the barcode that serves as a visual indication that atray contains barcoded automation rate mail. It is required ontray labels in automation rate mailings. The zebra code mustnot appear on tray labels for nonautomation rate mail. Thediagonal or vertical marks must each be from 0.25 to 0.375inch high, and from 0.125 to 0.25 inch wide, separated byblank spaces equal in size to the diagonal or vertical marks.

2.4 Barcode

The label barcode must meet these specifications:

a. Type of Barcode. The barcode must be an interleaved2-of-5 code according to the Automatic IdentificationManufacturers’ Uniform Symbology Specification(AIM/USS-I 2/5) with the exceptions noted below.

b. Information. The barcode must represent the followinginformation: the 5-digit ZIP Code destination of the tray(for trays with a 3-digit destination, this is the 3-digitZIP Code prefix followed by two zeros); the 3-digit con-tent identifier number (CIN) applicable to the contentof the tray in either Exhibit 1.3c in Postal Bulletin 21937or Exhibit 1.3a in DMM Issue 51; and the applicable2-digit USPS processing code. The CINs in Exhibit1.3a may be used only through June 30, 1997. WhenExhibit 1.3a is used, the CIN that best describes thecontent must be used when there is not an exactmatch to the content description required by standard.The CINs in Exhibit 1.3c in Postal Bulletin 21937 maybe used now and will be required effective July 1,1997. When Exhibit 1.3c in Postal Bulletin 21937 isused, the exact CIN for the level of tray for the applica-ble mailing must be used. The 2-digit processing code“01” is used for automation rate and upgradable lettersand for automation First-Class Mail flats. The process-ing code “07” is used for all other mail.

c. Placement. The barcode must be on the left side of thetray label, below the destination and content lines. Thetop of the barcode must be not less than 0.6 inch fromthe top of the label. The bottom of the barcode must beno more than 1.5 inches from the top of the label. Thebarcode must not extend more than 2.0 inches to theright from the left edge of the label.

d. Quiet Zones. Two quiet zones (clear areas) must bemaintained, one to the left and one to the right of thebarcode, each measuring at least 10 times the X di-mension (see 2.4f) and extending the full height of thebarcode. Two additional quiet zones must be main-tained, one above and one below the barcode for itsfull width, each measuring at least 0.070 inch. Thequiet zones must meet the space reflectance specifi-cation in 2.4i.

e. Height. The height of the barcode must be from 0.65to 0.75 inch.

f. X Dimension. The width of the narrow bar element andnarrow space element is defined as the X dimension.It must be selected as a single dimension and it mustbe uniform within the barcode. The minimum X dimen-sion or narrow element width is 0.012 inch and themaximum is 0.016 inch. The optimum X dimension ornarrow bar/space width is 0.015 inch.

g. Wide-to-Narrow Bar Ratio. The wide-to-narrow ratiofor bars and spaces within the barcode must be be-tween 3 to 1 and 2.3 to 1 and uniform within the bar-code. The optimum ratio is 3 to 1.

h. Printing Tolerances. The maximum irregularity in theedge straightness of any bar element is 0.3 times theX dimension. The printing tolerance for any (narrow orwide) bar or space is +0.004 inch and is not cumula-tive. Example 1: If an X dimension of 0.015 inch is se-lected, each individual narrow bar or narrow spaceelement on the printing of the barcode must not be lessthan 0.011 inch or more than 0.019 inch. Example 2:If the wide bar/space dimension of 0.045 inch is se-lected, each individual wide bar or space must not beless than 0.041 inch or more than 0.049 inch.

i. Reflectance. When measured at 633 nanometers, barreflectance must be less than 30% and space reflec-tance must be more than 40%. The bar-to-space re-flectance difference must be more than 40%.

d. Origin Line (Line 3). The printed origin line must havea minimum character height of 0.083 inch.

e. Barcode Numeric Line. A barcode numeric line is op-tional. If used, the numeric line must consist of a nu-meric representation of the eight digits of informationcontained in the barcode as required by 3.3b (5-digitZIP Code and CIN). The printed numeric barcode linemust have a maximum character height of 0.085 inch.It must be placed a minimum of 0.070 inch below thebarcode (see Exhibit 1.0b).

f. Extraneous Information Lines. Extraneous informa-tion may be printed only to the right of the right quietzone if it does not interfere with scanning and sortingby automated equipment. Extraneous informationmay be placed (1) below the origin line; (2) above thedestination line; or (3) either between the content andorigin lines or to the right of required information on theorigin line, provided that the information does not con-sist of numerals that resemble a ZIP Code or 3-digitZIP Code prefix. It is recommended that this informa-tion be placed below the origin line. If placed above thedestination line, the maximum height of the type is0.083 inch, and it is further recommended that the in-formation be printed in a size of type much smallerthan the size used on the destination line. Extraneousinformation must not be placed between the destina-tion and content lines.

3.3 Barcode

The label barcode must meet these specifications:

E060.11.0, S922.4.0, and S922.5.0 are amended to give anybusiness reply mail (BRM) permit holder who uses windowenvelopes or address labels the option of printing ZIP+4 bar-codes as part of the delivery address block for prebarcodedBRM letter-size and flat-size pieces.

The address block barcode style may be used only if theaddress block is printed either on an insert that showsthrough a window of a window envelope or on a label affixedto the outside of the mailpiece. The permit holder may contin-ue using the lower right corner of the BRM piece for printingthe ZIP+4 barcode directly on the piece or on an insert or la-bel that shows through a window in the lower right barcodeclear zone. In either case, only ZIP+4 barcodes assigned bythe Postal Service may be used for BRM.

DMM E060.11.0 is also amended to clarify the require-ments for official government BRM enclosed in automationrate mailings. The headings for DMM S922.6.0 and S922.7.0are retitled to set off the different physical characteristics ofstandard BRM and BRM sent under the automated BusinessReply Mail Accounting System (BRMAS).

If the address block barcode option is used, the barcodemust meet the technical specifications in DMM C840.2.5, in-cluding clearance around the barcode and positioning of thebarcode. When the barcode is part of the address block, thebarcode must be placed in one of the following positions:

� Above the top address line (usually the line containingthe recipient’s or company’s name).

� Below the bottom address line (the line containing thecity, state (or two-letter state abbreviation), and ZIPCode or ZIP+4 code).

� Above or below any keyline information (nonaddressinformation used by the BRM permit holder) printedabove the address block.

These amendments will be included in DMM Issue 52(scheduled for release on July 1, 1997).

standards in 4.0, the applicable barcoding standards in C840and exceptions to C840 in 5.2 through 5.6, and these stan-dards:

a. Facing identification mark (FIM) C must be used.

b. The ZIP+4 codes and barcodes assigned to the BRMpermit holder by the USPS must be used. Deliverypoint barcodes are not permitted on BRM.

c. The ZIP+4 barcode must be placed on the addressside of the piece and positioned in either of these twolocations:

(1) As part of the delivery address block under C840if printed on an insert placed in a window enve-lope or on a label affixed directly to the piece.

(2) Within the barcode clear zone in the lower rightcorner of the piece if printed directly on the pieceor if printed on an insert or a label affixed to an in-sert and placed in an envelope with a barcodewindow under 5.3 or a delivery address windowunder 5.4.

5.2 Lower Right Barcode

If the barcode is printed on the piece in the lower right corner,these standards must be met:

a. The barcode clear zone must contain only the bar-code.

b. The boundaries of the barcode clear zone must, at aminimum, be within these boundaries:

(1) Left: 4-1/2 inches (or expanded to 4-3/4 inches atthe mailer’s option) from the right edge of thepiece.

(2) Right: right edge of the piece.

(3) Top: 5/8 inch from the bottom edge of the piece.

(4) Bottom: bottom edge of the piece.

c. The leftmost bar of the barcode must be between 3-1/4and 4 inches from the right edge of the piece (or, at themailer’s option, between 3-1/2 and 4-1/4 inches if theexpanded barcode clear zone is used that measures4-3/4 inches from the right edge of the piece).

5.3 Barcode Window

A barcode window may be used to display a barcode on aninsert in the barcode clear zone defined in 5.2 if the windowmeets these standards:

a. A nontinted clear or transparent material must coverthe window, with all edges securely glued to the enve-lope. When viewed through the window material, thebarcode must meet the reflectance standard in C840.

b. The boundaries of the rectangular area of the window(defined by its four edges) must meet these minimumdimensions:

(1) Left: 4-1/2 inches from the right edge of the piece.

5.4 Delivery Address Window

If a barcode is part of the delivery address block printed onan insert (or a label affixed to an insert) and appears througha window, the barcode must meet the standards in 5.1 andthe standards in C840 for location and optional placement inthe address block. If the barcode is not part of the deliveryaddress block and appears through a window in the barcodeclear zone, the barcode location must meet these standards:

a. During the full range of motion of the insert within theenvelope, these minimum clear spaces must be main-tained:

(1) 1/8 inch between the barcode and the left andright window edges.

(2) 1/25 inch between the barcode and the top win-dow edge.

(3) 3/16 inch between the barcode and the bottomedge of the mailpiece.

b. Only the ZIP+4 barcode is permitted in the barcodeclear zone.

c. Horizontally, the leftmost bar of the barcode must bebetween 3-1/4 and 4 inches from the right edge of themailpiece.

d. Vertically, the barcode must be within an area between3/16 and 7/16 inch from the bottom edge of the piece;the bottom of the barcode must be 1/4 inch (±1/16inch) from the bottom edge of the piece.

5.5 BRMAS

BRM prepared by a BRMAS participant must be ZIP+4 bar-coded and must meet the applicable barcode standards inC840 and in 5.1 through 5.4.

5.6 Samples

The mailer may submit preproduction samples of BRM to theUSPS for approval.

5.7 Error Notification

If the USPS discovers a BRM format error, the responsiblepermit holder or authorized permit user receives written noti-fication of the error and applicable specification. The permitholder must correct the error and make sure that all futureBRM pieces distributed by any means meet appropriatespecifications. The repeated mailing of BRM with a formaterror, as determined by the USPS, is grounds for revoking abusiness reply permit. To obtain a new permit after a BRMpermit is revoked for not following BRM format specifica-

Placement of Ancillary Service EndorsementsEffective immediately, Domestic Mail Manual (DMM)

A010.4.2 and M012.4.0 are amended to clarify the requireduse and placement of a return address on mail with an ancil-lary service endorsement (a specific marking required underDMM F010 for address correction, forwarding, and returnservices) and to expand from one to four locations on a mail-piece where a mailer may print ancillary service endorse-ments.

In addition to the current location under the return ad-dress, these ancillary service endorsements may be placedimmediately above the delivery address block, immediatelybelow the postage area (postage stamps, meter stamps, orpermit imprints), or immediately to the left of the postagearea.

All other physical standards for these endorsements areunchanged (such as a clear space of at least 1/4 inch aroundthe endorsement, read direction of the endorsement and re-turn address, minimum 8-point type size for the lettering, andcolor contrast with the background of the mailpiece).

4.4 Other Physical Standards

The endorsement or, if combined, endorsements, must meetthese physical standards:

a. The type size of the endorsement must be at least 8points.

b. The read direction of the endorsement and return ad-dress must be the same as the delivery address.

c. The color contrast between the endorsement and themailpiece background must be kept at a reasonabledegree. A brilliant colored background or reverseprinting is not permitted.

d. A clear space of at least 1/4 inch around (above, be-low, and both sides) the total area containing the en-dorsement(s) must be kept.

4.5 OCR Read Area

Any printing (including an endorsement or return address)on upgradable letter-size First-Class Mail or Standard Mail(A), or on letter-size ZIP+4 Classroom Periodicals, must notinterfere with the delivery address lines within the OCR readarea defined in C830.

Approved Curbside Mailbox Manufacturers and ModelsEffective immediately, Postal Operations Manual (POM)

632.518 is revised to update the list of approved manufactur-ers of curbside mailboxes for use on city and rural deliveryroutes. Also, for your convenience, POM 632.511 and632.512 are reprinted below.

The list of approved manufacturers of curbside mailboxesshould be shared with delivery personnel and customers. Ifa customer is currently using a mailbox that is not on the ap-proved list, they cannot be forced to replace the mailbox un-less it poses a hazard to the carrier or does not protect themail. Encourage your customers to replace old and dam-aged mailboxes quickly.

Mailboxes must be placed so they can be safely and con-veniently served by carriers without leaving their vehicles.They must be on the right side of the road in the direction oftravel of the carrier in all cases where traffic conditions aresuch that it would be dangerous for the carriers to drive to theleft to reach the boxes, or where their doing so would consti-tute a violation of traffic laws and regulations. Generally,boxes should be installed with the bottom of the box at a ver-tical height of between 3-1/2 to 4 feet from the road surfaceand placed to conform to state laws and regulations. Sinceroad and curb conditions vary, the USPS recommends thatcustomers be advised to contact their postmaster or carrierbefore erecting or replacing their mailboxes and supports.

Pacific 97 Stagecoach and Ship Triangular Commemorative Stamps

The Postal Service will issue two 32-cent Pacific 97 com-memorative stamps in a pane of 16 (Item 4432) on March 13,1997, in New York, New York. The stamps go on sale nation-wide on March 14.

Designed by Richard D. Sheaff of Norwood, Massachu-setts, the stamps feature two designs, one of a U.S. Mailstagecoach and one of a clipper ship, both from the 1800s.These will be the first triangular stamps the United StatesPostal Service has ever issued. The sheet of 16 stamps willform an unusual configuration of four squares, each squarebeing formed by four connecting triangles. There is also asmall type header identifying the place and dates of the Pa-cific 97 International Stamp Exhibition.

How to Order the First Day of Issue Postmark

Customers have 30 days to obtain the first day of issuepostmark by mail. They may purchase the new stamps attheir local post office, affix the stamps to envelopes of theirchoice, address the envelopes (to themselves or others),and place them in a larger envelope addressed to:

Distribution

All stamp distribution offices (SDOs) and stamp distribu-tion networks (SDNs) will receive two distributions of half thestandard for a 16-stamps-per-pane issue, rounded to thenearest master carton size (56,000 stamps). SDOs andSDNs will make one distribution to post offices equaling halftheir standard automatic distribution using Form 3309, Ad-vice of Shipment/Stamp Invoice, and Form 17, Stamp Requi-sition. SDOs and SDNs must not distribute stamps to postoffices before March 5, 1997.

Additional Supply

Post offices requiring additional stamps must requisitionthem from their designated SDO, using a separate Form 17,Stamp Requisition, or designated SDN, using a separateForm 17-S, Stamp Distribution Network Stamp Requisition.SDOs requiring additional stamps must order them fromtheir designated accountable paper depository (APD), usinga separate Form 17.

The Washington, D.C.; Memphis, Tennessee; Chicago,Illinois; Denver, Colorado; and San Francisco, California,APDs will receive 2,856,000 stamps for filling supplementalorders. The New York, New York, APD and Kansas City, Mis-souri, SDN will receive 2,912,000 stamps for filling supple-mental orders.

Sales Policy

All post offices must acquire and maintain a supply ofeach new commemorative stamp as long as customer de-mand exists or until the stamp is officially withdrawn fromsale, usually 1 year from the date of issue. Love Postal CardsIn conjunction with the February 4, 1997, issuance of the

Love Swans stamps in Los Angeles, California, the UnitedStates Postal Service will make available for sale a set of 12Love Postal Cards.

The Love Postal Cards set (Item 8801) consists of three8 �″ x 11″ sheets, each containing four postal cards with the20-cent Love Swan postage imprinted on the back. Eachpacket contains eight stamp designs including the new LoveSwan, along with previous Love stamp issues. Love PostalCards are retailed at $6.95 per set and will be available atpostal retail stores.

Pictorial Cancellations Announcement 97-4As a community service, the Postal Service offers picto-

rial cancellations to commemorate local events celebratedin communities throughout the nation. A list of upcomingevents for which pictorial cancellations are authorized ap-pears below. If available, the sponsor of the pictorial can-cellation appears in italics under the date. Also provided, asspace permits, are illustrations of those cancellations thatwere reproducible and available at press time.

People attending these local events may obtain the can-cellation in person at the temporary post office station estab-lished there. Those who cannot attend the event, but whowish to obtain the cancellation, may submit a mail order re-quest. Pictorial cancellations are available only for the datesindicated, and requests must be postmarked no later than 30days following the requested pictorial cancellation date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail postage(32 cents per envelope or 20 cents per postcard). Items sub-

mitted for cancellation may not include postage issued afterthe date of the requested cancellation. Such items will be re-turned unserviced.

Customers wishing to obtain a cancellation should affixstamps to any envelope or postcard of their choice, addressthe envelope or postcard to themselves or others, insert acard of postcard thickness in envelopes for sturdiness, andtuck in the flap. Place the envelope or postcard in a largerenvelope and address it to: PICTORIAL CANCELLATIONS,followed by the NAME OF THE STATION, ADDRESS, CITY,STATE, ZIP + 4 CODE, exactly as listed below (using all cap-itals and no punctuation, except the hyphen in the ZIP + 4code).

After applying the pictorial cancellation, the Postal Ser-vice returns the envelope or postcard through the mail. Cus-tomers who want their serviced item returned under pro-tected cover should include a larger, stamped, self-ad-dressed envelope.
